KERJA SAMA PERTAHANAN INDONESIA-CHINA TERUS MENINGKAT




Beijing, Duta Besar RI untuk China merangkap Mongolia, Imron Cotan mengatakan kerja sama militer serta pertahanan Indonesia dan China terus mengalami peningkatan.

Berbicara saat menerima 11 mahasiswa Universitas Pertahanan RI di Beijing, Senin, Dubes Imron Cotan mengatakan, hubungan dan kerja sama kedua negara dalam bidang pertahanan menunjukkan kemajuan yang siginifikan antara lain ditandai dengan saling kunjung antarpejabat tinggi kedua negara.

"Terakhir kunjungan Menteri Pertahanan RI dan ditindaklanjuti dengan pejabat tinggi lainnya, termasuk kedatangan para mahasiswa Universitas Pertahanan RI untuk belajar di Universitas Pertahanan Nasional (National Defence University/NDU) China, menunjukkan hubungan serta kerja sama pertahanan kedua negara yang semakin baik dan meningkat," tuturnya.

Tak hanya itu, tambah Imron, Indonesia juga telah membeli beberapa persenjataan dari China dan bahkan kini kedua negara sepakat untuk melakukan produksi bersama persenjataan seperti peluru kendali C-705 bagi TNI Angkatan Laut.

Imron memaparkan sebagai bagian dari kemitraan strategis yang telah disepakati kedua negara pada 2005, maka untuk kerja sama pertahanan dan keamanan telah dibentuk forum konsultasi.

Pada 2007, kedua negara telah menandatangani Agreement between the Goverment of The Republic of Indonesia and The People's Republik of China on Cooperation Activities in the field of Defence.

Dan pada 2011, kedua negara telah menandatangani nota kesepahaman kerja sama industri pertahanan.

"Kini hanya dalam kurun waktu kurang dari dua dekade China telah tumbuh menjadi negara besar baik dari segi ekonomi, politik, maupun pertahanan secara global," ungkap Imron.

Ia menambahkan, "dengan jumlah anggota militer sekitar tiga juta personel, didukung perkembangan industri pertahanan yang cukup maju maka pantaslah China menjadi mitra kerja sama pertahahan bagi Indonesia,".

"Jika dengan Pakistan, China bisa bekerja sama membuat pesawat jet tempur, mengapa dengan Indonesia tidak bisa? yang jelas-jelas telah menjalin kemitraan strategis," ujar Imron.

“I hope Papuans support the efforts and help provide us information should they see civilians in possession of firearms,” he said.

The bloody week was marked with unabated threats of a mysterious shooting, military rampage that left a civilian dead and scores of others injured as well as a fatal shooting by a police officer.

An independent human rights group, West Papua Media, alleged the rampage — launched following a comrade death — killed three civilians and said that the TNI and police should be held responsible for the deaths.

The group has posted a disclaimer, however, saying that its report, which is available online at westpapuamedia.info, is a preliminary report only; further assessment needs to be carried out by local human right workers.

Marciano said his office had preliminary information about the profile of the armed groups, “but it is not good to let you have this information.”

The head of government-sanctioned Presidential Unit for the Acceleration of Development in Papua and West Papua (UP4B), Lt. Gen. (ret.) Bambang Darmono, acknowledged that the situation in some places in Papua could no longer be considered conducive.

“This has prompted many to speculate over what are actually behind these violence,” he said, adding that the police must probe the incidents immediately to help smooth his unit’s programs.

Calls for investigation into the case came from the Caucus of Papua at the House of Representatives, who urged President Susilo Bambang Yudhoyono to immediately appoint an independent investigative team.

“We note that at least 15 people have mysteriously died in the last one month, but nothing has seriously been acted upon in the cases. It seems that the government has intentionally ignored the escalating violence there,” lawmaker Paskalis Kossay, who chairs the Caucus, said Friday.

From Jayapura, rights activists expected the police to continue pursuing the perpetrators in spite of the arrest of West Papua National Committee (KNPB) head Buchtar Tabuni, who was allegedly linked to violent protest in May.

“Buchtar has been arrested, but we hope the unidentified gunmen who have caused terror also be caught and don’t let Buchtar become the scapegoat of the shootings,” Manokwari Education, Research, Investigation and Legal Aid Institution (LPPPBH) executive director Yan Christian Warinussy said.

Yan said he had his own reasons that Buchtar, or KNPB, was not behind the shootings that terrorized Jayapura residents over the past week.

Papua Police spokesman Adj. Sr. Comr. Johanes Nugroho said Buchtar was arrested not because of the shootings but the incidents that took place following the protests so far held by KNPB in Jayapura.

Buchtar became a suspect in a vandalism case, but was not detained so he could improve the performance of KNPB during protests.

He said the police had a number of names and promised to bring them to justice.

Teyu Tabuni, who was killed by police personnel on Thursday, was buried on Friday.

Indonesia has decided to buy Leopard 2A6 Main Battle Tanks (MBT) from Germany with delivery schedule to commence in October this year, a statement released by the Indonesian defense ministry said here on Monday, July 2, 2012.

The Indonesian army has received a major budget boost to modernise its weaponry. As part of the programme the army has already agreed on the purchase of 100 Leopard 2 A6 tanks for which $280 million is available, according to Indonesian media sources.

Defense Deputy Minister Sjafrie Sjamsoeddin said that the decision to buy those tanks from Germany annulled government's initial plans to buy them from the Netherlands.

Sjafrie said that the Netherlandish government provided no certainty regarding Indonesia's proposal to buy the Leopard tanks from that country.

The plan to buy Leopard 2A6 main battle tanks were related to the government's strategic plans to improve army forces' might for the period of 2012 to 2014.

Sjafrie said that an allocation of 280 million U.S. dollars has been set to procure those tanks.

He added that an initial delivery of 15 tanks Leopard 2A6 from Germany would take place in October this year, followed with gradual delivery of up to 100 units until October 2014.
