TAN Sri Richard Malanjum malam ini mengangkat sumpah sebagai Ketua Hakim Negara yang baharu berkuat kuasa hari ini.

Malanjum, 65, menerima surat cara pelantikan daripada Yang di-Pertuan Agong Sultan Muhammad V dalam satu upacara di Bilik Singgahsana Kecil, Istana Negara, Kuala Lumpur.

Upacara pengurniaan watikah pelantikan dan angkat sumpah jawatan turut dihadiri Perdana Menteri Tun Dr Mahathir Mohamad, Menteri di Jabatan Perdana Menteri Datuk Liew View Keong, Ketua Setiausaha Negara Tan Sri Dr Ali Hamsa, Peguam Negara Tommy Thomas dan Ketua Pendaftar Mahkamah Persekutuan Datuk Seri Latifah Mohd Tahar.

Malanjum, bekas Hakim Besar Sabah dan Sarawak menggantikan Tun Md Raus Sharif yang mengemukakan surat peletakan jawatan sebagai Ketua Hakim Negara pada 31 Julai lalu.

Malanjum dilahirkan pada Oktober 1952 di Tuaran, Sabah di mana beliau memulakan persekolahannya di peringkat rendah dan menengah di Kota Kinabalu, Sabah.

Richard Malajum ni bagi akak kafir () yang baik. Pada pandangan akak, dia ni senang nak kontrol. Tapi akak tatau apsal Najib dulu tamau naikkan dia. Maybe dia tak sevulu dengan Najib tapi ngam dengan Tun Det? Sapa taw gosip sila share. Sharing is caring.

KUCHING: Chief Judge of Sabah and Sarawak Tan Sri Richard Malanjum has brushed off speculation that he has been named for the post of chief justice.

"No, no, no, itu cerita dongeng (that's a fairy tale)," he said when asked if his name was proposed to replace current Chief Justice Tun Md Raus Sharif.

Malanjum was met by reporters after leading Sarawak High Court judges to pay a courtesy call on Chief Minister Datuk Patinggi Abang Johari Tun Openg at the Sarawak Legislative Assembly complex here on Wednesday (July 11).

He declined to take further questions, walking quickly to the lift.

The Malaysian Insight reported earlier on Wednesday that Malanjum was nominated to become chief justice in a list submitted by Prime Minister Tun Dr Mahathir Mohamad to the Conference of Rulers.

Citing sources, the portal also reported that other nominees for the top judiciary posts were Chief Judge of Malaya Tan Sri Ahmad Maarop for Court of Appeal president, Federal Court judge Tan Sri Zaharah Ibrahim for Chief Judge of Malaya and Court of Appeal judge Datuk Stephen Chung for Chief Judge of Sabah and Sarawak.

Malanjum, 65, is the most senior Federal Court judge.

In recent weeks, Sarawakians and Sabahans had called for Malanjum to be appointed as the next chief justice based on his seniority and merit.

Md Raus and current Court of Appeal president Tan Sri Zulkefli Ahmad Makinudin will resign effective July 31.

KUCHING: Sarawakians are calling for the Chief Judge of Sabah and Sarawak Tan Sri Richard Malanjum to be appointed the next Chief Justice of Malaysia.

DAP’s Bandar Kuching MP Dr Kelvin Yii said Malanjum was the most senior Federal Court judge, even more senior than outgoing Chief Justice Tun Md Raus Sharif.

He said Malanjum introduced many improvements and initiatives, such as the computerisation of the courts in Sabah and Sarawak in 2006, soon after his appointment as the Chief Judge of Sabah and Sarawak.

“This has benefitted many people, including members of the judiciary, the Bar, parties in trials and the public.

“His close involvement in the development and implementation of the project led to the creation of the Integrated Court Solution (ICS), which won the United Nations World Summit Award 2009 in the E-Government and Institutions Category,” he said.

He added that there was “no question” about Malanjum’s capability to head the judiciary.

“We are confident that Malanjum will indeed carry out the duties of his office without fear or favour and will uphold the principles of justice unconditionally.”

In addition, Yii said no Sarawakian or Sabahan had held the position of Chief Justice since the formation of Malaysia 55 years ago.

“Now that there are growing constitutional arguments regarding our rights under the Malaysia Agreement 1963, I believe the time is ripe for an appointment of a Chief Justice from the Bornean states,” he said.

Raus and Court of Appeal President Tan Sri Zulkefli Ahmad Makinudin tendered their resignation on Wednesday and will vacate their positions on July 31.

Dayak National Congress president Paul Raja said the elevation of Malanjum, a Sabahan, would address the injustice of the past when senior civil servants from Sabah and Sarawak were overlooked for promotions.

“This time, the most qualified person in the judiciary must be appointed to the post of Chief Justice of Malaysia.

“Although it may be quite late in the day for Malanjum to helm the judiciary, it is never too late to rectify the wrongs of the past,” he said.

Paul also said it was appropriate for the new Pakatan Harapan government to start reforming the judiciary by appointing Malanjum to be the Chief Justice.

“Being the fountain of justice, the judiciary plays a very important role in nation-building.

“We in Sarawak would like to see national integration being done all the way to the top,” he said.

United People’s Party (UPP) also called for Malanjum to be appointed Chief Justice based on his seniority and merit.

“He will be the first from Sabah or Sarawak to be appointed to the top post in the judiciary and it will send a strong signal that the new Federal Government is serious about promotions based on seniority and merit,” it said.

UPP, the splinter party of Sarawak United People’s Party (SUPP), said Sabahans and Sarawakians would question the impartiality of judicial appointments under the new administration if Malanjum was bypassed for the top judicial post.

“We therefore call for the elevation of Malanjum to be the next Chief Justice of Malaysia,” it added.

YAA Tan Sri Datuk Seri Panglima Richard Malanjum
Chief Judge of The High Court of Sabah and Sarawak
P.S.M., S.P.S.K., S.S.A.P., S.P.D.K., S.I.M.P., P.G.D.K.

The Right Honourable Mr. Justice Tan Sri Datuk Seri Panglima Richard Malanjum was born on October 13, 1952 in Tuaran, Sabah. He had his early education at the  and completed his secondary education at the La Salle Secondary School, Kota Kinabalu, Sabah.

His Lordship then began his career as a clerk at the Education Department, Department of Agriculture, Television and Radio Department and as a Welfare Officer at the State Welfare Department. In July 1972, he graduated from MARA Institute of Technology in Shah Alam, Selangor (now known as [b]Universiti Teknologi MARA) as an external student at the University of London and obtained a Bachelor of Laws (LLB) in 1975.

Upon graduation with the law degree, His Lordship was appointed as Administrative Officer in the Chief Minister's Department, Sabah but he was assigned as a Deputy Public Prosecutor in the Sabah State Attorney General's Chambers.

In 1976, YAA Tan Sri continued his studies in London and successfully completed his "Bar-at-Law" study within the same year. His Lordship was admitted to "The English Bar of the Honourable Society of Gray's Inn" in London and upon returning, he continued his service as a Deputy Public Prosecutor and Senior Legal Counsel in the Sabah State Attorney General's Chambers. In 1977, His Lordship was admitted as a Solicitor in the Malaysian Bar, Sabah. YAA Tan Sri was also admitted to "the Australian Capitol Territory" (ACT) Bar in 1991.

In 1981, His Lordship resigned and proceeded to joined a private legal firm in Kota Kinabalu until 1992. He was then appointed as a Judicial Commissioner in March 1992.

Later in 1993, YAA Tan Sri was elevated as a High Court Judge in Kuching Sarawak. YAA Tan Sri was also placed in the High Court of Miri and Sandakan from 1994 to 1996 and was transferred back to the Kuching High Court in May 2002. In August 2002, he was appointed as Judge of the Court of Appeal Malaysia and later in June 2005, he was appointed as Federal Court judge of Malaysia. His Lordship is the first native of Sabah to be the High Court Judge, Judge of the Court of Appeal as well as the Judge of the Federal Court. At age of 52, he was the youngest Federal Court Judge appointed to the post. On 26 July 2006 he was officially appointed as Chief Judge of Sabah and Sarawak until todate. He has three (3) children namely Jessica, Edgar, and Carl.
