Say No to DASH (SNTD) would like to express our utmost disappointment and shock over the recent announcement that Lebuhraya Damansara Shah Alam (DASH) has been approved on December 25, 2014 by Putrajaya, citing Prolintas as having fulfilled the conditions. In the announcement, we also noted that the Works Minister Datuk Fadillah Yusof has instructed Prolintas and LLM to examine objections raised by Say No To DASH on the alignment route and that possible changes might be made into DASH’s final design. We would like to categorically put on record that if Prolintas is adamant about running DASH through Damansara Perdana, then Prolintas has not fulfilled the condition precedent of public consultation with all affected residents, meaning the approval granted is flawed.
We would also like to point out that a number of flaws cited in the approved DASH environmental impact assessment (EIA) report which does not justify the current alignment option through Damansara Perdana.
The recommended and preferred option selected by the DASH EIA report is option 5 i.e. Mutiara Damansara (via Jalan PJU7/7) – which does not justify the current alignment in Damansara Perdana (Jalan PJU8/1 and Jalan PJU8/2). In addition, option 5 and option 6 in the EIA report, on the one hand, detailed the option runs through Mutiara Damansara (i.e. via Jalan PJU7/7) and on another uses Mutiara Damansara and Damansara Perdana (which are two different neighbourhoods) interchangeably. These are evidence that the approved DASH EIA report is not consistent and flawed. Should DASH proceed, it would mean the project is being green lit on a false premise and justification. This sets a dangerous precedent for any future development projects. More importantly, the reasons cited by the Malaysian Highway Authority (LLM) in a letter dated April 13, 2012 gave several reasons to realign DASH from Mutiara Damansara to Damansara Perdana, namely that DASH would deprive the residents of a safe, healthy and comfortable place to call home. But those same reasons are just as applicable to Damansara Perdana. We strongly urge the works minister to instruct Prolintas and LLM to remove Damansara Perdana from the alignment and consider other options that do not run through densely populated neighbourhoods. We will be seeking a meeting with the minister, Malaysian Highway Authority and Prolintas again to discuss this request.
