Wamenhan - Komisi I Bahas Rencana Modernisasi Alutsista...



Jakarta, DMC – Wakil Menteri Pertahanan dalam hal ini selaku Ketua High Level Comitte (HLC), Sjafrie Sjamsoeddin, bersama anggota Komisi I DPR RI, Senin (26/3) di Ged. DPR, Jakarta membahas rencana Modernisasi Alutsista dalam rangka kebutu*an TNI 2014 dengan menggunakan Alokasi Pinjaman Pemerintah (APP) atau Pinjaman Luar Negeri (PLN).

Ketua HLC pada kesempatan Raker tersebut mengatakan hingga tahun 2014 didalam proyeksi Minimum Esential Force khususnya modernisasi untuk Alutsista bergerak, Kemhan dan TNI ingin melengkapi postur kekuatan pertahanan di setiap Angkatan.

Sehubungan dengan hal tersebut, Kemhan juga memiliki rencana kebutu*an belanja alutsista (Shoping List) bergerak prioritas hingga tahun 2014 akan mempergunakan pinjaman pemerintah dari luar negeri.

Lebih lanjut Wamenhan menjelaskan, untuk Mabes TNI hingga 2014 memerlukan kendaraan taktis dan kendaraan angkut amunisi 5 ton dengan jumlah besar yang menurut jumlah pagu mencapai 110 juta Dolar.

Sementara untuk Angkatan Darat, terdapat empat prioritas yang ingin dicapai, diantaranya Helikopter serang dan serbu termasuk persenjataan sebanyak 24 Unit, kendaraan tempur Main Battle Tank (MBT) jenis Leopard 2A6 sebanyak 44 Unit, ME Armed 155 Howitzer, Rudal MLRS dan Rudal Arhanud.

Sedangkan untuk proyeksi kebutu*an modernisasi Alutsista untuk Angkatan Laut, Kapal Pemukul dengan jenis Klas Korvet, Kapal Pendukung, pesawat Udara jenis CN-235 MPA dan Helikopter AKS, Tank Amfibi BMP-3F serta Panser Ambfibi BTR 80 A. untuk penawaran baru yakni 3 kapal Selam dan 2 Unit PKR namun bisa dikirim setelah tahun 2014 dan 3 unit Fregat (MRLF) namun juga masih dalam proses pengusulan anggaran.

Untuk Angkatan Udara, Shoping list ini tertuju kepada pengadaan SU-30 MK2 dan dukungannya, pengadaan pesawat angkut CN-295 sebagai pengganti pesawat F-27. Ditambah lagi pengadaan Helikopter Full Combat SAR Mission, pengadaan pesawat latih sebagai pengganti AS-202 & T-34C. Totalitas pagu yang di butu*kan untuk bisa memenuhi kebutu*an khusus untuk alutsista bergerak pioritas mencapai 3,741 juta Dollar.

Berkaitan dengan hal tersebut, Ketua Komisi I DPR RI, Mahfudz Siddiq, pada akhir raker itu mengatakan, Komisi I DPR RI mendukung daftar pengadaan Alutsista TNI TA. 2010-2014 yang sumber pembiayaannya di alokasikan dari Alokasi Pinjaman Pemerintah (APP) Kemhan/TNI TA. 2010-2014.

Namun demikian Komisi I DPR RI memberikan beberapa saran, antara lain agar dapat mengupayakan dilakukannya amandemen terhadap daftar State Loan Agreement Tahun 2007 antara Pemerintah RI dengan Pemerintah Federasi Rusia, sehingga pengadaan 6 unit Sukhoi SU-30 MK2 dapat menggunakan skema pembiayaan State Credit.

Memperhitungkan dengan cermat kondisi dan spesifikasi, dislokasi serta proyeksi biaya pemeliharaan dan perawatan dalam pengadaan MBT Leopard 2A6. Memperhatikan dengan serius dampak penggunaan pesawat intai tanpa awak (UAV) terhadap kerahasiaan pertahanan dan keamanan RI. Memastikan kelayakan pembelian 3 unit kapal perang kelas Fregat (MRLF) oleh TNI AL.

Dikatakan Mahfudz Siddiq, Komisi I DPR RI mendesak Kemhan/TNI untuk terus melakukan pembenahan terhadap sistem adminstrasi dalam pengadaan Alutsista TNI. Menurut dirinya Komisi I DPR RI akan menyelesaikan pembahasan terkait permohonan pencabutan dana bertanda bintang untuk pengadaan barang/jasa melalui PHLN/KE, sebelum penutupan Masa Persidangan III Tahun Sidang 2011 – 2012.

Forum Raker pembahasan tentang rencana modernisasi alutsista ini juga dihadiri oleh Para Kepala Staf Angkatan, Sekjen Kemhan dan sejumlah pejabat di jajaran Kemhan dan TNI. (MAW/SR).

Indonesia Works to Strengthen Ties With Friendly Nations

Seoul. President Susilo Bambang Yudhoyono took the opportunity to strengthen bilateral ties with four countries on the sidelines of the Second Summit of Nuclear Safety in Seoul.

On Tuesday, he discussed the potential of establishing bilateral cooperation in economics and defense with his Ukrainian counterpart Viktor Yanukovych.

A day earlier, Yudhoyono held three bilateral meetings beginning with Pakistan Prime Minister Yousaf Raza Gilani.

Foreign Affairs Minister Marty Natalegawa said that Indonesia and Pakistan agreed to strengthen cooperation in various fields including trade, which has now reached $1.1 billion, and in combating terrorism.

“We are very appreciative of their cooperation over the years, such as their most recent cooperation regarding the repatriation of Umar Patek,” Natalegawa said, referring to a key terror suspect wanted for several bombings, including the 2002 Bali attacks.

Yudhoyono’s second bilateral meeting was with Prime Minister Jens Stoltenberg of Norway.

“What really stands out is the cooperation in the environmental field, especially regarding climate change,” Marty said.

Norway is Indonesia’s partner in implementing programs to reduce greenhouse gas emissions due to deforestation.

During the meeting, Yudhoyono extended an invitation for Stoltenberg to attend and address this year’s Bali Democracy Forum, the second so far.

“I am very impressed with the development in Indonesia, especially in the growth of the economy,” Stoltenberg said.

Later in the evening, Yudhoyono held a bilateral meeting with Danish Prime Minister Helle Thorning Schmidt.

“I am convinced that you agree that this summit is important, to remind the world about the importance of safekeeping world security from nuclear misuse,” the president said.

He said bilateral ties were quite good between their two countries and the moment “provides a good opportunity to increase cooperation between the two countries.”

Indonesia is using the ongoing Nuclear Security Summit in Seoul to voice its opposition to the production and deployment of nuclear weapons, a presidential spokesman said.

“Indonesia supports the Non-Proliferation Treaty and rejects the nuclear arms race and will call for a reduction of existing nuclear weapons,” presidential spokesman Julian Aldrin Pasha said.

Pasha said that the Non-Proliferation Treaty was aimed at preventing the deployment of nuclear arms and other weapons technology.

Five nuclear arms-producing countries — the United States, Britain, France, Russia and China — are bound by the treaty.

US military eyes Cocos Islands as a future Indian Ocean spy base

United States military aircraft, including drones undertaking surveillance operations over the South China Sea, could be based on Australia's Cocos and Keeling Islands in the Indian Ocean.

As part of enhanced US-Australian military co-operation announced in November by Julia Gillard and the US President, Barack Obama, the islands would replace the US's present Indian Ocean base of Diego Garcia, which the US leases from the British and is due to be mothballed in 2016.

The Washington Post reported yesterday that the US was eyeing the Cocos Islands, 2700 kilometres east of Diego Garcia, as ''an ideal site not only for manned US surveillance aircraft but for Global Hawks, an unarmed, high-altitude surveillance drone''.

''Aircraft based in the Cocos would be well positioned to launch spy flights over the South China Sea,'' the Post reported.

When Mr Obama visited Australia in November, he and Ms Gillard announced an increased US presence in Australia that experts said was all about containing a rising China. The three priorities were an increased rotation of up to 2500 US Marines through the Northern Territory, more US war planes using NT air bases, and increased access by US Navy ships and submarines to the HMAS Stirling base in Western Australia.

After Mr Obama's visit, the Defence Minister, Stephen Smith, hinted that US ships and aircraft would use the Cocos Islands eventually.

''But that's well down the track. Indeed, there would be a requirement for substantial infrastructure changes to be made for further air or naval engagement through the Cocos Islands,'' he said in late November.

Speaking yesterday at a nuclear security summit in South Korea, Ms Gillard said ''there has not been any substantial progress'' on using the Cocos Islands since Mr Smith's comments last year.

She said the focus had been on implementing the arrangement that was struck about the deployment of Marines.

''Clearly, the alliance we have with the United States is pivotal to our security. It's of long standing and we took the next natural step in my view in the evolution of that alliance last year when I agreed with President Obama that we would host the Marines on a rotational basis in the Northern Territory exercises.''

Yesterday, a spokesman for Mr Smith said the details of drones, planes and ships using the Cocos Islands had yet to be discussed.

''Cocos Islands is a longer-term option for closer Australian-US engagement but is not one of the three priority levels of engagement,'' he said.

The maritime version of the Grumman Global Hawk drone is likely to be introduced into the defence forces of both countries later this decade, under a program known as Broad Area Maritime Surveillance.

With a wingspan of almost 40 metres, it can cruise for 30 hours at a speed of 575 km/h, covering a vast expanse of ocean with its cameras, radar and other sensors.

The news that they are becoming part of Mr Obama's ''pivot'' into south-east Asia is slowly seeping out among the 600 residents of the Cocos Islands.

The caretaker-manager at Cocos Beach Bungalows, who gave his name as Bill, said he had seen reports on the internet but had not noticed any unusual activity, aside from the occasional air force plane with mechanical trouble.

The islands attract a handful of tourists each year, mainly snorkellers and birdwatchers.

For the Royal Australian Air Force, the Global Hawk will be part of the mix replacing its maritime patrol aircraft, the four-engine turboprop P3C Orion, along with a new manned aircraft, a development of the twin-jet Boeing 737 called the P8 Poseidon.

''The idea is to integrate drones and aircraft so you need fewer manned aircraft,'' said Derek Woolner, a defence expert at the Australian National University.

The progress report of the Defence Force Posture Review recommends the upgrade of the Cocos airfield.

After last year’s jitters over Australia’s decision to allow the United States to use Darwin as a base for the US Marines, Indonesia is due to question another similar move by its neighbor.

This time, the issue at hand is the possibility that Australia may allow the US to use Cocos Islands, located less than 3,000 kilometers southwest of Jakarta, as a base for its spy planes.

Defense Ministry spokesman Brig. Gen. Hartind Asrin said on Wednesday that in order to prevent any misunderstanding, Australia and the US should clearly explain the aim of the planned base.

“In principle, we did not have the authority to be involved in their plan, but we aim to ask them about their intention to place spy drones near our territory,” he said.

He said efforts to clarify the issue would be based on maintaining trust and confidence between Australia and the US.

“It is in our best interests to avoid any miscalculation or misunderstanding in the field,” he said.

As reported by Reuters on Wednesday, Australia Defense Minister Stephen Smith said the possible use of Australia’s remote Cocos Islands had been raised with the United States, but the proposal was not under active consideration and was not among any current plans by Canberra to strengthen military ties with Washington.

“We view Cocos as being potentially a long-term strategic location. But that is further down the track,” Smith said as quoted by Reuters.

The Washington Post said the US was interested in using Cocos Islands as a new base for its surveillance aircraft, to conduct spy flights over the disputed South China Sea (Spratly Islands), a territory claimed by China, the Philippines, Malaysia, Brunei, Vietnam and Taiwan.

According to the Post, Cocos Islands could be ideal for not only manned US surveillance aircraft but for Global Hawks — unarmed, high-altitude surveillance drones. The US Navy is developing a newer version of the Global Hawk, known as the Broad Area Maritime Surveillance drone, or BAMS, that is scheduled to become operational in 2015.

The Indonesian Defense Ministry, however, brushed aside immediate concerns that the spy aircraft would be a threat to the country’s defense.

“If we spot one and it has no permit, our fighter jets will intercept it,” he said.

Chairman of the House of Representatives’ defense, intelligence and foreign affairs commission, Mahfudz Siddiq, said if Australia decided to allow the US to use the islands, it should at least notify Indonesia.

“If, eventually, there’s an impact upon us, Australia should sufficiently explain the issue, although I understand it’s their territorial affair. But, it will render suspicions on our part since the location is near our border.”

Indonesia’s military has been cautious about Australia since November last year when it forged a deal with the United States to use Darwin, located less than 1,000 kilometers from Indonesia’s eastern territory, as a US military base that would gradually accommodate more than 2,500 marines.

Foreign Ministry spokesman Michael Tene could not comment on the issue. He did, however, insist that Indonesia maintained good relations with both Australia and the US.

University of Indonesia (UI) security expert Andi Widjajanto said it had been a plan by the US for some time to strengthen its influence in Asia Pacific by establishing bases in Guam, Darwin and Singapore.

“Inevitably, our territory will be penetrated as the US drones are relatively hard to detect, and they have non-stop surveillance capability,” he said. Andi added that the US also had a legal advantage if it trespassed Indonesia’s territory, as it had not ratified the 1982 UN Convention on the Law of the Sea (UNCLOS), which could enable the US to take advantage of Indonesia’s territorial gray areas, such as the Natuna Archipelago, located near the disputed Spratly Islands.

Balikpapan (ANTARA News) - Selain akan dijaga dengan tank-tank Leopard 2A6, perbatasan Indonesia-Malaysia juga bakal dilengkapi satu skuadron heli tempur Bell AH-1W Super Cobra, kata Panglima Komando Daerah Militer (Pangdam) VI Mulawarman, Mayor Jenderal TNI Subekti.

"Kami akan tempatkan di Berau dan Nunukan," ujarnya di Balikpapan, Kalimantan Timur, Selasa.

Saat ini Kodam VI Mulawarman sedang menyiapkan basis bagi skuadron heli tersebut. "Kami gunakan anggaran antara Rp17 miliar hingga Rp19 miliar untuk persiapan pangkalan skuadron heli tempur tersebut," katanya.

Super Cobra adalah helikopter buatan Bell, Amerika Serikat (AS), dan pengembangan dari Huey Cobra yang berjaya di perang Vietnam. Persenjataannya senapan mesin Gatling 20 mm, roket Hydra, rudal Sidewinder untuk pertempuran udara, dan rudal penghancur tank Hellfire.

"Super Cobra ini adalah pilihan utama. Namun demikian, kami punya pilihan lain yang lebih bersahabat dengan keuangan, yaitu heli serbaguna Agusta Westland," ujar mantan Asisten Perencanaan (Asrena) Kepala Staf TNI Angkatan Darat (Kasad) tersebut.

Heli tempur buatan Bell itu senilai sekira 11,3 juta dolar AS (setara Rp96 miliar) per unit. Untuk komplet satu skuadron dengan 16 pesawat, maka pemerintah RI menyediakan tidak kurang dari Rp1,53 triliun. Harga tersebut belum termasuk persenjataannya.

Super Cobra berkemampuan jelajah hingga 510 km pada kecepatan maksimum 277 km per jam, kecepatan menanjak 8,2 meter per detik, dan bisa mengambang di udara pada ketinggian 3.720 meter.

Dengan berpangkalan di Nunukan yang berbatasan langsung dengan Malaysia, maka SuperCobra hanya perlu beberapa menit untuk sampai di perbatasan dan menyelesaikan misinya.

Adapun helikopter Agusta Westland nilainya lebih murah. Heli tempur Agusta Westland AW 109LUH harganya 9 juta dolar AS (setara Rp76,5 miliar) per unit, atau total Rp1,22 triliun untuk satu skuadron.

Selanjutnya, Kodam Mulawarman akan dilengkapi tiga batalyon gabungan infanteri dan artileri yang memiliki persenjataan anti tank yang dapat membidik tank dari jarak 6 km, serta sistem peluncur roket serentak (multiple launch rocket system/MLRS) Astros II buatan Brazil.

"Dengan amunisi roket aslinya, jarak tembaknya bisa mencapai 300 km, atau 70 km dengan amunisi roket lain," jelas Subekti.

Bersama satuan tank Leopard, maka seluruh persenjataan dan personel baru ini akan tersedia secara bertahap mulai 2012. Menurut dia, akan sangat berdampak pada perimbangan kekuatan dengan negara-negara tetangga Indonesia, terutama yang berbatasan langsung di Kalimantan.

"Saat ini kita memang tidak memiliki musuh yang eksplisit, yang nyata. Tapi, setiap hari kita dilecehkan di perbatasan dengan adanya patok yang digeser-geser," demikian Pangdam VI Mulawarman, Mayjen TNI Subekti. (T.KR-NVA)

UPDATE 10am: WA Premier Colin Barnett said he would support a plan for the Garden Island naval facility in Rockingham to be used as a hub for American warships.

The move would be part of a plan being considered by the pentagon for unmanned US spy planes to be launched from the Cocos Islands off WA to keep an eye on China.

The Washington Post newspaper reported yesterday that US Navy Secretary Ray Mabus would visit Perth and Darwin this month to view Australian military bases.

Premier Barnett said he would “accept” the plan but it was really a decision for the federal government.

“In terms of negotiations between the Australian and American defence forces, that is something for the national government,” he said on ABC radio this morning.

“Garden Island is a strategic base and the only Australian naval base in the Indian Ocean.”
He said the Indian Ocean was part of a region of the world where there was a lot of “tension” and therefore

he would “rather have the Americans there than anyone else”.

The visit follows President Barack Obama’s announcement last year that a small number of US Marines would be based in the Northern Territory for six-month training rotations.

The newspaper said the Americans were aware the Asia-Pacific zone was at a pivot point and much of the developed world’s strategic attention was shifting south.

It was said the British Indian Ocean island territory Diego Garcia was becoming increasingly crowded with military air traffic, and the US was on the lookout for another base in the region to use as a launch for spy flights.

Cocos Islands were considered an "ideal site" to base not only manned US surveillance planes but also the Global Hawk, an unarmed high-altitude surveillance drone.

Spy flights could be launched over the South China Sea, a region of growing tension between China and her neighbours.

Defence Minister Stephen Smith confirmed yesterday Cocos Islands was a "longer term" option for closer US-Australia engagement but was not a priority.

He said details of any possible US air or ship access to the Cocos Islands had yet to be discussed and any greater use of the islands would require major upgrades to the airport and infrastructure.

The Washington Post said that Pentagon officials were "intrigued" by the potential Perth offered as a hub for US warships but that the city’s isolation presented drawbacks.

US officials were said to be looking at Stirling naval base as a place where the navy could refuel, re-equip and repair ships.

"Australia is the only ally that we have on the Indian Ocean," an unnamed senior US defence official told the Washington Post.
Any move to increase the US military presence in Australia would likely infuriate China and Indonesia.

Balikpapan, East Kalimantan. Even with harsh criticism over the potential purchase, military commands in Kalimantan have planned to establish their own battalion of Leopard tanks.

The House of Representatives has questioned the government’s plan to buy the 63-ton tank, saying that it was not suited for Indonesia’s mountainous terrain and small roads, which require the maneuverability of smaller combat vehicles.

Dutch lawmakers have also rejected the plan to sell 100 Leopard tanks that are no longer in use by the Dutch military, citing the Indonesian armed forces’ questionable human rights record.

But Maj. Gen. Subekti of the Mulawarman Military Command, which oversees operations in East Kalimantan, appears convinced that the tanks will start arriving as early as next year.

The three-star general said that his military command would receive 44 tanks and planned to establish a Leopard tank battalion to help secure the Indonesia-Malaysia border.

“By October next year, a Leopard tank battalion will be formed. At least we can have one company consisting of 22 tanks,” he said
Subekti said the Tanjungpura Military Command, which oversees operations in West and Central Kalimantan, would also have its own Leopard battalion.

“If you compare Malaysian tanks with the military’s old tank, it is like comparing a giant with a hand puppet. Our old tanks weigh 30 tons. With the Leopard tank, we can have more power,” he said, adding that the Malaysian tanks weighed 57 tons each.

With the Dutch parliament set on rejecting the plan to sell its tanks to Indonesia, Gen. Pramono Edhi Wibowo, the Army chief of staff, said Indonesia might instead buy the tanks directly from Germany, where they are produced.

“But we are still keen on buying from the Netherlands because of its competitive price,” he said at a hearing before the House on Monday.

Responding to the criticism that the tanks would not suit Indonesia’s terrain, Pramono said the demands came from soldiers in the field.

The tanks will be used mainly in Kalimantan, he said, but some will be stationed in Java and Sumatra while on standby to be deployed to other islands.

Adm. Soeparno, the Navy chief of staff, said his charges had prepared six amphibious warships capable of carrying 10 to 12 Leopard tanks.

Subekti said the Mulawarman Military Command would also form an attack-helicopter squadron in Berau, an outpost town bordering Malaysia. The squadron will comprise 16 choppers made by Italian manufacturer Finmeccanica and Bandung-based Dirgantara Indonesia.

The helicopters will be equipped with anti-tank missiles boasting a maximum range of 300 kilometers.

TNI dispatches troops to Malaysian border

SEMARANG: The Indonesian Military (TNI) dispatched 650 personnel on Wednesday to the border between Indonesia and Malaysia.

Commander of Division II of the Army Strategic Reserves Command (Kostrad), Maj. Gen. Ridwan, said that the troops would be deployed along the border between the two countries in East Kalimantan.

He said the troops would be keeping an eye on the 1,043-kilometer-long border region, which is prone to illegal logging and smuggling.

“They must behave in the border regions; they must not break the law by trying to enrich themselves,”Ridwan said in his speech before seeing off the TNI personnel at the Tanjung Emas seaport in Semarang, Central Java.

Last year, Indonesia and Malaysia had a misunderstanding over some basic terms regarding the two countries’ borders.

Malaysia has been accused of making a one-sided claim to Indonesia’s Tanjung Datu and Camar Bulan villages in Kalimantan.

Foreign Minister Marty Natalegawa has said that Indonesia is not involved in a border dispute with Malaysia.

KUALA LUMPUR: Indonesia and Philippines officially announced on Monday a security deal for a joint working group aimed to aid in combating trans-border issues, the Philippines armed forces said.

The Philippines military Chief of Staff Lieutenant General Jessie Dellosa said the two sides had finalized the Philippine-Indonesia working group with his Indonesian counterpart, Admiral Agus Suhartono, during a bilateral meeting in Jakarta last Thursday.

Dellosa was a resource speaker and panelist at the forum attended by some 50 defense officials and military chiefs mostly from the Asia Pacific as well as other international security officials.

The Philippine-Indonesia working group will “facilitate interoperability in addressing trans-border issues, including terrorism and other criminal activities,” the Philippines military said in a statement.

The terms of reference will “further strengthen the cooperation between the two countries’ security forces on matters of border security, intelligence, training, education and other mutually agreed initiatives and activities.”

The signing of the deal is expected to take place in Mindanao next month.

The Philippines and Indonesia both face threats from Islamic extremists, with the Indonesia-based international terrorist group Jemaah Islamiyah (JI) extending its network through the local Abu Sayyaf terror group.

The two regional allies are also confronted with trans-border crimes such as smuggling, human and drug trafficking, and poaching.

“Even as we each confront domestic security challenges, the interests of our nations are interrelated and we are all stakeholders of collective security in the international community,” Dellosa said in a statement.
