SPEED monitoring device (SMD) or also famously known as black box, is a device which can monitor, trace and record the speed of road vehicles driven on the road.

In Malaysia, the application of speed monitoring device rules was regulated on March 15, 1998, as stated in the Road Transport Act 1987. The rules were cited as the Motor Vehicles (Construction, Equipment and Use) (Speed Monitoring Device) Rules 1998. These rules shall be applied to motor vehicles as provided in the Schedule (Subrule 1(2)), for:

i)                    excursion bus;

ii)                  express bus; and

iii)                any type of government vehicles as may be determined by the Road Transport Department.



Effective on September 1, 2001, all specified vehicles should be installed with speed monitoring device.

Justified by this regulatory requirement, the Working Group on Speed Monitoring Devices for Road Vehicles under the Industry Standards Committee on Road Vehicles managed by SIRIM Berhad, is now developing a new Malaysian Standard on speed monitoring device for road vehicles. The standard covers the specification, construction and performance, testing and marking of speed monitoring devices.

The development of the standard has taken into consideration the latest technology dealing with system layout for speed monitoring devices and communication between the speed monitoring device, the data reader and software interfacing for secured data transfer.

Thus, with the application of the standard combined with the mandatory rules of black box on road vehicles, it is hoped that the number of accidents involving large and many passenger vehicles on Malaysian roads will be reduced.

The Road Transport Department can utilise the standard for result interpretation, construction and operation, approval, testing and calibration and help prevent tampering of installed speed monitoring devices. It will also benefit the users of road vehicles by providing procedures for applications of the speed monitoring device system.

The Malaysian Standard on Specification for Speed Monitoring Device for Road Vehicles is awaiting publication.

Apa jenis device pun hanya untuk kawalan saja tapi ia tak akan hapuskan kemalangan. Yg paling penting adalah pendidikan terhadap pemikiran dan sifat para pemandu2 bus express

correction

i think there should be a SPEED LIMIT for buses lah, there is no reason for buses to go 100 km per hour on the road what...

Syarikat bas kena mengenakan syarat yang ketat untuk pemohon yang memohon perkerjaan sebagai pemandu bas. Pemohon juga perlu memberi tiga nama as their references.  Adakan tempoh percubaan. Jika mereka berjaya dlm tempoh percubaan ini (tiada saman, tiada komplain dari para penumpang) mereka layak menerima sijil dan kenaikan gaji. Yang gagal pula perlu diberhentikan kerja.

Prob is di Malaysia syarikat bas tidak boleh terlalu memilih dan mengenakan syarat yang ketat kerana tidak ramai yang berminat berkerja sbg pemandu bas.

In UK, there are 2 bus drivers in long distance bus, and each drives no more than 2 hrs.

Our salary is 10 % of UK, if they could do it , we should.

There is definitely Speed Limit for buses, but how many drivers are following?
Most of the M'sia bus drivers couldn't care less about road safety.

what i meant was SonofOdin was the reduce the actual Speed limit of buses, i was talking about engine power itself ... so that no matter  how hard the drive steps the pedal, the bus wont go any faster than 50-60km  in urban areas and maybe 60-75km( coud be wrong, but i see no reason why buses should be built to go so fast ) per hour in long distance travels.

reduce the speed limit and uniform all of transportation buses, speaking of uniform, i think that all buses should be unformed under one organization...Limit the number of private bus operators. under one organization, nationalise it  ( especially a gov one ). Currently there are too many private bus operators to an extent it becomes messy and unorganized

Apa jua kita cuba laku, tapi lepas tu if our Administrator tak follow up, sama jugak!!! Semua apa yg dicadangkan oleh Kementeriaan Pengangkutan itu hagat2 tahi ayam saja.

Sekarang semua mereka hanya main goli, pusing sini sana tak tentu hala

the Bus Operator,Drivers
Administrator  ,
Law Enforcement,
the Minister that do real work not going to hospital and got their photo taken...

Corruption is fatal ...we learn it the hard way.....

Both Kementerian Pengangkutan & all members of Parliament needs to be condemned,

Dr Ling is still sround he too should stand beside Chan KC for the hearing....

Dr Ling, ada gelaran doctor lagi, tapi otak mcm simpan tahi saja. Nasib baik corruption si pandai tu terbongkar lalu step down, klu tak, huh..nanti tak tau nak implement apa sistem canggih lagi..minister of the year dia duduk setaraf dgn semi value lah..

Device ni ada digunakan oleh sekolah memandu di USA (supaya student yang baru belajar tidak tertekan minyak). Masalahnya this device boleh dibuka dan dipasang balik. Kalau device ini digunakan kemungkinan besar para pemandu akan membuka nya dan memasangnya semula bila sampai station bus or tempat rehat.
