Japan launches fourth spy satellite

Japan has launched a spy satellite aimed at monitoring North Korea.

The rocket, carrying a radar satellite, took off from the southern island of Tanegashima after three delays due to bad weather.

"The satellite has just gone into orbit and is operating normally," said a spokesman at the Cabinet Satellite Intelligence Centre, which operates the information-gathering system.

It completes a set of four satellites to monitor potential threats from North Korea, which fired a missile over Japan in 1998.

With the full complement of four satellites, Japan will be able to monitor any point on Earth once a day.

The rocket was also carrying an experimental optical satellite, aimed at improving the level of detail obtained from the next generation of satellites.

At present, Japan's spy satellites can distinguish objects 1 metre or more in diameter, whereas US military satellites are said to be able to pick up items one-tenth the size.

Japan has encountered difficulties with other space projects.

Its biggest-ever satellite, launched last year and designed to improve mobile phone communications, is itself having communication difficulties.

Jepun, Australia tangani perjanjian keselamatan

TOKYO 13 Mac - Jepun dan Australia hari ini menandatangani satu perjanjian pertahanan yang dicanangkan oleh pemimpin kedua-dua negara itu sebagai Bukan untuk menentang China.

Perdana Menteri Shinzo Abe dan rakan sejawatannya dari Australia, John Howard menandatangani perjanjian itu selepas mengadakan rundingan di sini.

Perjanjian pertahanan itu menetapkan keutamaan untuk kerjasama dalam bidang keselamatan maritim, perlindungan sempadan, memerangi keganasan dan pemulihan bencana alam.

Ia ditandatangani selepas Korea Utara melancarkan ujian peluru berpandu dan nuklear tahun lalu dan China pula menembak jatuh sebuah satelit pada Januari lepas.

Tindakan itu sekali gus mencetuskan kebimbangan terhadap kekuatan tentera dan teknologi Beijing dan pastinya, Pyongyang.

Abe pada sidang akhbar bersama dengan Howard berkata, perjanjian itu diyakini mampu membantu menstabilkan rantau Asia Pasifik.

Kekuatan hubungan kita, terutamanya dalam bidang keselamatan, akan menyumbang kepada kestabilan dan keselamatan bukan sahaja untuk Jepun dan Australia tetapi juga untuk seluruh rantau ini dan dunia, katanya.

Perjanjian itu adalah yang pertama seumpama itu pernah dimeterai oleh Jepun dengan negara asing, selain Amerika Syarikat (AS).

Menandatangani deklarasi bersama ini mengenai keselamatan dan kerjasama merupakan satu lagi pencapaian bersejarah yang sebenarnya bermula 50 tahun lalu, kata Howard pada sidang akhbar itu.

Howard menekankan bahawa perjanjian itu tidak meminggirkan hubungan kedua-dua negara dengan AS, yang merupakan sekutu keselamatan mereka yang penting.

Perjanjian ini tidak seharusnya dilihat untuk menentang mana-mana negara di rantau ini.

Itu bukan matlamatnya dan China juga tidak harus melihat perjanjian ini bertujuan menentangnya, tegas Howard.

Production fault hits Kawasaki transport and MPA projects

Kawasaki Heavy Industries (KHI) has suffered a setback with its C-X transport and P-X maritime patrol aircraft for Japan's defence ministry, with the discovery of a problem with the fuselage strength in all eight development aircraft.

KHI had planned to stage a dual roll-out ceremony for the new aircraft on 6 March, but is assessing the implications of the production fault. This centres on the use of defective rivets provided by a US supplier for the assembly of centre fuselage sections for the programme's static, fatigue and strength and flight-test aircraft.

KHI is investigating how to repair the affected sections before deciding whether the aircraft can be rolled out next month.

The first C-X was scheduled to fly in August, before being delivered to Japan's Technical Research and Development institute in March 2008. The first P-X will follow in August the same year.

BAE Says In Talks With Mitsubishi Heavy On Typhoon Deal

TOKYO (Reuters) - BAE Systems Plc (BA.L: Quote, Profile, Research is in talks with Mitsubishi Heavy Industries Ltd. (MHI) (7011.T: Quote, Profile, Research about possibly licensing it to manufacture the Eurofighter Typhoon, an executive of Europe's top military contractor said on Thursday.

"At the moment our main discussion is with MHI, and they have demonstrably the most significant fighter aircraft capability of the Japanese industry team," Nigel Whitehead, group managing director at BAE, told Reuters in an interview.

"But the relationship will not necessarily be limited to MHI."

Mitsubishi Heavy already makes F-15J fighters under a license agreement with Boeing Co. (BA.N: Quote, Profile, Research, Patriot missiles with Raytheon Co. (RTN.N: Quote, Profile, Research and vertical launching systems with Lockheed Martin Corp. (LMT.N: Quote, Profile, Research, but it has no big projects with BAE.

Japan has been a tough market for non-U.S. contractors such as BAE because U.S. rivals such as Boeing Co. (BA.N: Quote, Profile, Research and Lockheed Martin Corp. (LMT.N: Quote, Profile, Research have a strong grip on the market.

But Japan has said it would consider buying the Eurofighter Typhoon, which is built by a consortium headed by BAE, as it plans to start replacing its fleet of 60 F-4 fighters as well as training aircraft in the next couple of years.

Any BAE deal with MHI would be contingent on the government choosing the Eurofighter.

Basically perlembagaan mereka mengharamkan mereka mempunyai angkatan tentera. Artikel 9 mengatakan "land, sea, and air forces, as well as other war potential, will never be maintained"

Butiran Perjanjian Mutual Security Assistance Pact 1952 bersama perjanjian lain yang dimeterai selepas WW2 memperuntukkan angkatan tentera US untuk menjaga Jepun dari serangan luar (ie Soviet Union) manakala angkatan Jepun akan menghadapi masalah dalaman serta bencana alam (juga raksasa ultraman dan Godzilla ) Bagaimanapun pada 1954 Diet meluluskan penubuhan angkatan bersenjata untuk pertahanan bumi Jepun sahaja dan penggunaan terma bukan ketenteraan.
