Universiti Malaya denies it is going bankrupt

PETALING JAYA: Universiti Malaya (UM) has already implemented measures to deal with current drastic budget cuts.

The university said this in an immediate response to its former vice-chancellor Ghauth Jasmon who claimed UM would be bankrupt in three to five years if “the right people” are not hired to raise funds for its operations.

In a statement, UM vice-chancellor Prof Amin Jalaludin said UM respected Ghauth’s opinion but it did not reflect UM’s current situation as the university had taken the necessary measures to deal with the budget cuts.

Amin said UM would be enhancing its policy of income generation, optimisation and financial prudence to cope with the cuts.

“This year, we anticipate a projection of RM300 million from our internal income, postgraduate fees, rentals and investments.

“Besides that, UM has diversified its income through its subsidiaries, operating joint ventures between public and private institutions, including International University of Malaya Wales, University of Malaya Centre for Continuing Education, University of Malaya Specialist Centre, and through development of its land banks.

“The management has also started to invest in a few lucrative sectors, namely in the plantation business, with the aim of being self-sustaining in the near future.”

Amin said UM would also initiate other revenue streams by providing training, consultancy and smart partnerships with the corporate sector.

Ghauth, speaking at a seminar, had said UM received government aid of RM550 million yearly before funds were slashed two years ago.

“Now, UM face cuts of RM270 million. They are now dipping into their reserves as the top management are academicians.

“These VCs, appointed by the higher education ministry, have no clue as to how to raise money. They only have another three to five years’ of savings.”

He also said UM has 5,000 academic and administration staff. To survive these budget cuts, they will have to remove 2,000 people.



Universiti Malaya can’t stay afloat with budget cuts, says ex-VC

SUBANG JAYA: The oldest university in Malaysia may be bankrupt in three to five years if “the right people” are not hired to raise funds for its operations.

This comes after the government slashed its funds by half, said former Universiti Malaya (UM) vice-chancellor Ghauth Jasmon.

He said UM received government aid of RM550 million yearly before funds were slashed two years ago.

“Now, UM face cuts of RM270 million. They are now dipping into their reserves as the top management are academicians (vice-chancellors or VCs).

“These VCs, appointed by the higher education ministry, have no clues as to how to raise money. They only have another three to five years’ of savings.”

He was speaking on the final day of the Asia Public Policy Forum 2017, co-hosted by Harvard Kennedy School and Jeffrey Cheah Institute on Southeast Asia.

Ghauth, who was the UM VC from 2008 to 2013, said there was no “income replacement” for the budget cuts. This was despite the university being informed by the government a decade ago of the intended reduction in aid.

He said UM has 5,000 academic and administration staff. To survive these budget cuts, they will have to remove 2,000 people.

“It’s not only UM. Other public universities are also facing the same problem. Professors going to retire or on contract have been told to end their services.”

There is a big crisis in universities but none of the VCs have the answers to cope with the huge budget cuts, he said.

“… Not the board or the top management of academicians. They are still renting out the gymnasium or organising competitions at the swimming pool. That is the sort of things they are doing (to raise funds).

“What is the solution? The public university is waiting to die. That’s is how I see it because I have not heard of any solutions.”

Ghauth predicts public universities will be forced to sell off their assets to make up for the shortfall.

He said this may lead to a large number of school leavers unable to continue their tertiary education, causing a huge social problem.

As for Universiti Teknologi Mara, it is facing cuts of RM946 million a year.

“UITM has 200,000 students. With almost RM1 billion in cuts from the operating budget, they might not be able to keep that (high a) student number. Where are the school leavers going to go?”

One solution, he said, would be for the government to hire capable people from the private sector to manage and generate funds.

Ghauth noted that more universities would be set up by China companies in Malaysia as some of the smaller local private universities close down due to budget constraints.

At the moment, there is the Xiamen University Malaysia in Johor.

“About a month ago, another group came to see me and told me that another university, from China, would most probably be established soon in Malaysia. We can definitely expect more companies from China opening their universities here.”

Attempts to reach UM’s vice-chancellor Prof Dr Amin Jalaludin were unsuccessful. However, an officer from the communications department of the university said they would respond to Ghauth’s claims.

mesti KJ tengah gatal hati terhadap tanah UM..... yelah dulu usaha dengan Dollah Bodowi gagal nak dpt tanah UM buat kondo mewah

Kalau UM kurang bijak seperti UMNO, pastinya UM akan jual tanah2 yang dia ada untuk tampung keperluan kewangannya.

SUBANG JAYA: Universiti Malaya mungkin muflis dalam 3 hingga 5 tahun sekiranya “orang yang tepat” tidak ditugaskan untul mengumpul dana untuk operasinya, kata bekas naib canselornya, Dr Ghauth Jasmon.

Bagaimanapun, ia serta merta dinafikan universiti itu, yang berkata pihak pengurusan sudah mengambil langkah mempelbagaikan pelaburan dan menjangkakan dana masuk.

Ghauth, yang bercakap pada Forum Dasar Awam Asia 2017 anjuran Sekolah Harvard Kennedy dan Institut Kajian Asia Tenggara Jeffrey Cheah semalam berkata, krisis kewangan dihadapi UM adalah susulan keputusan kerajaan mengurangkan dana untuk universiti awam.

“UM berdepan pengurangan RM270 juta. Universiti menggunakan dana simpanan kerana pengurusan tertinggi (naib canselor) hanyalah para akademi.

“Para naib canselor, dilantik Kementerian Pendidikan Tinggi, tidak tahu bagaimana untuk mengumpul dana. Universiti hanya ada simpanan untuk 3 hingga 5 tahun lagi,” katanya.

Dalam reaksi segera, Naib Canselor UM Prof Amin Jalaludin berkata beliau menghormati pendapat Ghauth namun ia tidak mencerminkan keadaan sebenar kerana universiti itu sudah mengambil langkah menangani pengurangan bajet.

Amin berkata UM akan meningkatkan dasar menjana pendapatan, pengoptimuman dan kewangan cermat untuk menangani pengurangan itu.

“Tahun ini, kita menjangkakan unjuran RM300 juta daripada pendapatan dalaman, yuran lepasan ijazah, sewaan dan pelaburan.

“Di samping itu, UM mempelbagaikan pendapatan melalui subsidiari, mengendalikan usahasama antara institusi awam dan swasta, termasuk Universiti Antarabangsa Malaya-Wales, Pusat Pendidikan Berterusan Universiti Malaya, Pusat Pakar Universiti Malaya, dan melalui pembangunan bank tanah,” katanya dalam kenyataan kepada FMT.

Dalam ucapannya, Ghauth yang merupakan naib canselor UM dari 2008 hingga 2013, berkata UM menerima bantuan RM550 juta setiap tahun daripada kerajaan sebelum dana dikurangkan 2 tahun lalu.

Menurutnya, tidak ada “penggantian pendapatan” selepas bajet dikurangkan, walaupun kerajaan sudah memaklumkan pihak universiti mengenai pengurangan dana itu kira-kira sedekad lalu.

Beliau berkata UM mempunyai 5,000 ahli akademi dan kakitangan pentadbiran, dan jumlah ini perlu dikurangkan kepada 2,000 sekiranya ia mahu meneruskan operasi.

“Universiti awam lain turut menghadapi masalah yang sama. Profesor yang akan bersara atau kontrak diberitahu supaya menamatkan khidmat mereka.”

Ghauth berkata para NC di universiti awam tidak tahu bagaimana menangani pengurangan bajet.

Malah Ghauth meramalkan universiti awam akan terpaksa menjual aset untuk menampung kekurangan, dan ini bakal menyebabkan lebih ramai lepasan sekolah tidak dapat meneruskan pendidikan tinggi.

Memberi contoh Universiti Teknologi Mara (UiTM), Ghauth berkata ia berdepan potongan RM946 juta setahun.

“UiTM mempunyai 200,000 pelajar. Dengan hampir RM1 bilion potongan daripada bajet operasi, mereka mungkin tidak dapat mengekalkan jumlah pelajar (yang ramai). Jadi lepasan sekolah akan ke mana?”

Satu penyelesaiannya, kata beliau, adalah pengambilan orang daripada sektor swasta menguruskan dan menghasilkan dana.

Ghauth berkata lebih banyak universiti akan dibina syarikat China di Malaysia memandangkan beberapa universiti swasta tempatan ditutup kerana kekangan bajet.

Pada masa ini, Universiti Xiamen Malaysia beroperasi di Sepang, Selangor.

“Lebih sebulan lalu, 1 lagi kumpulan datang bertemu saya dan beritahu ada sebuah lagi universiti, dari China, yang mungkin akan ditubuhkan di Malaysia tidak lama lagi.

“Kita boleh jangkakan lebih banyak syarikat dari China membuka universiti mereka di sini.”

UM buat kerajaan Malaysia rugi Rm 300 juta setahun seperti F1 Sepang. Jual kat China jela. Jadi cawangan Xiamen University KL.-Jibby

yup betul tu..kalau dulu setiap sem tmasuk dengan yuran kolej dalam 2ribu lebih...kesian dekat budak2 pt la setiap kali duit masuk dalam 1000 jer baki utk digunakan sem tu..kene pandai berjimat, kesian kadang2 tengok ..

klu dah spi tahap pendidikan dan masa depan pelapis negara pon nak dipolitikkan, memang nampak sgt dok pikir poket dan bontot sendiri jer

lagi kesian dan  parah bila ada pencacai yg masih nak tegakkan dan sokong pemimpin tahap najis mcm nih

tak takut azab dari Allah ker derang nih?
