Ensuring integrity in public exams
PUTRAJAYA: The Education Minis-try conducts its public examinations under strict standard operating procedures (SOPs) to ensure that credibility and integrity are maintained at the highest level.
Malaysian Examinations Syndicate director Datin Nawal Salleh said her board and the Malaysian Examinations Council are the two bodies tasked to run public exams.
Both adhere to the SOP and Security Order set by the Chief Government Security Office under the Prime Minister’s Department.
The syndicate is a public institution that is entrusted to handle and manage public examinations in the country under the Education Act 1996.
“We (the syndicate) are the ones who take action before, during and after every examination is handled by all officials involved, including those who prepared the exam questions, the examiners and the exam checkers.”
“Before each examination, we will brief our officials and remind them about the SOPs, guidelines and checklists which must be fully adhered to.
“Therefore, it is of utmost importance that all the officials involved obey all the procedures that are set to maintain the integrity of our public examinations as it is a matter of public interest,” said Nawal.
Test in session: Before each examination, officials are reminded about the relevant guidelines and procedures to ensure maximum efficiency.
Sections 67, 68 and 69 of the Education Act are used by the syndicate to prepare the guidelines and procedures of public examinations, she added.
Even the appointment of examination officials is subject to the Official Secrets Act.
“Each and every one of them must follow every rule and guideline that has been set,” said Nawal.
“The formulators and examiners are only selected from the best. These officials could be from high-performance schools or rural schools, but they must have a minimum of five years of teaching experience.
“Integrity in examinations is important because we want to give fairness to all our students as well as avoid cheating during examinations. The guidelines and SOPs ensure fairness.”
To avoid any leakage, Nawal said the examination papers are treated as confidential documents and cannot be handled by just one individual.
“When the question papers are taken out of our security vault, there must be at least two officials present while handling the papers to avoid leakage.
“The papers are also sealed. When they are taken out of the vaults, the officials must check the papers to ensure that they have not been tampered with.
“We do not appoint examiners who work at tuition centres to avoid leakage of information,” she said.
Strict measures: Starting this year, SPM candidates will not be allowed to bring watches or mobile phones into the exam hall to prevent cheating.
Handling examinations is no easy job and is a serious matter. Every year, about 5,000 teachers are involved in formulating Sijil Pelajaran Malaysia questions.
Between 25,000 and 30,000 exam handlers are selected to manage examinations at all venues nationwide.
Malaysian Examinations Council chief executive Dr Jamil Adimin said exam handlers are subjected to the MPM Act 1980.
Those found to have broken the law can be fined RM10,000 or jailed for two years, or both.
“The Act ensures that our exam handlers will follow the rules,” said Dr Jamil.
On another matter, he said starting this year, exam candidates will not be allowed to bring watches or mobile phones into the exam halls to prevent cheating.
“We have issued a circular to inform schools about this. It will be effective at the Sijil Tinggi Pelajaran Malaysia Second Term exam in May.
“Some watches can be used to communicate with another person, so we will ban all watches. There will be clocks in the examination hall, so candidates can still check the time,” said Dr Jamil. |

respek kalau ada yg masa sekolah rendah biasa2 je result UPSR nya, tp bila SPM kebaboom...
Ada ke ank2 uolz yg mcm ni. Kalau ada pohon perturun ilmu.

Alhamdulillah....tapi harapan untuk apply scholar Bank Negara tu dah pudar hehe sebab bank negara bagi priority pada straight A+ student....anak i kena pulun A level betul2 kalau boleh bagi dpt point close to 15.... |

bgi akak kn...cikgu2 kt sekoah ni semua pilih kasih..diorg hantya fokus pada kelas terbaik je..mcm anak akak yg pt3 haritu cigu tk bagi masuk mrsm sebab diorg dh plan among the top 10 terbaik..haruslah rekod tu utk upcoming yespiyem 2017 ktanya.
manakala bdak yg tidak tergolong kelas terbaik hanya bergantung pada jadual biasa..yg no. 2 ni kang..selmber derk je dia nk pt3.. |
