In 1986, in the province of Gyunggi, in South Korea, a second young and beautiful woman is found dead, raped and tied and gagged with her underwear. Detective Park Doo-Man and Detective Cho Yong-koo, two brutal and stupid local detectives without any technique, investigate the murder using brutality and torturing the suspects, without any practical result. The Detective Seo Tae-Yoon from Seul comes to the country to help the investigations and is convinced that a serial-killer is killing the women. When a third woman is found dead in the same "modus-operandi", the detectives find leads of the assassin.

South Korea in 1986 under the military dictatorship: Two rural cops and a special detective from the capital investigate a series of brutal rape murder. Their crude measures become more desperate with each new corpse found. Based on a true case.



At the start of the film, in October 1986, a young woman is found raped and murdered in a ditch near a field. Soon after, another woman is found raped and murdered in a field. Local detective Park Doo-man, not having dealt with such a serious case before, is overwhelmed; key evidence is improperly collected, the police's investigative methods are suspect, and their forensic technology is near non-existent. Detective Seo Tae-yoon is sent from Seoul to assist them; their methods clash and he is unable to convince them they are dealing with a serial killer until his predictions of another murder come true. He realizes that the killer waits until a rainy night, and only kills women wearing red. A female police officer realizes that a local radio station is always requested to play a particular song during the nights the murders are committed.

While Seo investigates and tries to piece together the clues, Park and his men beat confessions out of a local man found masturbating at the scene of one crime, and a mentally retarded boy whom they threaten to kill, going so far as to make him dig his own grave. Seo clears both of those suspects and follows a trail of clues to a factory worker who had only moved to the area a short time before the first murder. The detectives are unable to pin anything on him; when they realize that the retarded boy witnessed one of the crimes and try to speak to him, they frighten him so badly that he runs in front of an oncoming train and is killed.

Finally, when yet another murder is committed and DNA evidence sent for processing in the United States comes back inconclusive, Seo's frustrations flow over and he snaps. He flies into a rage and roughs up the factory worker; only Park stops Seo from shooting the suspect. In the end, the crimes remain unsolved.

January 1968, 31 members of North Korean Special Unit 124 infiltrated South Korea with the ultimate mission of attacking the Blue House (Presidential Palace in Korea) and assassinating President PARK Chung-hee. When KIM Shin-jo, the only member who was captured alive, was asked "What was the purpose of infiltration?" on a live TV program, he shouted "I came to slit the throat of President PARK Chung-hee!" and made the whole country's blood run cold.

At the same time, In-chan escapes the death penalty for being an accessory to a crime when he accepts an unexpected proposal from Jae-hyun , a general at Silmido H.I.D. Project and is transported to Silmido Special Unit. Silmido Special Unit is a unit composed of dysfunctional social outcasts and criminals under the death or life sentences. Sang-pil and Won-hee are also among the members of this unit. When they arrive at the island, Jae-hyun gives them the classified national duty, which is to explode the North Korean presidential palace and behead KIM Il-sung, the North Korean president. It is a retaliatory project.
To its all 31 members, it is the ultimate patriotic mission with pride and loyalty; and it is the only chance they have to start a new life that is promised once the mission is successfully accomplished. With their hopes and promising vision, they survive through the most hellish inhumane 'killing' training and are reborn as human armories. They are the human killing machines, with strong comradeship and respect for each other.


Finally, the day arrives and they receive an order from the head office to carry out the mission. With their supreme confidence, they depart for the North. However, the project is suddenly revoked and they return to Silmido with much discouragement and stress. After then, the hellish training continues but, there is no more mission. The psychological frustration and physical tolerance start to reach their limits. And soon, the members start to lose their focus and unity. In order to regain complete control of the unit, the head office performs public executions of its own members. Meanwhile in 1970, with growing nationwide peacemaking movement between the North and the South, the government quickly decides to demolish Silmido Special Unit and executes all its members...
