Thursday June 3, 2010Miros: Make child restraint systems in vehicles a must

PETALING JAYA: The Malaysian Institute of Road Safety Research (Miros) wants child restraint systems in vehicles to be made compulsory.

Miros director-general Prof Dr Ahmad Farhan Mohd Sadullah said there were no legal provisions currently to make it mandatory for adults ferrying children to use child restraint systems.

“One of the primary areas being looked into is the need for children to be kept safe in vehicles,” he said in a statement yesterday.
Research has shown that the safest place in a car for a child is the rear seat.

“Parents and adults in a vehicle must always ensure that children of all ages are properly secured when travelling, either in a dedicated child seat, infant seat or buckling up their seat belts,” Dr Farhan said.

He said road accident statistics revealed a high number of road fatalities involving children.

Children between one and 15 years old accounted for 410 fatalities in 2008, with 2,797 having suffered slight to serious injuries.
“Of the figure, 43% involved children travelling on motorcycles,” Dr Farhan added.

He said residential areas were also becoming increasingly dangerous in terms of road accidents involving children.

“In the same year, 75 children were killed, 192 seriously injured and 424 sustained slight injuries from road accidents that occurred within housing areas.”

Unrestrained children could be flung out of vehicles, thrown against the front windscreen or dashboard and result in serious injury or death, he said.

“A child in the front seat, on the lap of a parent, can be crushed between the parent and the dashboard in the event of a collision,” he added.

Kids’ safety is priority


I REFER to “Malaysians are good drivers with bad habits” (The Star, May 29). Indeed, road accident statistics reveal a significantly high number of fatalities and injuries involving children.

One of the primary areas being comprehensively looked into by the Malaysian Institute of Road Safety Research (Miros) is the need for children to be safely restrained in vehicles, more precisely the use of baby seats, child seats, and child booster seats.

While the law states that all occupants of a vehicle must fasten their seat belts, there are currently no provisions making it mandatory for adults ferrying small children in the car to use proper child restraint systems.

Miros is now undertaking research on child restraint systems in Malaysia and we hope that this will not only present the relevant authorities with important findings, but also provide parents and car owners adequate and precise information on selecting a suitable and available child safety restraint system.

In an outdoor crash test conducted in February this year, Miros was able to analyse the safety levels involving a “child” seated in a child safety seat. In a 30km/h crash, there were no visible signs of injury to a child properly secured in a child seat.

In contrast, a “three-month-old baby” in the hands of an adult passenger in the rear seat was thrown forward hitting the back of the driver’s seat. This kind of impact can cause serious injury or even fatality.

Although the adult passenger holding the baby was buckled up and remained unhurt, analysis of the crash shows that an adult does not have the strength to prevent a baby or a child from being thrown forward in the event of a crash at any speed.

Unrestrained children can be easily flung out of the vehicle, thrown forward against the front windscreen or dashboard, or against the back of the front vehicle seats, which can result in serious injury or even fatality.


A child in the front seat and on the lap of a parent not wearing a seat belt, can also be crushed between the parent and the dashboard during collision, or bear the full brunt of a deployed airbag.

While the use of child seats and infant seats have yet to become compulsory in Malaysia, parents and adult passengers in a vehicle must always ensure that children of all ages are properly secured when travelling, either in a dedicated child seat, infant seat or with their seat belts buckled up.

Research findings also suggest that the safest place for a child in a car is in the rear seat. In many countries laws are already in place to govern the carriage of children and infants.

In relation to children on motorcycles, the law clearly stipulates that all riders and pillion riders, including children, must wear a properly secured helmet. While the relevant authorities continue with efforts in enforcement and in trying to create a higher degree of road safety awareness among motorcyclists, initiatives involving policies are also being addressed in the interest of greater safety.

This has since led to the introduction of a regulation that only permits Sirim-approved helmets.

Equally important, adults must set a good example. Therefore, individuals must never be on a motorcycle without first wearing a helmet irrespective of the distance travelled. This will encourage children to embrace good road safety etiquette and awareness from a very young age.

Whether a child is travelling in a car or on a motorcycle, parents must be made to realise that children are our most precious cargo.

kalau buat undang2 banyak mana pun tapi takde enforcement, buat hape....

macam undang2 pakai tali pinggang kat belakang tu. yang tak pakai terlalu ramai compared dgn yang pakai, tapi berapa kerat sangat yang kena saman pun.

hmm.. kalau anak korang meraung tak mau duduk dekat seat tu korang nak buat macam mana? nak ikatkan jugak ke? mau korang tak bawak kereta nanti..

tapi kalau kena saman jugak macam mana? budak kecik 2,3,4 tahun mana reti nak duduk diam-diam.. kalau reti dok diam tu alhamdulillah la senang hati mak ayah nak drive kereta.. macam anak aku, baby seat dia tu, dia duduk 2-3 bulan je.. lepas tu dok depan dekat ibu dia..

jadi apa pandangan korang? aku rasa ada jenis budak yang memang tak suka duduk dekat seat dia sendiri

Saya memang letak baby dalam car seat kalau ke mana-mana. tak mahu ambil risiko. walaupun husband bawa kereta ok, tapi ramai driver yang kat jalan raya ko.

akak saya memang anak2 dia, dia train duduk dalam car seat. sedara2 dok cakap, buat penuh keretalah, apalah. tapi dia buat donno je. baru2 ni dia accident kat jalan baru bukit putus. dia naik kereta camry, teruk jugalah bahagian penumpang depan. tapi memang nasib baik, akak saya duduk kat belakang & anak-anak dia duduk dalam carseat. kalau anak2 berterabur dalam kereta, tak tahulah macam mana.

lagi satu, ada gak parent yang letak anak dalam carseat tapi tak pasang tali pinggang tu. sama jugaklah risikonya.

iye macam klipklip cakap tu. kalau dah dlatih dari lahir duduk dalam tu, takde lah tinggi sgt cabaran nak kena tempuh (anak2 taknak duduk dalam tu meraung2).

walaupun mcm anak2 saya, keluar hospital je duduk dalam infant car seat, tapi sampai umur baru pandai bergerak2 & belajar berjalan, mereka macam refused to sit in there.

saya paksa jugak, biar lah mereka meraung pun.. jangan SAYA NANTI MERAUNG sudah kalau2 kemalangan. after selalu kena paksa (sambil explain kat anak2 sebab apa kena duduk dalam tu) lama2 dia mengalah la jugak.
kita parents dia, bukan dia parents kita yang kita kena tunduk dgn kehendak dia sentiasa.

so far memang kereta kalau sedan, penuh. now ada infant seat, toddler seat, and booster seat dalam kereta.

my trick handle anak2 yg liat duduk dlm car seat ni..i letak their fav juice, toys & educational books yg ada sound & coloring books
dia org leka & lama2 depa akan biasa..but don't rasuah anak2 u dgn sweets..hehe

ooo.. macam tu ek.. hmm, tapi memang susah nak control budak-budak ni.. sebab anak saya ni jenis tak suka terikat @ sempit2.. dia cepat rimas.. tapi idea untuk memasang kerusi kanak-kanak tu bagus, tapi takkan sampai nak mewajibkan @ mandotori.. takkan semua dekat malaysia ni nak kena wajib atas rakyat.. macam dah satu kewajipan membeli dan memakai plak huhuhuhu...

untuk mengelakkan kemalangan why not kita perketatkan dahulu undang-undang sedia ada.. gubal balik undang-undang, tetapi bukan dengan menambahkan undang-undang sedangkan undang-undang sedia ada tidak diperbaiki..

cuba kita tengok, masalah mat rempit dekat jalan raya pernah selesai.. kenapa tak ada undang-undang selesaikan masalah dia orang ni sedangkan dia orang lah antara penyumbang kecelakaan jalan raya.. ni tup tup tambah plak undang-undang dekat baby & parent plak. so kalau keluarga yang kurang berkemampuan, macam mana plak.. sebab kita yang mampu beli may be tak ada masalahkan..

tapi apa pun aku sokong cadangan untuk pakai baby / kid seat ni.. tapi jangan la sampai menjadi satu kemestian dan akan disaman sekiranya tidak mematuhinya. baik korang saman orang lain..

me rasa bila masuk bab keselamatan anak anak,
tak perlu nak tunggu jadikan undang undang..
tak perlu nak kaitkan dgn undang undang lain,
itu ini bla bla bla
kita kan baca paper selalu, tau msia ni negara banyak kemalangan..
dengan mat rempit itu ini,
kalau kta berhati orang lain tidak..
habis kita jugak.. bayangkan anak anak kalau exciden..

jadi kalau sayang anak anak..
buatlah terbaik lindungi nyawa dorang....
