Road Accidents In Belait Claim Another 2 Lives

Bandar Seri Begawan - Two accidents in Belait District on Friday claimed the lives of two people bringing the number of road fatalities in the district this year to five.

A 35-year-old man from Kampong Pandan in Kuala Belait was killed when the vehicle his wife was driving slammed into a tree and an electrical post near a water factory in Kampong Lumut.

The 27-year-old woman sustained serious injuries and is currently at the Intensive Care Unit at Suri Seri Begawan Hospital. Police from the Sungai Liang Police Station rushed to the scene following a distress call at 12.48pm.

Meanwhile, the police are still looking for the driver who ran over a 44-year-old Indonesian man on Friday night at KM37, Jalan Labi, Sungai Liang in front of the Labi Mosque.

The deceased who was found lying on the road was brought to RIPAS Hospital for a post mortem. It is believed that the accident occurred before 8pm when the victim was cycling to his friend's house.

The deceased worked as a farmer for a local private company. The police are now conducting a series of roadblocks in Labi and Sungai Liang. A police official noted that there was not any street lighting at the area where the accident occurred.

The police urged motorists to be careful when driving in dark areas, especially when it rains. Motorcyclists and cyclists should also wear bright clothing and to ensure that their lights are working properly.-- Courtesy of Borneo Bulletin

Inactivity Major Cause Of Diseases

Bandar Seri Begawan - Thirty minutes of physical activity everyday can significantly bring down the number of non-communicable diseases among the population in the country, which can contribute to greater productivity, a motivated workforce, a healthy and balanced social growth and lessen the burden of high medical costs on individuals and the country.

Recalling a saying 憌e are what we eat', Pehin Orang Kaya Pekerma Lela Diraja Dato Paduka Hj Awang Hazair bin Hj Abdullah, Deputy Minister of Health, yesterday called on the public, especially the youth, to practise healthy living at the opening of the Brunei National Softball Tournament 2007, at the Jerudong Park field. "In Brunei Darussalam, the five main causes of death come from non-communicable diseases like cancer, heart attacks, high blood pressure, kidney problems and diabetes. All the above listed diseases can be linked to a high-risk lifestyle like an unhealthy diet, obesity and lack of physical exercise.

"Such chronic diseases can be preventable if the community, especially youths, can practise a healthier lifestyle, said the Deputy Minister of Health.

"We only need about 20-30 minutes a day to carry out aerobic exercises - either individually, with family or in a group and practise a balanced diet to gain good physical health. A healthy community will be able to avoid chronic disease infections. Our physical health is closely related to what we eat, as the saying goes - we are what we eat," he added. "The Ministry of Health in raising public awareness towards a healthy lifestyle in the country has implemented various programmes and strategies to promote health with the aim of changing the community's attitude towards living healthy.

"The construction of the Health Promotion centre will provide access to all layers of the community like adults, children, families and youths to receive up-to-date information as well as spontaneous physical health checks in order to raise public awareness on practising a healthy lifestyle.

"We all need to realise that people and the community that practise a healthy lifestyle can contribute to enhanced productivity, be a highly motivated workforce, enjoy a healthy and balanced social growth, and reduce the burden of high medical costs on individuals and the country," said Pehin Dato Hazair.

"The healthy lifestyle that we need to achieve to raise the quality of life in the country has many aspects that needs the involvement of all layers of the community. Minister Leads BLNG Team To Japan, Korea

Bandar Seri Begawan - Pehin Dato Awang Haji Yahya bin Begawan Mudim Dato Paduka Haji Bakar, Minister of Energy at the Prime Minister's Office, and Chairman of Brunei LNG Sdn Bhd, yesterday led a BLNG delegation for its annual visit to Japan and Korea.

Also going for the week-long visit are Pg Dato Paduka Haji Abu Bakar bin Pg Seri Indera Pg Hj Ismail, Permanent Secretary at the PMO, Hj Mohd Said bin Pehin Dato Paduka Haji Hashim, Permanent Secretary (Technical & Professional) at the Ministry of Development, Hj Zolkiflee bin Haji Abd Karim, Acting Director of Petroleum Unit, Fred Smeenk, BLNG Managing Director, Grahaeme Henderson, BSP MD, Akinori Miyasaka, General Manager of Mitsubishi Corporation Brunei Liaison Office and other senior officials from the Office of the Minister of Energy at the PMO and BLNG.

In Korea, the minister and his delegation will meet Mr Kim Young Ju, Minister of Commerce, Industry & Energy (MOCIE), and the President and CEO of Korea Gas Corporation, one of BLNG's customers.

In Japan, they will visit the Ministry of Foreign Affairs and Ministry of Economy, Trade and Industry where he will meet MOFA Minister Taro Aso and METI Senior Vice Minister.

The chairman will meet his counterparts from Tokyo Electric, Tokyo Gas and Osaka Gas, the three main BLNG customers.

The chairman's visit is aimed at enhancing cooperation and discussing matters of mutual interest with both government officials and BLNG buyers in Japan and Korea. Japan remains Brunei Darussalam's main trading partner with a long-term LNG sales and purchase agreement of more than 6.01 million tonnes annually. It started 35 years ago when the first LNG cargo from Brunei was delivered to Osaka Gas.

Korea has been importing LNG from Brunei since 1994 under a short-term agreement. A long-term contract for 0.70 million tonnes was secured in 1997.

BLNG is embarking on a series of plant rejuvenation programme. Nearly 25 major activities are be carried out under the Asset Reference Plan aimed at extending the life of the LNG plant beyond 2013, the end of the current contractual duration, for at least another 20 years. BLNG is also progressing on studies relating to extension beyond 2013 and focusing on commercial activities in the near future.

In support of the extension of the projects, the two existing gas suppliers, Brunei Shell Petroleum Sdn Bhd (BSP) and Block B Joint Venture (BBJV) operators have embarked on existing facilities rejuvenation as well as active development and exploration campaign extending over the next few years.-- Courtesy of Borneo Bulletin

Foreigners Held In Immigration Inspections

Bandar Seri Begawan - Five Thai nationals and one permanent resident believed to be carrying out illicit activities in Kampong Lumut were detained during an inspection of a house.

Law enforcement officers from the Immigration Department, Belait District said they found condoms and pills, believed to be used for sexual activities, hidden in a woman's clothes.

The women were found to be holding social visit passes since March and had rented a room for the purpose of prostitution.

They are currently under detention. Meanwhile in another inspection carried out by 17 officers led by the Immigration Head Officer at rented houses and workers' quarters in Lumut and Belait, 45 foreigners consisting of Indonesians, Thais, Indians and Filipinos were checked.

One male Indian was issued a special pass and ordered to present his passport at the immigration department while another Indian was detained due to his inability to present relevant documents.

In a separate inspection, one Indian male was issued a special pass on suspicion of misuse of employment pass. His job description was stated as mechanic but he was found to be working as an operations manager.

Another Indian male was also issued a special pass after he was found to be working with a different company. He was tipped off of the coming inspection and drove a truck to Sungai Paku to pick up sand.

An hour later, he returned and during the inspection, he said he was on loan to the company. Two receipt books were found in the truck under a different company's name and were confiscated.

First Co-Operative To Run Private School

Bandar Seri Begawan - Acting BINA Director Pg Sharifuddin Pg Hj Matali paid a working visit to Kesuma Mekar School in Kg Rimba, Gadong, the first private school owned and operated by Koperasi Kesuma Mekar Berhad.

Built on a two-acre land with a lease of 30 years, the cost of its construction is estimated at $600,000. It has been operational since January 3, 2007.

It has 11 administration and teaching staff members and currently 82 pupils study at the school from kindergarten to primary 2.

16-Year-Old Girl Reported Missing

Bandar Seri Begawan - Police are searching for a 16-year-old Malaysian girl reported missing on May 1, 2007 after she left her house on April 30, 2007 and did not return home.

The police issued a press statement asking for information from the public regarding her whereabouts.

Khoo Shi Wei lives at No 35, Spg 232, Kg Sungai Akar, Jalan Muara. She holds a green IC with the number 51-161340. Anyone who has any information on her whereabouts can contact the Investigation Officer at Berakas Police Station at telephone number 2330412, extension 13/17, the Acting Crime Investigation Officer of Berakas District Police at telephone number 8750808, the 993 police hotline or the nearest police station. Kristal Astro To Respond Soon On KL Fee Hike

Bandar Seri Begawan - As thousands of Brunei's Kristal Astro subscribers are waiting anxiously for news of a rise in subscription fees following the recent announcement of the increased subscription fees in Malaysia, Kristal Astro said it is currently evaluating the cost impact of the additional programmes and a statement will soon be released on the concerned matter.

Nine new channels have been introduced beginning May 1 this year. According to a New Straits Times report, quoting Astro TV Chief executive Officer Rahana Rozhan, the increase was necessary as content costs in particular for "live" sports events, had increased by more than 20 per cent this year.

The new rates will take effect this month for new subscribers while for existing subscribers the new fee would be implemented beginning June 1 in Malaysia. Astro's programming costs last year were put at more than RM600 million.

She was also quoted assaying, "We have been absorbing the rising costs for the past three years and it has become necessary for Astro to revise its prices. The last time we did that was in 2004."

She added, "We will continue to bring in more channels and introduce new services as we move forward."

A report in 2004 said more than 30 per cent of Brunei households had Kristal-Astro services. The number of Kristal-Astro subscribers was estimated at 19, 200 in 2004, and six per cent of the figure reportedly owned more than one set. Of all four districts, Brunei-Muara District has the largest number of Kristal-Astro subscribers.-- Courtesy of Borneo Bulletin

Bandar Seri Begawan - His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam has consented to send a congratulatory message to Nicolas Sarkozy, President-Elect of the Republic of France on his victory in the presidential election.

In the message, His Majesty wished the new president much success in his presidency and looked forward to continuing to strengthen the long-standing cooperation between the two governments and the warm friendship shared by the people of Brunei Darussalam and France.

US Supports Brunei To Diversify The Economy

Bandar Seri Begawan - Officials from the United States of America and their Brunei counterparts under the Trade and Investment Framework Agreement (TIFA) have agreed to jointly examine how they could deepen the trade relationship and how the United States could support Brunei's efforts to diversify its economy.

The meeting held yesterday, led by Assistant US Trade Representative for Southeast Asia and the Pacific Barbara Weisel and Lim Jock Hoi, Permanent. Secretary (International Trade Section) at the Ministry of Foreign Affairs and Trade, was wide-ranging and constructive. The two sides discussed ways to improve market access and facilitate trade, strengthen intellectual property rights protection and enforcement, and address regulatory issues affecting bilateral trade between the countries.

"We had good productive discussions on bilateral issues. We talked about the investment climate issues and what this government is doing to attract investment and how the US might support those efforts," said Ms Weisel during a briefing to the media yesterday afternoon.

Also present at the briefing were Director of Southeast Asia and Pacific, USTR, David Katz as well as US Embassy to Brunei Darussalam's Deputy Chief of Mission Justin Friedman. They also talked about Brunei's economic diversification programme, which is quite advanced, and ways the US government might work with the Brunei government to support those efforts.

"We also talked about agriculture and aquaculture, some capacity building work that we're doing and some regulatory issues we'd like to do. Customs cooperation, and I think you're all aware that the Brunei government is working on a National Single Window and is also working with Asean to develop Asean wide single window, was also discussed. "We have been engaged with Asean in helping to advance those efforts regionally and we're talking about what we might do here as well," she added.

Intellectual property rights, which was also one of the issues discussed, is an area of real interest for the US government.

It is a priority, which the US thinks is very important, in helping to attract investment. "There are changes that have taken place here and in the intellectual regime and other areas where we want to exchange views," Ms Weisel said.

The officials also discussed ways on how links could be improved with the US private sector. The United States and Brunei also had the opportunity to talk about their common objectives in APEC and under the US TIFA with the countries of Asean, as well as ways on how they could cooperate on achieving a successful conclusion of the Doha Round of negotiations in the World Trade Organisation.

Another issue that was examined was environmental cooperation. "The US is quite supportive of the work Brunei has done on the environment.

"We have had a lot of discussions with Indonesia and Malaysia on issues related to illegal logging and issues of concern here in Borneo and the efforts of the Brunei Government are quite commendable. We would like to work together to expand some of that throughout the region as well as to build those onto some of the ongoing efforts we have on the environment," Ms Weisel said.

Officials from both countries also spent some time talking about the work they are doing in Asean.

The US and Asean have a Trade and Investment Framework Agreement where some initiatives are under way already and are looking to conclude those in order to start a new round of initiatives to strengthen the relationship.

"I think the government has developed a very clear picture on what it wants to do on the investment side. The officials here are very aware of the intense competition they face on investment throughout the region and know what needs to be done to attract investment in to this market. They have taken a smart approach of trying to focus on specific areas where they'd like to attract investment rather than all the demands because there are a lot of competitors and they ought to focus on -a few specific areas and try to attract investment in those," Ms Weisel said when asked about her views on Brunei's investment climate compared to other countries.

"The government (Brunei) is working hard on investment and diversification efforts in the tourism sector," she said and added, "Clearly there are some opportunities for eco-tourism here. I know that the government wants to develop those carefully to preserve the environment. If .it's done carefully and with the right kind of promotion, there's real opportunity for that to be quite successful." She had visited Temburong Sunday.

The officials also discussed about aquaculture as one of Brunei's diversification efforts, where US and Brunei have done some capacity building over the last few years. - The Brunei Government is trying to build the aquaculture sector and the US has some experts and consultants here to help with that, Ms Weisel said.

Brunei-US -two-way goods trade totalled around US$600 million in 2006 and a good portion of that came from oil and gas.

When asked how US could help the region in intellectual property rights, she said, "Various Asean programmes under our enhanced partnership agreement that we have, have been doing a lot of capacity building throughout the region on IPR, and all the Asean countries have been participating in various training programmes and various capacity building programmes that we have on IPR.

"I think the issues here are different than those in other countries. Here (in Brunei) you definitely don't have the problem of producing optical discs that many other countries do, which is an advantage. You're not working to overcome the organised crime aspect of that issue.

There is also a greater awareness on the - part of the public in Brunei than in some markets about maintaining a strong intellectual property regime and what that means for attracting investment," she said.-- Courtesy of Borneo Bulletin

Balum ada info kali berapa kenaikan nya! Tapi yg hairan nya tambahan channel2 atu bukan nya kemahuan pelanggan2, tau2 ada saja, nda jua berapa, dorg sendiri jua tu yg menambah. Sepatutnya, siapa2 yg mau tambahan atu saja yg di naikan sewa nya, baru tah adil. Ani usul nya secara paksa! But then again do we Bruneians have any choice in this matter? Nada kali ah! When it comes to Astro, we will always be under their mercy, has always been!

Traffic Violators Nabbed

Bandar Seri Begawan - The police yesterday caught 31 drivers for jumping the red light and 13 other drivers for making illegal U-turns.

The operation by the Investigation and Traffic Department of the Royal Brunei Police Force was conducted at the traffic light near the Riverview Hotel and near the Gadong fish market.

The operation was aimed at ensuring that drivers adhere to traffic rules and regulations. Those who violate the traffic light could be charged under Section 7 (1) (b) of the road traffic enactment 1954, while U-turn violators could be charged under Section 39 (1) (b) of the Road Traffic Act Cap 68.

According to statistics revealed recently at the road safety campaign for this year, 58 offenders were caught for jumping the traffic light last year compared to 128 in 2005 and 178 in 2004. The all-time high was in 2001 with 703 cases.

Meanwhile, 295 offenders were slapped with fines for making illegal U-turns last year compared to 86 in 2005. The number was as high as 446 in 2001, the highest since 1997.-- Courtesy of Borneo Bulletin

Long Service & Good Conduct Medal Awards For RBAirF Recipients

Bandar Seri Begawan - Long Service and Good Conduct Medal (Military) Awards were presented yesterday to 32 Royal Brunei Air Force officers and other ranks as consented by His Majesty the Sultan and Yang Di-Pertuan of Negara Brunei Darussalam.

Officiating the ceremony at the RBAirF base in Rimba was Commander of RBAF, Pehin Datu Lailaraja Major General Dato Paduka Seri Hj Awg Halbi Hj Md Yussof

He also presented the medals to the recipients, who are among 216 RBAF officers and staff awarded this year, as part of the upcoming 46th RBAF anniversary activities. Leading the list of recipients yesterday were RBAirF officers 265 Lieutenant Colonel (U) Shahril Anwar Ma'awiah, 283 Major (U) Matyussof Matyassin and 679 Lieutenant (U) Hj Kamaluddin Hj Apong.

Also receiving the awards were four Warrant Officer 1, eight Warrant Officer 2, Six Staff Sergeants and two Sergeants as well as retired RBAirF personnel comprising six Staff Sergeants, two Sergeants and one Corporal.

Such awards carry a lot of significance and honour to all eligible RBAF recipients who have rendered their services within RBAF with full dedication and dignity. Having quality human resources will successfully and continually heighten RBAF's pride and prestige, as well as always prepare them in facing current challenges and capable in handling high technology equipment and ability to lead and manage its personnel.

The RBAF's developments and achievements will not be meaningful if these personnel do not practise and appreciate the cultural demands emphasised in the 'RBAF Core Assessments' that amongst others require true discipline and military ethics.

RBAF, like any other armed forces globally, will always be a public figure and this is why RBAF strongly considers a friendly community approach so that the public will always remember and appreciate RBAF's capability in maintaining the safety of the nation and all of its achievements that they have worked for all this time.

Sixty one recipients from the Royal Brunei Land Force in Berakas Garrison and 21 from the Royal Brunei Navy in Muara Naval Base received the award in a similar ceremony last May 3 and 7 respectively.

Meanwhile, the Support Services RBAF will be organising a similar ceremony on May 14 for 84 recipients.

The Training Institute RBAF will be awarding its 18 recipients on May 15. Certain criteria need to be fulfilled for each personnel to be recommended for this medal.

He/she must have served within RBAF for at least 18 years, has never been sentenced to prison, never demoted in rank due to disciplinary problems, never been punished with salary deduction of more than seven days and never been given a "severe warning".-- Courtesy of Borneo Bulletin
