PARIS AIR SHOW: Sukhoi secretive on PAK-FA programmes

Sukhoi is still working on a prototype of its fifth-generation "PAK-FA" advanced tactical frontline fighter, but the schedule for its flight-test programme remains unconfirmed, despite earlier indications that the aircraft would fly in 2009.

The Russian manufacturer is focusing its promotional efforts at the show on the Superjet 100 regional jet. Director general Mikhail Pogosyan says he will talk about the fifth-generation fighter at the next Farnborough air show "or later". It is "something for the future", he says.

Pogosyan confirms that the company is creating a prototype and preparing for the start of trials, and that internal discussions regarding the prototype are under way. Beyond that, any communication on the programme awaits the outcome of trials. Last year, Russian news agency RIA Novosti quoted industry and energy minister Viktor Khristenko as saying that "the flight tests of the aircraft are scheduled to begin in 2009".

Though reticent on the specifics of the PAK-FA programme, Pogosyan is confident of success in the Indian fighter contest, in which the MiG-35 has been entered. The MiG aircraft has "a good chance of winning", he says. It has already completed flight tests with the Indian air force.

Of its existing contract with Malaysia for MiG-29K fighters, Pogosyan says that the six aircraft it is due to deliver to the nation will arrive by the end of 2009.

Meanwhile domestic demand for fighters is growing, says Pogosyan. A 50:50 split between domestic and export business is the company's target. It is also aiming at the following split of business: 40% military, 40% commercial and 20% services.

Toward this end Sukhoi is "keen on raising the quality" of after-sales service. "We really need it," admits Pogosyan, citing both the military and commercial segments. Sukhoi has accordingly focused efforts on integration of its logistics and support services, as well as closer co-operation between Sukhoi and MiG, with joint development of future products likely.

Le Bourget is "not a place where you conclude contracts for military aircraft", says Pogosyan. However, new announcements are likely at Russia's MAKS 2009 show, he adds.

Sukhoi is "not free of impact" from the financial crisis, Pogosyan admits. However, he adds that crisis had the effect of boosting the speed of decision-making, particularly when it came to decisions on acquisition of domestic fighter aircraft. "I like working at crisis times," says Pogosyan, adding that crisis made the strong stronger and the weak weaker.

Russian Sukhoi Reinforces Domestic Military

While Russia's military elite have already seen the prototype - or perhaps prototypes - of the air force's next 5 generation heavy fighter, the aircraft will likely only make its public debut after first flight, if tradition is followed.

Senior Russian government and military leaders continue to insist first flight will be this year. Up to three prototypes are thought to be in various stages of final assembly at the Sukhoi manufacturing site in Komsomolsk-on-Amur.

The Russian air force's fighter fleet replacement strategy in the near to medium term is built around two Sukhoi programs: the Su-27SM2 (Su-35) development of the Flanker and the T-50 design to meet its fifth-generation fighter project, known as PAK FA.

MiG, having lost out to Sukhoi to develop a replacement to the former's canceled fifth-generation effort, known as MFI, has been working on a medium fighter concept, the lightweight multirole frontal aircraft (LMFS).

MiG officials have argued that while the PAK FA would replace the Su-27 Flanker, the air force will not be in a position to procure it in sufficient numbers to replace the MiG-29 Fulcrum as well. The LMFS was intended as a successor, with potentially broader export appeal than the PAK FA.

The Russian government gave Mikhail Pogosyan, long associated with Sukhoi, the challenging task of trying to sort out an ailing MiG at the end of last year.

One outcome of this move, however, is that LMFS appears to have been put on the back burner. Insiders at MiG say the LMFS project has not been included in the list of company priorities approved by Pogosyan, who also remains the general director of Sukhoi. In the nearer term, MiG has also been pressing the air force to order the MiG-35, though the status of such a purchase remains uncertain.

Russian Prime Minister Vladimir Putin was shown the T-50 in May during a visit to the Komsomolsk site. He took the opportunity of the trip to confirm that the air force will procure the upgraded Flanker. Company officials suggest 48 of the Su-27SM2 will be delivered through 2015.

The Su-27SM2, known for export as the Su-35, is viewed by many in the West as the near-term high-end platform against which their own capabilities are to be measured.

U.S. Air Force Lt. Gen. Daniel J. Darnell, deputy chief of staff for air, space and information operations, suggests that the Su-35 is "equal or superior" to the F-15. Meanwhile, the RAND Corp. characterizes the latest generation of the Su-27 as "not your father's Flanker."

Russia unveiled the first element of its fifth-generation Sukhoi PAK FA/T-50 fighter during the Moscow MAKS air show, with Tikhomirov's NIIP having exhibited the type's active electronically scanned array (AESA) radar.

The newly unveiled unit is intended for integration with Sukhoi's heavyweight fighter prototype, which air force commander Aleksandr Zelin says is due to fly in November or December. The aircraft was shown to President Vladimir Putin in its assembly phase during his May visit to the KnAAPO production plant in Komsomolsk-on-Amur.

Tikhomirov says the AESA antenna entered benchtesting in November 2008, and was mated with the radar's other blocks for an initial integration test "this summer". A second example to be produced for an operational prototype of the T-50 will be completed by mid-2010, it adds.

NIIP has not provided any details about the new radar, beyond saying that its antenna contains more than 1,000 solid transmit/receive modules. The design is Russia's second AESA system, following the Phazotron Zhuk-AE being developed for the RSK MiG-35.

Outwardly, the T-50 is believed to resemble the configuration of the US Air Force's Lockheed Martin F-22, and will share design features such as internally carried weapons and supercruise performance. The Russian aircraft will also have an integrated on-board sensor and flight control system which will include several radar antennas to provide a 360° coverage.

Sukhoi will complete five prototypes for initial testing, including two to be dedicated for ground test activities. Initial trials are scheduled for completion in 2011-12, with the company expecting to produce an initial batch of aircraft for operational trials by 2015.

Russia's initial batch of aircraft will be powered by NPO Saturn Item 117 engines, derived from the supplier's AL-31F series. A new engine will be incorporated with later production examples, with this likely to be a design proposed by MMPP Salut and based on the AL-31FM3.

India is also seeking its own version of the T-50 under an agreement with Moscow. This is expected to feature some airframe differences and use Indian avionics equipment.
