Sabah & Sarawak to get 30 per cent development expenditure for 2019 Budget


KUCHING: Sarawak Pakatan Harapan will ensure that Sabah and Sarawak get 30 per cent of the development expenditure so as to fulfil the coalition’s manifesto.

The state’s PH and DAP chairman Chong Chieng Jen said under the previous Barisan Nasional (BN) Government, the two states received about 10 to 13 per cent each, from the development expenditure.

“In the past decades, the two states would receive about 25 per cent of the development expenditure,” he said.

“We will make sure we have more budget or a fair share in the 2019 budget to further develop the state,” he told reporters at a press conference held at the party headquarters here today.

On the additional revenue-sharing formula which included 20 per cent oil royalties and 50 per cent tax revenue collected in Sarawak, Chong said the budgetary allocation for the whole country will shrink, not only for Sabah and Sarawak.

“This is the consequence of the past corruption, cronyism and wasteful spending of the former prime minister Najib Razak’s administration.

“So, it’s ill-intent for Gabungan Parti Sarawak (GPS) to allege that Sarawak has been deprived of funding after the change of federal government,” he said.

The Deputy Domestic Trade and Consumer Affairs (KPDNHEP) Minister said nonetheless Sabah and Sarawak would get bigger proportion if compared to the past BN budgets.

Pakatan Harapan was committed to enter into an equitable and fair revenue-sharing with Sarawak to enrich and empower the people of Sarawak and not to enrich those elite groups with connection with the state’s ruling party.

“It’s only through equitable and transparent financial management that everyone will benefit.

“Otherwise, despite the rich resources in Sarawak, the state will continue to be under-developed, which has been happening for decades,” he added.

GPS, Kerajaan Sarawak perlu sedar diri


KUCHING: Kerajaan Sarawak di bawah kepemimpinan Gabungan Parti Sarawak (GPS) perlu sedar diri dan jangan terlalu hebat mengkritik peruntukan RM4.35 bilion disalurkan Kerajaan Pusat dalam Belanjawan 2019.

Ia disebabkan Kerajaan Sarawak adalah penyokong kuat Barisan Nasional (BN) yang menguasai kepemimpinan Pusat terdahulu di bawah rejim korup hingga mengakibatkan negara terpaksa menanggung banyak hutang.

Sarawak’s rights as in MA63 non-negotiable — Abg Johari

KUCHING: The Sarawak government will ensure that special rights for Sarawak as entrenched in the Federal Constitution in accordance with the Malaysia Agreement 1963 (MA63) are protected and safeguarded.

Stressing that they are strictly non-negotiable, Chief Minister Datuk Patinggi Abang Johari Tun Openg said these special rights include immigration autonomy; rights to taxation powers like the imposition of State Sales Tax; port dues for state ports; royalty for minerals and timber etc; rights to natural resources including land; protection of the state’s boundaries which extend to the Continental Shelf of Sarawak; and the right to formulate the state’s own Development Plan and declare its own development areas under Article 95E of the Federal Constitution.

Abang Johari said he was awaiting the views and proposals from the Consultative Committee, established by this august House, on what have been the breaches or non-compliance with the terms of MA63 and the constitutional safeguards of the special rights, interest and position of Sarawak and how these should be remedied by the federal government; and whether the performance of the federal government in regard to the subject matters, which under MA63 and the Inter-Governmental Coommittee (IGC) Report are placed under the Federal Legislative List and over which they have executive authority, have satisfied the expectations and aspirations of Sarawakians, and if not, what measures must be taken to address such unsatisfactory performance, including, but not limited to, the transfer of executive authority under Articles 80(4) and (6) and Article 95C(1)(b) of the Federal Constitution over these subject matters to the state government.
“I wish to assure this august House and the people of Sarawak that I and the state GPS government will unreservedly defend, protect and reclaim the rights belonging to the state as agreed in MA63 and the constitutional instruments annexed thereto.

“We will ensure that Sarawak continues to have and be accorded the level of executive, legislative, administrative and financial autonomy that will fulfil the principle that we, the people of Sarawak, would be able to govern ourselves so that Sarawak will be a strong, vibrant and progressive partner in the Federation and capable of making positive contributions towards the economic well-being, progress, stability and unity of Malaysia,” he said in his winding-up speech.

The chief minister said 55 years after the formation of Malaysia, a review of the implementation of MA63 was timely.

He believed that over the last five and half decades, socio-economic conditions had changed, the aspirations and expectations of the people of the state as well as the development and progress of the state had risen as Sarawakians want better government delivery systems and services, better infrastructure, education and health services, more employment and business opportunities and a better future for coming generations of Sarawakians.

Hence, he said, the state government had agreed that the implementation of MA63 should be reviewed by a committee similar to the Inter-Governmental Committee in its set-up.

“I am pleased that this august House has on 6th November passed a motion which supports the state government’s stand on this important issue,” he said.

Hari-hari mendatang, adalah hari yang meriah utk rakyat Malaysia...Berapa minggu lepas Tun Daim beritahu, Sarawak kena ada policymakers sebelum Malaysia membenarkan mereka memegang kuasa autonomi...Apa yang benda policymakers yg Daim minta, aku tidak pasti..Tapi ayat sebelum Malaysia setuju bagi autonomi...memang terkeluar dari fakta sejarah..tidak pasti la dari mana Daim kutip idea tersebut. tahun ni untung Petronas berganda2 sebab:

1. Harga minyak dah memanjat ke arah USD80 setong (masa gawat 2015 dulu pernah down sampai USD40)

2. Ringgit yang merudum sedangkan Petronas trades in USD

So maybe betul, RM30 bil tu  ciput je bagi Petronas.

Drpd bajet penerimaan hasil petronas aja dah sumbang 20%. Bestuh deleum, sapurakencana bagai, petron ...

Petronas membayar kepada kerajaan its (the gomen's) share as stakeholder, royalty, tax and dividend.

Operator2 lain tu cuma bayar tax. Of course mereka juga menyumbang kepada royalty segala bagai tu tapi aku rasa gomen dah kira sekali dalam 20% tu. Kena tengok detail la.

tapi masa zaman tu tindakan tersebut disokong kuat oleh orang UMNO juga kan?.... tapi skrg (macam) orang UMNO pulak yang lantang menentang....

Bila tahun depan Sarawak kenakan cukai 5% ...

Swk dihukum krn undi pembangkang sbb disangkakan kerajaan.

begitulah nasib bila silap percaturan.... personally aku tak sabar nak tunggu next PRU nak tengok cara pengundi Swk berpolitik...

utk tahun 2019 kerajaan ph akan ambil 54 billion dpd petronas dlm bentuk dividen termasuklah dividen khas 30 bilion. 30 bilion tu akan diambil dpd retained profit petronas. maksudnya akan diambil dpd keuntungan tahun2 sebelum ni bkn dpd current year profit. kerajaan ph dah kacau rizab terkumpul petronas.

tahun 2014 harga minyak dunia 100++ x myr currency rate +-3.30 = myr 330 selling price per barrel. dividend payout to govt 29 billion.

sekarang trend harga minyak dah menurun kpd 60++ usd per barrel. kita ambil je la avg 70 usd per barrel. 70 usd x myr currency rate +-4.20 = myr 294 selling price per barrel. tu belum kira kos petronas yg dlm usd.

kesimpulannya cakap mahathir tak boleh pakai.

bila govt ambik duit petronas dgn byknya sampai kacau retained profit petronas, kos operasi mungkin tak terjejas tp capital expenditure akan terjejas ye. tu belum masuk bab cashflow petronas mcm yg pernah dibgtau kasibiman sebelum ni

Is Chong Unaware That It Was Mahathir Who Robbed Sarawak Of Much Of Our Rights?


Sarawak DAP leader Chong Chieng Jen is hailing the impending 24th Sep 2017 first ever visit by Tun Dr Mahathir Mohamad to Sarawak in his capacity as the chairman of Pakatan Harapan.

Chong said that Tun M is now the person who will save Malaysia from becoming a failed state and that Tun M is the “key element to the CHANGE. Chong called upon Sarawakians to meet and greet Tun M.

I will NOT attend and I will tell you why.

Chong’ s sudden praise of Tun M after calling him evil for so many decades makes me want to vomit. This is hypocritical politicking of the lowest kind that I simply cannot stomach. As a Sarawakian, has Chong forgotten that it was under Tun M that our state fell behind the rest of Malaysia despite our state’s riches? Is he unaware that it was Mahathir who robbed Sarawak of much of our rights? Our oil revenue stolen and given to build his twin towers, his KLIA, his egoistic grand projects in Malaya while Sarawak suffered and fell behind?

It is only this year that Sarawak finally got our own oil company, Petros.

It was Mahathir who stole our Bakun dam where thousands of hectares of Sarawak territory suddenly came under the ownership of the Federal Govt – a sad situation that was only recently reversed based on efforts started by our much-loved late Tan Sri Adenan together with PM Najib.

While Malaya had spanking new highway infrastructure built using our oil wealth, Sarawak was left to suffer with third rate dangerous roads. It is only now under Najib that we have a Pan Borneo Highway that is completely toll free.

To add insult to injury, not only did Mahathir steal our oil but he imposed a 58 sen per liter tax on our petrol refined from our own oil – a practise that was only abolished in 2004 – the year after he retired.

It was Mahathir who gave us toll in 2001 to 2003 – the Lanang Bridge, the ASEAN Bridge, the Tun Salahuddin toll – all reversed and abolished under Adenan in partnership with Najib.
It was Mahathir who unilaterally declared Malaysia as an Islamic state and it was him who amended RUU355 in 1984 to introduce caning punishment and it was him who was so nice to amend the act again in 1989 to extend RUU355 to Sabah and Sarawak.

It was Mahathir who gave us the Cabotage policy that forced Sarawakians to pay higher prices than in Malaya – no doubt that also helped his son who owned shipping companies then. It is only this year that Najib abolished this highly discriminating policy.

It was Mahathir who gambled on the international tin market in the early 1980s that led to the collapse of Malaysia’s tin industry which we have never removed and led us to a bad recession in 1985.

It was Mahathir who made BNM bankrupt in the early 1990s after RM33 billion was lost – never to be recovered, which weakened us again we came under attacked and destroyed our economy in 1997-1998.

Recently, Mahathir conveniently says he “tak tahu” that BNM gambled on FOREX to the tune of hundreds of billions and lost RM33 billion.

Both in the Tin and the FOREX scandal, the EPF accounts of Sarawakians were robbed to bail him out.

It was Mahathri who oversaw our Ringgit dropping from RM2.40 to RM4.80 until he cowardly pegged it to RM3.80 – a huge 60% drop.

And DAP says Mahathir is the one to save Malaysia? We must remember that even in 2015, our beloved Tan Sri Adenan said that Najib has done more for Sarawak than the past 5 Prime Ministers combined.

Adenan reserved particularly strong criticism for this ex-PM of 22 years whom he says had neglected Sarawak and seldom came to visit us . In Mar 2016, Adenan pointed out that Najib had already visited Sarawak 46 times since becoming PM 8 years ago – many more times than Mahathir ever did in his 22 years.

It is telling that 18 months after leaving UMNO and more than one year after forming his racist PRIBUMI party,  Tun M is only now just making his first ever visit. It is also regretful that the top central leadership line-up of Harapan does not even have a single Sarawakian or East Malaysian in it. This shows how much Tun M and Harapan cares about Sarawak.

I will listen to Tan Sri Adenan and I will reject your Tun Mahathir. And Chong, I may even reject you and DAP if you continue to grovel at the feet of and sing praises of this vile creature whom the entire DAP had condemned for decades was the culprit who destroyed Sarawak and Malaysia

No. I will NOT go an greet Mahathir and his circus show with DAP Sarawak. There is no way I can stomach this. Sarawakians were not brought up to be hypocrites. Conversely, I will curse them silently from a distance.

Skarang ni pun Sarawak kena baiki sekolah pakai duit sendiri. Pasni jgn heran kalau ubat2 semua pun kena Sarawak beli sendiri. Kalau dah serba serbi Sarawak keluar duit sendiri, elok keluar Malaysia jah senang.

Umum mengetahui, perjuangan rakyat Sarawak untuk menuntut kuasa autonomi seperti mana dalam MA63 adalah melangkaui ideologi politik, bangsa, keturunan dan agama. Malahan arwah tok Nan sendiri pernah berkata, dia tidak kisah sesiapa mentadbir Sarawak, asalkan kedaulatan Sarawak tidak digadaikan. Walaupun, perjuangan tersebut diketuai oleh BN Sarawak (selepas itu GPS), yang membentuk Kerajaan Negeri, perjuangan tersebut disokong oleh semua parti pembangkang di Sarawak, baik DAP, PAS, Keadilan dll.

Namun, kenyataan yang dikeluarkan oleh DAP, Sarawak sebaik sahaja pihak PH membentuk Kerajaan Persekutuan, sangat menyedihkan. Berikut adalah kenyataan tersebut:


Enggan tandatangani perjanjian, Sarawak mungkin tak dapat semula penurunan kuasa



KUCHING: Kerajaan negeri mungkin tidak akan mendapat semula penurunan kuasa yang ditawarkan oleh Pakatan Harapan (PH) sebelum Pilihan Raya Umum Ke-14 (PRU14) yang lalu.

Pengerusi PH Sarawak, Chong Chieng Jen berkata, ia disebabkan oleh tindakan kerajaan negeri sendiri yang enggan menandatangani perjanjian tersebut.
Bagaimanapun, beliau menyifatkan ada hikmah di sebalik tindakan kerajaan negeri tidak menandatangani perjanjian itu.

"Jika mereka (kerajaan negeri) mendapat penurunan kuasa itu, mereka akan menggunakannya sebagai alat politik untuk membalas dendam terhadap rakyat," katanya pada sidang media di ibu pejabat Parti Tindakan Demokratik (DAP) Sarawak, di sini hari ini.

Chong yang juga Pengerusi DAP Sarawak menambah, memandangkan kerajaan negeri enggan menerima penurunan kuasa yang ditawarkan, maka kuasa itu akan terus kekal bersama kerajaan persekutuan.

"Kami sudah menyerahkan perjanjian itu tetapi beliau (Ketua Menteri Datuk Patinggi Abang Johari Tun Openg) enggan menandatanganinya.

"Memandangkan mereka enggan menerimanya, kami tidak dapat menurunkan kuasa itu tetapi mengambil kira keadaan dan cara BN Sarawak bertindak, saya rasa mereka tidak layak untuk menerima kuasa itu .. mereka akan menyebabkan banyak masalah," katanya.

Antara tawaran yang diberikan PH kepada kerajaan negeri jika berjaya membentuk kerajaan selepas PRU14 adalah bayaran 20 peratus royalti minyak dan gas kepada Sarawak berbanding hanya lima peratus ketika ini.

PH turut menawarkan penurunan kuasa sepenuhnya kepada kerajaan negeri dalam bidang pendidikan termasuk bidang kesihatan serta kuasa dalam hal-hal perniagaan dan perdagangan.

Ia termasuk bayaran 50 peratus pendapatan cukai di Sarawak kepada kerajaan negeri berbanding sistem sedia ada di mana semua pendapatan cukai disalurkan kepada kerajaan persekutuan, dan Sarawak perlu memohon peruntukan.
