Sulu claims spread to Sarawak

MNLF founder says his clan the true owners of Sarawak, Aquino smells conspiracy behind Sabah intrusion

KUCHING: The founder of Bangsamoro separatist group the Moro National Liberation Front (MNLF) Nur Misuari has claimed that Sarawak is also part of his clan’s ancestral lands.
The Philippine Star yesterday reported Misuari as saying he and his clan were the true owners of Sabah and Sarawak and that history would bear out that both states were the original properties of his great, great grandfather.
The leader, who is also former governor of the Autonomous Region in Muslim Mindanao, also admitted that his relatives and MNLF group members were among those who went to Lahad Datu, but denied instigating the invasion.
Misuari’s denial seemed to be a response to Philippines President Benigno Aquino’s claim yesterday that there was a conspiracy behind the decision of Sultan Sulu Jamalul Kiram III and his followers to use force to press their claim on Sabah.
“We are aware that people conspired for this situation to happen. We know some of them. The others are still hidden,” Aquino said amid criticism of how the government handled the situation.
He added that he was not blind to signs that point to a conspiracy in the ongoing tension.
Citing intelligence reports, Aquino said they had already identified “persons of interest” involved in the plot to move against Sabah. Cases are already being prepared against them, he added, without naming names.
Aquino said Sultan Jamalul Kiram III alone could not have ordered the move.
Aquino said the Kirams would have had to spend at least P100,000 (RM7,600) to hire a large boat to bring their forces to Lahad Datu and claimed they used two large boats and a speedboat to bring their men to there.
He also said the Kirams could not have financed the operation, noting that Kiram III is receiving financial support from the government for his regular dialysis.
Aquino said the government is aware that the situation could get worse and that the other option is a peaceful end to the conflict.
In a statement reported in various media and news portal in the Philippines, he said he is not changing his position to call on Filipinos holed up in Sabah to surrender.
He said the Philippine government is also concerned about the 800,000 Filipinos in Sabah whose lives could be jeopardised by the tension caused by the Kiram’s group.
Department of Foreign Affairs Secretary Albert Del Rosario is now on his way to Malaysia to work for a possible peaceful resolution to the situation, Aquino added.
Meanwhile tt was also reported that MNLF’s Islamic Command Council chairman Habib Mujahab Hashim had offered to mediate between the Sulu sultanate’s army and Malaysian forces.
The Philippine Star also reported the MNLF is urging the United Nations (UN) and Organization of Islamic Cooperation (OIC) to intervene and initiate negotiate between Malaysia and the Sultanate of Sulu.
Hashim also urged the UN, through its committee on human rights and the International Committee of the Red Cross, to send representatives to Sabah to monitor actions taken by Malaysian forces against Filipinos there.

KUALA LUMPUR: The streets of Kampung Sri Jaya in Simunul, Semporna have certainly changed. What used to be a bustling little town not too long ago is now a terrifying place to be. In mere days, many hotels, shops and commercial centers have shut down. Many homes have been abandoned.
Many locals have either fled or are making preparations to flee.

For those who chose to stay put, they lock themselves in their homes. Nobody goes out after dark. In all honesty, they are simply scared of being shot.

This is the picture of reality painted by local residents there.

Speaking to Malaysian Digest yesterday, one source who claimed anonymity, said gunshots were heard again Monday afternoon.

"Things are becoming more intense here. I think some of the intruders are back. I was shutting down the hotel when I heard gunshots, just moments before you contacted me," the man, who worked as a receptionist at one of the hotels there, told this reporter when she called him around 3pm.

He said things were not what they seem. "It is very worrisome and unpredictable. The only reason why media reports say things are a lot calmer here is because the locals are either on lockdown in their homes or they have moved out of town. You can practically count how many people are out in the streets. Everyone was terrified when they left their homes," he said.

When asked if he was prepared to leave as well, the source said he and his family of six other siblings and their parents have decided to stay put in their home in Kampung Sri Jaya, even though their abode was located in the village where an ambush took place last weekend.

On Saturday night, a group of armed intruders had reportedly ambushed Kampung Sri Jaya. A gunfight broke out between the intruders and Malaysian security forces, and left almost 20 people dead from both ends, including six policemen.

"Our house was in the area where the ambush occurred. We were in hiding at home and witnessed the incident with our own eyes when the intruders ambushed the police officers. It was a very scary thing to see," said the source.

Living in an area dominated by Sulu families, the source said knowing some of them personally came in handy in terms of information gathering.

"The local Sulu families, they are fine with us. Sometimes, it takes time to receive updates from the authorities, so we would depend on updates from the local Sulu here which are so far reliable, and this helps us to prepare," he said.

Moreover, there were not many security officers spotted in town as many of them were currently concentrated in the darker areas of the village, he added.

Meanwhile, a Subang Jaya trader who is currently in Semporna for business, said reality started to hit him hard as he watched many of the locals leaving town.

When contacted yesterday while he was purchasing household supplies for restocking, the 26-year-old trader who only wished to be known as Hakim, said he was still contemplating on returning home to his wife and six-month-old son in Kuala Lumpur, or to stay and help the workers under his care.

"I heard there was a shooting earlier this afternoon but I’m not sure whether I should go back. My wife has already made a lot of noise for not returning home yet, but I’ve also got to think about my workers as well," Hakim, who has been working in Semporna for three years, told Malaysian Digest.

He said the situation has become immensely terrifying as he drove by many empty streets, witnessing locals packing up their belongings and driving away in cars crammed with luggage.

"Kampung Sri Jaya is usually packed; it’s sort of a Filipino market here. But all I see are people packing and leaving. There are barely people on the streets and so little cars on the roads.

"As for the police force, there aren’t many on the streets but I just passed by the police headquarters and it was packed with police officers.

"It's probably safe to say two out of three in ratio of the people have left town.

"My mother had advised me to stay at my foster mother’s house, which is outside of town. But when I called her earlier, even she was about to leave for Tawau," he said.

Hakim said the current situation in Semporna is worse than what has been described in the media.

"There's a lot of shadowing in the media, but ironically, it's a good thing. There is no need to scare people with details and it will also help our security forces work better."

Touching on media sensitivity, Hakim questioned whether the nation is actually ready to hear the truth.

"How many of us are actually prepared to learn the truth when we ask the media or government to not cover up information? I have a network of people here whom I exchange information with. I can safely say that most of the information we have are not rumors. The next day, this info will come out in the news, just not in detail.

"Here is what the scenario is like for the locals here, including myself: if we leave home during the day, we'd come home before dark, lock ourselves in the house, turn off all the lights and stay put at one place in the house. We don't have an official curfew, but I definitely wouldn’t leave home when it’s dark. That's the reality of our situation here," he said.

Misuari warns KL: Don't kill Raja Muda

MANILA: Moro National Liberation Front (MNLF) chairman Nur Misuari (pic) on Tuesday warned Malaysian authorities against killing the followers of Sulu Sultan Jamalul Kiram III in Sabah as doing so would be tantamount to a declaration of war against the Tausugs and the former separatist group.

Speaking to reporters, Misuari advised Malaysian Prime Minister Datuk Seri Najib Razak against killing the sultan's brother, Raja Muda Agbimuddin Kiram and his men engaged in a battle with Malaysian security forces in Sabah.

"Once you do that, that will be tantamount to declaration of war against our people and the Moro National Liberation Front. It is our sacred duty to protect our people," he said.

"Every drop of their blood is sacred to us," Misuari added.

The MNLF founding leader, who signed a peace agreement with the Ramos government in 1997, also rejected as "wild speculation" any insinuation that he was behind the moves taken by the followers of Sulu Sultan Jamalul Kiram III in Sabah.

Speaking to reporters, Misuari said it is irresponsible to link him to an alleged conspiracy to finance the venture of Agbimuddin and his men to press the sultanate's claim over Sabah.

"These are all wild speculations. In the first place I have not implored anyone to make this venture. I cannot, you know, preempt the role of the sultan," he told reporters.

"To finance is out of the question, of course. If indeed, I am that well off, why should I finance the adventure of the sultan's men? Only about 200 people, like that. That's not my way of doing things," he added.

Misuari said that as leader of the MNLF, he was able to mobilize 4,000 fighters in the hunt for the bandit Abu Sayyaf who held hostage several foreigners in Mindanao.

He said he deployed a larger force during the Sipadan hostage-taking incident in April 2000 after being tapped by then President Joseph Estrada.

"So, for anyone to speculate that I have anything to do with this is a kind of madness. It is very irresponsible for anybody to implicate me in this," he said.

On the other hand, the MNLF leader said he is very much concerned about the fate of the Raja Muda and his men after they were reportedly bombed by Malaysian fighter jets Tuesday morning.

President Benigno Aquino on Tuesday said there are definite signs of a conspiracy in the move of Kiram III and his followers to use force to press their claim over Sabah, Malaysia.

Aquino said all the individuals pushing for the Kiram claim were mouthing the same lines over and over again. He also noted the Kirams would have had to spend at least P100,000 to hire a large boat to bring their forces to Lahad Datu in Sabah, Malaysia.

Aquino said the Kiram family used two large boats and a speedboat to bring their men to Sabah.

He indicated that the Kirams could not have financed the operation, noting that Kiram III is receiving financial support from the government through the Philippine Charity Sweepstakes Office (PCSO) for his regular dialysis.

"Funds and the food, the money that was left behind, yung mga concerted, seemingly concerted criticisms all point to a conspiracy," he said.

KUALA LUMPUR: The murder of eight police personnel is among charges which the armed foreign intruders in Sabah would face, said Minister in the Prime Minister's Department Datuk Seri Mohamed Nazri Abdul Aziz.

"If they have broken the laws of Malaysia, they should be charged in the court of Malaysia for whatever crime they have committed, certainly murder," he told reporters after delivering keynote address at a dialogue session on the establishment of a sentencing council in Malaysia today.

"It is not a war (in Sabah), it is an intrusion into our country by foreigners, on our sovereignity," he said, adding that Malaysia acted accordingly, in dealing with the situation.

"If there is a war, then the Geneva Convention will come into play. But it is not. It is still at a stage of instrusion.

"So, it is best left to the police because when it comes to national security, it is the responsibility of the police," Mohamed Nazri said.

On the sentencing council, he noted, the time was now right for Malaysia to seriously consider the setting up of such council to enhance the administration of justice.

"A sentencing council, thus, can play a role in forging a link between the views of the general public and the decisions on sentences made by the courts," he added.

Not over yet

LAHAD DATU: It is not yet mission accomplished for the security forces in their operation against Sulu gunmen occupying Kampung Tanduo here as the militants are still holed up there, Tan Sri Ismail Omar said today.
The Inspector-General of Police also denied Philippine media reports of gunmen’s bodies being desecrated, or of casualties among the Malaysian security forces.

“I believe the enemies are still out there,” Ismail told reporters here today.

“We are still at the mopping and search stage. This is being done at a large area, about four square kilometers,” he added.

The armed forces launched air strikes at the followers of the Sulu sultanate hiding out at Kampung Tanduo early this morning, with five battalions sent in together with the police force.

The self-proclaimed Sulu royal family, however, has reportedly said that the militant group in the Sabah seaside village is still “alive & kicking”.

Ismail stressed that he had yet to receive reports of casualties among the southern Filipino gunmen in Kampung Tanduo that are estimated at 200.

“The security forces’ movements are rather slow now. Our priority is the safety of those who are on duty,” he said.

The top cop said earlier today that no Malaysian civilians or members of security forces were killed or injured in today’s assault against the Sulu militants.

Defence Minister Datuk Seri Ahmad Zahid Hamidi also said earlier there was no evidence that Malaysia-trained fighters from the Moro National Liberation Front (MNLF) would join their Filipino Muslim militant counterparts in their battle to reclaim Sabah.

The Manila Bulletin today reported Hadji Acmad Bayam, a former chief propagandist of the separatist group, as saying that the MNLF had hidden an arsenal deep in Sabah’s rugged terrain before they returned home after their rigid training, adding he was confident the authorities would not be able to find the firearms.

Acmad was reported to have stayed in Sabah for nearly a decade, from 1976 to 1986, before yielding to then Philippine President Fidel V Ramos.

The former militant leader told the Philippine paper that many of the seasoned rebel commanders and rank-and-file members had chosen to stay back in Sabah.

Most of them were from Sulu, Tawi-Tawi and the Zamboanga peninsula on the Philippines south, he said, adding that the MNLF men also included those from Maguindanao, Irano and Maranao.

Philippine Star reported today that the Philippine police prevented almost 70 supporters of the Sulu sultanate from leaving Mindanao to join the militants here.

The Philippine Daily Inquirer also reported today that two search-and-rescue vessels of the Philippine Coast Guard are on stand-by to evacuate Filipinos in Sabah, following the clashes in three districts of eastern Sabah that have killed 28 – eight Malaysian policemen and 20 Filipino gunmen.

The Filipinos who invaded Lahad Datu on February 9 are led by a brother of self-proclaimed Sulu Sultan Jamalul Kiram III, who insists that Sabah belongs to Sulu based on colonial documents from the late 19th century.

Malaysia, however, says that the token annual payment of RM5,300 is given to the sultanate not as rent but for the sultanate to cede its rights over the land, which has been part of Malaysia for decades.

Some Sabahans have expressed anger at Filipinos whom they say are robbing them of job opportunities, while others have warned against stereotyping them.

More than a quarter of Sabah’s population are foreigners, totalling a staggering 889,000 of the 3.2 million-strong population, or about 28 per cent, based on a 2010 census.

There are about 800,000 Filipinos throughout Malaysia, most of whom are working in Sabah, according to Philippine media quoting government data.
