Uruskan wasiat, pembahagian harta elak waris berkonflik

KONFLIK mengendali dan menguruskan harta pusaka dalam keluarga Muslim boleh dielakkan jika mengikut ketetapan dan saranan dalam agama.

Konflik tercetus akibat tidak merancang dan memikirkan apa yang berlaku pada masa akan datang, termasuk membabitkan kematian sehingga mencetuskan pelbagai permasalahan keluarga.

Malah, perpecahan dan perbalahan berlaku sehingga ada yang membawa kepada perkara buruk. Banyak kes amat menyedihkan berlaku antaranya ibu bapa yang masih hidup, tetapi hilang rumah kerana hak miliknya dipindahkan kepada anak.

Ia dilakukan atas dasar mengasihi anak dan tidak mahu mereka hidup susah, tetapi ada yang mengambil kesempatan terhadap niat baik ibu bapa dan akibat hasutan pihak ketiga.

Ada juga kes isteri dipaksa oleh keluarga mentua keluar dari rumah yang dibeli hasil harta sepencarian selepas suami meninggal. Ini antara senario yang sering terjadi kerana kurang celik pengurusan harta pusaka yang selari dengan anjuran syarak.

Kebanyakan masalah harta pusaka berpunca daripada perebutan dan kelemahan mengenal pasti siapa pewaris berpotensi untuk melakukan tuntutan.

Pendakwah dan perunding kewangan Islam, Shahril Ibnu Mohamad, berkata ramai tidak tahu dan gagal mengenal pasti siapa waris faraid dalam agihan pusaka sedangkan urusan itu boleh dilakukan ketika masih hidup.

“Ada bertanggapan mempunyai anak lelaki sudah cukup selamat dan harta tidak akan jatuh ke tangan orang lain.

“Sebenarnya terdapat kira-kira 25 waris terdekat yang boleh menuntut harta pusaka termasuk ibu bapa, suami, isteri, anak lelaki dan anak perempuan dalam pelbagai situasi.

“Bahkan, ia boleh diwarisi cucu lelaki daripada anak lelaki, adik beradik seibu sebapa, bapa saudara sebelah bapa, nenek sebelah bapa dan cucu perempuan daripada anak lelaki,” katanya.

Shahril yang juga Mudir Institut Tahfiz Al-Quran Lil Muttaqin berkata, ramai umat Islam beranggapan tidak akan ada isu membabitkan harta pusaka jika sudah diwasiatkan sebelum meninggal dunia.

“Biasanya, perebutan berlaku kerana ada individu dalam kalangan waris yang terdesak memerlukan harta.

“Pemahaman ramai antara kita, ibu bapa cukup untuk meninggalkan wasiat kepada anak bagi memelihara kebajikan mereka.

“Perlu diingat, kita bukan lagi hidup pada zaman imam dan siak masjid menjadi saksi tanpa sebarang dokumentasi,” katanya.

Menurut Shahril, wasiat lisan akan terbatal secara automatik jika tidak ada persefahaman atau permuafakatan dalam keluarga.

“Umat Islam tidak tertakluk dengan Akta Wasiat 1959, malangnya masih ramai yang kurang peka dan tidak sedar mengenainya.

“Wasiat terbatal akan kembali kepada sistem pewarisan faraid dan sebahagian harta itu akan pergi kepada adik-beradik lelaki sebelah suami,” katanya.

Beliau berkata, pembahagian harta dengan menggunakan instrumen wasiat dibolehkan, cuma terdapat klausa dalam surat perjanjian yang boleh mengakibatkan pembatalannya secara automatik.

“Tiada masalah melakukan wasiat, namun dalam klausa perjanjian wasiat ada menyebut ia hanya akan terpakai dan boleh dilaksanakan selepas kematian sekiranya mendapat persetujuan dan keredaan semua waris.

“Jika tidak mendapat persetujuan waris, pembahagian dan pelaksanaan mesti mengikut sistem faraid. Maka, apa yang boleh difahami di sini, sejauh mana kita boleh memastikan waris akan bersetuju dan reda dengan pembahagian yang dilakukan mengikut kaedah wasiat,” katanya.

Menurut beliau, statistik harta beku umat Islam menunjukkan puluhan bilion ringgit tidak dapat dimanfaatkan.

“Sebagai amil zakat saya melihat betapa zalimnya kita kerana harta sepatutnya boleh diagihkan kepada golongan asnaf, fakir dan pelbagai maslahah umat Islam tidak dapat dilaksanakan,” katanya.

Shahril berkata, amat penting untuk masyarakat menguasai aspek pengurusan harta pusaka kerana ia sangat kompleks untuk difahami secara teori dan praktikal.

Bagaimanapun, ilmu pewarisan Islam wajib difahami supaya setiap yang masih hidup tidak termakan harta yang batil.

“Perkara terbaik boleh kita lakukan adalah merancang pembahagian aset, pertama kepada siapa ingin diberikan dan berapa banyak yang akan diagihkan.

“Kedua, setiap daripada kita perlu tahu membezakan pelbagai instrumen membabitkan harta pusaka antaranya memahami hibah boleh diberikan kepada sesiapa sahaja tanpa had.

“Wasiat digunakan untuk pembahagian harta kepada bukan waris dan terhad kepada satu pertiga daripada harta pusaka. Faraid pula, pembahagiannya khusus untuk waris sahaja,” katanya.

Mengulas antara alternatif pengurusan harta pusaka, beliau menjelaskan ada pelbagai kaedah boleh digunakan bergantung kepada pilihan masing-masing.

“Jika ada waris yang berkeupayaan dan berkelayakan untuk menguruskan harta pusaka, maka pemegang harta berkenaan boleh memberikan amanah untuk mereka melaksanakannya.

“Dalam konteks hari ini terdapat banyak agensi yang menyediakan khidmat profesional dalam pewarisan Islam yang amat relevan dengan kehidupan kontemporari umat Islam.

“Hikmah pewarisan Islam ini juga amat besar buat generasi akan datang sekiranya masyarakat hari ini bersikap terbuka dan bersedia untuk mendengar dan mencari ilmu,” katanya.

Tambah Shahril, terdapat juga perkhidmatan caruman khairat khusus untuk pengurusan harta pusaka yang disediakan pelbagai agensi dengan kadar caj bulanan berpatutan.

“Ini antara inovasi bagi memberikan penyelesaian awal membabitkan pengurusan harta Islam. Nilai silaturahim keluarga lebih mahal dan jangan biarkan ia terputus kerana ia antara perkara yang paling dibenci Allah SWT,” katanya.

KUALA LUMPUR: A 28-year-old insurance agent who was allegedly planning to attack the Sri Lankan High Commission here in Malaysia was among seven arrested for links to the Liberation Tigers of Tamil Eelam (LTTE) militant group.

The arrests sent shockwaves through DAP because two of the party’s assemblymen from Negri Sembilan and Melaka were among those nabbed, while it is reliably learned that two more leaders from Penang, one of them a high-ranking state official, will be arrested today.

According to a source in George Town, the Penang assemblyman, who is also an executive councillor, is likely to be hauled up at his office in Komtar this morning while another lawmaker is expected to be arrested in Butterworth.

Meanwhile Penang Deputy Chief Minister II Dr P. Ramasamy, who had been investigated earlier for alleged links to the LTTE, said he did not know whether he would be arrested or not.

“But I will face it, ” he said.

He added that the police had not been in touch with him since he was first questioned.

“I was cleared by the police last year after the questioning.

“I told them that I was involved in the peace process, and I was talking to both the LTTE and Sri Lankan government, which was my scope of responsibility, ” he added.

Ramasamy said he was involved with the peace process since 2005 when he was a lecturer with Universiti Kebangsaan Malaysia.

He was also part of a negotiation team established to find a peaceful solution to the conflict between the LTTE and the Sri Lankan government.

Meanwhile, speculation is that the second Penang leader who may be arrested is Bagan Dalam assemblyman Satees Muniandy, who said that he had also been questioned by the police several times over the LTTE.“I attended a war remembrance event for the victims of the Sri Lanka war in Butterworth in 2014, which was organised by a Tamil non-governmental organisation when I was a Seberang Prai councillor.

“I told the police that I was there on invitation as a mark of respect for the victims of the war and had no links with LTTE, ” he said.

Satees added that he never supported the LTTE but only sympathised with the victims.

“They have questioned me before and I have told them that.

“If I am arrested, let it be, ” he said.

However, DAP secretary-general Lim Guan Eng reportedly said police informed him that while more people would be arrested, no more leaders or assemblymen from DAP would be targeted.

He said the party would provide a legal team to assist the two already arrested, to be led by Bukit Gelugor MP Ramkarpal Singh and Jelutong MP RSN Rayer.

The two DAP assemblymen arrested yesterday were Melaka exco member G. Saminathan and Seremban Jaya assemblyman P. Gunasegaran.

Bukit Aman Counter Terrorism Division (E8) head Deputy Comm Datuk Ayob Khan said they conducted simultaneous operations between 9am and 2pm yesterday.

“We arrested seven in raids in Kuala Lumpur, Selangor, Negri Sembilan, Melaka, Perak and Kedah.

“We have been monitoring the movements of the seven since November last year before we made the arrests, ” he told reporters at Bukit Aman here.

He said the assemblymen from Negri Sembilan and Melaka had attended an LTTE Warriors Day event in Melaka on Nov 28 last year.

“The two were believed to have been handing out pamphlets and other items linked to the LTTE.

“In Rawang we arrested a 28-year-old scrap metal dealer who is believed to have been the organiser of the LTTE Warriors Day event.

“He was also one of the individuals who attacked the Sri Lankan High Commissioner to Malaysia at the Kuala Lumpur International Airport on Sept 4,2016, ” he said.

DCP Ayob said they arrested a 37-year-old taxi driver in Sungai Siput who had held secret meetings to recruit new members and spread LTTE propaganda.

“He was also involved in the attack on the high commissioner in 2016.

“We arrested a 27-year-old technician in Kulim for supporting the LTTE and owning items connected to the group, ” he said, adding that police also arrested a 57-year-old restaurant operator for supporting the LTTE on social media.

He said based on intelligence and investigations, police believed that there was a plan to revive the LTTE.

“We have been investigating them since November and we made the arrests as we have strong evidence.“For now, the seven suspects have been detained under the Security Offences (Special Measures) Act 2012 for 28 days for further investigations, ” he said, adding that they would continue to investigate the group and its supporters here and did not rule out further arrests in future.

When asked whether any politician from Penang was also on the police radar, DCP Ayob said police would take action against any individual involved in terrorist activities regardless of who they were.

He said he was aware of certain parties equating the acts of the LTTE in Sri Lanka to that of the Palestinians fighting for their homes, but they would continue to take action against anyone who was involved in such activities.

“I do not see this as a racist act. Why are certain people labelling us as racists now when we have steadily been taking action against all individuals linked to terrorist activities from all races and religions?” he said.

KUALA LUMPUR, Oct 11 — A total of 65 residents of Azalea Apartments in Jalan Sri Penchala 1, Kampung Sri Penchala near here, were forced to vacate their units following a landslide earlier this morning.

Taman Tun Dr Ismail (TTDI) Fire and Rescue Station’s operations commander Mohd Zuhair Faisal Zulkifli said they received the emergency call at midnight.

“After receiving the call, 19 firefighters from the TTDI Fire and Rescue Station were rushed to the scene and upon arrival, the team found the landslide occurred behind the apartment.

The evacuation process involving residents from 24 units was carried out as the building was found to be unsafe, said Mohd Zuhair when contacted.He said all the residents were temporarily housed at the Taman Tun Dr Ismail community centre.

“The police will monitor the scene of the incident to ensure the security in the area while no fatalities have been reported,” he said. — Bernama

Belanjawan 2020 juga merupakan belanjawan kedua kerajaan Pakatan Harapan, sejak ia memerintah pada Mei 2018.

KUALA LUMPUR: Murninya hati doktor veterinar ini kerana sanggup menyelamatkan dan merawat kira-kira 200 anjing liar dengan kos sendiri meskipun tindakannya mendapat cemuhan segelintir masyarakat.

Bagaimanapun, cemuhan itu tidak menjadi kudis kepada dirinya dan sebaliknya lebih giat memanfaatkan kepakarannya membantu haiwan berkenaan tanpa mengambil pusing pandangan serong orang ramai.

Dr Muhamad Taqiyudin Zainal Ulum, 31, berkata, baginya anjing sama seperti haiwan lain yang perlu diberikan rawatan sekiranya sakit, mendapat perhatian dan kasih sayang.

Kata beliau, malangnya hanya kerana anjing adalah haiwan najis menyebabkan masyarakat mewujudkan stigma negatif dan jurang terhadap haiwan itu.

“Islam agama yang mudah dan indah yang mana seseorang itu boleh melakukan proses sertu apabila menyentuh najis berat iaitu anjing.

“Saya juga tidak mempunyai masalah untuk melakukan proses ini (sertu) berulang kali dalam masa sehari selepas merawat anjing,” katanya yang menetap di Klang, Selangor.

Ini kerana, menurutnya, tanggungjawab doktor veterinar ialah memberikan rawatan kepada semua haiwan termasuk anjing dan khinzir tanpa pilih kasih.

Berkongsi pembabitan awalnya membantu dan merawat anjing secara percuma, Dr Muhamad Taqiyudin berkata, ia bermula pada 2015 apabila seekor anjing yang mengalami kecederaan patah kaki datang ke rumahnya.

“Kemudian saya membawa haiwan ini ke klinik saya di Klang untuk diberikan rawatan. Sepanjang proses pemulihan, anjing ini tinggal di rumah saya di ruangan khas yang disediakan.

“Bagaimanapun, selepas pulih daripada kecederaan, anjing ini enggan meninggalkan rumah saya dan berada di bawah jagaan saya sehingga ke hari ini,” katanya.

Menurutnya, tidak dinafikan ada jiran yang menegur kerana bunyi bising salakan anjing. Disebabkan itu juga bapanya yang aktif di masjid turut terkena tempias pandangan serong masyarakat.

“Saya gembira kerana ayah tidak pernah mengambil hati dengan perkara itu dan tidak menghalang saya untuk terus membantu serta merawat anjing.

“Malah, ayah turut membantu memberikan makanan kepada anjing yang dalam proses pemulihan. Lazimnya saya akan melepaskan semula anjing yang sudah pulih daripada kecederaan,” katanya.

Dr Muhamad Taqiyudin berkata, dia membantu anjing liar yang dijumpai di tepi jalan secara tidak sengaja sama ada dalam perjalanan ke tempat kerja atau pulang ke rumah.

“Setiap anjing ini saya bawa ke klinik dan memberikan rawatan termasuk mengembirikan haiwan itu,” katanya.

Isu cubaan bunuh diri dan sumbangan industri katering tumpuan Dewan Rakyat hari ini

KUALA LUMPUR: Langkah kerajaan menangani peningkatan cubaan bunuh diri dan sumbangan industri katering kepada negara dijangka mencuri tumpuan pada persidangan Dewan Rakyat hari ini.

Dalam aturan mesyuarat yang dikeluarkan laman web Parlimen, isu berkaitan bunuh diri itu adalah soalan pertama pada sesi Waktu-Waktu Pertanyaan Menteri yang dikemukakan Dr Kelvin Yii Lee Wuen (PH-Bandar Kuching) untuk mendapat penjelasan daripada Perdana Menteri Tun Dr Mahathir Mohamad.

Selain itu, sumbangan industri katering kepada Keluaran Dalam Negara Kasar (KDNK) negara turut dijangka mencuri perhatian. Soalan kedua daripada Nor Azrina Surip (PH-Merbok) itu inginkan penjelasan Kementerian Perdagangan Dalam Negeri Hal dan Hal Ehwal Pengguna.

Usai sesi itu, tumpuan beralih kepada sesi Pertanyaan-Pertanyaan Bagi Jawab Lisan yang antara lain soalan daripada Datuk Dr Hasan Bahrom (PH-Tampin) yang meminta penjelasan Kementerian Pertahanan berkaitan sejauh manakah tahap teknologi senjata buatan Malaysia.

Soalan daripada Nik Mohamad Abduh Nik Abdul Aziz (PAS-Bachok) juga tidak kurang menariknya apabila meminta pendirian Kementerian Pendidikan berkaitan strategi yang dirangka setakat ini bagi mencapai sasaran 60,000 pemegang ijazah Doktor Falsafah (PhD) pada 2023.

Sesi persidangan Dewan Rakyat kali ini dijadual berlangsung sehingga 5 Dis.

New rule on airport pick-up unfair, say e-hailing drivers

PETALING JAYA: E-hailing drivers are up in arms over new rules governing vehicle pick-up at Kuala Lumpur International Airport (KLIA) and KLIA2.

According to the regulation that came into effect last Saturday, drivers can now only chauffeur passengers at the new pick-up points that require a Touch ‘n Go with a minimum value of RM20 or pay-wave cards to access.

They are only allowed five minutes at the pick-up lanes or be made to pay a RM10 charge and an additional RM10 for a further five minutes. Each entry into the pick-up point at KLIA2 will cost RM5 effective Nov 1, to be collected by a company that is appointed to be the “queue manager” of the airport.

“It is almost impossible to complete a pick-up within five minutes. And it is totally unfair to burden drivers with these charges, ” said Malaysia E-hailing Drivers Association president Daryl Chong.

Explaining why five minutes was not enough, he said passengers often book a ride even before they step out of the arrival hall and some even while waiting for their baggage claim.

“Their walk to the new pick-up points may take up to 20 minutes. And for passengers who are not familiar with the vicinity around the airport, they will take even more time, ” he said.

Last Friday, Malaysia Airports Holdings Bhd (MAHB) said in a statement that the new pick-up points are at Doors 3 and 4, Level 1 of the Main Terminal Building of KLIA and at Door 5, Level 1 of the Transportation Hub at KLIA2.

Previously, e-hailing drivers could pick up passengers from outside the arrival halls of the respective airports, namely at KLIA’s arrival hall at Level 3 and Level 2 arrival hall of KLIA2.

MAHB chief executive officer Raja Azmi Raja Nazuddin said the move was to smoothen the constant traffic congestion at both airports as well as to ensure a more systematic public transportation flow.

Grab Malaysia, the largest e-hailing company, had also on Oct 10 issued a notification to its drivers informing them about the new pick-up points.

After five days into the implementation, Chong said many passengers were still caught off-guard with the new pick-up points and had to take a few minutes to walk there from the arrival floor.

“We understand MAHB wants a proper pick-up place for e-hailing services and they don’t want drivers to clog up the small area. We also understand the RM10 charge is a form of deterrent.

“But the allowed five-minute waiting time is too short and troubling drivers, ” he said, adding that MAHB should increase the waiting time to 15 minutes.

Chong also called on e-hailing companies to make the necessary changes to their app by only listing the allocated pick-up points for passengers to smoothen pick-up while booking a ride.

When contacted, the spokesperson of an e-hailing company who did not wish to be named said the unfair handling of e-hailing drivers with the regulations was totally uncalled for.

“Why are only the e-hailing drivers getting penalised for waiting and not the taxis and airport limousines, ” he asked.

A spokesperson from MAHB replied that e-hailing drivers were provided with a free waiting area outside, which is only five minutes away from the terminal.

“Drivers have to communicate with passengers and only then proceed to go pick them up when they are ready, ” she said.

Eight S'pore families paid respects to the wrong graves for 39 years

SINGAPORE (ANN): For 39 years, Marn Chuan Lee paid respects to his grandmother's grave at least once every three months; keeping the grave tidy and even installing garden lights by her tombstone.

However when the grave in Choa Chu Kang Chinese Cemetery was exhumed in August this year, he knew it did not belong to his grandmother as it contained stuffed toys, colour pencils and a necklace he did not recognise.

The 50-year-old was shocked. "I thought I was going crazy. It felt like some one kidnapped her and we had no idea where she could be," he told The Straits Times.

He informed the National Environment Agency (NEA), which on Oct 2 exhumed two unclaimed graves adjacent to the one that supposedly belonged to Marn's grandmother.

Based on the agency's analysis, the tombstone of one grave was misaligned, which led to other adjacent headstones being wrongly tagged to grave plots.

But the adjacent graves contained men's clothing, and nothing resembling his grandmother's belongings.

Marn finally found his grandmother's remains on Oct 11, after the NEA exhumed five more graves.

Responding to queries on Wednesday (Oct 16), an NEA spokesman said the burials were performed on a single day 39 years ago.

"The next of kin of one of the grave plots did not erect a headstone, and due to the misalignment, one of the headstones was found to be straddling the space over two grave plots."

The misalignment affected nine graves in all.

She added that NEA has since verified the buried remains with all the affected families. The agency also apologised for the inconvenience caused.

This episode of misaligned tombstones is the first time the NEA has encountered such an issue in the 16,800 exhumations conducted as of Sept 30 this year under Phase 7 of its exhumation programme at Choa Chu Kang Cemetery, its spokesman said.

Marn said he was "going crazy" waiting for the NEA to help locate his grandmother's remains.

"I couldn't focus at work, eat, or sleep," he said, adding he contacted Chinese evening daily Lianhe Wanbao about the matter because he felt helpless.

The NEA spokesman said the agency was initially unable to proceed further, as it needed to exhume the adjacent graves to verify the buried remains with its records.

But some of the graves were unclaimed and the window for claims was still open then, she noted. The deadline to register claims lapsed on Sept 30,2019.

About 8,500 graves have yet to be claimed, said the NEA. Any unclaimed remains will be cremated and stored for three years before sea burial.

Marn has since cremated his grandmother's remains, but said he is afraid of storing her ashes at a crematorium in case there is a mix-up again.

He was close to his grandmother, as she had cared for him and his six siblings every day while they were growing up until she died when he was 12.

He is keeping her ashes in his house, while waiting to house them at a Chinese temple.

PETALING JAYA: Malaysian scientist, Prof Dr Serena Nik-Zainal, has been awarded the Dr Josef Steiner Cancer Research Prize 2019 for her work on cancer genome interpretation.

The research, carried out in collaboration with Dr Paul Calleja and Dr Ignacio Medina, led to successful application that enabled the acceleration of holistic cancer genome interpretation towards clinical practice.

The Dr Josef Steiner Cancer Research Prize 2019, originally also known as the “Nobel Prize for Cancer Research”, goes to Dr Serena, who is the principal investigator in the research.

Dr Serena, who is currently based in the United Kingdom, is part of University of Cambridge's Medical Genetics Department and Medical Research Council Cancer Unit.

According to the university, her research work allows for mutations in cancer tumours to be analysed using new bio-informatic methods, which in turn enabled new approaches to targeted therapies.

The prize will be awarded on Friday (Oct 18) at the university in a ceremony, during which Dr Serena will present her work under the title “Accelerating holistic cancer genome interpretation towards the clinic”.

According to Dr Serena, the rate-limiting step in cancer genomics today was not the ability to perform sequencing, but the expertise in performing downstream analysis and making a clinically useful interpretation.

This remained the hurdle between genomic technology and the clinical context.

"Our research efforts began with showing that the totality of mutagenesis from large cohorts of whole genome sequenced tumours could reveal mutational signatures, imprints left by mutagenic DNA damage and repair processes that have occurred through cancer development.

"Subsequently, our team focused on experimentally validating these analytical concepts in cellular model systems," she said in a statement on the university's website.

"We examined mechanisms of mutagenesis related to DNA repair defects and of environmental mutagens.

"The powerful combination of computational analytics and experimental insights helped to drive the development of clinical computational tools to interpret whole cancer genomes more effectively," she added.

Dr Serena said the Josef Steiner Award would help the university enhance translation of its expertise and develop novel, clinically meaningful algorithmic tools.

"We seek to consolidate our current knowledge into infrastructure that is appropriate for the future. We are building a more automated foundation that can be referred back to at any point, and that will scale with more data coming.

"It needs to be more user-friendly for the next generation of clinicians and scientists to explore and be suitable for advanced data analytics," she said.

Dr Serena's achievement hsa caught some attention back home. Deputy Prime Minister Datuk Seri Dr Wan Azizah Wan Ismail congratulated Serena for her achievement on her Facebook page.

"Serena is the daughter of the renown medical icon, the late Datuk Dr Nik Zainal Abidin Nik Abdul Rahman, who was at the forefront of Malaysia's first cardiology department," she said.

Ministry issues flood warning

PETALING JAYA: Communities in low-lying areas and coastal parts of the country are urged to be alert during the transitional phase of the monsoon, which is bringing heavy rainfall and with it risks of flash floods and structural damage.

The transition phase, which started late September and will last until early next month, puts the coastal areas at risk especially if continuous heavy rainfall coincided with the high tide, said the Water, Land and Natural Resources Ministry.

It also warned that the frequency of flash floods occurring will increase especially in low-lying areas, with flash floods having been reported in Perak, Selangor and Kuala Lumpur of late.

“According to the Malaysian Meteorological Department (MetMalaysia) weather forecast, the country is experiencing the monsoon transition period until early next month.

“During this phase, thunderstorms, heavy rainfall and strong winds within a short period of time especially in the late evenings, will occur frequently.

“The east coast of the peninsular and parts of Sabah and Sarawak will be exposed to the same situation,” said the ministry in a statement yesterday.

The ministry urged state authorities to conduct frequent inspections on drainage systems in their areas and also on the rivers and drains to ensure the water flow is free of blockage.

“Those staying in areas prone to flash floods and also in low-lying areas are urged to always be on alert about the rainfall throughout this period,” said the ministry.

Rainfall and river water levels can be monitored via website publicinfobanjir.water.gov.my.

The regional haze situation affecting Malaysia is improving during the monsoon transition phase as most areas in the country will receive weak winds from various directions, said MetMalaysia.

Most states in the peninsula are expected to receive average rainfall levels between 150mm and 350mm, said MetMalaysia in its weather report for October to March next year.

However, Perlis, Perak, Selangor, Kuala Lumpur and Putrajaya are forecast to receive above average rainfall levels between 300mm and 420mm.

Kedah and Penang are also expected to get a lot more rain than other states, between 350mm and 500mm.

In Sarawak, most areas are expected to receive average rainfall levels between 200mm and 450mm except around Kuching, Sri Aman and Samarahan, which are expected to receive less rainfall, at between 200mm and 300mm.

In Sabah, Kudat, Keningau and Tawau are expected to get average rainfall levels between 100mm and 250mm with other parts expected to receive between 200mm and 400mm.

MetMalaysia said that the north-east monsoon will start early next month and end in March next year, bringing heavy rains to the east coast states.

“During this monsoon period, episodes of comprehensive, heavy monsoon rains are expected to occur especially in the east coast states of the peninsula.

“Terengganu and Kelantan will get average rainfall levels between 350mm and 850mm,” said MetMalaysia.

Meanwhile, the east of Pahang and Johor are expected to receive average rainfall levels between 300mm and 450mm during the north-east monsoon.

States like Perlis, Kedah, Penang, Perak, Selangor, Kuala Lumpur and Putrajaya are expected to get a little less, between 250mm and 450mm.

In Sabah, most parts are forecast to have an average rainfall level between 250mm to 500mm while in Sabah and Labuan, most parts will receive between 200mm and 400mm.

BANGKOK, Oct 20 — Cambodian police rescued a Thai woman who was allegedly held for ransom by four Malaysians ini Sihanoukville, Phnom Penh.


The 24-year-old woman who works at an online casino in Sihanoukville was threatened that her fingers would be cut-off if she failed to pay 150,000 baht (RM20,727) as ransom.


The suspects alleged that the woman had spent the company’s money for personal use.

Sa Kaeo Immigration Police Chief, Col. Benchapol Rodsawas said the victim’s husband lodged a police report at Klongluek police station on October 15.


“We sent a request to our counterpart to rescue the woman. The Cambodian police conducted a search and found the woman at an apartment believed to be the online casino office in Phnom Penh.


“The police also nabbed the four Malaysians, believed to be running the online casino,” he told Bernama when contacted.

Benchapol said the woman was handed over to Thai authorities yesterday at the Klongluek border checkpoint in Aranyaprathet, Sa Kaeo Province.

Costly meds a bitter pill to swallow

PETALING JAYA: High prices of medication charged by private clinics and private hospitals has forced companies to deal directly with pharmacies in an effort to reduce operational cost.

The move, which is trending among many local companies, helps them save millions of ringgit yearly in staff medical benefits.

Similarly, individuals who are on long-term medication would also be able to save as much as 40% if they buy directly from independent pharmacy stores.

A pharmaceutical industry source said the trend emerged slightly over a year ago when companies were trying to reduce their operational cost.
The source said companies found that by dealing directly with independent pharmacies, they could save substantially for their employees’ long-term medicines, especially those who have been diagnosed for diabetic, hypertension, cardiovascular and chronic kidney diseases.

The source said the medication obtained from such pharmacies cost the employers between 20% and 150% less than that charged by the private clinics and private hospitals.

“As such, buying directly from the pharmacy can help them to tremendously reduce their medical bills.”

A one-month supply of medicine for high blood pressure, for example, may cost RM75 at an independent pharmacy but the same medicine can be priced at between RM90 and RM100 at private clinics while the cost at private hospitals varies between RM150 and RM200.

“There is no price control to regulate the cost of these medicines and employers have no choice then but to bear the cost.”

Companies eventually realised that they could save as much as 40% by buying direct from independent pharmacies, especially for their workers who are on long-term medication.

The source said it is a huge saving for companies with a large workforce adding that a company with over 40,000 employees could save up to RM8 million a year through such move.

Malaysian Pharmaceutical Society treasurer Lim Jack Shen acknowledged that pharmacists could assist companies to reduce their medical cost.

He said aside from being able to help reduce cost, they would also assist to monitor and advise on the drugs dispensed to patients.

He said doctors and pharmacists could work together to expand medical knowledge.

“While the doctors’ role is to diagnose and treat a patient, the pharmacists oversee the dispensing of the drugs, to ensure the appropriate use of medications and medication safety.”

He said pharmacists were not trying to play doctors and undercut the business by dispensing the medicine to the patients.

“Each of the prescriptions issued by the doctors has a validity of three months under the Health Ministry regulation and requirements.

“As such, pharmacists dispensing these drugs would require the patients to get a fresh prescription every three months, to ensure they undergo proper medical review and checkup.

Malaysian Medical Association president Dr N. Ganabaskaran said it is the patient’s right to get their medicine directly from the pharmacy as long as they follow the existing law on prescription and dispensing of drugs.

However, he said, the patients have to come back to see a doctor for follow-ups and monitoring of drugs adherence, compliance and review the outcome of the treatment.

“Clinics are stringently regulated under the Private Healthcare Facilities and Services Act to protect the patients. Pharmacy outlets are not regulated.”

Therefore, he said, they are concerned with patients’ safety and care being compromised through such programmes.

According to a private general practitioner (GP) in the Klang Valley, medicines that are bought in small quantity cost a lot, compared to those bought in bulk.

“I may have only one patient taking a particular medication, so I only buy one box a month just for this patient, for example, ” he said.

“Clinics in a chain, like Mediviron or Qualitas, get their medications in bulk.

“The HQ buys all the medicines for them at a big discounted price, then the individual clinics buy what they need from the HQ at that cheaper price.”

He added that wholesale pharmacies that supply clinics provide certain price packages, according to the amount of medicines being bought.

“If I buy just one box, it will be at cost price, which can be pretty expensive for certain drugs.

“But if I buy 1,000 boxes, the pharmacy will give me another 500 for free, so if you count the price for the 1,500 boxes altogether, I’m getting a 33% discount on the cost price.

“And the more you buy, the more ‘free’ boxes you get and the larger the discount, ” he said.

He added that private GPs rely on the profit from medications to sustain their business as the consultation fees (currently RM10-35 per consultation) are too low for doctors to make a living.

Lower property price ceiling for foreigners: Crunch your numbers here

PETALING JAYA: The Budget 2020 announcement that the threshold for foreign ownership of high rise property would be lowered from RM1mil to RM600,000 caught many by surprise.

However, there were mitigating circumstances for that decision. For one, it opens up to foreign owners, at least 3,938 units of condominiums and apartments worth a total of RM4.85bil, figures from the National Property Information Centre (Napic) show.

The move, according to an Oct 13 statement from Finance Minister Lim Guan Eng, will take effect for a period of one year from Jan 1, 2020.

However, the Napic Report also shows that the combined overhang for two other types of high-rise properties - serviced apartments and Soho (Small office home office) – amounted to 19,856 units worth a total RM15.33bil.

Contacted for clarification on whether the Budget 2020 announcement only covers condominiums and apartments, or also includes serviced apartments and Soho units as well, a Finance Ministry spokesman said everyone should stick to Lim's Oct 13 statement.

Lim's statement, the spokesman noted, "was only applicable to existing apartment and condominium units that have still not been sold."

However, Real Estate and Housing Developers' Association (Rehda) president Datuk Soam Heng Choon said they believed that the Budget 2020 announcement would cover all high-rise strata residential properties.

"This means that the reduction in threshold price would cover high-rise condominiums, apartments, serviced apartments, and Soho," he said.

Soam said despite the Budget announcement, state authorities still had the power to set the threshold price for foreign buyers of properties since land was a state matter.

He noted how some state governments including Selangor had announced that they would review their threshold limits following the Budget announcement.

The current threshold in Selangor for foreigners to own property is RM2mil.

"However, we also feel that areas in the Federal Territories such as Kuala Lumpur that are under the jurisdiction of the Federal Government will likely go ahead and implement the threshold reduction to RM600,000 from RM1mil," he added.

Figures from Napic – a body under the Finance Ministry's Valuation and Property Services Department - shows that Kuala Lumpur leads the pack with RM2.05bil worth of unsold condominiums and apartments priced at RM600,000 and above per unit. Penang is second (RM1.27bil), followed by Johor (RM821.9mil), Selangor (RM333.4mil) and Sabah (RM197.7mil).

For serviced apartments priced RM600,000 and more, Johor leads in terms of the total value of unsold units at RM9.7bil, surpassing Kuala Lumpur where the overhang value amounted to RM2.3bil in the second quarter of this year.

For Soho, Kuala Lumpur tops in terms of the total value of unsold units with a RM142.3mil overhang for units priced at RM600,000 and above. Johor is next with RM90.7mil, while Selangor with RM34.3mil is in third spot.

While the announcement has drawn debate in the country, it is certainly good news for foreigners eyeing a spot under the Malaysian sun, as with Hong Konger Ginny So, who bought her first condominium in Penang on the third day of her first holiday to Malaysia some 10 years ago. However, it's not just the affordable property prices that is drawing So to Malaysia.

In Johor, Chinese national housewife Ng, 46, cheers the lowering of the threshold. “My husband and I bought our first property in Johor earlier last year but we do not have many options to choose from as we need to ensure that the price of the property is over RM1mil.

"With this move, I believe more foreigners will buy property here as it is more affordable and there will also be a greater selection of homes we can choose from,” she said.

Perfect GPA grad wins many admirers

PETALING JAYA: “Perfect 4.0 flat” graduate Nur Athirah Rushami Zien won the admiration of many for scoring top grade point average (GPA) for seven consecutive semesters.

The outstanding student from Universiti Utara Malaysia (UUM) in Sintok graduated with a bachelor’s degree in philosophy, law and business with an overall GPA score of 3.99.

The 23-year-old, whose story went viral on social media, also received Pingat Jaya Cemerlang (Medal of Excellence Award) from Kedah ruler Sultan Sallehuddin Ibni Almarhum Sultan Badlishah, who is also UUM chancellor.

Her academic achievement had even attracted the attention of actress, host and entrepreneur Neelofa.

Neelofa, whose full name is Noor Neelofa Mohd Noor, took to Twitter to congratulate the graduate and offer her a gift.

“Such a well-composed and humble young lady. Congratulations to you! Please tag her in the replies if anybody knows her. I’d like to celebrate her success with a gift, ” she tweeted.

Nur Athirah told Star Media Group’s Malay-language portal mStar that she was surprised her success received so much attention.

She expressed hope her story would be a starting point for her contributions to society and the country.

“Alhamdulilah (Praise God), I am very thankful although I believe many other graduates have also excelled in their respective fields. From another perspective, I believe this success comes with the responsibility to give back to others.

“I believe we need to go back to basics as a student. Although it sounds very cliched, I believe concentrating in class is important, being thorough when doing small tasks and knowing how to prioritise.

“A good environment is also vital. I am thankful to be blessed with family and friends who are very supportive, ” said Nur Athirah, who was a Conference of Rulers scholar.

The graduate who hails from Arau, Perlis, said even though she enjoyed studying philosophy, she was faced many obstacles, to a point she almost changed her course.

“The programme is the first (of its kind) in Malaysia, many had a negative perception of it and were not confident in the employability of such a degree.

“I cried many times but it was worth going through all the trouble, ” she said.

Nur Athirah was also pleasantly surprised by Neelofa’s compliments.

“I am thankful that an amazing woman such as Neelofa appreciated the small success, which does not match up to her achievement.

“She is among the great individuals who are respected by many parties. She is inspiring, her words are meaningful.

“So sweet of you, kak Neelofa. I am moved, you are inspirational!” said Nur Athirah, who plans on continuing her studies and later venturing into the corporate or academic world.

RM620 loan balloons to RM200,000

GEORGE TOWN: Suspected loan sharks poured petrol and set ablaze a woman’s gate, all because of a supposed RM620 loan with RM200,000 in compound interests.

Cheoh Phaik Gaik, 62, was rudely awakened by the smell of petrol outside her house in Abu Siti Lane here at 1am on Saturday.

“I woke my husband up and went to our porch where I saw a roll of burnt paper.

“I tried to open the gate but it was chained with a padlock.

“There was a big paper note saying ‘Now you want cheat my company money ah?

“Now you never contact me I will keep burn it’.

“Only later did I realise my gate was torched by suspected loan sharks who were after my son in Singapore, ” she said during a press conference at her house arranged by Penang Front Party (PFP) vice-president Ong Seong Lu yesterday.

A video of her gate being set ablaze was sent to Cheoh’s daughter by the suspected loan sharks as a warning, where one of the two men could be heard saying in Tamil “burn it first”.

Cheoh said her son was offered a loan of S$200 (RM620) through an Internet scam some time ago.

“Although he didn’t want it, the money was transferred into his bank account.

“He returned the money immediately after sensing something was wrong, but the loan sharks began harassing him.

“They claimed that the loan has now ballooned to RM200,000.

“My son had already made a report on the scam in Singapore and they have stopped harassing him, but they are now hounding us. They must have tracked my house through my son’s MyKad, ” she said.

Cheoh said she did not suspect anything until two weeks ago when she and her husband found a long scratch on their car when they parked in Air Itam.

“I began receiving calls asking us for the money after the incident.

“We also do not know how they got my daughter’s and my phone numbers, ” she added.

Cheoh said she had lodged a report at the George Town district police station and urged the police to investigate, adding that she feared for her life and her husband’s.

Meanwhile, Ong urged people not to fall for money scams on the Internet as loan sharks would not hesitate to cause harm to people and property if the money was not repaid.

KUALA LUMPUR (Bernama): The question of refugees and the government's measures to ensure their presence does not threaten the national security are among the issues that will be raised at the Dewan Rakyat on Thursday (Oct 24).

According to the Dewan Rakyat order paper, the question is raised by Datuk Rosol Wahid (PH-Hulu Terengganu) who seeks clarification from Home Minister Tan Sri Muhyiddin Yassin during the ministers' question time this morning.

Issues regarding the "Buy Muslim-made First (BMF)" campaign will also be raised by Datuk Dr Noraini Ahmad (BN-Parit Sulong) to the Domestic Trade and Consumer Affairs Ministry, on the effect of the campaign and to what extent it has adversely impacted the country's economic growth.

Another matter expected to heat up the sitting is explanation on the standard operating procedure (SOP) of any armed show conducted by the Malaysian Armed Forces (MAF) following the death of a military officer recently, raised by former defence minister Datuk Seri Dr Ahmad Zahid Hamidi (BN-Bagan Datuk).

The issues of 'scammer' will also be raised during an oral question-and-answer session by Datuk Mohd Fasiah Mohd Fakeh (PH-Sabak Bernam) who wants to know the amount of losses incurred due to such criminal activities and the government's move to prevent it from continuing.

KUALA LUMPUR (Bernama): The Royal Malaysia Police College (RMP College) Commandant Datuk Yong Lei Choo (pic) has been appointed as the Kuala Lumpur deputy police chief effective Nov 25.

The transfer directive which was issued by the Bukit Aman Police Headquarters also involved 10 other senior police officers.

Royal Malaysia Police (RMP) corporate communication chief, Datuk Asmawati Ahmad said among those involved was RMP College, Strategic Studies and Intelligence Science Centre chief Datuk Tan Chong Jin who was appointed as RMP College Commandant to replace Yong.

Meanwhile, other changes included Bukit Aman Integrity and Standard Compliance Department (JIPS), Religion and Counselling Division principal assistant director Datuk Dr Laila Ali who was appointed as JIPS deputy director and conferred acting DCP.

Asmawati said other names which were also listed were ACP Dalbir Singh Tanah Singh who was appointed as Bukit Aman Narcotics CID (Property Forfeiture) principal assistant director and with the rank of acting SAC.

In addition, ACP Lukas Anak Aket was appointed as Narcotics CID (Intelligence/Operations) principal assistant director with the rank of acting SAC.

In the meantime, ACP Che Zamani Che Awang was appointed as Kedah Crime Prevention and Community Security Department chief, Supt Nor Omar Sappi was appointed as Manjung district police chief in Perak and Supt Soffian Santong was appointed as Timur Laut district police chief in Penang with the rank of acting ACP. - Bernama

KUALA LUMPUR, Oct 25 — One student from the Malaysian Islamic Student Coalition (Gamis) was arrested when the police stopped its demonstration to show solidarity with Universiti Malaya (UM) vice-chancellor Datuk Abdul Rahim Hashim.


Chairman of Gamis’ women wing, Maizatul Afirah Ayub, was seen being taken into a police car in front of UM’s main gates after the police asked for her MyKad at around 2.45pm.


She was the third speaker at the demonstration when a policeman confiscated the microphone and PA system, before telling those gathered since 2.10pm to disperse.

Gamis president Ikhwan Nasyriq Salihin said the police also asked him and another student, Saifullah Baiduri, to give their statements at Pantai police station.


He said they had planned to march peacefully from the main gates to the Chancellery Hall about 800m away and gather at the varsity’s famed Speaker’s Corner.


“We did not engage in any violence or provocation but dispersed to ensure the safety of the Gamis students here.

“If UM had given us the space to enter, I think what the police had an issue with would not have been a problem,” he told reporters afterwards.

Ikhwan also said that they had invited PAS’ Pasir Mas MP Ahmad Fadhi Shaari and former UM student activist and PAS central committee member Mohd Zuhdi Marzuki as guest speakers.

However, they were informed by UM security that the gates would be closed between 2pm to 2.30pm due to the demonstration.

About 30 Gamis students attended carrying banners saying, “We stand with VCUM”, as well as placards and signs condemning Universiti Malaya Association of New Youth (Umany) and DAP.

The gates’ closure caused traffic to back up for over a kilometre from the Kerinchi flyover to the KL entrance of the university.

The police deputy superintendent who confiscated the microphone declined to speak to the press.

The students also condemned the action of Wong Yan Ke who held up a banner while receiving his scroll on stage during his convocation ceremony earlier this month, accusing Rahim of racism and calling for his resignation for attending the Malay Dignity Congress.

The students also demanded that the university ban University Malaya Association of New Youth (Umany) of which Wong had been president.

Some speakers also condemned DAP.

“We saw how Wong Yan Ke is very active and close to DAP, so we feel that his actions have ties with DAP,” Ikhwan alleged.

SEREMBAN:Seremban’s latest attraction, Masjid Sri Sendayan, has won praises from the public for its elegant and artistic Islamic architecture.

Many visitors have likened it to majestic buildings around the world like the Taj Mahal, Masjid Nabawi and mosques from the Ottoman empire.

For Zailan Yusop, 57, the creative mind behind the mosque’s design and construction, working on the building was like a long love story.

‘It was addictive, but painful at the same time,’ he said, laughing.

He said work on the mosque was not an easy feat, and took years of planning and designing before it could finally be built.

‘The mosque is special, because it is a wakaf (donation) by RHB Group founder Tan Sri Abd Rashid Hussain. A lot of thought had been put into it, not just by my team, but also by Tan Sri (Abd Rashid) himself.

‘He was very particular about the mosque’s design and would carefully inspect and monitor every detail. Every corner of the mosque has his personal touch.’

Zailan said the project faced setbacks.

‘There were so many challenges that at times I felt like giving up.

‘As Tan Sri was also a hands-on man, our ideas and opinions often collided. Sometimes, it was like arguing with your spouse! That’s what makes this project a great love story,’ said Zailan, laughing.

‘But in the end, we managed to sort out our differences to ensure the success of the mosque’s construction.I must say that Tan Sri is a man who’s not only generous, but also down-to-earth.He doesn’t mind rolling up his sleeves for something so dear to him, which, in this case, is the mosque.’

The mosque,the largest in Seremban, has received a steady stream of visitors since it was launched and opened to the public last month.

It can accommodate up to 5,000 people at a time.

Masjid Sri Sendayan is the second mosque donated by Abd Rashid.The first was Masjid Hussain, also known as the White Mosque, in Seremban 2, which was built at a cost of RM22.6 million in 2012.

Zailan said the main attraction of Masjid Sri Sendayan, which cost more than RM100 million, was its architecture and the materials used in its construction. Some materials were flown in from Egypt, Turkey, Dubai and Morocco.

He said most of the mosque’s features were specially ordered, including the wood carvings on the walls of the prayer hall, the gold plating, the engravings and the tiled walls near the pulpit.

‘Thankfully, on the first day of its opening for Friday prayers, more than 5,000 people attended. We were touched to learn that some had come from as far as Putrajaya, Melaka and Selangor.

‘Although it has been more than a month now, the mosque still receives plenty of visitors who want to see its unique features.It’s an overwhelming experience.’

Zailan said the mosque was built on 4.5ha of land and had three prayer halls.

The main prayer hall can accommodate a congregation of 3,000 people, while the second prayer hall and the women’s prayer hall can fit 800 each. The mosque also has lecture halls, a library, multipurpose halls, mortuary management rooms, administrative buildings, dining halls and six units of houses for staff.

‘This mosque will forever be a constant reminder of how one man’s humbleness and great love for religion can drive him to contribute so much, without seeking acknowledgement and publicity.

‘I hope the public will make full use of the mosque’s facilities and take good care of it, as an appreciation for a gift from a humble individual.’
