Najib Persoal Ketelusan Program MySalam

Bekas Perdana Menteri Malaysia, Dato' Seri Najib Razak, hari ini melalui hantaran facebook miliknya membangkitkan ketelusan program MySalam. Beliau mempersoalkan jumlah tuntutan yang dibayar setakat ini tidak berbaloi berbanding wang yang telah dibayar kerajaan kepada syarikat insurans yang mengendalikan program MySalam tersebut.
Menurut Najib, program MySalam yang telah bermula 1 Januari lepas, hanya menerima sebanyak 1,094 tuntutan setakat 4 April 2019 dan daripada jumlah tuntutan itu, hanya 97 tuntutan bernilai RM40,200 yang telah dibayar kepada rakyat.
Najib melahirkan kekecewaan kerana syarikat insurans dari Singapura yang dianugerahkan projek MySalam itu telah mendapat manfaat yang lebih berbanding rakyat Malaysia.
"Untungnya syarikat Singapura itu yang diberi projek MySalam ini, dapat projek insuran RM2 bilion tetapi hanya perlu bayar tuntutan RM40,200 setakat ini, ataupun purata RM414 setiap tuntutan.
"Kalau hanya terima 1,000 tuntutan pada 3 bulan pertama, maka untuk 1 tahun mungkin dapat 4,000 tuntutan.
"Tak apa, kita bagi chance, kita naikkan kepada 40,000 tuntutan.
"Maka 40,000 X RM414 setiap tuntutan = RM16.5 juta ringgit setahun tetapi yang dibayar ialah RM2 bilion," katanya lagi dalam hantaran tersebut.
Najib juga bimbang kerana program MySalam itu bakal menjejaskan syarikat insurans tempatan. Hal ini kerana menurutnya, syarikat insurans dari Singapura itu telah memperoleh database butiran peribadi 3.8 juta rakyat Malaysia, sekaligus mampu menguasai pasaran tempatan.

Terdahulu, hari ini di Dewan Rakyat seperti yang dilaporkan Sinar Harian, Timbalan Menteri Kewangan Datuk Amiruddin Hamzah telah bangun menjawab soalan yang dikemukakan Datuk Seri Rohani Abdul Karim (GPS-Batang Lupar) yang ingin tahu jumlah penyertaan golongan berpendapatan rendah B40 dalam skim MySalam.
Selain fakta yang telah diulas oleh Najib, Amiruddin turut menjelaskan bahawa seramai 3.8 juta daripada golongan B40 dijangka layak menjadi penerima skim tersebut yang bertujuan mengurangkan bebanan mereka akibat kejutan kewangan sekiranya berlaku kemasukan ke hospital atau penyakit kritikal. Amiruddin turut menjelaskan pada fasa pertama skim tersebut akan dijalankan selama lima tahun. -CARI |

Daripada bagi RM2 bilion kepada syarikat insurans Singapura tu lebih baik buat hospital baru atau beri bantuan tunai pada pesakit yang layak.
Semua syarikat insurans nakkan keuntungan, daripada semua yg mencarum, tak sampai 30% yang akan membuat tuntutan.
Macam dlm kes ini pasti tak sampai RM200 Juta yang akan dikeluarkan oleh syarikat Insurans tp mereka dah dapat RM2 bilion setahun.
Kalau tahun pertama syarikat tersebut yg sumbang RM2 bilion tetapi untuk baki 4 tahun lagi, pasti kerajaan yg kena tanggung. Mana Ada syarikat Insurans yg nak rugi.
Menjaga kebajikan kesihatan rakyat sepatutnya peranan kerajaan tetapi PH ni nak lepas tangan dan pindahkan peranan tersebut kepada syarikat Insurans dlm pada masa yg sama menguntungkan syarikat insurans tersebut.

"Lim said mySalam’s RM2 billion seed fund will be used to pay the RM112 premiums for every person qualified for the scheme.
“This premium is set at a cost rate, without any profit for the insurance company,” he added.
The scheme will provide free medical coverage to qualified recipients against 36 critical illnesses.
Recipients of mySalam will receive one-off payments of up to RM8,000, and daily payments as (income replacement in the event of hospitalisation) for up to 14 days at RM50 per day or RM700 per year.
Coverage under the scheme commences Jan 1 next year, and the scheme’s registration and takaful claims can be made from March 1." |

Ye great Eastern, untunglah masuk 2Bilion setahun. Setakal awal April baru 40 ribu lebih tuntutan yg dibayar. Mungkin setahun 120 ribu yg dibayar pada rakyat. Terlampau bijak. |

Dot balik huntong 66 jota lepas 5 tahun.
(RM 112 satu kepala sebulan x 5 tahun).
Tu belom lagi untung dari kadar 'premium tarak huntong' according to munturi kewayangan kesayangan kita ni.
And for what exactly GE buat for mysalam? Nothing apparently.
Menteri kewayangan juga beritahu bahwa gomen handle everything for mysalam.

KUALA LUMPUR, April 8 — The Finance Ministry revealed that only two out of over 1,000 claims made under the mySalam health scheme have received the RM8,000 lump sum benefit for critical illness to date.
Free Malaysia Today reported that Deputy Finance Minister Amiruddin Hamzah told Dewan Rakyat today that his ministry received 1,094 claims under the mySalam scheme operated by Great Eastern Takaful Berhad as of last Thursday, out of which payments were made for only 97 claims to date.
The mySalam scheme under the Finance Ministry came into effect last January 1, which denies coverage to Malaysians diagnosed with any of 36 critical illnesses before that date, and allowed beneficiaries to make claims starting last March 1.
“To date, we have paid out RM40,200 for 97 claims. Of these, 95 were for hospital admissions and the remaining two for cases of critical illness,” Amiruddin was quoted saying.
He reportedly said processing claims usually took up to a fortnight.
It is unclear if the extremely low 0.2 percent rate of critical illness payouts were due to Great Eastern’s rejections, or because most of the insured did not file for the critical illness lump sum payment and only applied for hospitalisation benefits.
The government-run mySalam scheme provides an RM8,000 lump sum payment upon diagnosis of any of 36 critical illnesses for the bottom 40 percent (B40) of income earners aged between 18 and 55.
The scheme also provides RM50 daily hospitalisation income replacement up to RM700 annually for the B40 who get treated at government hospitals.
Critics have charged that the strict critical illness definitions under the mySalam scheme followed traditional commercial health insurance, questioning if Great Eastern would end up denying coverage to many Malaysians, besides those already disqualified for pre-existing conditions.

Byq premium bilion2, nak approve claim for critical illness (lump sum 8k) pun payah. Dari 1000 lebih claim yg depa buat, baru lepas 2 kes.
