来自怡保圣母女中的郑欣怡在2016年大马教育文凭考试中考获全A+佳绩，包括在外自习的会计科目，是该校唯一考取11A+的特优生，她盼望取得奖学金赴国外深造，圆当电子工程师的理想。
申请日韩法德赞助亦失败
她早前领取成绩后，满心欢喜申请公共服务局奖学金计划，包括国家奖学金计划（PPN）及日本、韩国、法国及德国特别计划（JKPJ），惟无一录取，令她与家人失望万分。
郑欣怡与双亲郑国建（48岁，技术员）及温慧娟（46岁，文书）今日在马青怡保西区区团团长刘国南陪同下召开新闻发布会披露，她出生于小康之家，家中尚有就读中三的妹妹及祖父母，身为长女的她渴望挤入此奖学金名额内，减轻父母的经济负担。
她表示本身活跃于课外活动，曾在多项全国赛事夺得奖项，包括全国华乐演奏比赛（冠军）、大马化学嘉年华比赛（团体冠军）、全国化学科测验（卓越奖），也是校内太极学会纪律、华乐团委员及星洲日报第31届学海学记。
P9A赞助金 522截止申请

她说，她于4月26日查询官网后得知奖学金申请落空，她已就此向当局提出上诉，然而另一边厢，“P9A赞助金”计划的提交大学录取书申请于5月22日截止，担忧上诉结果若无法于此限期前出炉，令她陷入两难的决择。
她透露，基于公共服务局奖学金上诉期限至5月2日，她不知上诉结果是否能在20天内出炉，因为一旦接受“P9A赞助金”计划，意味自动放弃海外深造的机会，而前往海外攻读电子工程系是她一直的梦想。
询及她若上诉失败，最坏的打算是甚么，她说，她将留在国内的国油大学修读电子工程系。
温慧娟说，女儿过去在初中三评估考试（PT3）及小六评估考试（UPSR）中皆考获全A佳绩，此次多考两科也是最佳表现，想获得公共服务局奖学金往海外深造，若仅取得“P9A赞助金”计划，那与其他考获9A+学生的差别何在呢？“女儿本身是理科生，但选择考华文及会计科，其中会计科也是她在外自修，今次为了可赴德国深造，她特此做了许多功课。”

刘国南表示，国家奖学金计划赞助20名特优生依据所修的科系到世界十大顶尖大学深造，另外，日本、韩国、法国及德国特别计划则赞助200名特优生修读工程系。
他说，总名额共220名优秀学生获得以上赞助，但2016年大马教育文凭考试考获全科A+的考生只有102人或1.94%，却无法挤此名额当中，其中一人是霹州特优生郑欣怡，实在难以理解。
他促请申请失败的学生最迟于5月2日上网提出上诉，然后再安排呈交副本，他将协助逐一跟进，并转交由马华正副部长关注。

"Her daughter is a science student but chose to take Chinese and Accounting subject, which accounting is also her self-study subject. In order to go to Germany for further study, she did a lot of hard work.
Liu Guonan said that the National Scholarship Program sponsored 20 top students to study in the top ten universities in the world, in addition, Japan, South Korea, France and Germany special program is sponsored to 200 special students in the engineering field.
He said that the total number of 220 outstanding students will receive the above sponsorships, but in the 2016 SPM, A+ candidates are only 102 or 1.94%, so it is difficult to understand why Zheng Xinyi is not offered a place in the scholarships.
