We refer to the letter ' Who can I get to replace window rivets' (ST, 28 June) by Mr Raymond Wee Ping Ying.

BANK LELONG 15 FLAT HDB BULAN LALU

SEBANYAK 15 flat Lembaga Perumahan dan Pembangunan (HDB) dirampas dan dilelong bank pada akhir bulan lalu sejak bank dibenarkan memberi pinjaman kepada pembeli untuk membiayai pembelian flat mereka.
Lagi 61 kes serupa itu sedang menanti kelulusan HDB untuk flat terlibat dijual, kata Menteri Pembangunan Negara, Encik Mah Bow Tan, di Parlimen semalam.
Kesemua 76 kes itu membentuk kira-kira 0.1 peratus daripada kesemua kes pinjaman yang diberi bank kepada pembeli flat HDB.
Selain daripada kes-kes tersebut, kira-kira 100 kes masih menanti penjualan lelong, kata Encik Mah.
Namun, beliau menegaskan bahawa HDB akan memberi bantuan kepada pemilik flat terbabit hanya berdasarkan kes-kes tertentu.
Pada akhir bulan lalu, HDB meluluskan 20 kes flat yang telah dilelong untuk pemiliknya menyewa flat-flat HDB.
Namun, pemilik rumah berkenaan perlu memenuhi beberapa kriteria dan menghadapi masalah kewangan yang sukar sebelum layak menyewa flat tersebut, yang bayaran sewanya diberi subsidi.
'Saya ingin mengingatkan semua pembeli flat agar mengamalkan perbelanjaan kewangan yang berhati-hati dalam membeli rumah mereka dan membeli flat mengikut kemampuan.
'Mereka yang mengambil pinjaman bank untuk membeli flat HDB tertakluk kepada syarat-syarat yang dikenakan bank. Jika mereka gagal membayar hutang mereka dan tidak boleh melunaskan bayaran alternatif, mereka menghadapi risiko flat mereka dirampas,' kata Encik Mah kepada pertanyaan Dr Amy Khor (GRC Hong Kah).
Dalam sesi soal jawab, Encik Mah berkata sebelum ini, bilangan flat yang dirampas HDB menyusuli masalah kewangan adalah kecil kerana lembaga itu lebih bersikap simpati ke atas kes-kes terlibat.
Namun, beliau menekankan bahawa orang ramai tidak boleh membandingkan pinjaman HDB dengan pinjaman bank kerana pembeli diberi pilihan lebih luas menerusi pinjaman bank, termasuk kadar faedah yang lebih menarik.

No show flat, but selling like hot cakes

THE first thing you realise about The Cosmopolitan is the show flat - or rather, the lack of one.
A scale model of The Cosmopolitan. Below left - The site of the old Times House where the new condominium will be built.
In its place is a sales suite at developer Wheelock Properties' office - there's a scale model of the project, some mood pictures and a display of furnishings to be used in the project.
That's all.
Condominium-hunting will be a brisk 10-minute affair here.
The developer's explanation is that since buyers are aware of the high quality of their projects, there's no need for a show flat.
And they are 'under no pressure to sell', according to a recent report in The Business Times.
But a show flat may be built when the project obtains its temporary occupation permit (TOP) in 2008.

And that is only if there are any more units left to sell.
Despite the lack of a proper showcase gallery, sales are pretty decent, with about half of the total 228-units sold, said Wheelock Properties.
The project was launched just last week.
This 112,859 sq ft site is where Times House used to be - once the home of Singapore Press Holdings.
It's located at the junction of Kim Seng Road and River Valley Road, just opposite Great World City and a five-minute drive from the business district and Orchard Road.
All the units are facing north-south.
The unit prices of this 36-storey freehold development range from $1 million to $2 million - with sizes ranging from 1,141 sq ft (two-bedroom units) to 1,679 sq ft (four-bedroom units).
All the apartments have balconies.
Buyers here range from working professionals to investors from Indonesia, Hong Kong and Malaysia.
The apartments will be housed in two blocks set on a row of columns, and the lowest floor will be the eighth storey in one block, and the ninth storey in the other.
That leaves more space for landscaping and facilities such as a 40m lap pool, spa deck and indoor gym.

THE Chias don't need Sentosa Cove for exclusivity, they have Jurong West.
They have a whole 16-storey HDB block more or less to themselves.
There is only one other family living in the 90-unit block.
So, if they want to, they can hold a party along the corridor without bothering any neighbours.

They can turn the TV or hi-fi in their five-room executive flat on at full blast after midnight.
They live on the ninth storey and their only neighbours are on the 15th.
Said Mr Chia Seng Soon, 49, an engineer, who has been there with his wife and daughter since 2000: 'I've seen the other family a few times when they take the lift but I don't know their names.
'They seem to be here only occasionally. Their lights are rarely on at night.'
Which means the Chias are all alone in the building most nights.
Mr Chia said: 'We don't have to wait long for the lift. There are two lifts for two families. It's like having our own.'
Mrs Chia, 46, a housewife, said she has seen the other family playing mahjong outside their flat.
'The whole place is open to us. If we knew how to play mahjong, we might do the same,' she joked in Mandarin.
Their daughter, Yu Zhao, 9, said: 'It's nice and quiet when I sleep.'
She doesn't miss having other children to play with because her school is only a 10-minute walk away.
If you look up at the block, it's easy to pick out their home.
Their potted plants and window grille stand out among a column of empty balconies.
Mr Chia used to live in a three-room flat in Telok Blangah with his parents.
When he got married in 1994, he applied for a five-room executive flat in Jurong.
He said: 'We wanted a bigger flat because we originally planned to have my parents live with us. We chose Jurong because it's near where I work.'
The application was approved four years later.
Mr Chia said: 'When we were choosing our unit, we saw that there were about 20 other units that were already taken up.
'But when we moved in, we found that we were the only family.'
He thinks other potential residents decided to buy private apartments instead because condominium prices were falling during that time.
'I bought my place for $389,000. At that time, there were condos going for $400,000.
'That's why the five blocks of executive flats around here, from Block 626 to 630, are quite empty.'
A quick check by The New Paper confirmed this.
SOME INCONVENIENCE
Only about five units per block appeared to be occupied, with the exception of Block 628, which had more residents.
Mr Chia thinks it's because the block number includes the number eight, which sounds like prosperity in Chinese.
The Chias would like to interact with more neighbours.
And they did have to put up with some inconvenience when they moved in. At that time, there were no provision shops nearby.
They had to take a shuttle bus to Jurong Point to buy basic necessities.
Mrs Chia said: 'But last year, Pioneer Mall opened, and there's a Giant supermarket there now.'
She was also initially apprehensive about taking the lift because there would be no one around to hear the alarm bell if it broke down.
'Who knows how long we would be stuck in there if that happened. Luckily, it hasn't happened,' she said.
They do take precautions.
They make it a point not to take the lift with anyone they don't know.
When she's home alone, Mrs Chia will not open the door to strangers.
At night, they avoid the stairwell because there are couples who treat the empty block as a lovers' haunt.
At the void deck, The New Paper team saw four couples sitting or walking around.
Mr Chia said: 'We just ignore them. They come for a few hours, then they leave. If there's any trouble, I can always call the neighbourhood police.'
There have been a few cases of graffiti and damage to some part of the block, but it doesn't worry Mr Chia.
Amenities in the block are well-maintained, he said.
If a corridor light malfunctions, he just has to call the number listed on the lift landing and the Town Council will be alerted.
NOT MOVING
'Within a day, the light will be fixed. There is also block-washing once a month,' he said.
Overall, the Chias are happy where they are and they don't plan to move.
Mrs Chia said: 'We do recommend this place to the parents of my daughter's schoolmates but, so far, no one has moved in.'
Added Mr Chia: 'I heard the price of this place has gone down by 20 per cent, but still there are no takers. I don't know why.'

Park of unsold stock of flats
THE Housing Board said that about 30 per cent of the 425 units from Block 626 to 630 in Jurong West have been sold.
The rest of these executive flats, built in 1999, are available for booking under the Walk-in Selection System.
HDB is holding about 9,000 unsold flats.
And most of these are five-room and executive flats in outlying areas such as Jurong West and Sembawang.
Over-building in the 1990s left the HDB with about 17,500 unsold flats in 2002, according to a Straits Times report in October.
In the past, HDB built flats based on projection but demand dropped as people started getting married later, and fewer families were being formed.
And, as property prices started dropping and condos became more affordable, many of those who were thinking of buying executive flats began to switch to the condo market instead, said Mr Eugene Lim, ERA Singapore's assistant vice-president.
On why Jurong West is unpopular, Mr Lim said: 'Traditionally, people associate the estate with an industrial area but I believe there are plans to change the image into that of a vibrant campus town.'
It is also far from the Central Business District.
Most people will look for a unit in Jurong West only if they work in that area, he added.
Those living in quiet blocks may find it a challenge to sell their flats, Mr Lim said, as potential buyers will wonder why so few people live there.
But while they are there, they enjoy some advantages.
He said: 'You have exclusive use of everything, including the lift. And no neighbours to fight with.
'But I guess it can be scary at times. And security could be an issue too.' |

2007 - kalau dpt yang baru kat depan mrt kallang (670 jer unit tinggal 4&5 bilik inclusive)
2010 - tak dapat kat MRT kallang kena tunggu lagi utk dpt rumah baru kat dgn sungei kallang dan sungei whampoa
soklan, korang kalau nampak kat paper pasal walk in selection beritau eh
V n hb tak tau samada nak stay kat east or move out kat tpt lain.. (tukar angin )
V ada sampai 28/2/2006 utk decide... else kita stick utk tunggu blok kat kallang mrt or kat whampoa sana siap.... |
