sebelum tahun 1970an (1974 tak silap aku)...memang orang yg naik motor/skuter/vespa tak payah pakai helmet..

now (notice the very same building)

kudos for the building designer..I think the building design it ahead of its time (didn't know it was build 40 years ago till I saw the pic)
