KUALA LUMPUR: The government will not sign the long-delayed contract for the Eurocopter EC725 Cougar medium helicopters at the Defence Services Asia (DSA) 2010 exhibition scheduled for Monday.Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi revealed this via text message to The Malay Mail yesterday.

"We will not sign the Cougar deal," he said in response to queries by The Paper That Cares on the contracts to be inked by the government at the biennial tri-services defence show to be held at the Putra World Trade Centre here from April 19-22.

The local defence fraternity was abuzz with speculation after Ahmad Zahid was quoted as saying last week that contracts lined-up for the ministry involved RM10.417 billion compared to RM3 billion in 2008 and that it mostly involved asset ownership.

However, as Ahmad Zahid stopped short of revealing the assets to be procured, speculation abounded that the asset procurement will, among others, include the contracts for the Cougar and the New Generation Patrol Vessel (NGPV) Second Batch project.

The two projects became the focus of speculation as the ministry had been expected to sign the contracts for both but had not done so for various reasons.

Furthermore, since the government had awarded the projects to the respective companies, the defence industry had expected that this would be followed-up by the contract signing at the exhibition after the minister's statement.

Both the Cougar and NGPV projects fell victim to cost-saving measures adopted by the government following the global economic crisis since mid-2008. Both are considered a priority by the armed forces which have  scores of assets at the end or nearing their service lives (see accompanying report).

Defence analyst Isaak Zulkarnaen told The Malay Mail that the industry had expected the contract-signing for both projects.

The Cougar deal involving 12 helicopters, was expected to cost at least RM1.6 billion while the NGPV Second Batch project, depending on the number of ships contracted, could be as high as RM6 billion.

When told that the Cougar deal was off the table, Isaak said: "In that case, the RM10.6 billion figure may well turn out to be the value of memorandum of understanding and possible future requirements. The NGPV contract, I am told, is still being negotiated so it will not be signed at the DSA".

Another analyst, Dzirhan Mahadzir said that despite the statement by the minister, he did not expect any big ticket items to be procured at the show. He pointed out that while  the armed forces' wish list was extensive, the ministry have not floated new multi-billion tenders for the last two years.

He said the figure stated by Ahmad Zahid may well turn out to be "the total value of several small procurement contracts involving trucks, spares and other things ranging from RM300 million to RM500 million each. If they sign at least 10 of these contracts the numbers could total up to RM10 billion.

The Malay Mail was informed that one of  the contracts to be signed at the show was for an undetermined value of ammunition and ordnance from SME Ordnance Sdn Bhd. The ministry have not failed to sign such contracts with SME Ordnance since the DSA series of exhibitions kicked off two decades ago.

U.S. Under Secretary Of Defense On Two-day Visit To Malaysia

KUALA LUMPUR, April 19 (Bernama) -- US Under Secretary of Defense for Policy Michele Flournoy is currently in Malaysia for a two-day visit, which began Sunday.

According to a statement from the US embassy, Malaysia is her first stop on a visit which also includes a stop in Singapore.

"Ms Flournoy's visit is the latest in a series of visits by high-level officials of the Obama administration to Malaysia, to discuss bilateral issues and regional security, and to reaffirm the United States' commitment to engagement with Malaysia and the region," it said.

During her visit, Flournoy is scheduled to meet senior-level officials on a number of bilateral, regional and global security issues.

She was confirmed by the US Senate to her current position on Feb 9 last year, which required her to serve as the principal staff assistant and advisor to the Secretary of Defense and the Deputy Secretary of Defense for matters including formulation of the national security and defense policy.

Prior to her confirmation, Flournoy was appointed as the president of the Center for a New American Security, which she co-founded, in January 2007.

She has also served as a senior adviser at the Center for Strategic and International Studies, where she worked on a broad range of defense policy and international security issues.

Deals Worth RM10.4 Billion To Be Signed At DSA 2010

KUALA LUMPUR, April 18 (Bernama) -- The government will be signing contracts worth more than RM10.4 billion with local and foreign companies at the Defence Services Asia 2010 (DSA) exhibition and conference which begins tomorrow.

Defence Minister Datuk Seri Ahmad Zahid Hamidi said the ministry was currently exploring the possibility of procuring armoured vehicles, multi-role support ships and combat aircraft, new generation patrol vessels, frigates and network-centric operations.

"These are some of the equipment systems that we have in mind and will be announced over the next few days (during the DSA)," he said when officiating at a DSA 2010 function, here, on Sunday night.

He said the contracts would also involve some agencies and ministries which were aware of all the latest cutting-edge technology.

Over 200 high-profile visitors including defence ministers, top military brass, planners and procurement specialists are expected to attend the 12th DSA at the Putra World Trade Centre here.

The exhibition has attracted the participation of 22 countries including Australia, Turkey, Germany, the United Kingdom, U.S., Italy, France, South Africa, Poland, Switzerland, Korea, China and Singapore.

The four-day event will showcase the most comprehensive range of cutting-edge technology for the army, navy, air force as well as the security and homeland enforcement agencies.

Among the major participating international and local defence and security companies are Glock, Samsung Techwin, Nadi Defence, SME Ordnance, System Consultancy Services (SCS), MFDM Group, AMP Corporation, DEFTECH, Composite Technology Research Malaysia, Tri Level Miltech and Bry Air Industries.

The DSA is Asia's largest defence and security exhibition and among the five of the most prestigious defence exhibitions in the world.

Pegawai Kanan Pentadbiran Obama Lawat Malaysia

KUALA LUMPUR: Setiausaha Rendah Pertahanan Amerika Syarikat, Michele Flournoy kini berada di Malaysia untuk lawatan dua hari bermula semalam.

Menurut kenyataan Kedutaan Amerika Syarikat di sini, Malaysia adalah negara pertama yang disinggahinya dalam siri lawatan yang juga meliputi Singapura.

"Lawatan Flournoy adalah yang terkini dalam satu siri lawatan oleh pegawai peringkat tinggi dalam pentadbiran Obama ke Malaysia untuk membincangkan isu dua hala dan keselamatan serantau, dan mengukuhkan komitmen Amerika dalam kerjasama dengan Malaysia dan rantau ini," kata kenyataan itu.

Semasa lawatannnya, Flournoy dijadual menemui pegawai kanan untuk membincangkan beberapa isu berkaitan keselamatan dua hala, serantau dan global.

Flournoy disahkan ke jawatan sekarang oleh Senat Amerika Syarikat pada 9 Feb tahun lepas, yang memerlukan beliau berkhidmat antara lain sebagai pensihat kepada Setiausaha Pertahanan dan Timbalan Setiausaha Pertahanan berhubung isu-isu termasuk penggubalan polisi keselamatan dan pertahanan Amerika Syarikat. - BERNAMA

DSA 2010: Malaysia tanda tangan kontrak RM10.4b

KUALA LUMPUR 18 April - Malaysia dijangka membelanjakan lebih RM10.4 bilion bagi memperoleh aset pertahanan baru sempena Pameran dan Persidangan Perkhidmatan Pertahanan Asia 2010 (DSA 2010) yang bermula esok sehingga Khamis ini.

Menteri Pertahanan, Datuk Seri Dr. Ahmad Zahid Hamidi berkata, aset-aset yang menjadi tumpuan perolehan Malaysia kali ini termasuk kereta perisai beroda, kapal pengangkut pelbagai guna, pesawat tempur, kapal pengangkut generasi baru (NGPV) dan kapal frigat.

Katanya, perolehan aset terbaru itu berupaya meningkatkan kredibiliti pertahanan negara terutama bagi menghadapi ancaman tidak konvensional seperti kegiatan pengganas.

"Kami (Malaysia) kini melihat kepada kemungkinan mendapatkan kereta perisai beroda, kapal pengangkut pelbagai guna, pesawat tempur, kapal pengangkut generasi baru (NGPV) dan kapal frigat.

"Saya juga mengumumkan bahawa kerajaan Malaysia akan menandatangani kontrak bernilai lebih RM10.4 bilion yang akan dilakukan dalam masa beberapa hari lagi (sempena DSA 2010)," katanya berucap merasmikan DSA 2010 di sini malam ini.

Majlis itu turut dihadiri lebih 600 delegasi asing termasuk menteri-menteri pertahanan dan duta luar negara.

Sebelum ini, penganalisis pertahanan tempatan berpendapat kerajaan perlu menyegerakan proses penggantian beberapa aset pertahanan seperti kereta perisai Condor milik Tentera Darat yang sehingga kini masih aktif digunakan.

Dalam perkembangan sama, Ahmad Zahid berkata, beliau berbangga dengan penyertaan syarikat tempatan pada DSA kali ini yang mencatatkan pertambahan 300 peratus berbanding DSA 2008.

Katanya, penyertaan itu membuktikan Malaysia komited terhadap pembangunan pertahanan terutamanya di rantau Asia.

Selain syarikat tempatan, DSA kali ini juga mencatatkan penyertaan ratusan firma dari 30 negara serta dilawati oleh lebih 26,000 pelawat dari seluruh dunia.

base on laporan defence magazines yg aku dpt kat DSA nih... rata2 menyatakan antara benda yg akan di sign:

armored wheel vehicle
MRSS
a sqdn of 18 MRCA
NGPV
frigates
NCW systems

Rosomak ada dipamerkan as per gambar beberapa hari lepas, tapi bukan under deftech, but poland bumar booth. Deftech ada indegenous 8x8 yg diberi nama AV8. Tapi belum ada prototype, cuma poster gambarajah katun dan video aja....
