It was a key component of Genting's bid for the right to build Singapore's second integrated resort. It was announced on 8 December 2006 by the Singapore government that the consortium had won the bid and construction of the theme park and the rest of the resort then started on 16 April 2007 and will be opening in early 2010. It will be the second Universal Studios to open in Asia and the first in Southeast Asia.

Park design
The park will be 20 hectares (49 acres) in size, occupying the eastern part of the 49 hectares (120 acres) Resorts World Sentosa. There will be a total of 24 attractions, of which 18 will be original or specially adapted for the park. It consists of seven uniquely themed zones which will encircle a lagoon, each location will feature an iconic location based on blockbuster movies or television shows. Each zone will feature their unique attractions, character appearances, dining and shopping areas. These include the world's tallest Dueling roller coaster based on the hit television show Battlestar Galactica™, a castle from the world of Shrek, live shows by the infamous Universal Monsters as well as celebrity Look-alikes.
