Iranian state media accused of editing photo of 13-year-old beheaded by her father


Iran‘s state media has been accused of editing a photo of a 13-year-old girl beheaded by her father in an honour killing to make it look as if she is wearing a full hijab.

Romina Ashrafi was killed with a farming sickle as she slept in her family home in Hovigh, northern Iran, on May 21 as ‘punishment’ for trying to marry an older man.

The news was widely reported in Persian-language media, but state-run newspaper Jame Jam appears to have photoshopped an image of Romina to cover her hair.

The first image of Romina that went around the world this week showed her standing next to a pot of flowers with a pastel green headscarf on.

The scarf is sitting further back on her head meaning that the front of her hair is showing – which violates Iran’s strict modesty laws.

Another image, which seems to have appeared in Wednesday’s edition of the newspaper, shows Romina with her hair fully covered.

Masih Alinejad, a US-based Iranian journalist who has long campaigned to overturn Iran’s modesty laws, tweeted the image along with several other accounts.

She wrote: ‘Shame on Islamic Republic state media for covering Romina’s hair by photoshop.

‘She was 13 and murdered by her father. Now they depicting the victim of an honor killing in ‘appropriate hijab’ for her honor.

‘They killed her again. This is gender apartheid not cultural difference.’

Alinejad has herself been the target of regime attacks in the past, and her brother is currently in jail in Iran. She is campaigning for his release.

Romina’s killing prompted fury in Iran when it was first reported this week – including by Iran International TV – and has led to calls to toughen up ‘honour killing’ laws.

The teenage girl initially fled the family home with 34-year-old Bahamn Khavari after her father expressed outrage at their plans to get married.

But both of their families contacted authorities, leading security forces to conduct a five-day hunt before detaining the couple and taking Romina home.

Local media reported that although Romina told authorities she would be in danger at home and feared for her life, they handed her back as required by law.

After committing the murder, Romina’s father allegedly handed himself in to police and confessed to the crime – while still holding the bloodied murder weapon.

District governor Kazem Razmi said the girl’s father is being held in custody and an investigation into the case is underway.

While Iran’s policy of ‘an eye for an eye’ would usually justify the death penalty in murder cases, it does not apply to fathers who murder their daughters.

The maximum sentence Romina’s father could expect to receive is 10 years in jail, according to the vice president for women and family affairs Masoumeh Ebtekar.

That prompted President Hassan Rouhani to plead for the speedy passing of several anti-violence bills that have stalled before being written into law.

Ebtekar said on Twitter that a bill on the protection of young people was in the ‘final phase’ of validation by Iran’s Guardian Council.

The council, which vets legislation to ensure compliance with Iran’s constitution and Islamic sharia law, has thrice previously called for changes to the law after it was passed by lawmakers, Ebtekar newspaper wrote.

The publication fears that if the council sends back the bill, it will be buried by Iran’s new parliament, which held its first session Wednesday and is dominated by conservatives and hardliners opposed to Rouhani.

Man Who Ran Away With 14-Year-Old Girl In Iran Arrested After Father Killed Her








Police have arrested a 28-year-old man who ran away with a 14-year-old girl in Iran, on charges of kidnapping, after the father of the girl beheaded her in an act of “honor killing”.

Romina Ashrafi was killed with a sickle in the northern province of Gilan. Her father was detained after widespread reaction to the tragedy across the country and on social media.

In their latest reports on the tragic case of the "honor-killing", local media have cited the girl’s relatives as saying that Bahman Khavari posted pictures of himself and Romina on social media and sent messages to the thirteen-year-old girl's father, telling him that "Romina is now my wife”, making him “angry”.

However, in a video interview published on the internet, Khavari insists that only one single picture of him beside Romina was posted on social media.
"It was Romina's idea to publish our picture together online to highlight the fact that I had not kidnapped her", Khavari told Faraz News.
Furthermore, Khavari, who belongs to the Sunni minority in Iran, asserts that he is 28-year-old and not 34 as media reported earlier. The age of the girl was also reported as 13 initially.

Every year in Iran, women, and girls are killed by their male relatives under the guise of defending their honor.
The exact number of the so-called honor-killings in Iran is not known, but in 2014, a Tehran police official reported that 20 percent of murders in Iran were honor killings.

Islamic laws in the country give custody of unmarried women to fathers or brothers, and some consider them their “honor”, or “namoos” in Persian.
A news website run by the influential Islamic Revolution Guards Corps (IRGC), Tasnim, says that Khavari has also been charged with "inciting" Romina's father to behead her. If true, this also shows how the ruling ideology in the country encourage men to treat women as a matter of their personal “honor”.

"I’m 28 and now, everyone comes forward and leaves a (deploring) comment on my posts. Well, I don't mind, everyone has a conscience. Nevertheless, when a wealthy seventy-year-old man marries a twenty-year-old girl, because he has money…it’s not a crime. But when I loved her and she loved me and I respected her, is that a crime?" Khavari said hours before his arrest, adding, "The only crime I have committed is being a Sunni."
The murder of Romina Ashrafi by her father, 37-year-old Reza Ashrafi, has deeply shocked Iranians in and outside the country.
Iran’s exiled Prince Reza Pahlavi tweeted that the country’s regressive laws enabled Romina’s murder.

"Laws that permit domestic violence, honor killings, child abuse & child marriage do not belong in the 21st century," the Prince, who lives in Maryland, USA, tweeted, noting, “The solution is a return to secular laws.”

Amnesty International also condemned the killing and called on the Islamic Republic authorities to ensure full "accountability" for the crime.
“We call on Iran’s authorities & lawmakers to end the impunity for violence against women/girls & criminalize domestic violence. They must amend Article 301 of the [Islamic Republic] Penal Code to ensure accountability proportionate to the severity of the crime, without resort to the death penalty,” Amnesty said in its statement on Twitter, Thursday, May 28.

Early marriage[edit]
Currently, the minor age of marriage for girls in Iran is thirteen lunar years while it is fifteen lunar years for boys. However, for a male individual it is still possible to petition a court with the purpose to marry a child below the minimum age of marriage as the decision whether or not the child should get married is still in the hands of their guardian.[79] According to the Civil Code of Iran, after turning thirteen, virgin girls marrying for the first time require solely a father’s or grandfather’s permission.[80] Previously, the minimum age for marriage was 15 years for girls and 18 years for boys and in special circumstances and with the presentation of a court certificate, girls at the age of 13 and boys at the age of 15 could get married; Therefore, the marriage under the age of 13 was completely prohibited.[81]

The law of Protection of without Guardian Children Act, adopted by Iran in 1975, underwent changes in 2013. In the new version, the article 27 states that “If the head of family wants to marry the adopted child, he should send her details to a court for approval. If the marriage has already taken place, Welfare State Organisation must report it to the court, upon which the decision on the continuation of the care by the same family or its cancellation will be decided”.[82]

According to statistics provided by UNICEF, between 2008 and 2014, 3% of Iranian adolescents got married by the age of fifteen, and 17% by the age of eighteen[83]  The statistics of 2010 show that 43, 457 cases of children under the age of 15 have been registered officially for marriage.[84] 90 percent of the statistics is related to young girls. But research shows that the number of children's marriages is not limited to statistics, since in rural areas children are married and live for years without formal marriage.Also according to the statistics in 2012, 37,000 children aged 10 to 18 were divorced or widowed. Each year, 800 girls from 10 to 14 years old and 15,000 girls aged 15 to 19 are divorced in Iran. Poverty and traditional beliefs are the cause of these early marriages.[84]In most cases, the son in law’s family pays money to the bride's family, who are often poor to get married with their under aged daughter. The implications of early marriage include increased illiteracy and ill-treatment among women, polygamy, house-venting, and spousal phenomena.[81]
