GEORGETOWN: Semua sekolah disaran menyusun semula program lawatan luar bilik darjah bagi memberi pengukuhan kepada proses pembelajaran dan pengajaran luas kelas, selaras pindaan Garis Panduan Lawatan Murid Sekolah tahun lalu.

Menteri Pendidikan, Fadhlina Sidek, berkata menurut pindaan dalam Surat Pekeliling Ikhtisas (SPI) Kementerian Pendidikan (KPM) Bilangan 9, lawatan murid pada masa ini dibenarkan hingga dua kali setahun bagi setiap murid mengikut keperluan dan kesesuaian.

"Kita beri kebenaran untuk guru-guru merancang lawatan anak-anak. Sebelum ini setiap sekolah hanya dua kali setahun tetapi sekarang setiap anak murid dibenarkan dua kali, jauh beza.

"Kita mahu anak-anak mengikuti pembelajaran di luar kelas supaya perspektif, pengalaman dan kemahiran mereka dapat (diwujudkan) di luar kelas," katanya di sini, hari ini.

Beliau menghadiri Program Warisan Pertubuhan Pendidikan, Sains dan Kebudayaan Bangsa-Bangsa Bersatu (UNESCO) Pulau Pinang: Rizab Biosfera Bukit Bendera melibatkan murid dari Sekolah Menengah Kebangsaan (SMK) Air Itam, SMK Permatang Tok Jaya dan Sekolah Jenis Kebangsaan Cina (SJKC) Han Chiang.

Fadhlina yang juga Presiden Suruhanjaya Kebangsaan UNESCO Malaysia (SKUM) berkata, KPM dalam proses memperkenalkan semula Tapak Warisan Dunia di bawah UNESCO dalam kalangan murid sekolah.

Setakat ini, katanya, KPM telah membuat program lawatan ke Tapak Warisan Dunia UNESCO di Banda Hilir, Melaka diikuti Pulau Pinang hari ini dan seterusnya ke Sabah serta Sarawak.

Beliau berkata, program itu adalah inisiatif KPM untuk kembali memperkenalkan tapak warisan UNESCO kepada murid secara lebih dekat dengan program sama telah dijalankan di Melaka dan akan menuju ke Sabah dan Sarawak pada masa akan datang.

Katanya, murid terbabit berpotensi menjadi 'duta' UNESCO selain yakin program sedemikian dapat meningkatkan minat dalam aspek sejarah serta pendidikan Sains, Matematik, Kejuruteraan dan Teknologi (STEM).

"Ini adalah komitmen saya dan kita mahu membabitkan anak-anak kita khususnya murid sekolah dalam menjadi sebahagian yang kita sebut sebagai 'advocator' dan juga duta UNESCO yang terkait rapat dengan biodiversiti yang kita dapat lihat pada hari ini," katanya.

Terdahulu, Fadhlina dalam ucapannya berkata, Rizab Biosfera UNESCO Bukit Bendera yang merangkumi The Habitat serta Bukit Bendera akan menjadi pusat global penting untuk penyelidikan dan pemuliharaan tropika, pendidikan alam sekitar dan amalan terbaik dalam pengurusan sumber semula jadi yang mampan.

Justeru, beliau menyuarakan keyakinan program lawatan berkenaan akan memberi manfaat dan memupuk kesedaran akan pentingnya mempertahankan dan memulihara khazanah alam semula jadi untuk generasi semasa serta masa depan.

Katanya, hasrat itu boleh direalisasikan melalui penganjuran program pendidikan serta aktiviti luar bilik darjah.

"KPM telah melaksanakan pendekatan yang mengutamakan Pendidikan Manusiawi dan Pembangunan Karakter sebagai usaha untuk melahirkan generasi yang mempunyai empati yang tinggi, cintakan keamanan serta bersatu dalam meraikan perbezaan.

"Pendekatan seumpama ini boleh memupuk minat terhadap alam semula jadi disamping menekankan kepentingan memulihara warisan biodiversiti dalam kehidupan kita," katanya.

Lawat tempat yg simple macam balai bomba dan hospital pun dah cukup sis.

Boleh beri pendedahan awal kanak2 kepada pelbagai jenis kerjaya, keselamatan dan kesihatan awam.

Instead of panggil org tu datang buat ceramah kat sekolah, bawa budak2 tu buat lawatan separuh hari pun dah cukup.

Zaman2 aku sekolah dulu merasa lah jugak 3× ke Melaka yg musykil mmg dah jadik tempat wajib pulak mcm xde tempat lain yg sekolah nak bawak. Beria pegi pun sbb nak masuk rumah hantu aje ramai2 tp baru perasan, bila masuk pulak zaman anak2 yg bersekolah, mcm jrg2 dengar dah ada lawatan kemana2.

World Bank Report: Malaysian Children Are Not Learning Sufficiently In School

Too many children are not learning sufficiently in Malaysia, despite their time spent at school and the budget allocated to public education, according to a World Bank report
                                      
According to the New Straits Times, the national education budget has remained steady at about 3.2% of the gross domestic product.

The World Bank's Bending Bamboo Shoots: Strengthening Foundation Skills report reveals that despite Malaysia achieving near-universal primary education goals such as high enrolment rates in preschools and primary schools, many children still struggle with learning outcomes and perform poorly compared to neighbouring countries with similar gross national income per capita.

Educational performance is even lower among students from low-income backgrounds.

The report found that while the average Malaysian child spends 12.5 years in school, they learn the equivalent of only 8.9 years

n comparison, Vietnam, which spends less on education than Malaysia, offers students 12.9 years of schooling for 10.7 years of learning.
In neighbouring Singapore, the average child spends 13.9 years in school and learns the equivalent of 12.8 years.

While the report also found that 98% of students in Malaysia attend preschool prior to entering primary school, approximately 24% still lack school-readiness skills

"Since learning is cumulative, weak foundational skills jeopardise performance later on," read the report.

The World Bank pointed out that by the age of 15, Malaysian students fall behind their peers in countries such as in Hong Kong, China, Japan, and Singapore in reading, math, and science as measured by international assessments.

When measuring core competencies through the Programme for International Student Assessment (PISA), Malaysian students performed worse than their counterparts in Vietnam:

- Only 41% of students in Malaysia attained proficiency in mathematics, significantly less than Vietnam's average of 72%.
- In reading, 42% of Malaysian students attained proficiency in reading, compared to 77% in Vietnam.
- In science, only 52% of students in Malaysia passed baseline proficiency, compared to Vietnam's 79%.

The World Bank linked the low learning outcomes to insufficient early childhood education and preparedness, as well as poor teacher content knowledge and skills despite their qualifications

"There is limited data on teachers' content knowledge in Malaysia, but what little exists, suggests room for improvement," said the report.

For instance, when tested in 2018, only 28% of English teachers were found to be proficient in English. While the number has improved to 53% by 2020, the report said teachers need to be better equipped to be effective in classrooms.

Another noteworthy finding is the relatively high rate of teacher absence reported by students in Malaysia.

To improve learning outcomes in Malaysia, the report recommends:

- Ensuring that all children benefit from high-quality preschool education and arrive in primary school ready to learn.
- Measuring student learning outcomes and teacher performance against global standards.
- Strengthening support for teachers through effective teacher training programs, as well as policies that consider teachers' experiences and needs.
