    Russian Grand Prix
Sochi circuit making good progress, say organisers



The organisers of the Russian Grand Prix have released a statement along with track architect Hermann Tilke saying they are confident everything will be completed in time for the inaugural race in 2014.

The new circuit is being built within the main venue for the Winter Olympics at Sochi and there had been concerns that the F1 project may have to take a back seat. However, in a statement released on Wednesday, the CEO of Formula Sochi, Alexander Bogdanov, confirmed the circuit construction was right on track.

"The construction of the racing track in Sochi is going into high gear," he said. "The 5854 m long circuit is one of the longest in the Formula One World Championship. The autodrome will also host different racing series such as FIA GT World Series, FIA WEC, WTCC, Formula 3, and Russian national championships. We are working through the possibility of hosting motorcycle racing of highest level: Moto GP, World Superbike, and others.

"More than a thousand engineering personnel and workers and 110 units of construction machinery are involved in the construction by OJSC 'Center of Omega', the developer of the Formula One Russian Grand Prix circuit. All the work is aimed at achieving the best quality of the future racing track. Control over construction is performed by designing company Tilke GmbH and Russian experts.

"Summing up 2012 results, it is safe to say that the company "Formula Sochi" gets into gear in the preparation of the Russian stage of Formula One Grand Prix, which includes the enhancing of working relations with international promoter. Close coordination with the group of Formula One companies headed by Bernie Ecclestone gives us a confidence that the Russian Grand Prix will be organized on time and at a high level."

Hermann Tilke, the man behind many of the new additions to the F1 calendar, added that the circuit was set to be "fast" and "interesting".

"Together with Omega and Formula Sochi we are deeply involved in the Russian Grand Prix project and we are glad that all works are going according to schedule considering the large amount of coordination necessary with the Olympic construction. There is no doubt that the circuit will be meeting all the requirements for Formula One and maybe also for the Moto GP.

"The circuit is going to be very fast and technical and offering a number of interesting features. It is a fantastic facility with a great atmosphere and it will be outstanding as the circuit will run through the Olympic Park. I am very optimistic about the future of the unique race track in Sochi and am looking forward to a triumphant start of Formula One in Russia."

Summary: Changes for the 2013 season

A wide range of minor but potentially decisive regulation tweaks have been made ahead of the 2013 season, with governing body the FIA moving to tidy up the rulebook. GPUpdate.net takes a look at the main technical and driver changes.

Technical

Front wing tests:
Following the continual debate between teams over flexible front wings, the FIA has outlined 'more stringent' load tests for the 2013 campaign.

Minimum weight:
Previously capped at 640kg, the minimum weight of cars has now been raised to 642kg. This is to compensate the heavier Pirelli tyres in 2013.

Stepped noses:
With widespread dissatisfaction expressed at the introduction of 'stepped noses' in 2012, a compromise has been reached between teams and the FIA for the upcoming season. The area in question can now feature a small laminate panel, aimed at improving the transition of the drop.

Force Majeure:
The force majeure regulation, relating to a car stopping on-track in qualifying, has been dropped from the rulebook. In 2013, the FIA will judge the level of fuel a driver would have required to return to the pit lane and add it to the one-litre minimum sample required for testing after qualifying.

DRS use:
For safety reasons, the Drag Reduction System (DRS) will only be permitted in the designated race zones throughout an entire Grand Prix weekend this season. Previously, the device could be freely activated in practice and qualifying.

Curfews:
The personnel curfew, which limited the time team members were permitted to work on Thursday nights, has been extended from six to eight hours in 2013. However, the number of exceptions has been cut back from four to just two.



Teams and drivers

HRT failed to find a new owner after being put up for sale by Thesan Capital during the final stages of the 2012 campaign, forcing it to close its factory doors before the year was out. The 2013 grid features 11 teams, meaning the Q1 and Q2 qualifying sessions will see six drivers eliminated as opposed to the previous number of seven.

While there are no changes at Red Bull (Sebastian Vettel and Mark Webber), Ferrari (Fernando Alonso and Felipe Massa) or Lotus (Kimi Räikkönen and Romain Grosjean), Michael Schumacher's second retirement paved the way for a series of significant driver changes. Lewis Hamilton joins Nico Rosberg at Mercedes, while Mexico's Sergio Pérez fills the vacant McLaren seat alongside Jenson Button.

New on the grid for 2013 is Esteban Gutiérrez, the GP2 graduate partnering Nico Hülkenberg at Sauber. Williams has retained race winner Pastor Maldonado and promoted 2012 reserve Valtteri Bottas to a full-time seat, with Toro Rosso opting to field an unchanged pairing of Daniel Ricciardo and Jean-Éric Vergne. Max Chilton becomes the fourth British driver with his deal to race at Marussia next to Timo Glock.

There are still two seats available for the 2013 campaign, but the candidates have now been reduced to a very small number. Caterham has confirmed Charles Pic, with his team-mate expected to be either Vitaly Petrov or Giedo van der Garde. Force India, almost certain to confirm Paul di Resta, is yet to finalise its complete line-up. 2012 reserve Jules Bianchi and former driver Adrian Sutil are the remaining contenders.


Tyres

Pirelli outlined its tyre plans for the 2013 season to GPUpdate.net last month, with the Italian company eager to bring back higher degradation levels. The heavier rubber is expected to heat up and wear out at a faster rate, with the differences between compounds also set to be larger. Tyre strategies will be even more important as a result, but the changes will not be fully understood until pre-season testing begins.

Now for 2013 teams will be allowed to streamline the step, with a thin aerodynamic fairing that can be no higher than the tub at 625mm. This is a sacrificial part it forms no part of the impact structure, it’s simply there to make the stepped nose look better and with it perhaps bring a small aero benefit.

As with the 2012 stepped nose, the 2013 nose will be lower than the cockpit side, the fairing will break up easily in an accident

As the fairing must be made of a prescribed laminate construction, it cannot be a structural part and is designed to be safe in the event of an accident. So In the event of a crash the fairing will simply break up or break away, in the T-bone scenario the fairing will not cause harm to the driver.
It’s been suggested that the FIA could have mandated a low nose tip and then a linear taper of the structure back to the front bulkhead. This would have looked similar to the step nose and fairing, but would have been less safe in a side impact. As the nose crumples it would eventually be higher than the cockpit side.
While you can never say “never” when it comes to the designers exploiting a rule, this fairing will be subject to the existing rules for the nose cone. So the fairing must be enclosed and sit atop the nose cone no higher than 625mm. Teams cannot form holes through it aside from the driver cooling hole, which was exploited on the Red Bull’s stepped nose this year, so the wide nose slot is likely to disappear on the RB9. Sauber’s alternative solution to duct airflow to tidy the flow off the stepped section is also likely to disappear, although this design does have other benefits in reducing the boundary layer build up under the nose cone.
Teams do not have to run the fairing, some teams might be happy to simply keep their existing stepped nose design for 2013.
The new rule maintains the safety aims of the original 2012 nose, but offsets the negative image it has presented to the cameras.

Championship entry fees
Championship entry fees have been revised. Red Bull, as constructors’ champions, were required to pay US$500,000 plus US$6000 for each point gained in the 2012 World Constructors’ Championship to enter the 2013 championship. Every other team was required to pay a basic fee of US$500,000 plus US$5000 for each point scored in 2012.

2013 season changes

DRS use
For safety reasons, in 2013 drivers are only be able to utilise the Drag Reduction System (DRS) overtaking aid within the designated DRS zones during practice and qualifying. Previously drivers had been free to deploy the system as they pleased in these sessions.

Active double-DRS systems outlawed
In 2012 Mercedes developed a clever concept whereby air was channelled through an opening in the rear-wing endplate when DRS was activated and then fed through the car to help stall the front wing. For 2013 active drag reducing systems involving the DRS, such as this, have been banned.

Stepped noses
Teams have the option of tidying up the aesthetics of their cars in 2013 with the introduction of new regulations aimed at improving the look of ‘ugly’ stepped noses first seen in 2012. A small piece of laminate - nicknamed a ‘modesty' or 'vanity' panel - may now be used to smooth the nose section.

Crash testing
To make F1 cars ever safer, tougher new tests on roll structures and the survival cell have been introduced for 2013. Furthermore, every chassis that a team produces, as opposed to just one, will now be subject to a static load test of the survival cell.

Curfews
The team personnel curfew - which prevents team members from being in the paddock during specified periods - has been extended from six to eight hours on Thursday nights for 2013. The number of exceptions allowed during a season has also been reduced from four to two.

Front wing tests
For 2013 front wing deflection tests will be more stringent to lessen the possibility of flexible bodywork being used to enhance aerodynamic performance.

Minimum weight
The minimum weight of the car and driver has been increased from 640kg to 642kg to compensate for the slightly increased weight of Pirelli's 2013 tyres. The mandatory weight distribution has also been adjusted accordingly.

Force majeure
The ‘force majeure’ allowance relating to when a car stops on the track during qualifying has been deleted from the regulations. For 2013 any car that stops on the track must have enough fuel for the mandatory one-litre minimum sample plus an additional amount proportional to the amount of fuel that would have been used in returning to the pits (determined by the FIA).

Qualifying
Not an actual regulation change, but as the official 2013 entry list comprises 22 cars - two fewer than in 2012 - six cars rather than seven will now be eliminated at the end of both Q1 and Q2.

Jaafar graduates to FR3.5 with Carlin

Jazeman Jaafar will remain with Carlin as he steps up to Formula Renault 3.5 this year, having finished runner-up in the 2012 British Formula 3 championship. The 20-year-old Malaysian picked up three wins and a further 12 podium finishes last season, narrowly missing out on the title to team-mate Jack Harvey.

"I’m very excited to be making the move up to Formula Renault 3.5 with Carlin which is obviously a team I know very well," said Jaafar. "Making the transition to FR3.5 has been easier because I’ve done it within Carlin and I already feel comfortable in the car.

"It’s a big step up from Formula 3 in terms of power and the level of downforce, but it’s a great car to drive. There will be a lot to learn next year but I’m confident that we have the potential to make the very most out."

Carlin has the enviable statistic of winning at least one race per season since the introduction of Formula Renault 3.5 back in 2005. The team has explained that Jaafar's team-mate for the 2013 campaign will be announced in the near future.
