Governments in 30 countries pay 'keyboard armies' to spread propaganda, report says
At least 30 governments around the world are employing "keyboard armies" to spread propaganda and attack critics, a report has found.
The annual "Freedom on the Net" report from the think tank Freedom House showed that the spread of online misinformation went far beyond Russia and China to almost half of the 65 countries studied in the report.
It found governments including Mexico, Saudi Arabia and Turkey were using "paid pro-government commentators" to shape opinions online, often to give the impression of grassroots support for government policies.
They include paid commentators, trolls, bots and fake news, which are used to harass journalists, flood social media with fabricated opinions and erode trust in other media. The report's authors warned that the techniques had become far more advanced and widespread in recent years, and said fake news had been employed in an attempt to influence elections in 18 countries, including the UK.
"The use of paid commentators and political bots to spread government propaganda was pioneered by China and Russia but has now gone global," said Michael Abramowitz, Freedom House's president. "The effects of these rapidly spreading techniques on democracy and civic activism are potentially devastating."
The report comes a day after Theresa May accused Vladimir Putin of "weaponising information" and "planting fake stories and photo-shopped images" in an attempt to undermine the West. MPs have demanded Facebook and Twitter hand over information about election meddling by Russians.
US politicians are also investigating Russian influence on last year's presidential election, and have received evidence of thousands of fake "bot" accounts and Russian-bought adverts used to sow division.
Although much attention has been focused on Russian misinformation campaigns, Freedom House said the practice was far more widespread than often believed. In contrast to international campaigns from Kremlin-funded organisations, which have seen fake news peddled in America and elsewhere, the vast majority of online campaigns are focused domestically in order to shore up support and silence dissidents.
The 30 countries paying the "opinion shapers" is up from 26 last year, 24 in 2015 and 22 in 2013, showing it is becoming an increasingly-common tactic.
The Freedom on the Net report gives each country an "internet freedom score", based on criteria such as internet access, the level of fake news and control over online media.
This year the UK was given a score of 24, where 0 is the most free and 100 the least. This was down from 23 last year, which Freedom House said was down to new security legislation and more cyber attacks.
Eight countries - Estonia, Iceland, Canada, Germany, Australia, the US and Japan - were ranked above the UK out of the 65 countries in the report, which makes up 87 per cent of the world's population. China was ranked lowest, followed by Syria, Ethiopia and Iran.
The report generally found that internet freedom is deteriorating, with 32 countries scoring worse than last year.

Ramainya ada masalah pemahaman KBAT, tak faham artikel dan tak baca betul2. Ni mmg level artikel A-level masa Kittie buat tutoring kt UK dulu, tp yg mcm ni pun sorang dua jer yg betul2 faham. Tb2 risau lak dgn English standard negara kita.
Summary:
1) Kan awal2 lg dia dah terangkan kategori-kategori interference.
2) Dalam artikel ada sebut cth2 negara yg byk buat apa. US terang2 byk guna fake news. Kalau rajin membaca tentu korang dh muak nk membaca pasal fake news ni. Tu belum campur cerita Rusia dgn bots dia yg memenuhi headlines kat US.
3) Ni artikel Telegraph (UK), UK pun kena mention dlm artikel, sbb UK pun agak teruk (terutama dlm controlled media). Dan Telegraph bila dpt satu2 report dia akan sentuh satu2 tiap bahagian sesuatu report, tak kisah la report pasal apa, kemanusiaan ke, kesihatan ke, ekonomi ke. Kalau semuapun nak letak sini akan jd spam.
4) Utk tajuk artikel ni, derang ambil satu kategori iaitu paid pro-goverment commentators dari 5 kategori (rujuk carta), so dlm kategori ni ada Malaysia, relevan kpd CI.
5) Kalau biasa baca Times, Telegraph, Guardian etc, korang akan tahu yg isi yg tgh2 tu akan sama jer utk byk artikel kalau derang release dapatan sesuatu kajian kecuali tajuk dan bahagian akhir. Ini utk memudahkan org nk cari apa2 list.
6) By now, golongan yang celik IT dah patut tahu Freedom House tu apa. Tapi kalau tak tahu, boleh gugel.
