Credit card agents cry foul over service charge plan
By JOSHUA FOONG

Government urged to withdraw service tax on credit cards

KUALA LUMPUR: Applications for new credit cards have dropped by 80% following the Government’s announcement of a RM50 service tax on each card starting next year.

The service tax, which was announced during the tabling of the Budget on Oct 23, is likely to affect more than 5,000 credit card agents and 18 credit card issuers.

With their rice bowls on the line, the agents have urge the Government to reconsider the proposal.

Card convenience: Some of the representativesfrom over 40 sales agencies holding up credit cards during the jointpress conference in Kuala Lumpur yesterday.

Francis Teow, who runs a credit card sales agency in Penang, said banks would not be keen to maintain their large sales force if they were not confident of achieving the desired sales target when the RM50 tax was enforced.

Teow and representatives from over 40 credit card sales agencies highlighted their concerns in a joint press conference here yesterday.

As for the Government’s argument that the RM50 was seen as a way to encourage prudent use of finances, Teow said a better alternative would be to raise the interest on the minimum monthly repayment from the current 5% to 20%.

“However, the Government is well aware there are many cardholders with substantial amount of outstanding balances in their credit cards.

“And if they increase the monthly minimum payment, many will default payment and non-performing loans will increase,” added Teow.

Credit card sales agency director H.K. Tan said the service tax would not only have a negative impact on sales agents but also on card holders as well.

“The newly imposed service tax will affect low and middle-class consumers.

“Many can’t settle their outstanding bills, imagine having to fork out another RM50 for service tax,” he said.

Credit card consultant Kevin Choong said it was not viable to burden the industry that had done much for consumers with the new tax.

“Credit cards have reduced the need to borrow from loan sharks. Imagine, people who do not have credit cards to avoid paying the RM50 service tax, they may need to carry a lot of cash and they will become easy target for thieves.

“Or, if in case of an accident in the middle of the night and you need to be admitted into the hospital, the credit card provides you with financial security,” he said.

parlimen hari ni:

Parliament: No service tax on credit cards please
By ZULKIFLI ABD RAHMAN

KUALA LUMPUR: The DAP has called on the Government not to implement the proposed service tax on credit card holders, which will cause financial hardship to the poorer segments of society.

DAP secretary-general and Bagan Member of Parliament Lim Guan Eng criticised the move, proposed in the Budget 2010, which is RM50 on each principal credit and charge card and RM25 for supplementary cards.

The policy will push more consumers to borrow money from “ah long” or illegal moneylenders, especially when the country is facing the effects of the global economic slump, he added.

“The Government should look at the perspective of the poor first before it implements the move,” he said.

Lim said the party estimated that the Government will collect RM555mil in revenue from 10 million credit card and 1.5 million supplementary card holders per annum.

He added that the Government is expected to collect an additional RM6.3bil in net revenue for next year and questioned why it needed to tax RM555mil from the people.

“There are many lower middle class and working class people who have more than one credit card, and a number of them have three to four cards and up to six cards each.

“The interest rate for these cards can as high as 18% per annum or 1.5% per month, which is still lower than what is being charged by the ah longs.

“The move to tax the credit card holders will not achieve the Government’s aim on prudent spending, since the people’s income has gone down while their expenditure rate has not changed.

“The Government should cancel the credit card service tax, so that it can help the poor and the lower middle income group,” he told reporters at the Parliament lobby on Monday.

He said he was sure that the people understood how to plan their budgets during bad economic times.

ni ha komen bijan:

Credit card tax to stay

KUALA LUMPUR: There are no immediate plans to revise the RM50 annual service tax on credit and charge cards, says Prime Minister Datuk Seri Najib Tun Razak.

Despite public complaints, Najib said it was too soon to talk about a revision as the matter was just recently announced in the 2010 Budget.

“Tunggulah dulu (We wait first). The Government also needs revenue. If we can’t hike up (the price of) anything, susah kita (it would be hard for us).

“Who is going to fund the nation’s development?”

He was speaking to reporters at a press conference after attending Tenaga Nasional Berhad’s 60th anniversary celebration at the TNB Sports Complex here yesterday.

Najib announced the proposal to impose a service tax of RM50 for each main credit and charge card, and RM25 on supplementary cards in his 2010 Budget.

If implemented, financial analysts predicted that at least 30% of the holders of 11 million cards in circulation who have more than one card will have to pay RM100 every year.

Najib had earlier pointed out that the public should look at the overall benefits offered by the Government in the Budget, including an additional RM1,000 tax relief and a reduction at the top of the taxable income tier from 27% to 26%.

“So they get two (relief measures) and only have to pay RM50 (per credit card). Don’t tell me they cannot pay RM50?’’ he said.

It was reported in The Star yesterday that applications for new credit cards dropped by 80% following the Government’s an-nouncement of the service tax starting next year.

Dulu masa tak guna cc dlm kehidupan, tak ada rasa perlunya cc nih...nak beli apa2pun selalu guna cash...kdg2 nak beli barang yg berharga sampai 7-8k pun, bawak cash ke kedai tu...kalau ingat balik mcm ngeri jer...Bila start guna cc, rasa mudah pulak...nak beli apa2 yg libatkan amount yg besar, bagi jer kad kredit...esok atau lusa lak...bayar balik nilai yg dibelanjakan guna cc tu via maybank2u atau cimb online...tak der nak bawak cash banyak2...kalau yg ada buku cheque mudah lah kan...kalau cam anis x ada ni, nak kena wat bank draft bagai lah...leceh lah kan....so,cc lah pilihan paling mudah....

Bila belanjawan 2010 diumumkan...gomen nak kenakan tax pulak kat cc...Rm50.00 satu keping cc...masa ni mula lah berbelah bagi kan....tapi bila fikir balik...masuk kfc, mcd, pizza hut pun ada dikenakan tax 5% kan....hotel pun ada tax jugak...kdg fikir mcm tak adil...kadg fikir...ntahlah...kdg fikir..naperlah gomen buat mcm ni...kdg fikir...ermmm....akhirnya....tak kisahlah apa kata bank negara camner...cc tetap anis perlukan....
