World Bank Offers Indonesia $21bln in Loan

TEMPO.CO, Jakarta - The World Bank offers Indonesia $12 billion in loan. The offer was announced by the World Bank Representative of Indonesia Director Rodrigo Chaves during a meeting with President Jusuf Kalla on Thursday, September 17.
Chaves said the fund could be used for the national medium-term development program for the next four years.
The interest rate is very low with just 0.93 percent and 18-years of instalment, said Chaves. Several sectors that are considered to have good prospectives to be developed from the loan includes infrastructure, energy, sanitation and irrigation. The opportunity is good to continue developing and investing, as well as helping the Indonesian society.
Vice President Jusuf Kalla highly appreciates the offer and said that amid the crisis, Indonesia is in desperate need of fresh funds. The offer is considered intriguing as in the past few years, Indonesia’s debt has been reduced.
According to Kalla, World Bank has always supported domestic development. The meeting also talked about the continuation of ongoing Indonesian program. “Its a normal offer and could be used for road infrastructures and transmissions.”
Before the World Bank, the Asian Development Bank has prepared $2.2 billion or Rp 30 trillion to help fund Indonesia with an interest rate of 1.2 percent in 2016.

November 2015—Globally, there are 2.4 billion people without access to safe, clean bathrooms. In Indonesia, this means that one in three people does not have access to a flush toilet, latrine or septic system. Many still defecate in the open.
Besides being linked to disease and malnutrition, this practice puts women and girls at risk for rape and abuse because they do not have access to a safe, private toilet. However, USAID is partnering with local organizations and the Government of Indonesia to change this.
Over the past five years, the USAID-funded Indonesia Urban Water, Sanitation and Hygiene (IUWASH) project has helped more than 186,000 people gain access to improved sanitation. The project has achieved this by partnering with a local cooperative, KPP-UMKM Syariah, to provide microfinance services to local families so they can build safe and hygienic bathrooms.
Nurita*, a grandmother of two from the Banten province of Indonesia, found out about the sanitation loan program at a community meeting. Two months ago, construction was completed on a new latrine for her family, which is connected to a septic system.
Before the latrine was built, Nurita says, she worried about the risk of disease and the danger her grandchildren faced when they didn’t have access to a toilet and had to use open fields for defecation. “I feel more comfortable inviting guests to visit and feel safe while using the toilet at night,” she says.
The loan payments for the new latrine will amount to 66,000 rupees (roughly $5) a week for three years. Nurita has already paid back five other loans from the cooperative KPP, and has most recently used another loan to support her growing business—a local shop.
The IUWASH project, in addition to providing loans to local families, has also trained and developed small-scale construction contractors to build the new systems that include directions on system use, maintenance and repair. This ensures that the latrine will remain a sustainable, safe addition to Nurita’s home.
Contractors trained by the IUWASH program are currently building a latrine for Aas*, a mother of four, and her family. This is not the first time Aas has received microfinance support from KPP. She has taken out five other loans, including one to launch her husband’s shoe repair business. Four of the loans have already been paid back.
Through microfinance services, Aas is providing opportunities to her family that she did not have growing up. “Due to these loans,” she says, “I am able to remodel and expand my house while gaining access to water and sanitation, and that makes me very happy.”
Global recognition of the importance of access to sanitation is growing. This year, the United Nations declared “clean water and sanitation” as one of its 17 Global Goals for Sustainable Development.
In Indonesia, significant progress is already being made through projects like IUWASH. Over the past 25 years, access to sanitation facilities has nearly doubled across the country, increasing from 35 percent in 1990 to 61 percent in 2015.
USAID and KPP plan to push this figure even higher by becoming a model for other cooperatives and credit unions across Indonesia. Although sanitation loans are not a part of most microfinance programs in the country, Nurita and Aas demonstrate the potential such projects have to transform communities into safer, healthier places.
The Indonesia Urban Water, Sanitation and Hygiene project, which runs from 2011 to 2016, is designed to help the Government of Indonesia significantly progress toward its safe water and sanitation Millennium Development Goal targets by expanding access to these services.

Jakarta -Islamic Development Bank (IDB) berkomitmen memberikan pinjaman di Indonesia. Komitmen ini telah disampaikan oleh IDB kepada otoritas keuangan di Indonesia.
"Indonesia negara yang besar, maka kami mendirikan kantor cabang di negara ini. Kami terus berdiskusi dengan Kementerian Keuangan, OJK dan Bank Indonesia untuk membantu proyek mana yang tepat di Indonesia," kata Director Indonesia Country Office Islamic Development Bank (IDB), Ibrahim Shoukry di Gedung BEI, Jakarta, Selasa (8/3/2016).
Adapun nilai komitmen yang telah dialokasikan IDB, sebut Shoukry, mencapai US$ 4,6 miliar atau sekitar Rp 59,80 triliun (asumsi US$ 1 = Rp 13.000). Utang ini siap dicairkan ketika ada kesepakatan dengan pihak Pemerintah Indonesia.
Adapun untuk membicarakan penyaluran pinjaman tersebut, IDB berencana menggelar pertemuan tindak lanjut dengan pemerintah Indonesia pada bulan Mei mendatang.
"ertemuan kami berikutnya di Mei 2016. Nanti akan kami tanda tangani kerja sama dengan pemerintah Indonesia. Kami punya plan miliaran dolar. Nanti akan digunakan untuk proyek di Indonesia," pungkas dia.
Dalam kesempatan yang sama, Ketua Dewan Komisioner Otoritas Jasa Keuangan (OJK) menyatakan bahwa IDB dalam rencana mendirikan Islamic Mega Infrastructure Bank (IMIB).
"Islamic Mega Infrastructure Bank ini merupakan bank pembiayaan infrastruktur yang dibangun dan disponsori oleh IDB. Mereka siap menyalurkan pembiayaan perbankan untuk mendukung proyek-proyek Infrastruktur," jelas Muliaman.
Indonesia, kata dia, menjadi salah satu kandidat yang dipertimbangkan sebagai tuan rumah berdirinya Bank Pembiayaan Infrastruktur ini. Dalam hal ini, Indonesia akan bersaing dengan Turki untuk menjadi tuan rumah Islamic Mega Infrastructure Bank ini.
"Indonesia ini lagi dipilih antara dua negara Turki atau Indonesia, untuk menjadi tuan rumah Islamic Mega Infrastructure Bank. Jadi antara Istanbul dan Jakarta mau dipilih yang mana, ya tergantung juri lah. Jurinya independen," pungkas dia.

ugliel.com. Informasi menarik dari hasil Rapat Dengar Pendapat (RDP) Komisi VI DPR dengan Kementerian BUMN Indonesia mengenai utang USD 3 miliar (Rp42 triliun) dari China untuk 3 Bank BUMN ternyata jebakan RRC untuk RI. Tak pelak, kini Garuda Indonesia dalam cengkraman Naga China.
Kronologis kebijakan siluman siluman dari pemerintah Jokowi dimulai dengan meminjam dana dari China untuk penbiayaan infrastruktur. China memberikan pinjaman yang ditandatangani Presiden Jokowi pada 25 Maret 2015 di Beijing.
Saat itu belum ada informasi rincian kesepakatan RI-RRC yang ditandatangani di Beijing oleh Jokowi-Li Jing Ping. Laporan dan berita seputar Jokowi ke Jepang dan China hanya mengenai kesepakatan investasi dan utang pembiayaan infrastruktur.
China disebutkan siap memberikan utang ke RI USD 50 milliar (700 Triliun) dan Jepang 140 triliun (via ADB dan Bilateral). Jepang juga akan menambah investasi sektor rill 27 triliun, diantaranya pada Toyota & Mitsubishi. Sedangkan China tidak jelas investasi di sektor rill yang mana.
Pasca MoU Maret tidak terdengar kabar tentang investasu rill China. Tiba-tiba RRC memberi pinjaman ke bank BUMN pada September 2015, 3 Bank BUMN memperoleh hutang USD 3 M dari RRC
Alasan bank plat merah tidak jelas alokasinya. Apalagi pinjaman dalam bentuk valas sebesar USD 3 Miliar (52 triliun) tidak dibutuhkan 3 bank BUMN (BRI, BNI, Mandiri).
Gelagat mencurigakan membuat komisi VI DPR segera memaanggil menteri BUMN untuk minta penjelasan. Menteri BUMN tidak berani hadir, diwakili deputi Menteri dan 3 dirut Bank BRI, Mandiri, BNI. Celakanya, mereka tidak bisa memberikan jawaban tentang pinjaman dari China.
Informasi penting tentang kesepakatan utang USD 3 milliar tidak dimiliki pejabat BUMN yang hadir di DPR. Mereka mengaku hanya menjalankan perintah presiden. |
