Singapore has 8th highest national debt, and ranks with countries like bankrupt Greece
http://yeocheowtong.com/Salaries.html

According to the August 15, 2011 issue of Fortune Magazine that Singapore has no sovereign wealth (See Fortune's chart, below).

Instead it has a sovereign debt of US$254 billion, which is 95% of Singapore's Gross Domestic Product (GDP). This puts Singapore at 8th position of the world's most indebted nations. Singapore is near the bottom of the pile; only seven countries are more in debt, in terms of GDP than Singapore. By this standard, France, Portugal, and nearly every country in the world is doing better than Singapore financially.

The Minimum Sum Scheme is to cover up Singapore's debt.
Singapore has borrowed heavily from its own Central Provident Fund (CPF) which holds the retirement funds of Singaporeans.
This may explain why Singapore has constructed the Minimum Sum Scheme. It is to delay CPF withdrawals. Singapore may not have enough money to pay according to the old CPF three-payment scheme made in the person's 50s. With the Minimum Sum scheme, those CPF payments will be delayed until the age of 65, and then will be paid out in small amounts over time.
The Minimum Sum was set at $80,000 in 2003 and will be raised gradually until it reaches $120,000 (in 2003 dollars) in 2015. These amounts will be adjusted yearly for inflation.
Those unable to set aside the full Minimum Sum in cash, will have their properties which are purchased with their CPF savings, will have to pledge those properties for up to half of your Minimum Sum.
Singapore's CPF accounts function much like a U.S. 401K. Before Singaporeans could withdraw what they had deposited during their 50s. Now under the Minimum Sum Scheme much of that CPF money cannot be withdrawn until age 65.
According to the Singapore government, this insures that Singaporeans will have some retirement income from age 65.
Where are Singapore's reserves?
Soon after his election to the presidency in 1993, Ong Teng Chong believed it was his duty to know the value of Singapore's financial reserves.

The Singapore government resisted saying it would take 56 man-years to produce a dollar-and-cents value of Singapore's immovable assets (real property) alone. Ong never found out the value of Singapore's reserves. He completed his term as president in 1998 and died mysteriously in 2002.

Negara Tak padan kecik..bnyk utang rupaNYE

Sebenarnya S'pore xde hutang luar negeri,
cuma hutang EPF rakyat & Bonds rakyat sendiri je.
Kira Temasik Holding dgn GIC ade Wang tunai & saham bernilai USD472b,
hutang USD254b tak banyak pun.

In 2008, The Economist reported that Morgan Stanley had estimated the fund's assets at US$330 billion, making it the world's third largest sovereign wealth fund.

In addition to GIC, the Government of Singapore owns another sovereign wealth fund, Temasek Holdings, which manages about US$142b of assets.

Apa komen wak kasi dan sis kabu?

Baghal tak tahu pasal singapore.

Apa yg baghal tahu: CPF dia bayar jauh lebih rendah dari EPF.

Apa yg baghal tahu, temasek beli saham bank2 donia tu terlalu awal masa global financial crises (yakni they incurred paper loss). How the situation now, maybe dah improve kot.
Sbg cth: Citibank dpt duit uncle sam 50 beliyun, ubs bailout also by swiss gomen.

Apa yg baghal tahu: mmg le singapore tu tempat perlindungan segala mcm perampok + penyangan + tukang makan rasuah dgn segala mcm offshore financial services they offer: *which is a bit more difficult with amla today*

Kalau pasal kadar hutang to GDP, baghal lebih suka model total liability to GdP spt yg digunapakai di new zealand.

Ini lebih tepat utk tgk kadar indebtedness, sbg measure of financial health.
