SELAYANG: Eight suspects linked to the latest water pollution incident that led to water cuts have been remanded.
"The remand order on the eight suspects has been granted for seven days, from Oct 22-28 by magistrate Nik Mohd Fadli Nik Azlan.
"The suspects were represented by two lawyers," said Selangor CID chief Senior Asst Comm Datuk Fadzil Ahmat in a statement Thursday (Oct 22).
Two directors of a machinery repair company are among the eight men detained by police in connection with the latest odour pollution in Sungai Selangor that caused millions of consumers to be hit by another water cut.
The directors, aged 31 and 62, as well as six workers including four foreigners, were detained around 11.30am on Wednesday (Oct 21).
The latest water disruption fiasco – the third major unscheduled cut in a month – affected some 1.2 million account holders or almost five million consumers in the Klang Valley.
The contamination of Sungai Selangor, which was detected in the early hours of Monday (Oct 19), led to a disruption of water supply to 1,292 areas in Kuala Lumpur, Petaling, Klang, Shah Alam, Kuala Selangor, Hulu Selangor, Gombak and Kuala Langat. |

KUALA LUMPUR: Lapan suspek yang ditahan bagi membantu siasatan kes pencemaran air Sungai Gong, Rawang direman tujuh hari bermula hari ini hingga 28 Oktober.
Ketua Jabatan Siasatan Jenayah Selangor, Datuk Fadzil Ahmat berkata permohonan reman itu dikeluarkan Mahkamah Majistret Selayang Majistret Nik Mohd Fadli Nik Azlan.
Katanya, kesemua suspek diwakili oleh dua peguam.
Terdahulu, Air Selangor mengesan bau kurang menyenangkan pada sumber air mentah di Sungai Selangor.
Ekoran itu Loji Rawatan Air (LRA) Rantau Panjang terpaksa dihenti tugas apabila kadar bau dikesan pada paras 3 TON.
Hasil siasatan awal mendapati bau yang dikesan berakhir di alur air Sungai Gong, Rawang yang disyaki bermula dari sebuah syarikat membaiki dan menjual jentera pembinaan.
Sehubungan itu, polis menahan lelaki berumur 62 tahun serta anaknya 31 tahun iaitu pengarah syarikat di Rawang.
Polis turut menahan enam pekerja, iaitu dua warga tempatan dan empat lelaki warga asing dari Nepal, Pakistan dan Myanmar.

KUALA LUMPUR – Gangguan bekalan air akibat pencemaran sungai yang kerap berlaku telah menyebabkan pengguna yang terjejas menyalurkan kemarahan mereka kepada kerajaan negeri Selangor.
Namun begitu, Exco kerajaan negeri, Hee Loy Sian meminta orang ramai supaya mengutuk orang yang mencemarkan sungai dan bukannya kerajaan negeri.
Ketika dihubungi China Press, Loy Sian juga memberitahu, orang ramai yang berjaya mendedahkan identiti orang yang mencemarkan sungai akan diberi ganjaran RM20,000.
Beliau yang juga merupakan Ahli Dewan Undangan Negeri (ADUN) Kajang berkata, kerajaan negeri akan menjadi sasaran dan dimarah setiap kali berlaku pencemaran sungai.
Menurutnya, kerajaan tidak menolak kemungkinan pencemaran yang kerap berlaku adalah perbuatan yang disengajakan dan pihak pengurusan air berkaitan juga telah membuat laporan polis.
Katanya, kerajaan Selangor juga telah mengaturkan rondaan oleh pihak berkuasa selama 24 jam, tetapi usaha itu tidak menjamin bahawa setiap pesalah akan berjaya ditahan.
Sejak September, Sungai Gong, Sungai Semenyih dan Sungai Selangor telah mengalami pencemaran secara berturut-turut dan keadaan itu menyebabkan ramai pengguna di Putrajaya, Kuala Lumpur dan Selangor mengalami gangguan bekalan. – MalaysiaGazette

Govt urged to step up use of environmental forensics to nab polluters faster amid Klang Valley water cuts | Malay Mail

KUALA LUMPUR, Oct 23 — In view of the recent spate of incidents involving water contamination that led to unscheduled disruptions in water supply in the Klang Valley, it is high time the Ministry of Environment and Water step up collaboration with environmental forensic experts from local universities to look into the matter.
Universiti Putra Malaysia Faculty of Forestry and Environment senior lecturer Mohd Yusoff Ishak, who made this call, said his university, for example, has created an Environmental Forensics Research Centre for the purpose of pioneering studies on pollution and identifying the cycle of contaminants.
Their experts can, via collaboration and sharing of resources, help to analyse the contaminants at the source of the pollution itself through the use of scientific technics certified by international standards, he told Bernama.
“They can also carry out the process of matching samples of the contaminants with the data listed in the authorities’ inventory to enable more effective enforcement of the relevant environmental laws,” he said, adding that this will speed up the prosecution process.
“When swift action is taken against polluters, the message will come across loud and clear that no environmental criminal can escape legal action.”
Mohd Yusoff said Malaysia’s hot and humid weather poses a challenge when it comes to ensuring the integrity of samples taken for analysis in the event of a pollution incident.
“This is why it is necessary for the authorities to collaborate with universities data and analysis, as well as the latest techniques used by university experts, can be shared to identify pollutants,” he added.
On the four high technology drones that Selangor will use from next month to monitor rivers in the state and collect water samples, Mohd Yusoff said while the move is a good one, how the water samples taken by the drones can be used as evidence to charge the polluters in court still remains a question.
Still far behind
On Monday, Phases 1,2 and 3 of the Sungai Selangor Water Treatment Plant (WTP) and Rantau Panjang WTP were shut down temporarily due to odour pollution, believed to have been caused by oil residues, in one of the rivers that supply raw water to the treatment plants.
The ensuing water cuts lasting two to four days affected over a million Air Selangor account holders in the Klang Valley.
The latest disruption is the third major water cut to occur in a month. On Wednesday, Selangor Mentri Besar Datuk Seri Amirudin Shari was quoted as saying that this year alone there were eight incidents of water pollution in Selangor.
In line with current developments in technology, Mohd Yusoff also called for more sophisticated labouratories and expertise at government agencies to deal more effectively with matters related to the contamination of water resources and to nab environmental criminals who are cunning enough to cover their tracks.
“Malaysia is still far behind in the field of environmental forensics,” he said, adding that the government has to upgrade its labouratory facilities and equipment in order to detect elements of substances that cause contamination in view of the presence of various types of new-generation chemicals.
Claim compensation
Association of Water and Energy Research Malaysia (AWER) president S. Piarapakaran, meanwhile, said his organisation has proposed that a new clause be added to the Environmental Quality Act 1974 to allow all affected parties to claim compensation for water supply disruptions due to raw water contamination from the wrongdoers concerned.
“The government has a limit on imposing penalties. This is why we are proposing that the wrongdoer pays the full cost of the pollution which will cover the penalty, cost of cleaning up the contamination and the compensation that we have proposed,” he said.
He said the total cost may run into millions of ringgit which will serve as a deterrent to companies and individuals.
Under the Environmental Quality Act, the penalty for non-toxic and toxic contaminations is a maximum fine of RM100,000 and RM500,000 respectively, as well as imprisonment.
Piarapakaran also urged the government to create special reserve areas in the catchment areas of rivers as they are a part of the nation’s drainage system.
“Even drains end up (emptying their contents) in the river and the sea. When irresponsible individuals dump effluents into the drain or river, it can lead to contamination like what we are seeing now,” he added.
Bukit Bandaraya Residents Association advisor Datuk M Ali said Selangor water operators should submit a full report to the people, who have to put up with frequent disruptions in water supply, on the actions taken by the authorities concerned.
“What exactly has happened to the water supply system in our country, especially in Selangor?” he asked, adding that the National Water Services Commission and Ministry of Environment and Water should prepare the report.
He said the people need to know how many times unscheduled water cuts have occurred over the past five or 10 years, their causes, the people responsible for the disruptions and the measures taken or to be taken to prevent such incidents.
He opined that a Royal Commission of Inquiry should be set up to look into this matter as he understood that there have been 18 unscheduled water cuts in the Klang Valley since early this year. — Bernama

Tempoh tahanan reman terhadap lapan lelaki termasuk seorang pengarah syarikat membaiki dan menjual jentera pembinaan berhubung kes pencemaran sumber air mentah di Sungai Selangor dilanjut enam hari lagi oleh Mahkamah Majistret Selayang di Kuala Lumpur.
Majistret Nik Mohd Fadli Nik Azlan mengeluarkan perintah itu ke atas kesemua suspek lelaki berumur dalam lingkungan 28 hingga 66 tahun selepas membenarkan permohonan polis untuk melanjutkan tempoh tahanan reman sehingga 3 November ini.
Mereka sebelum ini ditahan reman selama tujuh hari mulai 22 Oktober untuk membantu siasatan kes mengikut Seksyen 430 Kanun Keseksaan iaitu bagi kesalahan melakukan khianat dengan mendatangkan bencana terhadap perjalanan tali air sehingga menyebabkan susut bekalan air kepada manusia dan haiwan.
Seksyen itu memperuntukkan hukuman penjara tidak kurang daripada lima tahun dan maksimum 30 tahun dengan denda atau kedua-duanya jika sabit kesalahan.
Prosiding reman terhadap semua suspek yang memakai baju lokap polis berwarna oren dan ungu serta seorang berkemeja lengan pendek itu bermula pukul 9.30 pagi dan selesai 10.20 pagi.
Pengurusan Air Selangor Sdn Bhd (Air Selangor) sebelum ini mengesan bau abnormal pada sumber air mentah di Sungai Selangor pada 12.38 pagi 19 Oktober lepas, menyebabkan Loji Rawatan Air (LRA) Rantau Panjang terpaksa dihenti tugas apabila kadar bau dikesan pada paras 3 TON (ukuran kadar bau).
Seksyen itu memperuntukkan hukuman penjara tidak kurang daripada lima tahun dan maksimum 30 tahun dengan denda atau kedua-duanya jika sabit kesalahan.
Media sebelum ini melaporkan henti tugas keempat-empat loji itu menyebabkan gangguan bekalan air tidak berjadual membabitkan 1,196,457 akaun merangkumi 1,292 kawasan di Wilayah Kuala Lumpur, Petaling, Klang, Shah Alam, Kuala Selangor, Hulu Selangor, Gombak dan Kuala Langat.
