Indonesia Outlines Procurement Plans

JAKARTA, Indonesia — Indonesia is planning to place an order for jet trainers and is interested in expanding its fleet of fighters, helicopters and fixed-wing transports.

The country’s defense minister, Purnomo Yusgiantoro, says the three finalists in the jet trainer competition are from South Korea, Russia and the Czech Republic. Industry executives say the types are the Korea Aerospace Industries T-50, Yakovlev Yak-130 and Aero Vodochody L-159, respectively.

Purnomo tells AVIATION WEEK that a decision will be made soon and Indonesia plans to order 16 aircraft, enough for one squadron. “It is already in the final process,” he says, without noting a definite time frame.

“We are looking for aircraft that can be used for training and as a light attack fighter,” he says. “Light fighters are good for intercepting aircraft that cross your territory without giving notice.”

Indonesia needs jet trainers because about half its BAE Hawks are grounded, Purnomo says, noting that the country has had difficulties getting spare parts and equipment for the Hawks. “I stressed to the chairman of BAE, they need to trust us and give us the spares. They promised to improve relations,” he says, adding that if there is no improvement, Indonesia will have to phase out the Hawks.

South Korea could be the front-runner in the jet trainer competition due to the strategic importance Indonesia places on that relationship. “The air force is the end user and they have to make a technical evaluation,” Purnomo says. But once the air force makes a choice, it goes to the armed forces headquarters for approval, and then it goes to the ministry of defense, he says. The ministry “understands what the government’s interest is,” he adds.

Indonesia and South Korea signed a memorandum of understanding in July to develop a new fighter, the KF-X, and the Indonesian state-owned aircraft manufacturer Indonesian Aerospace will be involved . Purnomo says Indonesia wants to start putting KF-X fighters into service with its air force in 2025 and start replacing their Lockheed Martin F-16s.

But in the near term, Lockheed Martin could benefit. “There is budget for brand-new F-16s or used F-16s,” Purnomo says. “With used F-16s we can get more and upgrade it ourselves [with help from overseas], which is attractive to us”. But if Indonesia buys used F-16s, then it has to take into consideration the aircraft’s life-cycle . Indonesia already has F-16 A/B Block 15 aircraft and Purnomo confirms that Indonesia wants these upgraded.

The U.S. no longer has an arms embargo against Indonesia, but there are some technical issues to be ironed out , government officials say. Purnomo says Indonesia can always turn to a non-U.S. company to upgrade the F-16s. “There is Turkey. They have the biggest F-16 fleet after the U.S.,” he says.

Bell Helicopter and Eurocopter recently secured deals thanks to their partnerships with state-owned aircraft maker Indonesian Aerospace, which helps manufacture the helicopters. Purnomo says the country’s army recently signed a firm contract with Indonesian Aerospace for 24 Bell 412EP utility helicopters. He also says the air force is buying more Eurocopter AS332 Super Puma helicopters made by Indonesian Aerospace.

Indonesia also has a future requirement for helicopters to be stationed on its navy’s corvettes and be used for anti-submarine warfare. F our Dutch-built Sigma 9113-class corvettes were purchased recently, and it has a fifth corvette under construction at a shipyard in Surabaya.

Another future procurement will be for additional Sukhoi fighters. Indonesia already has 10 and Purnomo says the country plans to buy six more so it can form a squadron.

In terms of military transports, upgrades to its older-model Lockheed C-130s are on the wish list. The country also hopes to buy more Indonesian Aerospace CN-235s and is looking for a replacement for its aging Fokker F27s, with the EADS CASA CN-295 a possible contender.

TEMPO Interaktif, Subang - Menteri Pertahanan dan Keamanan Purnomo Yusgiantoro meminta manajemen PT Dahana (Persero) mampu memenuhi kebutu*an bahan peledak khusus militer secara mandiri.

"Kita (Indonesia) memerlukan segera kawasan propellant ," kata Purnomo, usai peletakan batu pertama pembangunan Energetik Material Center (EMC) di kawasan pabrik bahan peledak milik PT Dahana di wilayah Kecamatan Cibogo, Kabupaten Subang, Jawa Barat, Sabtu (4/12).

Industri propellant, kata Purnomo, kehadirannya sangat diharapkan agar pemenuhan kebutu*an bahan peledak militer Indonesia tidak bergantung ke luar negeri. "Harus bisa dipenuhi secara mandiri," ujar Purnomo.

Ia mengharapkan perusahaan pelat merah yang khusus memproduksi bahan peledak tersebut bisa mewujudkan propellant yang terintegrasi sehingga keberadaannya bisa dijadikan wahana pusat penelitian dan pengembangan yang strategis demi kemajuan bangsa dan negara serta masyarakat Indonesia.

"Saya juga mengharapkan agar industri bahan peledak tersebut tidak hanya memenuhi kebutu*an militer tetapi juga komersial," kata Purnomo.

Direktur Keuangan PT Dahana, Fajar Hary Sampoerno, mengatakan kebutu*an bahan peledak buat kepentingan militer Indonesia yang dipenuhi perusahaannya saat ini baru 80 persen.

Belum terealisasinya pemenuhan kebutu*an bahan peledak militer oleh Dahana karena perusahaan mengalami kendala dalam soal pengadaan bahan baku ammonium nitrat. "Kita masih nol dan untuk memenuhi kebutu*an itu 100 persen masih mengandalkan impor," ujar Fajar.

Tetapi, dia mengaku optimistis jika industri propellant yang berada satu kompleks dengan EMC Subang, ke depan militer Indonesia, akan memenuhi kebutu*an bahan peledak secara mandiri dari Dahana.

"Pada tahun 2013 saya yakin pasokan bahan peledak militer Indonesia akan dipasok secara mandiri oleh Dahana," papar Fajar. Pembangunan kawasan EMC dan industri propellant, di Cibogo, Subang, dipastikan tuntas dibangun pada 2012.

Tarto Dirgantiri, Direktur Utama PT Dahana (Persero), mengatakan kawasan industri bahan peledak di Cibogo akan dibangun di atas lahan seluas 120 hektare.

"Lokasi itu berada di hamparan lahan milik PT Dahana yang memiliki luas 596 hektare," kata Tirto. EMC, dalam kiprahnya kelak, akan menjadi pusat penelitian, pengembangan sekaligus pendidikan bahan peledak Indonesia.

Jakarta (ANTARA News) - Pemerintah menargetkan memroduksi prototipe pesawat perintis berkapasitas relatif kecil untuk menghubungkan daerah-daerah yang tidak bisa diakses jalur darat mulai 2013.

"Saya sudah berkoordinasi dengan Bappenas, Kementerian Perhubungan dan BPPT terkait produksi pesawat jenis N219 yang isinya 19 penumpang yang bisa mendarat pada landasan sederhana paling tidak tahun 2013," kata Direktur Industri Maritim, Kedirgantaraan dan Alat Pertahanan Kementerian Perindustrian Soerjono di Jakarta, Sabtu.

Ia mengatakan, PT Dirgantara Indonesia paling tidak akan ditugasi membangun dua unit pesawat jenis berharga sekitar 3,8 juta dolar AS per unit tersebut tiga tahun mendatang.

Menurut dia, pemerintah sekurang-kurangnya harus mengucurkan modal awal sebesar 40 juta dolar AS untuk produksi awal pesawat yang dirancang mengangkut orang dan barang tersebut.

"Kalau menurut PT DI, untuk mencapai BEP (break even point) harus menjual 27 pesawat. Modalnya sekitar 250 juta dolar AS, tapi untuk modal dasar pembangunan butu* 40 juta dolar AS," katanya.

Pemerintah, kata dia, juga akan menyiapkan skema subsidi untuk operasi pesawat-pesawat penumpang berkapasitas kecil itu di daerah-daerah baru yang belum terakses moda transportasi darat dan laut.

"Mungkin nanti akan ada subsidi untuk tiket atau avtur," katanya.

Ia berharap pemerintah daerah dan maskapai penerbangan membeli pesawat-pesawat kecil produksi PT Dirgantara Indonesia tersebut dan mengoperasikannya ke daerah-daerah yang membutu*kan.

Kegiatan tersebut ditujukan untuk meningkatkan keterhubungan antarwilayah dan selanjutnya memicu pertumbuhan ekonomi daerah-daerah yang sebelumnya terasing karena keterbatasan akses transportasi.

Pemerintah mendorong ini karena jumlah pesawat yang beroperasi ke daerah-daerah yang ada di Papua, Sulawesi, dan Sumatera cenderung makin sedikit, padahal masyarakat di daerah sangat membutu*kan," demikian Soerjono.(*)

    Saya hanya sekedar berpendapat..no offense..
    I'm not so worry about ur opinion..we're now on the right track, you can see it Sukhoi, Frigrate Van Speijk, BMP 3F has comes..
    Maybe you had read the news these days .. and I believe what is revealed to the media is only partly a series of disinformation from our government ..
    I answered about the realization..Hellloooo?? whether in making jets and ships with only 1 year ..I give examples of Sukhoi indo orders since the year 2007 but was only completed this year..
    So You should Calm down n let see what will the next come in Indonesia military??..
    o..i'm almost forget..i want just say we different with malaysia you can see it we had build Anoa, Rocket RX, SS Riffles, etc..

There is an intelligent report from xxxx re. Sulawesi Sea - Ambalat Area that our ships to be ordered to patrol into the area claimed by Indonesia for the first time since last month. Good news, there is still no counter action or threat from TNI to our ships as they did before to us ... It is reported that TNI still do not want to make an open conflict with us, especially after we replace our major assets from Pensinsula to Tawao in Oct 2010.

Now .... with this latest position ... there is an optimistic in Putrajaya that we can easily take over and control all Ambalat Area from Indonesia soon with and/or without military action. It is also reported that we have also succeed to get support from UK, Australia, Singapore, New Zealand and East Timor on our claim at Ambalat .... Tahniah to our smart effort ...
