Jet Engine Theft: No High-Ranking Officials Involved, Says PAC

KUALA LUMPUR, Jan 26 (Bernama) -- The Public Accounts Committee (PAC) closed its investigation into the theft of two F-5E jet engines belonging to the Royal Malaysian Air Force (RMAF) by concluding that none of the force's high-ranking officials were involved.

PAC chairman Datuk Seri Azmi Khalid said the conclusion was made after it found no evidence at all to link any senior RMAF officer with the theft.

"The PAC found that there were internal weaknesses (in RMAF) but we could not find any irregularity involving the higher-ups," he told reporters after chairing the second PAC meeting with the Defence Ministry and RMAF on the jet engine theft at Parliament building, here Tuesday.

Among those seen coming out of the meeting were Defence Ministry secretary-general Datuk Seri Abu Bakar Abdullah and RMAF chief General Datuk Seri Rodzali Daud.

Azmi also stressed that the stolen jet engines were worth RM300,000 each and not RM50 million as reported before by the media.

At Tuesday's meeting, the PAC also confirmed that the sacking of a Brigadier-General last year had nothing to do with the jet engine theft.

Azmi said based on the investigation, the theft of the jet engines did not happen during delivery but during storage as there were no records of the engines being taken out.

He said the jet engines were found missing from the Material Processing Shed (MATRA 1), Sungai Besi RMAF base where the engines had been kept.

Based on that, the PAC did not dismiss the possibility of the theft being carefully planned with the help of people inside.

"They had the intention to steal and meticulously planned the theft. They had studied the internal weaknesses and took advantage of this to remove the jet engines from the storage facility."

Azmi said MATRA1 kept more than 400,000 spare parts and equipment belonging to RMAF but none of these had been stolen from the storage facility.

He said the RMAF, meanwhile, was enhancing its administrative system, including its asset management, and moving towards full computerisation for greater efficiency and to prevent the recurrence of such a theft.

The media recently reported that two F-5E jet engines had been missing since 2007 and believed to have been sold to a foreign country.

The RMAF started operating F-5E fighter jets in 1974 but their services were terminated in 1999 and taken over by the MiG-29N and F/A-18D jets. However, in 2003, the F-5E jets were reactivated as training and surveillance aircraft to meet the current needs.

Early this month, a sergeant in the RMAF and a businessman, who is also a company director, were charged in the Petaling Jaya Sessions Court over the theft of the two jet engines.

The government is now trying to get back the jet engines which are said to be in Uruguay.

PAC begins inquiry on stolen jet engines

KUALA LUMPUR (Jan 20, 2010): The Public Accounts Committee (PAC) today kicked off its inquiry into the case of the theft of two F5E jet engines belonging to the air force, by calling for a briefing from two senior Defence Ministry officials and the Royal Malaysian Air Force (RMAF).

It expects to table a report on the case to Parliament at its March meeting.

Speaking to reporters after the meeting, PAC chairman Datuk Seri Azmi Khalid said Defence Ministry secretary-general Datuk Abu Bakar Abdullah and RMAF chief General Datuk Rodzali Daud attended the meeting to brief the committee.

"We want to know about the procedure on how they (RMAF) do things, repair and maintenance, what are the weaknesses and we will go into how the incident happened.

"This is the beginning of the hearing. They have so far given us full cooperation although there are some confidential information. We know the limit," he said.

He could not say more as the meeting had been postponed after hearing about the procedures.

Asked who else will be summoned, Azmi said it is up to the Defence Ministry to decide but told the press "not to jump the gun" when asked whether Prime Minister Datuk Seri Najib Abdul Razak, who was the defence minister when the incident took place in 2007, will brief them as well.

An RMAF sergeant and a company director claimed trial at the sessions court here on Wednesday in connection with the two missing F5E jet engines on Jan 6.

N. Tharmendran, 42, who is still serving in the air force, allegedly conspired with Senior Airman Mohamad Shukri Mohamad Yusop at the Subang RMAF Air Movement Section to steal the two J8521-type engines from the Kuala Lumpur RMAF Material Processing Shed in Sungai Besi here.

The jet engines, belonging to the 12th Squadron (Scorpion) based in Butterworth, were stolen from the RMAF godown in Kuala Lumpur.

However, the RMAF only discovered the jet engines missing on May 22, 2008 and a police report was lodged on Aug 4 the same year.

Shukri has yet to be charged.

Today's PAC briefing had to be called off prematurely by Azmi because the renovation work in the parliament building had caused an unbearable smell of paint.

He said the briefing will resume on Jan 26 and that Abu Bakar as well as Rodzali will be summoned again.

The PAC will also be briefed by the Transport Ministry tomorrow on the purchase of the 36 electric multiple units worth RM2 billion as well as the express bus accident in Perak that killed 10 passengers last month.

AG: 2 enjin jet TUDM dicuri ditemui semula

KUALA LUMPUR, Feb 5 - Dua enjin pesawat pejuang F5 milik Tentera Udara Diraja Malaysia, yang dicuri tiga tahun lalu, telah ditemui semula dengan kerjasama kerajaan Uruguay, kata Peguam Negara Tan Sri Abdul Gani Patail.

Kedua-dua enjin itu diperoleh semula selepas sebulan anggota tentera berpangkat sarjan bersama seorang pengarah syarikat swasta didakwa.

Gani berkata kerajaan Uruguay telah menghantar notis kepada kerajaan Malaysia bahawa ia telah menemui dua enjin jet F-5E.

Katanya kerajaan menangani perkara itu dengan penuh kesungguhan dan sedang mengambil langkah perlu bagi mendapatkan kembali dua enjin berkenaan setelah menerima makluman daripada kerajaan Uruguay tentang penemuannya.

"Kejayaan yang dicapai setakat ini, hingga membawa kepada penemuan dua enjin jet milik TUDM itu, adalah hasil usaha dan kerjasama rapat antara kerajaan Malaysia dan kerajaan Uruguay," kata beliau dalam satu kenyataan dikeluarkan malam ini.

Gani berkata kerajaan telah mendapatkan bantuan pihak berkuasa di Uruguay untuk mengesan dua enjin yang dicuri itu yang dipercayai telah dibawa ke Uruguay.

Beliau berkata sebagai pemilik sah enjin jet yang dicuri itu, kerajaan juga menghubungi Kedutaan Uruguay di sini serta Badan Penasihat Pusat bagi Bantuan Perundangan Bersama Uruguay dan telah memberi notis awal berhubung penemuan semula dan penghantaran enjin berkenaan melalui bantuan bersama dalam rejim hal berkaitan jenayah.

Langkah itu sejajar dengan Akta Bantuan Bersama Berkaitan Hal-hal Jenayah 2002, kata beliau.

Abdul Gani juga menyatakan penghargaan beliau terhadap Kedutaan Uruguay di sini, khususnya Duta Besar Pablo Sader, atas segala bantuan yang diberi kepada Bahagian Hal Ehwal Antarabangsa Pejabat Peguam Negara dan Polis Diraja Malaysia, yang membawa kepada penemuan semula enjin yang dicuri itu.

Dua enjin berkenaan dilaporkan hilang sejak 2007.

March 29 Fixed For Mention Of Fighter Jet Engine Theft Case

PETALING JAYA, Feb 11 (Bernama) -- The fighter jet engine theft case involving airman N. Tharmendran and company director K. Rajandran Prasad will be mention on March 29.

Sessions Court judge Aslam Zainuddin fixed the date after Rajandran Prasad's counsel, Gobind Singh Deo said he had yet to receive other documents.

Deputy Public Prosecutor Hamidi Mohd Nor, who appeared for the prosecution, did not object to the application and will furnish the material.

The date was also fixed to enable Tharmendran's counsel, V. Ravichandran to submit an affidavit to support an application to reduce his (Tharmendran's) bail.

Earlier, Ravichandran asked the court to reduce the bail from RM150,000 to RM80,000 as the Defence Minister had pointed out that the jet engines fetched merely hundreds of thousands of ringgit and not millions of ringgit as reported.

Ravichandran said his client could not afford the bail.

Hamidi objected to the application, arguing that it must be supported by an affidavit.

On Jan 6, Tharmendran, 42, a Royal Malaysian Air Force (RMAF) sergeant and Rajandran Prasad claimed trial at the Sessions Court here in connection with the two missing F5E jet engines.

Tharmendran allegedly conspired with Senior Airman Mohamad Shukri Mohamad Yusop at the Subang RMAF Air Movement Section to steal the two J8521-type engines from the Kuala Lumpur RMAF Material Processing Shed, MATRA 1 in Sungai Besi, Kuala Lumpur.

Tharmendran allegedly committed the offence in December 2007 and was charged under Section 380 of the Penal Code, which is to be read with Section 109 of the Penal Code.

Rajandran Prasad, 38, however was charged under Section 414 of the Penal Code for intentionally disposing of the two F-5 jet engines at 49 Jalan TS 6/6 Taman Industri Subang on April 30, 2008.

PAC tours site of stolen jet engines

KUALA LUMPUR: Members of the Public Accounts Committee (PAC) toured the RMAF storage facility to understand the workings of the place following the theft of two fighter jet engines there.

PAC deputy chairman Dr Tan Seng Giaw said the members, led by chairman Datuk Seri Azmi Khalid, were briefed by senior RMAF officials on the storage operations at the Air Material Processing Shed (Matra 1) at Sungei Besi RMAF base yesterday.

The PAC, he said, was told how various aircraft and components were stored and processed inside the huge complex.

“The transfer process of the equipment is quite complicated, with workers coming in and out of the complex. Transporters or lorries will need to get work tickets, consignment notes and gate passes verified and approved first.

“The thefts had occurred when the Matra complex was in the midst of converting its system from a manual to a computerised one between 2007 and 2008.”

“Now, the system is fully-automated and computerised,” he told reporters at Parliament House yesterday.

Dr Tan said the complex was also equipped with specially-constructed forklifts which could carry equipment and components weighing several tonnes and transfer them to lorries within minutes.

The PAC, he said, was also shown how workers could lift and transport a one-tonne jet engine inside its casing to a transporter within minutes.

“There is no way for someone to steal a jet engine under everyone’s noses and get away with it. There are many people working in the Matra complex at any one time or another.

“So there is no doubt that a group comprising workers and outsiders were involved in the thefts of the two jet engines,” he said.

Dr Tan also said there was a possibility that the suspects had used a transporter with a proper work ticket, consignment note and a gate pass to enter the complex and it was followed by another lorry.

The PAC, he said, would submit its own report on the thefts to Parliament next month.

It was earlier reported that the two J85-GE-21 jet engines, which power the F5 fighters, were later recovered in Uruguay.

An RMAF sergeant and a company director have been charged in connection with the theft.
