Pua to push for PAC probe on botched Shah Alam hospital project

KUALA LUMPUR, Dec 9 — DAP chief economist Tony Pua said he will pushfor a Public Accounts Committee (PAC) investigation into the botchedShah Alam hospital project when it meets in Parliament today.
The Shah Alam hospital has become yet another government project hitby accusations of discrepancies when an online news portal alleged thatits construction cost had inflated by 60 per cent or to RM482 millionfrom its initial budget of RM300 million.
It was reported that the project was awarded to a turnkey contractorcalled Sunshine Fleet Sdn Bhd which, it claimed, had no experience inconstruction, and the project was later sub-contracted to "financiallydistressed" Isyoda Corp Bhd in late 2007.
Isyoda later withdrew from the project, and the contract was thenawarded to GM Healthcare though it was reported that the company is nowsuffering from financial pressure from the turnkey contractor.
Sunshine Fleet had been demanding high advances and expenses costs from both Isyoda and GM Healthcare.
"So the question that the public is asking is whether the projectwill be completed on time by November 2010 and what additional cost isexpected to be incurred by the government to ensure that it getscompleted," Pua told a press conference at Parliament lobby.
The Petaling Jaya Utara MP, who is a member of the PAC, alsodemanded an assurance from the government that the Shah Alam hospitalproject will not suffer from poor workmanship that may result in moredelays in its completion.
Pua cited several examples of government-funded hospital construction that faced similar problems.
The Ampang Hospital, the Queen Elizabeth Hospital in Sabah, thePekan Hospital in Pahang, the Sultan Ismail Hospital in Johor and twoother hospitals in Kedah have all been plagued by either poorconstruction or delays.
"Despite the long history of such botched-up projects, thegovernment has not learned its lesson and today continues to awardpublic infrastructure construction projects and building of hospitalsvia direct negotiations, often to unknown or inexperienced companies,"said Pua.
"I will raise the Shah Alam hospital project in the PAC meetingtoday and to request that this on-going project gets thoroughlyinvestigated before it becomes terminally-ill," he added. |
