Penubuhan Lembaga Perancang Keluarga Negara Malaysia (LPKN)

Pada hari ini dalam tahun 1966, YAB Timbalan Perdana Menteri Tun Haji Abdul Razak bin Dato’ Hussein telah mengisytiharkan penubuhan Lembaga Perancang Keluarga Negara Malaysia (LPKN). Rang Undang-undang mengenai perancang keluarga telah dibentangkan di Parlimen pada bulan Mac 1966 dan diluluskan menjadi sebuah undang-undang dinamakan "Family Planning Act Bil. 42 Tahun 1966".
Kabinet juga mengambil keputusan bahawa YAB Perdana Menteri menjadi menteri yang bertanggungjawab ke atas Lembaga tersebut dan fungsi dan tugas LPKN lebih memfokuskan kepada aktiviti dan pelaksanaan program perancangan keluarga.  Pada tahun 1984  telah membawa kepada pertukaran nama Akta daripada Akta Perancang Keluarga kepada Akta Penduduk dan Pembangunan Keluarga.  Selaras dengan pindaan tersebut, nama  yang dahulunya dikenali sebagai Lembaga Perancang Keluarga Negara telah ditukar kepada Lembaga Penduduk dan Pembangunan Keluarga Negara (LPPKN).  
Pada peringkat awal penubuhan LPKN  diletakkan di bawah Jabatan Perdana Menteri dan kemudian ke Kementerian Hal Ehwal Wanita; Kementerian Pembangunan Wanita dan Keluarga;   dan Kemeterian Pembangunan Wanita, Keluarga dan Masyarakat. LPPKN  buat julung kalinya mendapat pengiktirafan dunia apabila dipilih menerima Anugerah Populasi Pertubuhan Bangsa-Bangsa Bersatu  2007 bagi kategori institusi “United Nations Fund for Population  Activities”

Lembaga Penduduk dan Pembangunan Keluarga Negara, LPPKN,  telah ditubuhkan di bawah Akta Penduduk dan Pembangunan Keluarga 1966 [Akta 352] dan diletakkan di bawah Jabatan Perdana Menteri.  Pada peringkat awal penubuhannya fokus utama LPPKN adalah melaksanakan program dan aktiviti perancangan keluarga di negara ini.Akta Penduduk dan Pembangunan Keluarga 1966 (Akta 352) yang dahulunya dikenali sebagai Akta Perancang Keluarga 1966 (Akta 42) telah mengalami beberapa pindaan dan semakan sejak ia diwartakan pada tahun 1966.


Pindaan pertama telah dibuat pada tahun 1976 manakala pindaan kedua dibuat pada tahun 1984. Pindaan kedua ini melibatkan pertukaran nama akta daripada Akta Perancang Keluarga kepada Akta Penduduk dan Keluarga. Sejajar dengan perubahan ini, nama LPPKN yang dahulunya dikenali sebagai Lembaga Perancang Keluarga Negara telah ditukar menjadi Lembaga Penduduk dan Pembangunan Keluarga Negara. Dengan pertukaran nama ini, peranan LPPKN telah diperluaskan daripada semata-mata penyampaian perkhidmatan perancangan keluarga kepada perspektif penduduk dan pembangunan sosioekonomi yang lebih luas.

Pada tahun 1994 dan sejajar dengan Program Tindakan Persidangan Antarabangsa Mengenai Penduduk dan Pembangunan (ICPD-PoA), program LPPKN telah diubahsuai meliputi tiga bidang utama iaitu kependudukan, pembangunan keluarga dan reproduksi manusia.  Pada 13 Jun 2001, Jemaah Menteri telah bersetuju dengan hala tuju dan pendekatan baru dan LPPKN sebagai agensi utama dalam bidang kependudukan, pembangunan dan reproduksi manusia. Pada tahun yang sama, LPPKN telah diletakan di bawah Kementerian Pembangunan Wanita, Keluarga dan Masyarakat.  Akta 352 sekali lagi dipinda pada tahun 2006 sejajar dengan matlamat, peranan, fungsi dan tanggungjawab baru LPPKN. Pindaan dibuat bagi membolehkan fungsi, kuasa dan tanggungjawab yang sedia ada diperjelaskan dan diperkukuhkan.

Peruntukan-peruntukan baru juga ditambah meliputi skop pelaksanaan dan tanggungjawab yang telah diamanahkan kepada LPPKN. Akta 352 ini telah diwartakan pada 8 Februari 2007.  Visi LPPKN mewujudkan keluarga yang kukuh ke arah melahirkan masyarakat penyayang, penduduk berkualiti dan bangsa Malaysia yang progresif cukup mencabar dan memerlukan komitmen yang padu semua pihak. LPPKN melalui pelbagai inisiatif telah memperkenalkan kaedah dan pendekatan yang dinamik dan efektif untuk mencapai visi tersebut. Fokus juga ditekankan kepada penyelidikan, pembangunan program, latihan dan kerjasama dalam dan luar negara.

The Battle of the Philippine Sea (June 19–20, 1944) was a decisive naval battle of World War II which eliminated the Imperial Japanese Navy's ability to conduct large-scale carrier actions. It took place during the United States' amphibious invasion of the Mariana Islands during the Pacific War. The battle was the last of five major "carrier-versus-carrier" engagements between American and Japanese naval forces, and involved elements of the United States Navy's Fifth Fleet as well as ships and land-based aircraft from the Imperial Japanese Navy's Mobile Fleet and nearby island garrisons.

The battle was nicknamed the Great Marianas Turkey Shoot by American aviators for the severely disproportional loss ratio inflicted upon Japanese aircraft by American pilots and anti-aircraft gunners.During a debriefing after the first two air battles a pilot from USS Lexington remarked "Why, hell, it was just like an old-time turkey shoot down home! The outcome is generally attributed to American improvements in pilot and crew training and tactics, war technology, and ship and aircraft design. Although at the time the battle appeared to be a missed opportunity to destroy the Japanese fleet, the Imperial Japanese Navy had lost the bulk of their carrier air strength and would never recover.

This was the largest carrier-to-carrier battle in history.

In Yekaterinburg, Russia, Czar Nicholas II and his family are executed by the Bolsheviks, bringing an end to the three-century-old Romanov dynasty.

Crowned in 1896, Nicholas was neither trained nor inclined to rule, which did not help the autocracy he sought to preserve among a people desperate for change. The disastrous outcome of the Russo-Japanese War led to the Russian Revolution of 1905, which ended only after Nicholas approved a representative assembly--the Duma--and promised constitutional reforms. The czar soon retracted these concessions and repeatedly dissolved the Duma when it opposed him, contributing to the growing public support for the Bolsheviks and other revolutionary groups. In 1914, Nicholas led his country into another costly war--World War I--that Russia was ill-prepared to win. Discontent grew as food became scarce, soldiers became war weary and devastating defeats at the hands of Germany demonstrated the ineffectiveness of Russia under Nicholas.

In March 1917, revolution broke out on the streets of Petrograd (now St. Petersburg) and Nicholas was forced to abdicate his throne later that month. That November, the radical socialist Bolsheviks, led by Vladimir Lenin, seized power in Russia from the provisional government, sued for peace with the Central Powers and set about establishing the world's first communist state. Civil war broke out in Russia in June 1918, and in July the anti-Bolshevik "White" Russian forces advanced on Yekaterinburg, where Nicholas and his family were located, during a campaign against the Bolshevik forces. Local authorities were ordered to prevent a rescue of the Romanovs, and after a secret meeting of the Yekaterinburg Soviet, a death sentence was passed on the imperial family.

Late on the night of July 16, Nicholas, Alexandra, their five children and four servants were ordered to dress quickly and go down to the cellar of the house in which they were being held. There, the family and servants were arranged in two rows for a photograph they were told was being taken to quell rumors that they had escaped. Suddenly, a dozen armed men burst into the room and gunned down the imperial family in a hail of gunfire. Those who were still breathing when the smoked cleared were stabbed to death.

The remains of Nicholas, Alexandra and three of their children were excavated in a forest near Yekaterinburg in 1991 and positively identified two years later using DNA fingerprinting. The Crown Prince Alexei and one Romanov daughter were not accounted for, fueling the persistent legend that Anastasia, the youngest Romanov daughter, had survived the execution of her family. Of the several "Anastasias" that surfaced in Europe in the decade after the Russian Revolution, Anna Anderson, who died in the United States in 1984, was the most convincing. In 1994, however, scientists used DNA to prove that Anna Anderson was not the czar's daughter but a Polish woman named Franziska Schanzkowska.
