Rusia is on course towards installing itself as a major power once again thanks to the black gold which they have in abundance. And the war in Chechnya is over. Its just police work there now. The insurgents are clinging on to a lost cause.

Croatia has secretly sold Israel an advanced S-300 anti-aircraft system.

LONDON [MENL] -- Croatia has secretly sold Israel an advanced S-300 anti-aircraft system.The London-based A-Sharq Al Awsat said Croatia bought the S-300 system from Russia in 1995 for $19 million. Israel, the newspaper said, financed the deal and the system was then taken out of Croatia to the Jewish state.

Israel turned to Croatia, the newspaper said, because it could not purchase the system directly from Moscow, a major supplier of weapons to Arab states. Russia has been offering the S-300 to such countries as Iran, Libya and Syria.

Croatian authorities are now conducting an investigation into how the S-300 was smuggled out of the country. The newspaper said the sale and delivery of the system took place during the regime of the late President Franjo Tudjman.

The Israel Air Force (IAF) has announced that it has developed a countermeasures system to the Almaz S-300 (NATO reporting name: 'Grumble') surface-to-air missile system in an effort to confront the prospect that its neighbours will obtain the advanced Russian air-defence system.

A senior Israeli defence source said state-owned companies such as Israel Military Industries (IMI) and the Rafael Armament Development Authority have developed ways to disrupt or deceive the S-300 system. IMI has developed the Improved Tactical Air-Launched Decoy (ITALD), which is designed to deceive the S-300's radar.

Israeli defence sources said Israel acquired subsystems of the S-300 in 1998 from Croatia, which included the radar, missiles and other components. The IAF would not disclose the exact variant of the S-300, nor would it confirm details of the S-300 transfer. However, senior IAF officials said that the air force has been preparing for the prospect that such countries as Egypt, Syria or Iran would obtain the system.

"The Israel Air Force began to prepare for the S-300 in the mid-1990s," a senior air force source told Jane's Defence Weekly. "Delegates visited S-300 sites in Russia and other countries to learn about the system."

However, the origins of the IAF's acquisition of the S-300 system remain unclear. JDW sources believe claims that Croatia might have exported parts of the S-300 missile system to Israel, or at least allowed Israeli experts to familiarise themselves with it on-site in Croatia, may be unfounded.

The Croatian Army (HV) acquired an incomplete S-300 system in the final stages of the 1991-95 war for independence from the Federal Republic of Yugoslavia, during which time it was subject to an international arms import embargo.

On 10 August 1994 a cargo aircraft brought eight containers of equipment from an undisclosed country, followed by three further shipments in August, September and December of that year, although the HV never had a fully-operational system.

Croatia appears to have received the following components of the system: two launchers with missiles and reload missiles - a total of 24 missiles - and various auxiliary equipment such as the testing and maintenance station, compressors, cranes and a complete set of technical documentation. However, the crucial components of the system, such as the NVO-76N6 low-altitude radar, ST-68UM surveillance radar and the 30N6 command and control station were never delivered.

The components in the possession of the HV were stored in military warehouses at Pula and Kanjiza.
Croatian sources confirm that Israeli experts toured the warehouses, but the Ministry of Defence (MoD) denied that any missiles were ever transported out of Croatia.

However, some sources in Croatia familiar with arms acquisition deals during the UN embargo suggest that Israel may have been involved in the original purchase of the system in 1994.

An official inquiry investigating the alleged misappropriations by Gen Vladimir Zagorac, former HV Head of Procurement, indicated that the S-300 components were purchased through an Israeli company Nevada Trade from an owner listed as Winsley Finance.

A source suggests that an S-300 system was delivered to Israel, but that key components such as observation and guidance radars and the control unit were retained by Israel, while Croatia received the missiles, which on their own, have no military value.

    Zagreb--    The Israeli Air Force [IAF] has announced that they have developed a set of countermeasures for the ground-air Almaz S-300 missiles.   This is a defense system to be used against neighboring Arab states that will be equipped with advanced Russian anti-aircraft defense systems.   Sources from the Israeli Ministry of Defense claim that a state-owned company of the Israeli Military Industry [IMI] has developed an advanced tactical air decoy [ITALD], which can be used to disrupt and intercept the S-300 radar.   A new edition of Jane's Defense Weekly states that in 1998 Israel had purchased from the Croatians certain parts of the S-300, including the radar, the missiles, and other components.   However, they do not wish to disclose the exact types of the S-300 that they purchased, nor do they wish to reveal the transfer details.   Sources close to the publication believe the allegations claiming that Croatia had sold components of the S-300 missile system, or had maybe even allowed the Israeli experts to study these components in Croatia.   The Croatian Army had purchased an incomplete S-300 system while the weapons sale embargo for Croatia was still in effect.   Several shipments had arrived in Croatia from an unknown destination during the months of August, September and December of 1994, but Croatia never acquired all of the components for this system, only parts, most likely two launch pads, missiles, and auxiliary equipment intended for testing and maintenance, compressors, cranes, and technical documents.   The most important components, such as control and low-viewing radar, as well as command controls and control stations, were never delivered.   This reputable publication claims that all of the components are stored in the Pula and Kanjiza military warehouses.

    The Official Investigation Results

    In June of this year, Minister Rados confirmed as a reminder that Croatia will return the S-300 system that, according to him, was leased by the former government in 1994, and exhibited during a military parade in 1995.   Rados claims that Croatia had leased the system, which was priced at 200 million US dollars, and that they had not paid for anything.

    The Croatian sources confirmed to the Defense reporters that the Israelis visited the warehouses in Pula and Kanjiza.   However, the Ministry of Defense claims that the missiles were never exported from the country.   Nevertheless, there are certain sources in Croatia that believe that Israel could be linked to the 1994 system purchase at the time when the embargo was still in effect.

    An official investigation into the alleged frauds of General Vladimir Zagorac have shown that parts of the S-300 were purchased from an Israeli company by the name of Nevada Trade, owned by Winsley Finance.   It is believed that Israel bought the whole system, keeping the key components, while Croatia got the parts that were useless on their own for military purposes.

    The Croatian Ministry of Defense refuses to reveal the origins of the country that had delivered certain parts of this system.

    The S-300 Was Inoperable

    However, it is possible that three countries could be the choice: Ukraine, Russia, and Belarus.   As had already been mentioned by Jutarnji list, transport planes delivered to Croatia 30% of the total system, which was subsequently assembled.   Croatia used it for demonstrations of military force during the period of Blitzkrieg military operations.   The former government also tried to rid itself of the useless missile system that would have been impossible to use in Croatia even if it had been complete, given the small surface area of the country.

    Tudjman to Miljavac in 1999: Sell the System to the Jews

    During a closed government cabinet meeting with President Tudjman in 1999, after Defense Minister Miljavac said that Croatia had no use for the system, Tudjman said: "Sell it to the Jews."   However, Miljavac explained that this was impossible, since Croatia had not paid for it, and it appears that there is no documentation dealing with this entire transaction.

Turkish commandos, warplanes attack mock S-300 missile site

NICOSIA, Nov 5 (AFP) - Turkish forces destroyed a mock S-300 missile site in northern Cyprus on Wednesday in a show of their determination to prevent any Greek-Cypriot deployment of the Russian-made missiles on the divided island.

Turkish army commandos and warplanes, wrapping up three days of military exercises dubbed "Toros 97," destroyed a mock launchpad for S-300 missiles such as those ordered by the Greek-Cypriot authorities from Russia.

The heliborne commandos, backed by a massive aerial bombardment, attacked and destroyed a model of an S-300 site which included mock missiles, their radar guidance system and a control unit, Turkish military sources said.

Turkey has denounced the plans by the Cypriot government, which is made up predominantly of Greek Cypriots, to purchase the S-300 anti-aircraft missiles because of their potential to hit targets in nearby southern Turkey.

The Cypriot government has justified the missile purchase, announced in January, by saying they are needed to strengthen its defenses against Turkish warplanes. Both Cyprus and Russia have claimed the missiles are defensive.

Turkish military officials said Wednesday's simulated attack at Mevlevi, 30 kilometers (18 miles) west of Nicosia, demonstrated Ankara's determination to strike the S-300 missiles if they are deployed in southern Cyprus.

The simulated attack on the S-300 launching site came on the last day of the Toros 97 joint maneuvers between Turkish and Turkish-Cypriot forces which began on Monday in northern Cyprus.

Also on Wednesday, Turkish forces carried out a landing operation on the northwest Cyprus coast in the region of Guzelyurt -- Morphou to the Greek Cypriots -- for the first time since the division of Cyprus in 1974.

The Turkish military issued a statement saying that the Toros 97 exercises, coinciding with Turkish maneuvers dubbed "Determination 97" in the Aegean, are a response to joint Greek and Greek-Cypriot exercises last month which, it said, "simulated the occupation" of Turkish-held northern Cyprus.
The statement said the Turkish exercises were designed to show that any Greek occupation of the north is "a utopian dream."

Eight Turkish F-16s landed at a military airport in northern Cyprus on Monday to take part in the joint Turkish and Turkish-Cypriot maneuvers, the first time in a year that Turkish F-16s have flown to the island.

Israeli and Turkish officials have denied a report in the Turkish newspaper "Hurriyet" that alleged that in late June 1998 a squadron of six Turkish F-16 fighter aircraft trained in Israel's Negev desert to destroy Russian-built S-300 air defense missile system soon to be deployed on Cyprus. Avi Benayahu, a spokesman for Israeli Defense Minister Yitzhak Mordechai, said that the report was "total nonsense." Benayahu confirmed that Turkish air force pilots do train with their aircraft in Israel, but that the training is based on "humanitarian cooperation" and is not directed against anyone. Israeli Foreign Ministry spokesman Aviv Shir-on also denied that the Turkish aircraft had been training to destroy the S-300 system. Turkish military officials confirmed that Turkish fighter pilots had recently trained in Israel, but said that they had not conducted assault exercises on anti-aircraft missiles.

The 13/7/98 "Hurriyet" report said that Turkish F-16 pilots conducted exercises at Israel's Shdema training center that were designed to destroy the S-300 system under conditions in which it would be deployed on Cyprus. According to the report, Turkish military officials were satisfied with the results and said that "Turkish pilots are capable of fixing and eliminating any threat."[1]

On 13 July 1998, Greek government spokesman Dimitris Reppas said that if reports of the Turkish air force exercises in Israel are correct, it could damage relations between Greece and Turkey and peace and security in southeast Mediterranean.[2]

Also on 13 July 1998, the Turkish Foreign Ministry denied reports that an air base in eastern Turkey had been used by Israel for spying purposes. Turkey's growing ties with Israel have drawn criticism from several Arab countries, who are concerned that a strong Israeli-Turkish alliance could upset the regional balance of power.[3]

On 12 July 1998, Turkey announced that it will increase the number of its military attaches in Israel from one to three. Turkish navy and army attaches will join the air force attache in Israel in late August or early September 1998. Turkish defense sources said that Israel and Turkey will hold another round of joint naval maneuvers with the United States by the year 2000. According to the Israeli newspaper "Jerusalem Post," Turkish F-16 fighter aircraft recently completed training exercises in Israel's Negev desert.[4]
