PENDAFTARAN KELAYAKAN KEMAHIRAN MALAYSIA

Kelayakan kemahiran yang disenaraikan ini adalah terletak di bawah kawal selia Jabatan Pembangunan Kemahiran (JPK), Kementerian Sumber Manusia. Proses penilaian dan pentauliahan adalah di bawah tanggungjawab JPK sepenuhnya mengikut peruntukan Akta Pembangunan Kemahiran Kebangsaan 2006 (Akta 652) serta peraturan di bawahnya.

Kelayakan kemahiran yang ditauliahkan oleh JPK dan didaftar adalah selaras dengan penguatkuasaan Akta Agensi Kelayakan Malaysia 2007 (Akta 679).

Sistem ini menyediakan senarai penuh kelayakan kemahiran yang ditauliahkan oleh Jabatan Pembangunan Kemahiran, Kementerian Sumber Manusia.


MALAYSIA SKILLS QUALIFICATION REGISTER

Skills qualifications listed are administered under the purview of the Skill Development Department (JPK), Ministry of Human Resources. JPK is responsible for the evaluation and accreditation is the in full accordance with the provisions of the National Skills Development Act 2006 (Act 652).

Skills qualifications accredited and listed are in line with the enforcement of Malaysian Qualifications Agency Act 2007 (Act 679).

UNIVERSITY OF NOTTINGHAM - MALAYSIA CAMPUS

Malaysia Campus History

Following an invitation from Datuk Seri Najib Tun Razak, Malaysia’s then Education Minister and current Prime Minister, to establish an overseas campus, a partnership between Boustead Holdings Berhad, YTL Corporation Berhad and The University of Nottingham was formally announced in 1998.

The University of Nottingham Malaysia Campus opened in September 2000. This development was a fundamental part of Nottingham's vision to become a truly global university for the 21st century and beyond. It was the first ever branch campus of a British University established outside of the UK and this innovative concept earned the University the prestigious Queen’s Award for Enterprise in the field of international achievement – the first time such an award had been bestowed on an academic institution.

The University of Nottingham Malaysia Campus (UNMC) welcomed its first students in September 2000.

Semenyih Campus

In September 2005, the Malaysia Campus moved to its new purpose-built campus at Semenyih, 30km south of Kuala Lumpur city centre. Occupying a scenic position overlooking green hills on a 101-acre site, and designed to mirror the attributes of University Park in the UK, the campus is a self-contained and self-sufficient neighbourhood village in a garden environment with over 4500 students. It combines a high-quality living environment with state-of-the-art learning, teaching and research facilities. Other campus amenities include:

- a purpose-built sports centre and swimming pool
- a students' association complex
- shops
- library
- Transport is available from the campus to the nearest bus and rail stations providing easy access to Kuala Lumpur and the surrounding region.

NEWCASTLE UNIVERSITY MEDICINE MALAYSIA

About Us

Newcastle University UK, has established an international branch campus, Newcastle University Medicine Malaysia (NUMed) in Johor, Malaysia. The campus provides undergraduate degrees in Medicine (MB BS) and Biomedical Sciences (BSc), as well as opportunities for postgraduate study.

The programmes of study are identical to Newcastle’s UK-based provision, and lead to the award of the same degrees, conferred by Newcastle University, UK. By choosing to study at NUMed Malaysia, students will obtain a reputable UK qualification, from an internationally recognised university, at a cost significantly less than that of studying for the same degrees in the UK.

The undergraduate Bachelor of Medicine/Bachelor of Surgery (MB BS) degrees were launched in 2009, the Biomedical Sciences BSc Honours was launched in 2013 and our Foundation Certificate in Biological and Biomedical Sciences was launched in 2016.

Many of our programmes offer opportunities for periods of study in the UK.

The aim of NUMed Malaysia is to deliver a cost-effective medical programme of the highest quality in order to meet the needs of both our students and the regional health economy. Campus

Newcastle University’s Malaysian campus is situated in Iskandar Puteri, Johor, in Iskandar Malaysia.

Location

Quality and Reputation

Quality

The Quality Assurance of Basic Medical Education (QABME) framework makes sure that standards in new and existing undergraduate and postgraduate medical education and training are being monitored, maintained, developed and approved. It ensures that the outcomes in new doctors are being met. Implementation and monitoring of the process is by evidence-based visits and receipt of an annual report from each school.

NUMed Malaysia’s MB BS also meets the UK’s Quality Assurance Agency’s (QAA) Code of Practice and is in alignment with QAA subject benchmarks. The last QAA review took place in 2016. The QAA commended our management of academic standards and quality of learning by giving us a 'judgement of confidence' – the highest rating available.

Quality governance of the programme is also overseen by the Malaysian Medical Council (MMC) and the Malaysian Qualifications Agency. NUMed Malaysia is fully recognised by both the General Medical Council (GMC) and the MMC. NUMed Malaysia adopts the published guidance on UK medical education delivered outside the UK available on the General Medical Council website.

ROYAL COLLEGE OF SURGEONS IN IRELAND & UNIVERSITY COLLEGE DUBLIN - MALAYSIA CAMPUS

Introduction


The Royal College of Surgeons in Ireland and University College Dublin Malaysia Campus (RUMC), formerly known as the Penang Medical College, is a private medical university within George Town, the capital city of the Malaysian state of Penang. Established in 1996, it is wholly owned by the Royal College of Surgeons in Ireland (RCSI) and the University College Dublin (UCD).[2][3] The institution was granted university status in 2018 and to date, it is the only branch campus of an Irish tertiary institution within Malaysia.

RUMC offers both undergraduate and postgraduate medical courses, each of which are split into two sessions. Students spend the first half of their courses in Ireland, before completing the second half at RUMC.

Notably, the current President of Ireland, Michael D. Higgins, is also the patron of RUMC.

History

The Penang Medical College (PMC) was founded as a private medical school in 1996, in response to concerns over the relocation of Universiti Sains Malaysia's medical faculty to Kelantan; it was felt that the State of Penang should also have its own medical school. Geoffrey Gaik, a doctor by profession who had been trained at the Royal College of Surgeons in Ireland (RCSI), approached his alma mater to gauge the latter's interest in setting up a branch campus in Penang. PMC was subsequently established with the partnership of the University College Dublin (UCD) and the Penang state government. The first intake consisted of 14 students, all of whom were sent to Dublin, Ireland for medical training.

In 2012, the PMC became fully owned by both the RCSI and the UCD, as the institutions bought out the government's stake in the college.

The PMC was accorded university status in 2018 by Malaysia's Ministry of Higher Education.[4] With the upgrade in status, the institution was renamed the Royal College of Surgeons in Ireland and University College Dublin Malaysia Campus (RUMC).

- FRCS – RCSI collaborated with sister Royal Colleges to offer the Joint Surgical Colleges’ Fellowship Examination (JSCFE) in response to the growing need for an international examination that marks an endpoint of surgical training for doctors and certifies their capacity to act as independent practitioners.

- BSSC – The Intercollegiate Basic Surgical Skills Course is usually held 2-4 times a year at RCSI & UCD Malaysia Campus and at other venues around the country. Certification and quality assurance is by RCSI.

MONASH UNIVERSITY - MALAYSIA CAMPUS

Monash University Malaysia, the Malaysian campus of Monash University opened in 1998 and is located within the Bandar Sunway township in Malaysia. It was the first foreign university in Malaysia. Monash University Malaysia is one of several Monash University campuses and centres outside the State of Victoria in Australia. Monash University also has a centre in Prato, Italy, a campus in South Africa and a research academy in India.

Monash University Malaysia has been given the rating of 'excellent' by the Malaysian Ministry of Higher Education, which entitles it to government sponsorship of its students, government research grants and greater flexibility in setting staff salaries.

Monash University Malaysia is currently home to approximately 6,000 undergraduate and postgraduate students. While other Australian universities have struggled to compete in Asia, Monash University Malaysia has returned a surplus since 2003, which is re-invested in the campus.

In September 2007, the University opened its new RM200 million campus, including a new medical school. The new campus was officially opened by then Deputy Prime Minister and now PM of Malaysia, Dato' Sri Najib Tun Razak. Currently, Malaysia is the third largest campus of Monash University after the Clayton Campus and the Caulfield Campus. The new campus means that Monash Malaysia can now accommodate up to 5,000 students. The campus capacity will be further increased when phase 2 of its development is carried out.

As one of the eight Monash University campuses, the Malaysian campus is subject to Monash University for all matters related to academic development, teaching and support.

History

n the early 1990s, Monash University established a partnership with Sunway University. Under this arrangement, Malaysian students would enrol and spend their first year in Malaysia, before transferring to one of Monash's Australian campuses to complete their degree. Demand increased for these places rapidly and the potential to expand the program was clear. Monash itself had ambitions to develop a comprehensive international campus from the beginning of Mal Logan's term as Vice-Chancellor. However, this proposal was complicated for the Malaysian Government, which was hesitant to allow a foreign university to establish itself in Malaysia. Nonetheless, as the strength of Monash in Malaysia grew, the case for a Monash campus became increasingly persuasive.

In early 1996, it was reported that the Australian Prime Minister had been involved in the signing of a memorandum of understanding to establish the campus. On 23 February 1998, the Malaysian Government formally invited Monash to develop a comprehensive campus, making it the first foreign university in Malaysia. In July of that year, Monash University's newly founded Malaysia campus opened its doors to its first intake of 261 students. Since then, the campus has expanded rapidly. It developed postgraduate courses within a few years, and began to expand its research capacity.

By 2007, it had 3,300 students, and had established a new, purpose-built, fully independent campus. The University has stated that it intends the campus to eventually hold around 10,000 students and that it will develop its research strengths to make it a research hub of South-East Asia.

About Swinburne


Swinburne University of Technology Sarawak Campus is the international branch campus of Swinburne University of Technology, Melbourne, Australia. The Sarawak campus opened in Kuching, the capital city of the Malaysian state of Sarawak, in 2000.

Establishment

CURTIN UNIVERSITY - SARAWAK MALAYSIA

Curtin University Sarawak Malaysia is an off-shore campus of Curtin University, a university based in Perth, Western Australia. It provides local and international students with higher education in Sarawak, Malaysia. Curtin's Sarawak campus is located in Miri, Sarawak. It is the first offshore campus of Curtin University of Technology and the first offshore campus set up in East Malaysia.

The Sarawak State Government invited Curtin to establish an international university in Sarawak. Curtin Sarawak's operations in Miri commenced in February 1999. In 2002, the new campus was built. In November 1999, Curtin Sarawak was awarded the Multimedia Super Corridor status and was renewed in 2006.

With the opening of the impressive 300-acre campus in the suburb of Senadin to the north of the city in 2002, Curtin established a firm foothold in Malaysia. Curtin Sarawak's modern campus has often been described a piece of Australia transplanted in Sarawak. Many equate it to stepping into another world. Thus is the uniqueness and allure of the campus.

Set in the midst of open flatland that stretches all the way to the Baram River (Sarawak and Malaysia's second-longest) where the Trans-Borneo Highway and the ASEAN Bridge links Miri to neighbouring Brunei, the campus is surrounded by lush greenery as far as the eye can see. Coupled with Miri's famed sunsets and Senadin's location away from the bustle of the city, the ambience of the campus is one our students find tranquil, inspiring and conducive for studying.

Our campus is regarded as one of the most modern and unique in the region. As one walks through the campus, it is evident considerable thought and meticulous attention to detail was paid to its design. The planners and architects took note of the site's natural features, then planned buildings and structures around them, making sure they complemented, and in some instances enhanced, the environment.

To reflect the fact that Curtin is an Australian university, they did a splendid job of transplanting the Curtin architectural model to Sarawak. However, this was not done wholesale as they sought to combine the Australian architecture with traditional Sarawakian elements for a hybrid look that is distinctly Curtin Sarawak.

While the designs of the buildings draw heavily from Curtin traditions, the campus is landscaped according to the local style and aesthetics to fit in with Sarawak's tropical climate. Indeed, an incredible variety of both ornamental and hardy indigenous trees and shrubs can be found on the campus and the lush, green surroundings present a unique sense of place and a relaxing environment for our staff and students to work and study. Another tropical feature is the numerous covered walkways and shaded areas that provide respite from the sometimes harsh tropical weather.

The planners also sought to amalgamate modern technology with the campus' unique architecture and traditional flavour. Buildings incorporate high-tech materials and passive solar design to take advantage of the environment.

The use of modern technology on the campus is also very extensive as Curtin places great emphasis on utilising technology to support teaching, learning and research. Significant investment in computing and networking facilities continues to be made to ensure facilities are state-of-the-art. The campus currently has 14 computer labs with over 400 PCs for student use in addition to terminals located in the library that provide access to the library's online databases. Furthermore, sophisticated IT linkages provide access to the online resources of the main campus in Perth.

As research activities are an essential component of academic excellence at Curtin Sarawak, the campus boasts a number of state-of-the-art science and engineering labs, including Chemical Engineering, Geotechnical Engineering, Structural Engineering, Electrical Power, Electronic and Communication, Embedded System, Networking, Renewable Energy and Geophysics labs. Film and television students, meanwhile, can count on a custom-built Film Lab and Editing Suite equipped with the latest broadcast-quality film-making equipment and software.

Students at Curtin Sarawak can find everything they need on the campus. For easier identification, the precincts are named after birds found in northern Sarawak (and possibly on the campus itself), with associated colour codes and signage. All the precincts are linked via an extensive system of covered walkways.

Curtin Sarawak is now entering its next phase of development spanning the next five years, during which its student population is expected to surpass 5,000.

A state-of-the art Library and Auditorium complex, a signature work of architecture and new campus landmark, has been completed. Incorporating a 400-seat auditorium and modern library facilities, it heralds an enrichment of campus life and the student and staff experience.

All the new infrastructure will incorporate contemporary and original architecture and the latest building concepts and technologies to reflect Curtin's commitment to innovation and excellence, and also continue to feature Australian and Sarawakian characteristics.

GERMAN-MALAYSIAN INSTITUTE (GMI)

Introduction


In 1991, German-Malaysian Institute (GMI), a hub for advanced skills training was established. GMI provides a comprehensive and well-balanced training of practical and theoretical. The institute offers a broad-based engineering education, with opportunities for specialization and self-directed learning and development. GMI offers diverse training programmes and services comprising full time diploma programmes, a pre-university programme (A-Level), skills upgrading technical courses, train-the-trainers programmes, and industrial consultancy and services.

The birth of GMI was the outcome of a joint venture between the Governments of Malaysia and Germany. GMI is governed by a 10-member Board of Directors comprising representatives from both governments, plus public and industrial representatives. The institution was set up as a Company Limited by Guarantee whereby the founders are Majlis Amanah Rakyat (MARA) and the Malaysian German Chamber of Commerce and Industry (MGCC), and its implementing agencies are MARA and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (formerly known as German Technical Corporation or GTZ). GMI had its first student enrollment in 1992 and the growing number of enrollment is prevalent.

The Campus

Majestically standing on a 75-acre piece of land is an administration block, training blocks, trainee apartment complex, a surau, a staff residence complex, a sports complex, a multipurpose hall, and a chiller plant, is divided into five zones for administration purposes. Zone A encircles the trainee apartment complex and a surau, Zone B, Zone C, Zone D and Zone E.

The building facing the main entrance of the institute houses the Administration, Finance and Student Affairs Department (AFSA) - a welcoming gesture to guests and visitors alike. The building accommodates four administration sections, a 300-seater auditorium and an exhibition hall. The Resources Development Centre Department, situated at Kompleks Teknologi 1, is embraced by the Production Technology Department based at Kompleks Teknologi 2, 3 and 4, on its left. On its right is the Industrial Electronics Department at Kompleks Teknologi 5.

Kompleks Teknologi 3 also houses GMI Technical & Consultancy Services on Level 4. The Director’s Office perched on the topmost floor of KT5 overlooks the entire campus. Kompleks Teknologi 6 (KT6) is the chiller plant for the whole campus cooling system.

The student centre located between KT1 and KT2, offers the services of a convenient store, a café with wi-fi, a cyber café cum printing shop, the Student Representative Council (SRC) operations room and an automated teller machine.



The German - Malaysian Connection

The collaboration between the two governments – German and Malaysian, started over thirty years ago. The teamwork was initiated through political and economic relations. The German-Malaysian connection became more pronounced as Germany sees Malaysia as an important partner in South-East Asia and Malaysia sees Germany as a significant technology provider especially in technical education and vocational training.

These extremely close and long-standing political, economic and cultural ties have established a number of joint bodies and institutions including the Malaysian-German Chamber of Commerce and Industry (MGCC) and the German-Malaysian Institute (GMI), both came into existence since 1992. Consequently, the exchange of government-represented visits provided valuable impetus here.

Within this strong connection, the German Embassy is the diplomatic mission of Germany and a close partner of GMI. The Goethe Institute offers competent services regarding language education and organizes cultural events, whereas the DAAD is expert in educational questions and academic career consultancy. Moreover the German Alumni Association Malaysia is an important part in the German - Malaysian connection in ensuring a networking platform within institutions and industries as well as between students and alumni.

Japanese university branches coming to Malaysia, confirms Maszlee

The Cabinet approved the setting-up of a Japanese university branch in Malaysia in January, said Education Minister Maszlee Malik.

This came after Prime Minister Dr Mahathir Mohamad expressed his wishes to have the first Japanese university campus in the country.

The University of Tsukuba had applied to set up its campuses in the country, said Maszlee in a parliamentary reply yesterday.

Besides that, he said the cabinet had also approved the setting-up of Nippon Designer College in Malaysia.

He was responding to Fadillah Yusof (GPS-Petra Jaya) who asked about the proposed establishment of Japanese universities and if there were any plans to establish any of these higher education centres in Sabah and Sarawak.

Maszlee, however, said that things were still at the preparation stage – in terms of the campuses' location and operating conditions - as stipulated under the Private Higher Education Institution Act 1996.

"The registration of these private higher education institutions is expected to be implemented in 2020," he said.

During his visit to Japan in June 2018, Mahathir said Malaysia had asked Japan to open up university branches in our country.

In making the request, he had said the cost of opening a university branch was much lower than in other locations and both Malaysian and foreign students could have access to Japanese education.

Xiamen University China at a Glance

Since its founding, in 1921, Xiamen University has produced more than 200,000 undergraduates and graduates. Over 60 academicians of the Chinese Academy of Sciences (CAS) and the Chinese Academy of Engineering (CAE) have studied or worked at Xiamen University.

Xiamen University has 27 schools containing 76 departments and 10 research institutes.

Establishment of the Xiamen University Malaysia Campus

The establishment of XMU Malaysian Campus is very meaningful in terms of the bilateral relations between Malaysia and China. This is the first overseas campus approved by the Chinese government to be set up by a Chinese university.

XMU was founded by the Malayan Chinese Mr. Tan Kah Kee in 1921. Now 93 years later, XMU has reciprocated by setting up a campus in Malaysia, where Mr. Tan Kah Kee achieved great success in his career. This is a historic reciprocation.

The Al-Madinah International University (MEDIU) is an independent educational institution, located in Selangor, Malaysia. The university was established in 2006, founded on Islamic principles and values. The university aims for knowledge development and intellectual exchange consistent with international level of excellence. History

The idea of establishing Al-Madinah International University was mooted by a group of Muslim scholars. Al-Madinah International University was named after Al-Madinah Al-Munawwarah, the city where Muhammad established the capital of the first Islamic state, which is also considered the qiblah for those seeking Islamic knowledge.

MEDIU obtained approval as a university from the Ministry of Higher Education (MOHE) Malaysia on 26 December 2006 and subsequently was registered on 20 June 2007. MEDIU operates under Malaysia’s Private Higher Education (MOHE) Act of 1996 (Act 555) which governs its establishment and the administration.

- On 20 May 2007, MEDIU was registered and accredited by the Ministry of Higher Education (MOHE), Government of Malaysia.
- In 2008, the first intake of students joined the university and faculties and programs were inaugurated such as Islamic Sciences, Languages, Finance and Administrative Sciences, and Computer and Informational Technology and Centre of Languages.
- The number of university’s centres providing services reached nine, in South East Asia, Middle East and Europe.
- The university completed all the procedures to begin face to face learning in scientific and applied fields included computer science, Finance and Administrative sciences, Engineering. In September 2010 the first face to face intake of students joined the university.
- In 2011, the first batch of graduate students attended graduation day in the Faculty of Languages and Faculty of Islamic Sciences.
- In 2012, MEDIU signed a memorandum with Granada International College (GIC) in the field of education development.
- In 2013, MARA approved the registration and sponsorship program for degree level courses in MEDIU in the field of Islamic Sciences and Arabic languages under the MARA study loan scheme.

Academic Programs

Al-Madinah International University offers both taught courses and research programs. Presently, thousands of students are enrolled in six faculties namely Faculty of Islamic Sciences, Faculty of Engineering, Faculty of Finance & Administrative Sciences, Faculty of Computer & Information Technology, Faculty of Education and Faculty of Languages. Methods of study

- On-campus learning:

The terminology "On-campus learning" is used in Al-Madinah International University (MEDIU) concept to identify educational programs for which the student has to be at a campus at a specific time to follow the programs, with the assistance of the teacher, professor, or teaching assistant.

- Distance-learning:

This method is based on an authentic system of learning and evaluation process. Students physically appear in midterm and final-term exams in authorized exam centers of their respective countries, finalized by the University. The learning method includes all forms of electronically supported learning and teaching, including Edtech. Students have to participate in classes through technology, they are required to meet the minimum requirement (70%) of class attendance.

IPTS berstatus Universiti Yang Menawarkan Pengajian Jarak Jauh (e-PJJ) & Separuh Masa Khusus Kepada Warga Kerja

Sepertimana topik yang dinyatakan, penawaran program pengajian akademik kepada rakyat Malaysia tidak hanya merangkumi pelajar lepasa SPM / STPM / STAM atau yang setara, malah melibatkan pengajian akademik separuh masa kepada warga kerja. Secara umumnya, kebanyakan IPTA turut menawarkan pengajian separuh masa kepada warga kerja menerusi Pengajian Jarak Jauh (PJJ) dan Pengajian Luar Kampus (PLK) contohnya yang ditawarkan UiTM, UUM, UKM, UPM dll. Kursus akademik separuh masa yang dijalankan IPTA agak ketat melibatkan kehadiran wajib ke kuliah hari minggu dan mengikut penilaian yang sama sebagaimana kursus sepenuh masa.

Disini IPTS mula memainkan peranan dimana majoriti warga kerja tidak dapat memenuhi kelayakan akademik ke program akademik separuh masa IPTA atau pun tidak dapat memenuhi kehadiran wajib ke kuliah setiap hujung minggu sebahagian kursus PJJ IPTA yang tidak fleksibel kerana waktu kerja atau komitmen kerja hatta ketiadaan pusat pembelajaran di lokasi2 seluruh negara melainkan kampus induk IPTA berkenaan.

IPTS yang khusus menawarkan pengajian separuh masa secara e-Pengajian Jarak Jauh (e-PJJ) adalah sangat fleksibel kerana hanya melibatkan pengajian secara atas talian (online) dan kuliah hanya melibatkan kehadiran ke kelas hanya sekali atau dua kali sebulan sahaja pada hari minggu. Ini amat membantu warga kerja dalam meneruskan pengajian setaraf Universiti dan tidak dikekang dengan pengajian konvensional yang diamalkan IPTA. Selain itu, Universiti Swasta yang khusus menawarkan e-PJJ ini juga menawarkan syarat kemasukan APEL (Akreditasi Pengalaman Pembelajaran Berasaskan Pengalaman Terdahulu) yang membolehkan warga kerja yang tidak memiliki kelayakan minima tetapi memiliki pengalaman kerja yang melayakkan mereka memohon untuk memasuki program pengajian separuh masa iaitu peringkat Diploma / Ijazah Sarjana Muda / Ijazah Sarjana. Universiti ini kebanyakan turut mempunyai Pusat Pembelajaran mereka di seluruh negara sekaligus membolehkan warga kerja boleh memilih kampus pengajian yang berhampiran dengan kediaman mereka.

Universiti Swasta yang menawarkan e-PJJ menjadi pilihan utama warga kerja disebakan kerana kemasukan APEL, mod pengajian separuh masa yang sangat fleksibel serta pengiktirafan kursus pengajian yang diiktiraf MQA dan JPA. Private Universities Specialised in Part Time and Distance Learning Programmes for Working Adults

As per topic above, higher education is not limited to SPM / STPM / STAM (O-Levels  / A-Levels equivalent) highschool leavers, but also includes academic programmes offered on a part time basis to working adults. Generally most Public Universities in Malaysia offered part time courses to working adults through Distance Learning courses and Off-Campus Study mode eg by UiTM, UUM, UKM, UPM etc. Part time academic courses offered by Public Universities are quite stricter in a sense that included compulsory attendance to weekend classes and the same assessment methodology as full time academic programmes.

This is where the Private Universities played their role in which the majority of working adults do not have minimum academic requirement to enroll to part time academic programmes offered by Public Universities or could not cope with attending compulsory weekend classes due to work schedules or other work related commintments and also the unavailability of some of the Public Universities' branch campuses for part-time courses offered to working adults at their location apart from the main campus.

Private Universities that specialised in higher distance learning through e-Learning are very flexible in terms of online delivery mode and tutorial classes only required attendance once or twice a month on weekend basis. These greatly helped working adults in furthering their academic studies in University level and not be bogged down with conventional learning mode usually adapted by Public Universities. Apart from that, Private Universities that specialised in Part Time and Distance Learning programme also offered flexible entry requirement known as APEL (Accreditation of Prior Experiential Learning) which enables working adults who do not meet minimum academic requirement but extensive work experience to enroll to part time academic courses from Diploma / Bachelor / Masters degree.

Private Universities that offers E-Learning become top choice amongst working adults due to APEL flexible entry, flexible part time study mode and recognition of academic courses by JPA and MQA.  Most working adults from both public sector and private sector from various industries especially those from blue collar sectors (skill intensive etc) and white collar (business administration etc) choose part time study to elevate their academic qualifications as to become more competitive in their field of industries.

Apa Itu APEL ?

APEL adalah Akreditasi Pengalaman Pembelajaran Berasaskan Pengalaman Terdahulu. Ia dedifinisikan sebagai satu proses sistematik yang melibatkan identifikasi, dokumentasi dan penilaian pembelajaran berasaskan pengalaman terdahulu.

APEL memberi peluang kepada mereka yang mempunyai pengalaman kerja tetapi kurang kelayakan atau tiada kelayakan akademik untuk menyambung pelajaran di Institusi Pengajian Tinggi (IPT). Secara umumnya, penilaian APEL melibatkan penilaian terhadap ilmu yang diperoleh oleh seseorang itu menerusi pendidikan formal mahupun menerusi pengalamannya terdahulu.

Buat masa ini, APEL di Malaysia hanya untuk tujuan kemasukan ke IPT sahaja. Sehingga kini penilaian APEL telah dibuka untuk EMPAT peringkat kemasukan iaitu:

1.         Kemasukan ke program Sijil (APEL T-3);
2.         Kemasukan ke program Diploma (APEL T-4);
3.         Kemasukan ke program Ijazah Sarjana Muda (APEL T-6); dan
4.         Kemasukan ke program Ijazah Sarjana (APEL T-7).

Ada TIGA Pusat Penilaian APEL iaitu:

- Ibu Pejabat MQA, Petaling Jaya
- Semua Pusat Pembelajaran Open University Malaysia (OUM) di seluruh negara.
- Semua Pusat Pembelajaran Wawasan Open University (WOU) di seluruh negara.


What is APEL ?

Accreditation of Prior Experiential Learning or APEL is a systematic process that involves the identification, documentation and assessment of prior experiential learning to determine the extent to which an individual has achieved the desired learning outcomes, for access to a programme of study and/or award of credits.        

APEL provides an opportunity for individual with working experience but lack of formal academic qualifications to pursue their studies in Higher Education Institutions (HEIs). In general, knowledge obtained through formal education and working experience will be both assessed in APEL’s assessment.

At the moment, APEL in Malaysia can only be used as an entry requirement to HEI's for the following levels of qualification;

1.         Level 3 MQF (Certificate);
2.         Level 4 MQF (Diploma);
3.         Level 6 MQF (Bachelors Degree); and
4.         Level 7 MQF (Masters Degree).

There are THREE APEL National Centers namely:

- MQA Headquarters, Petaling Jaya
- All Open University Malaysia (OUM) Learning Centers throughout Malaysia.
- All Wawasan Open University (WOU) Regional Centers throughout Malaysia.

OPEN UNIVERSITY MALAYSIA (OUM)

Open University Malaysia (OUM) is the seventh Malaysian private university and it is owned by the Multimedia Technology Enhancement Operations (METEOR) Sdn. Bhd, a consortium of 11 Malaysian public universities (UM / UKM / UPM / UTM / USM / UUM / UPSI / UIA / UiTM / UNIMAS / UMS). It leverages on the quality, prestige and capabilities of its consortium.

The main campus is at Jalan Tun Ismail, Kuala Lumpur. In addition to this, there are 37 learning centres throughout Malaysia, out of which 10 are regional learning centres.

As the first open university in the country, OUM initially opened its doors to 753 learners in 2001. A decade later, OUM has over 100,000 students in more than 50 academic programmes. The MQA Rating System for Higher Education Institutions in Malaysia for 2011 (SETARA’11) has rated OUM as a Tier 5 (Excellent) institution.

Chancellors

The vice-chancellor of OUM is Professor Dato’ Dr Mansor Fadzil. The first chancellor was the late Tun Endon Mahmood Ambak (the wife of fifth Prime Minister Tun Abdullah Badawi) who was appointed on 16 December 2004. On 8 December 2007, Tun Jeanne Abdullah was appointed as the new chancellor of OUM; the pro-chancellor is Tan Sri Dato' Azman Hashim who is also the executive chairman of Arab-Malaysian Corporation Berhad.

e-Learning methodology and tools

APEL Admission

OUM plays a significant role in supporting the nation’s aspiration to enhance and widen educational opportunities among Malaysians. Through the provision of Accreditation of Prior Experiential Learning (APEL), individuals can capitalise on their work experience and prior experiential learning to gain admission into OUM’s undergraduate and postgraduate programmes.

The Ministry of Higher Education (MOHE) and the Malaysian Qualifications Agency (MQA) have given their approvals for OUM to implement admission through APEL (formerly known as Open Entry) since 2006. To date, more than 13,000 learners have gained access to higher education through this pathway. To be eligible, individuals must fulfil the entry criteria outlined by the MOHE and take the APEL assessment to determine their level of competency and readiness for enrolment.

OUM is one of the recognised National APEL Center and offered APEL application and assessment through all of its Learning Centers throughout Malaysia.

Blended learning methodology

- Face-to face-learning: Tutorials were conducted where students have the opportunity to physically meet their tutors and discussed their subject and their assignment

- e-Learning: Students are required to participate in an online forum using a learning management system and discussed among each other's and with their tutors and peers on their subject matters and on their assignment.

- Self-managed learning module: Students do not have to come over for their tutorials but they still need to come for their tests. They learn by using participating in the learning management system and using their own modules.

- m-Learning: The learning materials are designed in downloadable formats that can be accessed using a desktop or laptop computer. Students then opt to transfer these contents into a handphone to view them. One needs a handphone equipped with the necessary features.

OUM has a strong network of learning centres nationwide. These learning centres are in major cities and towns, from Peninsular Malaysia to Sabah and Sarawak. OUM has 53 learning centres fully equipped with tutorial rooms, computer laboratories, library and Internet facilities.

- Modules are used by the students, tutors and subject matter experts (SMEs). The modules are written by academicians from public and private universities in Malaysia.

Institute of Professional Development-Open University Malaysia (IPD-OUM), the Centre is dedicated to supporting the learning and development needs of working adults by providing a variety of professional programmes that are innovative, contemporary and relevant. Officially founded in the year 2000, IPD-OUM’s activities has benefited career-minded working adults in Malaysia as well as selected international locations such as India, Bahrain and Sudan. IPD-OUM also is one the largest training provider in Malaysia, owing its strength with more than 80 strategic partners.

IPD-OUM has brought to bear the collective expertise of industry practitioners and academia upon programme structure, module curriculum as well as module delivery. Working adults now have the opportunity to study, learn and secure awards that help to step-up their capabilities, and to use them immediately at work.  IPD-OUM’s repertoire of professional programmes is highly responsive to the nature and demands of the current working environment.
