LGE nak jadikan penang negeri yang ada autonomi sendiri di luar perlembagaan M'sia .... depa tubuhkan PPS menggunakan undang2 sendiri , depa biayai, depa declare ia legal, depa berlagak macam polis nak siasat kes involve PPS , depa provide legal support kepada si pemukul , dan depa siap2 hukumkan sebagai berniat politik segala reports yang tak menyebelahi PPS ..... so they are the law, the police, the lawyer , the jury and the judge = absolute power/kuasa mutlak .

Guan Eng declares PPS a legal body Athi Shankar
| August 29, 2014
He says all the unfavourable reports on PPS are politically motivated.
GEORGE TOWN: Penang Chief Minister Lim Guan Eng today declared that the Penang Voluntary Patrol Unit (PPS) was a legal body and they would go all out to defend it.
He also condemned the statements by Deputy Home Minister Wan Junaidi Tuanku Jaafar and Inspector-General of Police (IGP) Khalid Abu Bakar, declaring PPS as illegal and vigilantes.
Lim said the state exco, which met today, had decided unanimously to voice its dissatisfaction against the duo’s statements.
He revealed that the state exco had also unanimously agreed and maintained that PPS was a legal state government body, and stressed that the DAP-led state government would go all out to defend the PPS.
“The PPS has been in operation for the past four years without any problem until the recent politically motivated moves by certain quarters. It is malicious slander by the Deputy Minister and the IGP for calling the PPS vigilantes.
“To make such allegations of misconduct, it was surely politically motivated and the Penang state exco expressed strong condemnation of such tactics,” Lim told a press conference in his Komtar office here today.
He said that the state had never questioned the legitimacy of the village security and development committee (JKKK) as it was the right of the federal government to form it.
He said it was not right to call for the PPS to be disbanded due to one or two isolated cases, which the state government will investigate.
He claimed the call was akin to asking the police force to be disbanded due to one or two cases of misconduct.
“We’ve read about custodial deaths in lock ups and many other cases but we can’t have the police force disbanded just because of one or two cases,” he said.
Since it was established, he claimed the 10,000-member PPS had helped in many areas, especially in emergency cases, aided enforcement authorities, like the police, to combat and prevent crime.
Divided into 299 teams, PPS members comprise 59.6% Chinese, 32% Malays, 9.7% Indians and 0.4% others.
IGP Khalid has declared PPS illegal and said the organisation was being investigated under Section 41 of the Societies Act.
Wan Junaidi said that state governments were not allowed to set up their own standing army or police force as security matters come under federal jurisdiction.
On Wednesday Lim said the state government would not be cowed by Khalid’s statement that PPS was an illegal organisation

Penang patrol unit reps decry assault claim, insist man attacked them firstBy Opalyn Mok

Next to him is Lee Chan Kwong. — Picture by Opalyn MokGEORGE TOWN, Aug 18 — The two volunteer patrol unit members arrested over the alleged assault of a man Sunday night claimed today they were the ones beaten up while they were not on duty.
The duo, Lee Yew Kuen and Lee Chan Kwong, lodged police reports on the incident, insisting they were not in uniform on Sunday night and were first attacked by the man who accused them of assaulting him.
According to 35-year-old Chan Kwong, he was at Farlim Air Itam market at about 11pm on Sunday night when a man stopped him at his motorcycle.
He said the unknown man approached him angrily and pushed him until he fell off his motorcycle.
“My friend came to my assistance but the man became violent and hit my friend’s head using a stick until he was bleeding,” he claimed in his report.
Chan Kwong’s friend Yew Kuen also lodged a report recounting the same scenario.
Yew Kuen, 66, claimed he had tried to help Chan Kwong but the man then attacked him instead, and beat him with a stick.
Both were present in a press conference called by state executive councillor Phee Boon Poh today. Yew Kuen also showed reporters where he was beaten on the head.
Explaining, Phee said both men were not on duty under Pasukan Peronda Sukarela (PPS) at the time of the fight and were there in their own personal capacity to attend a dinner.
“They were also not in PPS uniform and only Chan Kwong was wearing a casual PPS t-shirt which is not an official uniform,” he said.
Yesterday, a 51-year-old businessman lodged a police report alleging that while he was attending a Chinese temple dinner, a group of PPS members dressed in their purple uniform assaulted him.
In his police report lodged at the Farlim police station, Ong Eu Soon claimed the group of PPS members beat him up and one of them used a helmet to hit him for no apparent reason.
“This resulted in bruises on my hand and near my eyes,” he claimed in his police report.
The police arrested both Yew Kuen and Chan Kwong yesterday to assist in investigations into the case. They were released on police bail until September 1.
Today, Bukit Gelugor MP Ramkarpal Singh Deo, state assemblymen Wong Hon Hai, RSN Rayer and Yeoh Soon Hin said they will take up the men’s case.
“I want to emphasise that they were not there as PPS members but attending a Phor Thor dinner in their own capacity as Bukit Gelugor residents,” Ramkarpal said.
Speaking on behalf of his colleagues, Ramkarpal said they will ensure the police get the real picture of what happened that night.
“We will follow up with the police and the deputy public prosecutor to get to the bottom of the matter,” he added.
He warned all parties, including the media, not to comment or speculate on the case and to let the police investigate it.
PPS is a volunteer patrol unit formed by the state government to patrol the streets at each constituency in the state.
Phee said despite the bad press surrounding PPS, he felt that there is a need to increase the number of PPS members in the state, especially to rural areas.
“We want to expand PPS to every corner of Penang to reduce the crime rate in the state,” he said.
The police is investigating the case under Section 147 of the Penal Code for rioting, which carries a jail sentence of up to two years, or fine or both.

Macam ni punya para pemimpin yang terang2 mencabar perlembagaan negara masih boleh di biarkan menjadi pemerintah negeri kat M'sia ni kah ?
Depa ibarat parasite, kalau di biarkan lama-lama akan menjahanamkan seluruh sistem demokrasi berperlembagaan diM'sia .
Kalau pemimpin boleh senang2 memiliki kuasa mutlak gitu, lebih baik declare M'sia ni negara yang mengamalkan autokrasi aje , tak payah berselindung di sebalik demokrasi berperlembagaan sedangkan sesapa boleh cabar dan tolak perlembagaan tu sesuka hati and get away with it . |

Kenapa pemimpin buat hampa diam, rakyat buat hampa amek tindakan ?Why? Why ?

Ramkarpal tu bukan lawyer ka ?
Depa kata ia legal, sedangkan menurut perlembagaan ia illegal , so bermakna depa tolak lah perlembagaan tu dan buat undang2 sendiri untuk melegalkannya .

Najib, sila perjelaskan kenapa tarak tindakan keatas pemimpin2 DAP di penang walau dah jelas DAP mencabar perlembagaan M'sia dengan penubuhan PPS yang keseluruhannya adalah inisiatif kerajaan negeri sendiri ?
So sekarang ni sesapa pun di benarkan mencabar perlembagaan M' sia ka ?
