As a concerned Malaysian, I cannot help but question the motive, relevance, transparency and accountability of Penang’s Pasukan Peronda Sukarela (PPS) that was set up in 2011.
My first grouse is that a Voluntary Patrol Scheme (VPS) already exists, set up in 2004 under the Department of National Unity and Integration in the Prime Minister’s department. The application method for admission to this patrol is systematic and transparent.
Hence, the Penang PPS is irrelevant and a waste of the RM1.5 million a year allocated to it that could very well be used for other community development projects.
My second grouse is that the Penang PPS scheme appears to have a clandestine set up with no visibility in the official website of the Penang state government.
In sharp contrast, the government’s VPS is organised, streamlined and structured with clear objectives publicly displayed at its official link.
Thirdly, operating procedures for the government’s VPS are clearly defined in a guidebook, with methods and procedures for patrolling activities covered. All equipments are kept by the scheme’s committee and job descriptions are clearly stated.
The Penang PPS scheme however has no such guidebook and even if it does, there has never been any mention of it in press conferences/statements.
The only thing we know is that Phee Boon Poh speaks up in defence of PPS with unsupported documented statements, which do not explain the following:
  • the decision-making process leading to the formation and establishment of PPS.
  • the department within the state government under which the screening, training and legitimisation of PPS is undertaken.
  • the accountability factor for expenditure, disbursement of allowances, uniforms and equipments (photographs of PPS members in social media shows them carrying rotans, metal rods and more).
  • an explanation regarding the recent reports of PPS members assaulting a journalist (2013) and an activist (Aug 17 2014).
In view of so many dubious issues surrounding Penang’s PPS, the Penang state government must come clean on this issue.
Penang Chief Minister Lim Guan Eng owes it to the Penangites to explain why RM1.5 million has been spent on PPS each year from 2011.
And we want him to justify PPS’s existence through formal documentation.
This time, concerned citizens want an official clarification from Lim himself, not Phee.

Semua anggota PPS yang menerima pangkat pelbagai jenis bergambar kenang-kenangan bersama Ketua Menteri (kiri Mohd. Salleh) dan Mohd. Salleh Man (berkopiah putih) serta Norlela Ariffin (kana Mohd Salleh) pada majlis di sini baru-baru ini   

KETUA Menteri, Y.A.B. Tuan Lim Guan Eng menganugerahkan tiga jenis pangkat kepada 273 ahli  Pasukan Peronda Sukarela (PPS) dari seluruh kawasan Dewan Undangan Negeri(KADUN) dekat Seberang Jaya baru-baru ini.

“Sebanyak tiga jenis pangkat akan akan disampaikan hari ini, iaitu Ketua Pasukan yangakan menerima tiga paku, Timbalan Ketua Pasukan yang akan menerima dua paku danNaib Ketua Pasukan yang akan menerima satu paku.

“KetuaPasukan telah ditetapkan dan dipersetujui oleh ADUN (Ahli Dewan UndanganNegeri) semasa awal penubuhan satu-satu pasukan.

“Manakala,jawatan timbalan dan naib diputuskan melalui mesyuarat yang dipengerusikan olehADUN dan ahli-ahli jawatankuasa terdiri daripada Ketua Pasukan di bawah DUN(Dewan Undangan Negeri) masing-masing,” ujar beliau pada majlis tersebut.

Hadirsama, Exco Kebajikan, Masyarakat Penyayang dan Alam Sekitar merangkap PengerusiPPS, Phee Boon Poh, Dr. Norlaila Ariffin (ADUN Penanti) dan Datuk Mohd. SallehMan (ADUN Permatang Pasir).

Dalamperkembangan sama, Guan Eng turut melahirkan penghargaan kepada Boon Poh ataskejayaan mewujudkan PPS di semua KADUN sejak tahun 2011.

Difahamkan,tujuan PPS ditubuhkan demi membantu mengurangkan kadar jenayah yang semakinmeningkat, melalui rondaan penduduk tempatan serta mewujudkan persekitarankejiranan yang ceria, selamat dan bersatu padu.

PPSjuga berperanan menyumbang tenaga dan masa bagi menjayakan satu-satu programrasmi Kerajaan Negeri.

Sehinggakini, direkodkan, PPS mempunyai 256 pasukan merangkumi 7,702 anggota dari semuaKADUN.

96pasukan PPS ditubuhkan di peringkat Daerah Timur Laut, Barat Daya (27),Seberang Perai Utara (64), Seberang Perai Tengah (43) dan Seberang PeraiSelatan (26).

“KerajaanNegeri pada tahun ini adalah (berusaha) mencapai sasaran 10,000 ahli PPS,” ujarGuan Eng.

Governments exist because of a social contract to protect its citizens against crimes and abuses. They do this via the constitution.
That is why we have the military, police force, and other government bodies to maintain social order and conformity to laws and regulations.
However, Penang is the only state that has its own voluntary patrol system or Pasukan Peronda Sukarela (PPS), a type of vigilante group.
Despite Chief Minister Lim Guan Eng’s acknowledgement that the police have been a contributory factor in reducing crime rates, Penang spends RM1.5 million annually on this voluntary patrol group.
A study undertaken by Moritz Schuberth (University of Bradford) revealed that ‘vigilante groups, partly initiated and sustained by the government, often develop their own political agenda and turn into lawless organisations terrorising citizens and the state itself’.
Recent incidents in Penang seem to support Moritz Schuberth’s findings:
Incident #1:
In January 2013, journalist Ang Kean Siang, 32, while covering a suspected suicide case, was assaulted by two members of the PPS, suffering injuries to his lips, chest, abdomen, and groin after he was allegedly punched and kicked by them at the unit’s makeshift operations centre.
Incident #2:
On August 17, Ong Eu Soon, a social activist was assaulted by a group of helmet-wielding men. At a press conference, he revealed that some of his attackers were wearing the purple vest of the PPS. He said the assailants told him they objected to his criticism of the state government.
With such a record, Penang certainly does not need any voluntary groups whose members, instead of protecting citizens, assault them.
The Penang state government must disband PPS on the following grounds:


(I) PPS by its very existence can cause disunity rather than unity and calls into question the credibility, relevance, and effectiveness of the police force. In short, the existence of PPS is a direct affront to the police force that have been trained and employed to protect citizens and to maintain law and order.

(II) There is no record whatsoever on the Internet; on any Penang state government’s official portals; or on the CM’s official blog about the decision-making process taken by the state government to establish and fund PPS.The Penang State government’s official website shows NOTHING whatsoever about the PPS in any of the sub-pages of any department.

(III) Many questions about the accountability, accounts, transparency, and selection process have been raised. To spend $1.5 million a year and to allocate RM10,000 per PPS team in each constituency is wasteful expenditure, which should NEVER have been considered in the first place. Could not that money have been better spent on orphans, the elderly, the homeless, or used for community development instead of buying walkie-talkies, caps, uniforms and shoes?

(IV) The application form for PPS members is so basic that anyone can apply. There is no provision for disclosure of past criminal records, referees and recommendations from ADUNs or any person of repute. How then can the PPS governing body ascertain the suitability of candidates? If indeed there was a need for such a group, the government would have implemented it as they have in the establishment of RELA for instance.
If there had been a greater need for vigilante groups, they would have created a ministry or a national body to register and regulate their operations, to unify their structure and functions.

The fact that the federal government has not done so is indicative of the low priority on such groups. So why does CM Lim Guan Eng want the PPS?
(V) Is PPS a registered society with the RoS? If it is not, then the office bearers and people involved have not conformed to the Societies Act 1960 (please see Section 41 on Unlawful Societies and Section 42 on Penalties on Office-Bearer, Section 43 Penalties on Member of unlawful society).

Can the CM of Penang shed more light on:
  • The origin of PPS and how this decision was made by revealing the minutes of meetings.
  • Show the official registration of PPS with the RoS.
  • If unregistered, what will RoS do? Are the offenders ready to face the music or will they produce allegations of injustice, unfairness and victimisation?
No man is above the law. No man can do what is beyond the boundaries as stipulated by legislation. No man should think he is different by doing what he wants in his own little kingdom.
Not in Malaysia, because we have a solid government that has existing laws that define boundaries and social control groups trained to execute orders from the federal government to all states in a uniformed way.
The PPS is not only unnecessary but an absurdity in this country and MUST be disbanded.

Jenuh masuk duit lebat syarikat2 kroni DAP lagu tu noooo

LGE kena dulu dulu di heret ke mahkamah kerana tanpa memperdulikan perlembagaan telah tubuhkan, iktiraf, pertahankan PPS ni malah belanjakan duit rakyat plak tu untuk biayai segala aktiviti PPS nih

“Bahkan untuk pengetahuan Datuk Seri Ketua Polis Negara, Jawatankuasa Keselamatan Kebajikan Kampung (JKKK) juga pertubuhan yang tidak berdaftar, adakah mereka juga pertubuhan haram?,” soal Aidil dalam kenyataan media.
