The Perikatan Nasional-led Malacca government has reinstated two senior officers, who had been terminated from their posts in a state government-linked company (GLC), over the abuse of power.

Sources told Malaysiakini the GLC involved is Melaka ICT Holdings Sdn Bhd (MICTH), which is chaired by Sulaiman Md Ali (photo, above) by virtue of his position as the Malacca chief minister.

Sulaiman's political secretary Sazali Muhd Din is the company's deputy chairperson.

According to the letters on the reinstatements sighted by Malaysiakini, the two senior officers were asked to return to duty effective April 21, the same date the letters were issued and signed by the company's chief executive officer Firdaus Saedin.

"For common interest, the new MICTH management has decided to retract the termination letters...," it read.

The letters of reinstatement were copied to Sulaiman and Sazali in their capacities as the company's chairperson and deputy chairperson.

MICTH is wholly-owned by Tabung Amanah Melaka, which comes under the Malacca state government.

The abuse included the appointment of contractors

It is intended to spearhead the development of telecommunications infrastructure and information and communications technology development in Malacca.

Sources told Malaysiakini that both senior officers were involved in the abuse of power involving company transactions and appointment of contractors.

The issues were also highlighted by the National Audit Department, in which a 2019 audit on MICTH found RM1.3 million in payment vouchers were made without approval or exceeding the officers' powers, a source familiar with the matter said.

"There were 17 payment vouchers totalling RM0.83 million made that exceeded the account manager's limit and another six totalling RM0.5 million that were made without approval," added the source.

The audit further found that one of the senior officers issued appointment letters to seven contractors without the board's approval, even though the then Pakatan Harapan-led Malacca government had instructed for the appointments to be suspended.

"It is a reasonable question for the Malacca chief minister: what interests do he and his political secretary have to reinstate two officers who were found to be involved in the abuse of power, not only from an internal investigation but also by the National Audit Department?" asked the source.

The audit report sighted by Malaysiakini confirmed the source's claims.


Following the findings, the source said the then Harapan's state executive councillor in charge of communications and multimedia, Kerk Chee Yee (above), had ordered the termination of the two officers.

Kerk was the company's previous chairperson by virtue of his exco position.

Firdaus, when contacted, declined to comment on the matter, stating that it was an "internal matter.

"Sorry, I cannot make any comments," said the chief executive officer.

The Malacca Chief Minister's Office has yet to respond to Malaysiakini's request for comment.

Kerk, when contacted, confirmed that the two officers were previously terminated and put under investigation.

He said he lodged a MACC report over the matter in March 2019.

'Reinstatements not a surprise'

Asked about their reinstatements, Kerk said it did not come as a surprise as there was resistance when it was first proposed to the management that the two officers be terminated, despite the evidence of wrongdoings highlighted by the audit.

"Independent panels from the domestic inquiries into the case of the RM0.5m (award of payment vouchers) concluded that there was serious misconduct, as quoted from a domestic inquiry report that was presented to me.

"I advised the management to issue a letter of termination to the said personnel due to the seriousness of the misconduct. My advice was not adhered to," he said.

He added that the matter was then brought to the board, at which there were intense arguments over the matter.

Kerk urged the PN-led Malacca government to critically examine the matter.

"The rule of law must prevail and the state government should uphold integrity and excellence in services so that the reputation of other hardworking civil servants will not be eroded," he said.

PN formally took over the Malacca government on March 9, after Bersatu quit the Harapan coalition to join forces with Umno and was boosted by defections from DAP and PKR.

This led to the collapse of the Harapan state government that came into power in the 2018 general election.

The state assemblypersons who defected were Mohd Rafiq Naizamohideen (Bersatu), Noor Effandi Ahmad (Bersatu), Norhizam Hassan Baktee (DAP) and Muhammad Jailani Khamis (PKR).

Mungkin sebab ni Redzuan kereta terbang panas hati. Bertanding di Alor Gajah lawan umno untuk hentikan rasuah dan salahguna kuasa umno. Dah menang. Ikut Muhyidin. Di kembalikan pula perasuah n penyalahgunaan kuasa ni semua.

I respect lah org org bersama ph ketika melawan najib dan orang orang stay bersama umno pas dan lain lain sebagai pembangkang especially yang tiada kes ketika ph jadi kerajaan.

At least ciri ciri berani kerana benar tu ada pada mereka. Dan sekiranya mereka ada kes sudah tentu dah didakwa oleh lawan untuk melemahkan or mengungut kan?

Pak wan contohnya. Kalau xlompat pun memang dah menteri.

Cumanya beliau agak dibenci orang ramai dengan idea kereta terbangnya. Sebab budak tadika pun tahu betapa mengarutnya kereta terbang.

Us n china pun xde. Kita xyah cuba lah kan.

So bila pm muhyidin bagi cadangan lompat keluar dari ph. Akan dapat kembalikan sokongan kepada mereka dan reboot berbakti pada rakyat. Mungkin sebab tu mereka setuju.

Malangnya bila dah lompat muhyidin xbertindak seperti diharapkan. Xmacam tun m control harapan.

Dari 3 negeri bersatu dah tinggal satu iaitu perak. Tu pun mb sahaja bersatu. Exco semua umno.

Sesetengah glc kini dipimpin oleh perasuah dan penyalahguna kuasa. Salah laku dah berulang macam lgm di jerantut tu.

Dan kini di negeri pak wan sendiri. Agensi yang dibersihkan oleh ph. Kini dikotorkan semula oleh umno pas.

Tabah lah pak wan. Siapa suruh hang percaya muhyidin tu.

Tu uol. Kalau tengok kat fb tu. Especially english news. Asal pak wan je memang penuh komen maki kereta terbang dia. Actually termasuk iol. Iol pun sangat xpuas hati dengan kereta terbang tu. Sebab guna duit rakyat 20 juta untuk fund research kereta terbang oleh aerodyne tu. Suka hati dia jer.

Kalau komersialkan delivery guna drone ke logic lagi. Ni kereta terbang.

Aku xrasa dia songlap geran kereta terbang 20 juta tu. Banyak hutang pun dengan gaji menteri n elaun pinggan mangkuk sbg menteri xkan xboleh selesai?

Last year ramai yang gesa agar aerodyne di audit berkenaan pengunaan fund 20 juta untuk kereta tersebut.

Tapi kementerian nafikan mereka fund kereta terbang aerodyne.

PETALING JAYA: The CEO of the company developing Malaysia's first air mobility vehicle, or the "flying car", welcomes an audit of his firm, saying that not a single cent of public money was or will be used for the purpose.

Aerodyne CEO Kamarul Muhamed said the company did receive RM20mil from Malaysian VentureTech but that investment was 100% for their drone business expansion.


"We have never approached the Entrepreneurial Development Ministry for any assistance other than for the purpose of working on the framework and regulations of drones in Malaysia," he said in a public post on his Facebook page on Friday (Nov 29).

Aerodyne is a global player in the drone services industry.

He said they closed US$30mil (RM125mil) worth of Series B funding, including the RM20mil from Malaysian VentureTech.

He said the other investors were from Indonesia, South Korea, China and Japan.

A check on business information platform Crunchbase showed that Gobi Partners and 500 Startups were among their investors.

The Public Accounts Committee (PAC), in a report on the super drone project tabled in the Dewan Rakyat on Thursday (Nov 28), said that Entrepreneurial Development Minister Datuk Seri Mohd Redzuan Yusof had made a premature announcement on the project.

The report said PAC also found that Malaysian Industry-Government Group for High Technology (MIGHT), through VentureTech, had approved an investment in Aerodyne to the tune of RM20mil that was channelled on Nov 1.

The PAC also called for the Auditor-General's Department to do an audit of the RM20mil investment.

Kamarul said that the development of the air mobility vehicle was put on hold since August as they were growing extremely rapidly around the world in their core drone-based business and 100% focus was put on this expansion.

"Urban air mobility (UAM) is a long-term journey and will not be mainstream until at least 2025. No reason for Aerodyne to focus on this now," he said, adding that the company had grown to more than 330 people in 25 countries around the world with very little help from the Government.

He said the company had refused a properly and independently evaluated and approved RM2mil grant from Malaysia Digital Economy Corporation (MDEC) previously because they didn't need the help and that the funds could be used by other entrepreneurs that may have needed it.

He said that MDEC, through the Gain programme, did play a big role in connecting the dots for their global expansion.

He said that when they first talked to the ministry and other agencies earlier this year, it was about giving back to the nation and helping to shape the future of the nation.

"PAC never invited me for a talk. Never asked a single question of me. I have no interests in Politics. The truth that many already know anyway will come out for others to see," he said.

Kamarul did not respond to The Star Online for additional comments on the matter.

The ministry said that the RM20mil allocated by the MIGHT was not for the project developed by Aerodyne but that the funding was to develop innovation, research and development of the new national car project (NNCP), with DreamEDGE Sdn Bhd chosen as its anchor company and MIGHT leading it.

The ministry also said that it has no allocation or authority to approve funding for investment in any drone projects.

MIGHT labur RM20 juta kepada Aerodyne bukan untuk projek ‘kereta terbang’


KUALA LUMPUR: Kumpulan Industri Kerajaan Malaysia Bagi Teknologi Tinggi (MIGHT) mengesahkan anak syarikatnya VentureTech Sdn Bhd ada melakukan pelaburan RM20 juta kepada syarikat aplikasi dron Aerodyne Group pada 1 November lalu.

Presiden Dan Ketua Pegawai Eksekutifnya Datuk Mohd Yusoff Sulaiman pada masa sama bagaimanapun turut mengesahkan pelaburan itu bukan digunakan untuk pembangunan projek ‘kereta terbang’.

Sebaliknya, pelaburan RM20 juta itu adalah sebahagian daripada Pusingan Pelaburan Siri B Aerodyne.

Malah Mohd Yusoff mempertahankan pelaburan itu sebagai pelaburan yang strategik berdasarkan potensi tinggi Aerodyne yang merupakan pemain ketiga terbesar dunia dalam aplikasi dron.

Pada pelaburan Siri B Aerodyne itu, Aerodyne berjaya memperoleh AS$30 juta daripada pelabur antaranya dari Jepun dan Korea Selatan, selain Malaysia.

Tegas Mohd Yusoff, pelaburan VentureTech ke dalam Aerodyne dibuat berdasarkan syarat-syarat yang ditetapkan.

Pelaburan itu juga sebahagian daripada mandat yang diberikan kepada VentureTech untuk melabur dalam syarikat teknologi tinggi yang mempunyai potensi besar.

“VentureTech ada jawatan kuasa pelaburan dan lembaga pengarah yang terdiri daripada (wakil) Kementerian Hal Ehwal Ekonomi, Kementerian Tenaga. Sains, Teknologi, Alam Sekitar dan Perubahan Iklim dan pakar-pakar dalam bidang teknologi kewangan.

“Mereka menentukan syarikat yang boleh dilabur. Ada (permohonan) kerana tidak memenuhi kriteria. Tetapi Aerodyne memenuhi semua kriteria,” jelasnya.

Sehingga kini VentureTech sudah membuat pelaburan RM123 juta ke dalam 14 syarikat berpotensi tinggi tempatan, termasuk Aerodyne.

Pelaburan RM20 juta itu dibuat bagi mengembangkan perniagaan Aerodyne dan menjadi pemain utama global.

Ketika ini Aerodyne, yang merupakan sebuah syarikat milik bumiputera, merupakan pemain dalam industri aplikasi dron yang ketiga paling utama di dunia.

Isu pelaburan RM20 juta ke Aerodyne, yang dikaitkan dengan projek kereta terbang dibangkitkan Jawatankuasa Kira-Kira Wang Negara (PAC) pada Khamis.

PAC dalam laporannya mengenai projek ‘super drone’ yang dibentangkan di Dewan Rakyat pada Khamis, dan turut dimuat naik di laman web PAC, menyatakan Menteri Pembangunan Usahawan Datuk Seri Mohd Redzuan Yusof membuat pengumuman terlalu awal mengenai projek tersebut.

Menurut laporan berkenaan, PAC juga mendapati MIGHT melalui VentureTech telah meluluskan pelaburan dalam Aerodyne sebanyak RM20 juta yang disalurkan pada 1 November lepas.

PAC juga meminta Jabatan Audit Negara (JAN) supaya membuat pengauditan terhadap pelaburan RM20 juta itu.

Kekeliruan terhadap isu ini mula timbul apabila Mohd Redzuan menyatakan RM20 juta itu disalurkan untuk pembangunan projek kereta nasional baharu, bukan untuk projek kereta terbang.

Aku pula pening dengan kereta terbang pak wan ni. So maksudnya kerajaan xpernah fund kereta terbang ke? Tapi fund expansion plan untuk aerodyne. So awat pak wan beriya dengan kereta terbang n awat aerodyne pun layan nak wat prototype bagai utk kereta terbang ni?
