Round pertama ketika pakej ransangan bantuan dihulurkan pada rakyat, during the first wave of covid, self approved tanpa dewan rakyat bersidang utk dapatkan undian atau diperbahaskan....atas pretext tuntutan keperluan mendesak rakyat yg in dire straits.
Once bitten twice shy, abahcow ingat this time around he can do the same kind of magic.....to have bills proceed without being tabled, by requesting for emergency decree...

which appeared after the words “is threatened,” were deleted by Act 26/1963,
subsection 39(1), in force from 16-09-1963.
b. Substituted by Act A514, paragraph 15(a), in force from 15-05-1981. The earlier
Clause (1) read as follows:
“(1) If the Yang di-Pertuan Agong is satisfied that a grave emergency exists whereby
the security or economic life of the Federation or of any part thereof is threatened, he
may issue a Proclamation of Emergency.”.
c. The words “Prime Minister” substituted for “Yang di-Pertuan Agong” and the words
“shall advise the Yang di-Pertuan Agong accordingly and the Yang di-Pertuan Agong
shall then” substituted for “may” both by Act A566, paragraphs 20(a) and (b), in force
from 16-12-1983.

After the amendment, Article 150(1) should then read;
If the Prime Minister is satisfied that a grave emergency exists whereby the security, or the economic life, or public order in the Federation or any part thereof is threatened, he shall advise the Yang di-Pertuan Agong accordingly and the Yang di-Pertuan Agong shall then issue a Proclamation of Emergency making therein a declaration to that effect.

Duty to act on advice: Having a role is not the same thing as having a discretion.
As the Yang di-Pertuan Agong is a constitutional monarch, his role is mostly formal and ceremonial and must be exercised on advice due to Article 40(1), which provides that “in the exercise of his functions under this Constitution or federal law, the Yang di-Pertuan Agong shall act in accordance with the advice of the Cabinet or of a Minister acting under the general authority of the Cabinet”.
The duty to act on advice under Article 40(1) is further reinforced by Article 40(1A).
There is considerable case law to support the view that in the exercise of most of his constitutional functions, the King is required to act on advice – Stephen Kalong Ningkan v Tun Abang Haji Openg (1967); Dato Seri Anwar Ibrahim v PM (1999); and Abdul Ghani Ali (2001).
The 30 or so provisions conferring power on the King must not be read literally or in isolation.
Article 40(1) must be grafted onto each of these provisions.
Case law supports the view that a reference to the opinion or satisfaction of the Yang di-Pertuan Agong “is, in reality, a reference to the collective opinion or satisfaction of the members of the Cabinet or the opinion or satisfaction of a particular Minister” – Teh Cheng Poh v PP (1979).
As per Article 150(1) and Article 40(1) of the Federal Constitution, the Agong should have declared Emergency as advised by the PM for economic life reason, eg to ensure that the Budget 2021 will be passed in the coming Nov 2020 Parliament session and not be sabotaged/blocked by the mahkamah-Umno-kataks who support Anwar as PM9, in order to have their mahkamah cases dropped, eg Najib, Zahid, Ku Nan, etc.

Why economic life reason.? = bc PM8 Muhyiddin wanted a quick snap polls to get a decisive PN victory to solve the problem of MP-kataks destabilizing the Federal government but this would result in more Covid pandemic deaths, as has happened in the aftermath of the 26 Sep Sabah elections when so far 80+ Sabahans have been killed by the Covid pandemic virus. So, PM8 Muhyiddin needed the Emergency to suspend politicking in Parliament over the government's Budget 2021 and essential bills until a snap election can be held without loss of many lives killed by the Covid pandemic virus. .......

Umno president Ahmad Zahid Hamidi, though, said he was informed that some MPs from Umno and his Barisan Nasional coalition had expressed their support for Mr Anwar. "I respect their stand," Mr Zahid said.

Anyway, as per the YDPA wish of No-Emergency, hopefully the government's Budget 2021 and essential bills will be passed in the coming Nov Parliament session. Otherwise, PM8 Muhyiddin will have to resign = Agong appoints a new PM and government that will be just as unstable or calls for a snap polls amidst the deadly Covid pandemic. If Anwar is appointed as PM9, he will likely proceed to drop all the mahkamah cases against the Umno-kataks who supported him as PM9.
....... Note that the Agong may instead declare Emergency with the advise of the PM if the government's Budget 2021 and essential bills are not passed in the coming Nov Parliament meeting.

UPDATE: 10:30PM 26 Oct = If Muhyiddin's Darurat plan had succeeded, a snap polls would be held as soon as the Covid pandemic has subsided, ie no more or very few vulnerable folks with very weak immune system, eg old folks with underlying diseases, left to be killed by the virus. Probably early 2021 = Najib is disqualified from contesting in the snap polls because of his court conviction. So, maybe, and likely, Najib and his mahkamah-Umno-katak gang want Anwar to replace Muhyiddin as PM9, drop their court cases and get Najib's convictuon overturned on appeal before holding a snap polls = Najib can contest, win and possibly be Finance Minister again under PM9 Anwar and DPM Zahid = the same 3 stooges who ousted Ghafar Baba as DPM in 1993.
