Final dividend for ERS to be paid out on March 1

By Lynda Hong, Channel NewsAsia | Posted: 29 February 2008 1919 hrs

SINGAPORE: If you are among the 800,000 Singaporeans holding Economic Restructuring Shares (ERS), you'll be pleased to know that a final dividend payment will be given out on 1 March.

The Ministry of Finance (MOF) said that 10.7 per cent of bonus shares will be issued.

The amount is based on Singapore's real GDP growth rate, which was 7.7 per cent in 2007, plus another three per cent, subject to a minimum of three per cent.

Singaporeans who have not exchanged their shares for cash would have received up to S$672 worth of bonus shares over the five years.

They are paid every March from 2004 to 2008.

Those eligible will get their ERS payments automatically - either through their bank account or via a cheque by April 7 2008.

Members can check their ERS balance and bonus shares at the ERS website at http://www.ers.org.sg.

For public enquiries, they can call the ERS hotline or email to [email protected].

The Economic Restructuring Shares was a major part of the FY (Financial Year) 2002 GST Offset Package to help offset the GST increase from three to five per cent. -CNA/vm

A long trailer collided with a school van carrying primary school pupils at Sixth Avenue on Friday morning.

The accident was seen by STOMPer Jonathan Wong, who sent in this photo.

Said Mr Wong: 'A long tractor trailer turning out of a Sixth Avenue construction site collided with a school van carrying primary school students from a girl's school.

'The accident blocked the whole road from about 7am onwards, and as of 7.25am, was still not cleared. The ambulances for the primary school students have just arrived.'

Eleven students with minor injuries were sent to the National University Hospital, together with the driver's woman assistant.

The students are believed to be from Ghim Moh Primary School.

Another Stomper also reported a separate accident near her Normanton Park home on Friday morning.

Lydia, a 24-year-old student, said she heard a loud crash and saw four vehicles piled up on the road outside.

She took pictures of the pile up and sent them to Stomp, with this email account: 'The accident which occurred outside Normanton Park, involved two cars sandwiched between SBS buses at both ends.

'Fortunately, from what I saw, it seems like no one was injured.

'I was looking at what was going on from my home for 45 minutes and the authorities arrived on the scene about 20 minutes after the accident occurred.'

Stomp contacted the Singapore Civil Defence Force and a spokesman confirmed that no one was injured.

Automatic income tax assessment for 332,000

By Chua Hian Hou

THIS tax season, 332,000 people will get their income tax assessments automatically, without having to file their income tax returns.

Following a pilot run of 45,000 taxpayers last year, the taxman has extended its No-Filing Service to 332,000 taxpayers, or one in five taxpayers.

The Inland Revenue Authority of Singapore (Iras) sent out letters to these people over the last month informing them that they do not need to file a tax return.

These selected taxpayers work for companies that submit employees' pay directly to the Iras, and who also have a regular history of tax relief and additional already-taxed income sources like share dividends.

Based on this information, Iras will assess the taxes they need to pay.

About 1.5 million people here have to file tax returns, out of a total full-time and part-time working population of about 3 million.

Courts impose tough penalties on 2 first-time dangerous driving offenders
Posted: 04 March 2008 2347 hrs

SINGAPORE: Two first-time offenders for dangerous driving have received tougher-than-usual penalties.

Tan Ser Tong was sentenced to 18 weeks' jail and banned from driving for four-and-a-half years for dangerous driving and failing to render assistance following an accident.

A charge of driving under the influence of drugs was also taken into consideration.

Generally, a fine is the norm for first-time offenders.

In passing sentence, District Judge Salina Ishak agreed with the prosecutor that a jail term was appropriate because of the seriousness of the case.

On 15 July 2006, Tan drove along Sixth Avenue towards Holland Road in a zig-zag manner.

When he reached the junction with Namly Crescent, his vehicle crossed the central divider and collided with an oncoming car.

Tan continued to drive against the flow of the traffic, crashing head-on with another vehicle.

He then fled the scene and all three cars burst into flames.

In passing sentence, the district judge said it was "only fortuitous that the injuries suffered by those involved were not fatal."

Tan also has a string of previous traffic convictions.

District Judge Salina Ishak said: "The accused clearly had shown a callous disregard for the safety of other road users and is a danger as well as a menace to all other law-abiding road users."

In a separate dangerous driving case, Judge Salina handed Edmond Lee Shi Leong a three-week jail term and one-year disqualification from driving.

Lee had driven his motorcycle through a red light, resulting in injuries to himself and his pillion rider.

The judge said a deterrent sentence was needed because of the increasing numbers of people caught running red lights.

According to media reports, 24,267 summonses were issued against drivers caught running the red light in 2007 compared with 13,020 in 2006.

Judge Salina felt compelled to impose a stern sentence on Lee as well as other like-minded potential offenders so as to "convey the message that offenders found guilty of dangerous driving or riding, face strict sentencing". - CNA/ir

Thief who swallowed a ring jailed 1 1/2 years
By Khushwant Singh

AN ODD-job worker thought he had hit on the ideal way to swipe a diamond ring from a jeweller: he swallowed it, price tag and all.

But Mohamad Azman Abdullah, 48, was caught right away, and handed to the police, who took him to hospital.

At Tan Tock Seng Hospital, doctors inserted a long flexible tube down his throat and into his tummy, using instruments at the end to fish out the $2,689 sparkler and its gold setting.

He had to stomach this uncomfortable procedure, called an endoscopy, which is usually done without anaesthesia.

In court on Wednesday, Azman pleaded guilty to the theft and was jailed 1 1/2 years.

What he did not know on the day he went to the Taka Jewellery kiosk at the Midpoint Orchard shopping centre last October was that the staff were watching him closely.

Just a month before, they found several rings gone after Azman had stopped by, so their eyes were peeled.

POLICE have nabbed two Indonesian brothers, aged 17 and 19, who are believed to be behind a spate of robbery with hurt cases in Ang Mo Kio, Bishan and Serangoon, from May to November last year.

They were caught on Tuesday at Ang Mo Kio Avenue 1, during a joint operation by the Police Intelligence Department and Ang Mo Kio Police Division.

The duo would assault the victims from behind and robbed them of their valuables while they were still dazed, said police on Wednesday.

In one such case last November, a female victim was cycling along Ang Mo Kio Avenue 3 at about 8.30pm when she was hit on the back of her head with an unknown object and robbed of her mobile phone and wallet, while she was unconscious.

Through investigative leads, police established the identity of a 19-year-old Indonesian man and arrested him on Tuesday at 8am.

His brother, who was his accomplice, was nabbed at about 10.30 pm the same day.

Police also recovered the stolen items, along with a bicycle and a hammer believed to be used in the robberies.

Commander of Ang Mo Kio Police Division, Superintendent Lee Chin Ek, commended the officers for their determination, diligence and efficient investigative work that resulted in the arrest of the culprits.

He stressed that police view such incidents of violence, where innocent victims were attacked viciously, very seriously and will spare no effort to track down the perpetrators.

The duo are expected to be charged in court on Thursday for robbery with hurt, which carries a jail term of up to 20 years and not less than 12 strokes of the cane, on conviction.

Travellers Advised To Plan Journey When Using Land Checkpoints

Security at the checkpoints has been enhanced. With the March school holidays coming up from 8 March 2008 (Saturday) and the stepped-up checks at the checkpoints, traffic flow through the land checkpoints at Woodlands and Tuas is expected to be heavy over the two coming weekends. For departures, the build-up is expected to start from 7 March 2008 (Friday) evening. For arrivals, traffic is expected to be heavy over the period from 15 March (Saturday) to 16 March 2008 (Sunday). Travellers intending to use the land checkpoints during the peak periods should take note of the following.

Travellers Have a Part to Play

2 The best way to avoid the congestion is to adjust your travel plans and avoid the peak periods altogether. With enhanced security checks, traffic build-up is inevitable, particularly when a large number of travellers want to use the checkpoints at the same time.

3 If you really need to travel during the peak periods, you can play a part to ease congestion at the land checkpoints by maintaining lane discipline. To avoid the congestion at the checkpoints, you are also encouraged to car-pool or make use of public transport. Singaporean travellers with valid passports and who are registered with the National Registration Office can use the eIACS (Enhanced Immigration Automated Clearance System) lanes at the Bus Halls to clear immigration. The eIACS allows you to clear immigration through automated lanes within 12 seconds at no additional cost.

4 Travellers should also make sure that they do not bring unlawful or prohibited goods into Singapore as this would affect clearance efficiency and cause inconvenience to other travellers. The list of controlled and prohibited items is set out on ICA抯 website http://www.ica.gov.sg.

Traffic Information

5 Travellers departing Singapore by land will be able to know in advance the traffic situation at Tuas and Woodlands from the LTA's Expressway Monitoring & Advisory System (EMAS) installed along AYE and BKE respectively. You can also call the traffic information hotline at 6863-0117 or listen to TrafficWatch on the radio to find out the latest traffic conditions at the land checkpoints. You can also know the latest traffic conditions via Short Message Service (SMS) by dialling *112. This service is provided by Singtel and more information can be found on the website at http://www.ideas.singtel.com.

Security is our Utmost Concern

6 Our borders are our first line of defence in safeguarding Singapore's security. The enhanced security checks are critical to our nation抯 security especially with the recent escape of Mas Selamat. ICA will put in every effort and continue to take the necessary measures to improve clearance efficiency as much as possible without compromising security. We seek your understanding and cooperation, as your security is our utmost concern.

43-year-old man shot by police at Outram Park MRT
Posted: 06 March 2008 1655 hrs

SINGAPORE : A 43-year-old Chinese man was shot dead by a police officer at Outram MRT on Thursday.

Police said he had charged aggressively with a knife at the officer who approached him.

The man fitted the description of a suspect in a stabbing incident at Block 1 Jalan Kukoh.

Earlier in the day, a 52-year-old Chinese man was stabbed to death at the hawker centre at about 2.45pm.

Two officers at Outram MRT then spotted the suspect near the North-East Line platform.

When they approached him, the suspect took out a knife from his bag and charged at one of the officers.

Police said the officer discharged a single round at close range, hitting the suspect in the chest.

Commander Central Police Division, Superintendent Lau Peet Meng, said, "The armed and dangerous suspect approached my officers in a threatening manner at close proximity. In the circumstances, considering that he was suspected to have just killed another man, the officer had no choice but to open fire."

Investigations are ongoing. - CNA/ch

Minimum age for Muslim marriages to go up from 16 to 18
Posted: 06 March 2008 0832 hrs

SINGAPORE: The government plans to raise the minimum age for Muslim marriages from 16 to 18 years later this year.

This will bring it in line with the minimum age for marriages under The Women's Charter.

The Minister-in-Charge of Muslim Affairs, Dr Yaacob Ibrahim, said the move will signal the resolve of the Muslim community to tackle the divorce rates in the community.

He was responding to the MP for Marine Parade GRC, Dr Fatimah Lateef, who brought up the issue in Parliament on Wednesday.

Pointing out that the number of teenage divorces in the Malay-Muslim community is still significant despite various efforts, Dr Fatimah said multiple factors were involved.

Among them were single parent families, disrupted families, multiple partners or spouses, teenage pregnancies and births. She also highlighted that Malay teenagers made up 55.1% of all teenage deliveries in 2006.

Dr Yaacob agreed that marriages involving minors are twice as likely to result in divorce during the first ten years of marriage compared to marriages involving adult persons. This could be because their young age and lower educational levels do not give them a stable start to married life.

In fact, divorces involving minors - where either the husband or the wife, or both were minors at the point of marriage - make up 30% of all Muslim divorces each year.

Dr Yaacob said intensified efforts to help minor couples as well as their parents make informed decisions about marrying young have included pre-marital counselling courses at two centres run by the Association of Muslim Professionals (AMP) and the PPIS-Jurong Family Service Centre.

As a result, among the 443 couples who attended pre-marital counselling last year, 141 couples, or one in three, dropped their plans to get married early. - CNA/ir

New Terminal 4 for Changi Airport, S$10m expansion for Budget Terminal
Posted: 06 March 2008 1715 hrs

Changi Airport control tower

Singapore Budget Terminal

SINGAPORE : Minister of State for Transport Lim Hwee Hua told Parliament on Thursday that Singapore will have a Terminal 4 at Changi Airport.

The news comes just two months after Singapore opened the S$1.75 billion Terminal 3 in January.

Meanwhile, the Budget Terminal will undergo a S$10 million expansion to increase its handling capacity.

Changi Airport's Terminal 3 got off to a flying start, serving 838 flights and 232,000 passengers in the first week of operations, after it opened on January 9.

There had been talk that a fourth terminal will be added next to the airport's proposed third runway, currently used by air force jets.

While no details were given, the Transport Ministry on Thursday confirmed that Singapore will have a Terminal 4.

Mrs Lim said, "To continue to ensure that we have sufficient capacity to accommodate growth in the aviation market, the master planning for Terminal 4 has started. In the near term, the focus will be on the expansion of the Budget Terminal and the upgrading of Terminal 1."

The Budget Terminal, which handled 2.9 million passengers since it opened in March 2006, will be expanded at a cost of S$10 million.

A total of nine low-cost carriers will operate out of it this year, with AirAsia plying the Singapore-KL route from February 1.

These budget airlines have contributed 3.6 million or around 10 percent of Changi's passenger traffic.

The number of weekly schedule flights has also climbed from 124 in March 2006 to 248 last month.

Mrs Lim said, "We will be expanding the Budget Terminal from its current capacity of 2.7 million passengers per annum to 7 million passengers per annum at an estimated cost of S$10 million. We target to commence construction in July this year and to complete the expansion by early 2009."

Today, the Budget Terminal is connected to 20 cities in the region, up from 12 cities in 2006.

The Civil Aviation Authority of Singapore said the expansion is timely as passenger traffic is expected to grow with ASEAN's goal to remove restrictions on passenger flights between ASEAN capitals by December this year.

The expansion will include another seven check-in counters, three more boarding gates and new baggage handling equipment.

The kerbside at the arrival hall will be widened to create more room for arriving passengers waiting for vehicles to pick them up.

The expansion of the Budget Terminal will increase its floor area from 25,000 square metres to 28,700 square metres.

In all, Changi Airport handled 36.7 million passengers last year.

But even as the growth of Changi as an air hub remains healthy, Mrs Lim said it faces stiff competition from Kuala Lumpur, Bangkok, Hong Kong and even Dubai.

She said, "Dubai International Airport, the largest aviation hub of the Middle East, is expected to overtake Changi's passenger traffic volume this year, crossing the 40 million passenger mark. Dubai is a formidable competitor for the Australia-Europe traffic. It is seeing phenomenal growth in passenger volume, with an almost 20 percent increase last year."

Thus, there will be more efforts to strengthen Singapore's status as an air hub.

This includes pushing for air liberalisation and getting more airlines to fly to the city state. - CNA/ms

Police shot dead murder suspect in Outram MRT

By Elena Chong & Carolyn Quek and Teh Joo Lin

A MAN who allegedly stabbed an odd-job worker to death in a hawker centre on Thursday afternoon, was later shot dead by a policeman at close range at a platform in the Outram MRT station when he tried to attack the cop.

The 43-year-old man had lunged at two police officers who went up to check on him. One of them shot at him within three metres in the chest, watched in horror by gawping passengers waiting at the North-East Line (NEL) platform.

Police said the man, 43, had fled after fatally stabbing a 52-year-old Chinese man at a food court at Block 1, Jalan Kukoh at about 2.45 pm.

Police officers found the body of the murdered victim lying face up in a pool of blood near some tables when they went to the hawker centre.

A description of the assailant, who had fled the scene earlier, was given to police by bystanders.

Two officers at Outram MRT spotted the suspect near the NEL platform.

When they approached him to check, the suspect took out a knife from his bag and lunged at one of the police officers.

'As the officer's life was in imminent danger, he discharged a single round at close range, hitting the suspect in the chest,' said a police statement.

The man died on the spot. Paramedics who arrived at the scene pronounced him dead at about 3.50 pm.

Superintendent Lau Peet Ming, Commander of Central Police Division, said: 'The armed and dangerous suspect approached my officers in a threatening manner at close proximity.'

'In the circumstances, considering that he was suspected to have just killed another man, the officer had no choice but to open fire.'

The last time police fired off a shot in the line of duty was in 2002, at a man who charged at them with a knife. He survived.

An eyewitness, who was waiting for a train when the shooting happened, said he saw two policemen running after the man and shouting at him to stop.

'Moments later, there was a commotion. Then I saw a policeman drawing his gun and shooting the man in the chest. It was very scary!' said Mr Henley Ho, 32, who lives in Punggol.

A knife was found near the dead man's body. Train services at the station were not disrupted but passengers had to alight further away from the cordoned area.

Prima pleads guilty in court

ABOUT two months after Singapore's biggest outbreak of food poisoning in recent memory, Prima Food has been charged with selling contaminated goods.

Prima Food fined $5,000 for selling contaminated food

By Elena Chong, Court Correspondent

[Size]Pleading for leniency, Mr Chew (left) told District Judge Sarjit Singh that since it started 14 years ago, the company had never failed to get an A rating for high standard of hygiene, sanitation and food manufacturing processes. -- ST PHOTO: WONG KWAI CHOW

PRIMA Food, the parent company of PrimaDeli, was fined the maximum of $5,000 on Friday for selling contaminated food.

A representative of the company, Mr Kenneth Chew, pleaded guilty to having hazelnut paste containing the salmonella enteritidis bacteria at its Keppel Road premises last Nov 30.

The hazelnut paste was used to make its chocolate cakes sold in its 38 outlets.

More than 200 people were affected after eating the contaminated cakes. The food poisoning outbreak - Singapore's largest in recent years - also led to the closure of its outlets for three weeks last December.

Screenings done by the Health Ministry showed that 14 food handlers from the factory and some of the outlets tested positive for the salmonella bug.

The court heard that Agri-Food and Veterinary Authority inspected the factory, collected samples from the ingredients used to make cakes and sent them for laboratory analysis.

KES BUNUH DEEJAY: ISTERI, KEKASIH DIBICARA BULAN DEPAN

Muhammad Nasir diwakili peguam Encik Subhas Anandan sementara Aniza dibela peguam Encik Noor Marican.
