ST Electronics awarded $100 million contract to equip 3rd generation SAF


ST Engineering, through its subsidiary ST Electronics, was awarded the $100 million contract from Mindef to provide the SAF with the Advanced Combat Man System (ACMS).


The ACMS was co-developed by the SAF, DSTA and ST Electronics to enhance the battle effectiveness of frontline section-level soldiers operating in today’s complicated urban warfare environment. ST Engineering announced in a press release yesterday that the contract is now in force and the company will complete delivery of the ACMS by 2012.

The ACMS was announced by the SAF when DPM Teo Chee Hean visited the Murai Urban Training Facility in 06 September 2009.
It was said that all section commanders and team leaders in the SAF would be equipped with the ACMS.

The ACMS uses sensors and wireless network technologies to transmit data and communicate with the main control centre. This allows the battlefield controllers to understand and leverage real-time battlefield information to mobilise other land and air assets like artillery, fighter planes, helicopters and land vehicles to overcome the enemy effectively and accurately.

The strengthening of the overall reconnaissance capability and firepower has resulted in improved battlefield effectiveness and survivability.
The frontline troops can manoeuvre safely, avoid danger and attack the enemy’s weakest point using the latest battlefield intelligence.


The ACMS incorporates target tracking and sensing technologies similar to a remotely operated reconnaissance vehicle and keyhole cameras. This allows troops to carry out attack operations even in the adverse conditions, both day and night.


The ACMS is also waterproof and durable, thus troops need not worry about equipment malfunction due to rain and water during operations.

The ACMS is made up of 5 components:

Portable computer: The brain of the entire ACMS system processes data from the sensors, GPS and other systems together with information input by the soldier to provide real-time battlefield intelligence. This computer weighs 8 kilograms and can be further modified into a smaller and lighter model.

Personal radio:
It allows troops to communicate with each other as well as transmit battlefield information. It also incorporates a GPS system to allow battlefield controllers to clearly locate the troops and their positions.


Head-mounted display:
It displays digital maps and satellite maps as well as images from the remote sensors, including infra-red images, to give troops the target’s precise location.
The digital map will also display real time battlefield intelligence.


Communication keypad:
Troops can easily input data into the computer using the specially-designed communication keypad. It also includes ‘hot key buttons’ to allow quick access to the latest battlefield information, call for reinforcement or medical support.


Weapon interactor:
The rifle-mounted camera allows section commanders to take advantage of the movement of the rifle to collect on-location imagery and footage for transmission to the control centre. The weapon interactor can also be used to prevent enemy ambush in obscure areas by allowing troops to look behind obstacles and walls.

Training exercises shorten with the advanced simulator

With the Infantry Gunnery and Tactical Simulator (IGTS), training which used to take an entire day can now be carried out thrice in under two hours. In addition, the trainers can adjust the complexity of each training session to boost the soldiers' infantry capability while reducing the number of training hours and costs.  

The state-of-the-art simulator is housed in the Infantry Gunnery and Tactical Simultor Centre in Pasir Laba Camp. Minister for Education and Second Minister for Defence Dr Ng Eng Hen officiated at the opening ceremony of the centre yesterday.

The IGTS comprises two main components - the Commander Tactical Trainer and the Support Weapons Simulator.

The Commander Tactical Trainer provides commanders with realistic battlefield scenarios which allows them to assess the situation and practise their battlefield planning, coordination and execution skills. The highly intelligent system can also adjust the battlefield scenarios to virtually insert enemy forces and other potential unexpected situations to allow the commanders to experience different levels of trainings. This will strengthen their leadership abilities and train them to think on their feet when they encounter unforseen circumstances.

The Support Weapons Simulator consists of 120mm Mortar indirect fire weapon simulators, anti-tank guided missile simulators, shoulder-fired anti-tank weapon simulators, grenade launcher simulators and machine gun simulators. It will be used by soldiers to acquire and hone their gunnery skills, before such skills are validated in outfield training.

Assistant Chief of General Staff (Training) Colonel Ishak Ismail said: "Our soldiers were out for a field exercise the day before. They took an entire day, which is considerably long. Using the IGTS, they were able to carry out the same training trice in under two hours. With the system, the training time is significantly shortened and we can change the complexity of the missions when required."

Strengthening battlefield skills

He said besides optimising the space and time required for training, simulators provide the soldiers with effective outcome-based training for a broad spectrum of operations.

Lieutenant (NS) Teo Kai Siang who commands 688 SIR's support company added: "Although the training carried out on the simulators cannot replace actual outfield exercises, it does enhance the soldiers' capabilities."

The simulator software was developed in about two years, thanks to the close collaboration between the Singapore Armed Forces (SAF)and the Defence Science and Technology Agency. The Ministry of Defence estimates that about 14,000 personnel are expected to use the IGTS for training each year.

Simulation is a key component of a Third Generation Army training. The IGTS is latest edition to the the SAF's arsenal of advanced simulators. Developed earlier, the Battlefield Instrumentation System leverages advanced technology to provide soldiers with realistic battlefield scenarios.
