Of fake degrees, fraud and corruption

I wasn’t going to write about the sordid fake degree scandal that has infected the Pakatan Harapan (PH) government until I saw the allegation by one of the PH leaders that this was a “witch-hunt” against government leaders.

The expose of public officials with fake degrees is compared to a witch-hunt? Let’s get this straight: a witch-hunt is based on false evidence to create moral panic in the community and to get at the political opposition. It is not evidence-based. All that is required to squash any attempts at a witch-hunt would be to provide the public with some evidence of the truth of the matter.

This warped practice which seems to have infected some of our public officials with an obsession with fake degrees is ultimately an attempt at fraud, which leads to corruption, the national scourge as the prime minister has been stressing.

After all, the National Anti-Corruption Plan (NACP) aims to curb corruption by focusing on individual integrity. Haven’t we heard enough of the prime minister’s exhortations to live honourably in order to avoid being corrupt?

A fraudster by any other name

Public officials who are prepared to obtain status with fake degrees are really fraudsters who cannot be trusted to be honest – hence how would we know if they are involved in corrupt practices? Fraud and corruption exist in various forms ranging from diploma mills and the counterfeiting of academic documents to bribery to ensure the licensing of academic institutions, the passing of examinations, admission into education programmes and the awarding of degrees.

Once these fraudsters have managed to obtain their ill-gotten fake degrees, the doorway opens wide to even bigger forbidden fruits, as we are sadly all too familiar with in Malaysia.

Someone who is prepared to obtain a fake degree as a fraudulent credential is basically dishonest and has no integrity or self-respect. Once a public official has been discovered to have dubious academic qualifications, he or she brings shame and disdain to the country. And if such an official still does not resign to save the honour of the institution and the country, there should be a campaign by the media and civil society to ensure that he or she does resign.

Zero tolerance for fake degree holders

It was a few years ago that DAP leaders started the expose of Malaysian public figures with dubious degrees. This included a former chairman of the Chinese education group Dong Zong who was reputed to have not one but three PhDs! Today he shamelessly clings on to the chairmanship of Dong Jiao Zong’s Higher Learning Centre which runs New Era College even though he is no longer chairman of Dong Zong!

While they were in the opposition, DAP MPs also tried to expose the fact that two ministers in then-prime minister Najib Razak’s Cabinet had fake degrees from dubious universities. Obviously, it reflects badly on the government to have ministers who have no self-respect or self-confidence.
Thus, we must thank the DAP MPs for highlighting the need for zero tolerance of fake degree holders.

Compromises, patronage and corruption

For all the PH government’s fanfare about eradicating corruption and kleptocracy, its campaign has failed to address the root causes of corruption for the simple reason that its leaders refuse to see the wood for the trees! So, we notice that in spite of all the efforts by Terence Gomez – an academic from Universiti Malaya – to point to the presence of covert networks of power at federal and state levels to secure material wealth by politicians, the PH government has been pretending to play deaf and dumb.

To help the PH government understand how corrupt practices were perpetrated by the last government, the good professor pointed out (based on his rigorous study of evidence) how government officials linked with business elites have dictated how contracts were to be issued:

“If government leaders have the power to decide on policies and resource allocation and their party members have a presence in GLCs responsible for implementing policies and dispensing publicly generated resources, then there is a serious problem here. However, and shockingly, the NACP still endorses, even justifies, politicians serving as directors of GLCs. The NACP gives the appearance that it is unaware that 1MDB was also incorporated to serve as a mechanism to raise money to fund political activities.


Indeed, the stipend politicians receive as directors of GLCs is widely believed to be channelled to parties to fund their activities, surely a case of conflict of interest. And the NACP gives no indication that it is aware of widespread allegations that property firms, which actively fund parties in power, have easy access to construction contracts.”

Where was the zero tolerance for corruption and patronage when a high-ranking leader of PPBM recently suggested that the government should allocate contracts for their own division chiefs since they had to win GE15 “by hook or by crook”?

Where is the PH government’s credibility to eradicate corruption when its top leaders are demanding patronage “by crook”?

Over the years, the disease of patronage and political appointments by the ruling government has spread to local governments. That is why, in my view, there is lack of political will by the PH government to introduce local council elections.


And that is why the campaign against corruption will remain cosmetic as long as we do not tackle the structural networks of political patronage and conflicts of interest.

It looks as if we do need to have robust campaigns against all kinds of corrupt practices, from public officials who buy fake degrees to rooting out corruption at the source by separating GLC operations and local councils from the interfering hands of government officials.

The Iranian interior minister, Ali Kordan, has been sacked for deception, following an impeachment hearing for faking a degree from Oxford University.

A total of 188 MPs out of the 247 present voted to impeach Kordan, who claimed he had been awarded an honorary doctorate of law by Oxford, while 14 were against the motion and 45 abstained.

The bogus degree was uncovered in August, when MPs questioned the authenticity of Kordan's qualifications shortly after his appointment to the post of interior minister.

Kordan produced the degree, dated June 2000, but its poor grammar only inflamed the controversy, as did the fact that none of the signatories had ever worked in law at Oxford.

The university said it had "no record of Mr Ali Kordan receiving an honorary doctorate or any other degree from the university.

"Professor Edmund Rolls, Professor Peter Bryant and Professor Alan Cowey have all at some stage held posts at the University of Oxford. However, none of them work in the field of law, and none of them would sign degree certificates."

According to the university, only distinguished scholars are normally awarded honorary doctorates.

Both conservative and moderate MPs called for Kordan, a former member of the revolutionary guard, to resign or face a no-confidence vote in the parliament and be dismissed from his cabinet post.


The president, Mahmoud Ahmadinejad, called the move to impeach Kordan illegal because he did not commit any wrongdoing while in office, the state-run news agency, Irna, reported yesterday.

Ahmadinejad had previously dismissed the controversy as a row over "a piece of torn paper". The president refused to show up to defend Kordan in an apparent protest to the impeachment.

However, he said that his administration would abide by any decision made by the parliament.

Saudi Arabia is mounting a crackdown on academic fraud after several incidents were uncovered recently in which Saudis and expatriates were found holding lucrative jobs on the basis of fake degrees and diplomas of reputed universities.

The plan is also to blacklist and persecute individuals and institutions found to be involved in counterfeiting educational testimonials.

“The Ministry of Interior will apply statutory penalties on people involved in counterfeiting academic degrees,” said a statement quoting Maj. Gen. Mohammed Bin Abdullah Al-Maroal, a ministry spokesperson, Sunday.

Al-Maroal said that the ministry would punish those “involved in crimes of counterfeiting degrees.” Such offenders will be arrested, tried in local courts and then imprisoned, said the ministry’s spokesman, adding that foreigners found using or selling fake degrees will be jailed prior to being deported. “They will also not be allowed to re-enter the Kingdom,” he noted.

“Several instances of fake degrees were uncovered in different parts of the country recently,” said Abdulrahman Al-Zamil, president of the Riyadh Chamber of Commerce and Industry. He highlighted the role of several institutions including the Saudi Council of Engineers (SCE) in curbing the menace.

An investigation by the Ministry of Education has revealed a huge number of candidates— Saudis and foreigners alike — who have obtained fake degrees and diplomas from illegal agents.

“In Riyadh even today, one can buy a fake degree or diploma of one’s choice for something between SR1,000 and SR15, 000,” said Saleem-ur Rahman, an education consultant. “Batha, Somaisi and Hara districts in Riyadh are notorious for selling fake degrees,” said Rahman.

In one incident, about 70 Saudis were reported to have purchased or attempted to purchase fake university diplomas in the US spurring the Saudi authorities to launch an immediate investigation.

Only last week, the SCE announced that it had detected more than 30,000 foreign engineers with fake degrees and urged public and private firms to only employ engineers registered with the organization.

In another case, police in Saudi Arabia arrested an expatriate forger, who allegedly made SR13 million selling fake degrees to students.

The department of higher education and training has proposed naming and shaming fraudsters who claim fake qualifications in an online public register administered by the South African Qualifications Authority (SAQA)‚ in the hope that this will deter others from following suit.

The measures are contained in the draft National Qualifications Framework amendment bill‚ currently before Parliament. It aims to tighten the noose on institutions that offer bogus qualifications and individuals who fake or misrepresent their accomplishments‚ and is a response to the problems currently confronting employers and education institutions.

The Bill contains provisions that compel education institutions and employers to report fraudulent or misrepresented qualifications to SAQA‚ which works closely with the SAPS to pursue cases of alleged fraud‚ the department’s Shirley Lloyd on Wednesday told members of Parliament’s portfolio committee on higher education.

The department’s chief director for legal services Eben Boshoff said the draft National Policy on the Misrepresentation of Qualifications. which was published for public comment last year‚ had been withdrawn on legal advice. It had also proposed setting up a public register of individuals and providers who had misrepresented or faked their qualifications.

There have been a host of recent public scandals over civil servants and top executives with bogus qualifications‚ such as former SABC chairwoman Ellen Tshabalala‚ who claimed to have a BCom and postgraduate degrees from the University of South Africa‚ and rail agency Prasa’s former head of engineering who was not registered as an engineer. Even cabinet has not been immune: former Arts and Culture minister Pallo Jordan resigned after he was exposed for misrepresenting himself as “Dr” when in he did not have a PhD.

SAQA had recorded a total of 1‚276 fake qualifications (444 national and 832 foreign qualifications) at the beginning of 2017‚ according to ANC MP Julie Kilian.

Lloyd said SAQA currently reported on bogus qualifications and institutions to the minister every two months.

The bill was published for public comment on November 18 2016‚ and 48 submissions were received from various roleplayers‚ according to Boshoff.

menteri south africa sanggup resign apabila terdedah yg dia mengaku "dr" tapi tarak PHD  .........ini menteri kewangan haprak PH masih nak salahkan media lah plak malah ugut nak samannnnn walau tarak kelayakan sebagai chartered accountant....dasar penipu tak sedar kediri.

Lagi bagus kalau SPRM check bakal calon utk pilihanraya utk fake degrees, diploma or unqualified sebelum dibenarkan bertanding.
Senang drpd digugurkan dulu drpd mereka telah berjaya dipilih dlm pilihanraya.
Kalau mereka yg menipu dipilih jadi menteri dan dibongkarkan oleh org lagi malu kerajaan.

Dr dulu pun telah terjadi perkara ini. Di harap kerajaan skrg gubal undang2 utk menghalang org yg ada fake qualifications drpd bertanding atau dipilih dlm sebarang institusi kerajaan.
Kalau tidak perkara ini tidak akan berhenti selama lamanya. Org yg berkelakuan tidak senonoh ataupun berperangai biadap pun patut dihalang drpd bertanding atau menjawat jawatan, contoh mcm mp si bung mokhtar ataupun mp si pasir salak. Perangai mcm samseng buat malu Parliament and negara sbb rakyat pilih samseng ke Parliament.

calon menteri kewangan myanmar pada tahun 2016 cepat2 ngaku dia beli fake degree apabila pendedahan di buat,  lalu dia tak mau guna dah gelaran dr.....tapi dia tetap di lantik jadi menteri gak ..... kiranya PH setaraf dgn kerajaan myanmar laaa?

Myanmar finance minister nominee Kyaw Win has fake degree



Kyaw Win quickly admitted that his degree was not real


The man proposed as Myanmar's new finance and planning minister has a fake degree in finance, it has emerged.
Kyaw Win admitted buying the bogus PhD from a fictitious online university - Brooklyn Park in the US - which sold fake qualifications from Pakistan.
He was caught when the National League for Democracy party, which is forming the new government, made his CV public.
It remains to be seen if Kyaw Win remains on the list of cabinet ministers to take office next week.
A party spokesman told the BBC that the fake degree did not matter.
Confronted by the Myanmar Times newspaper, Kyaw Win admitted the degree was fake.
"I am not going to call myself 'Dr' any more, as I know now that it is a fake university. The PhD on my CV is not a real qualification," he told the newspaper.
A BBC check found the title still on his LinkedIn page, reports the BBC's Jonah Fisher.
Kyaw Win wrote a number of articles on economics and finance using his fake title.
Our correspondent says if the former civil servant is confirmed as minister, he will be responsible for a huge budget and his honesty and accuracy will be vital to the smooth running of Aung San Suu Kyi's new government in Myanmar, also called Burma.
Brooklyn Park University was among some 370 academic websites exposed as boguslast year by the New York Times which traced tens of millions of dollars in estimated revenue from fake degrees back to Pakistan.
