U.S. warships arrive in Indonesia for joint military drills

JAKARTA, May 25 (Xinhua) -- Three U.S. warships arrived at Tanjung Priok seaport here Wednesday for a joint military drill with Indonesian Navy this week, local media reported.
The USS Tortuga (LSD 46), USS Howard (DDG 83) and USS Reuben James (FFG 57) were welcomed at the Naval Base III led by the base 's Operations Assistant Colonel Christ Paath.
The Indonesian and U.S. navies have regularly conducted a joint exercise codenamed "CARAT" or "Cooperation Afloat Readiness and Training."
Indonesian Navy spokesman Commodore Tri Prasodjo said the CARAT 2011 would be the 17th of its kind.
"The exercise will be carried out in two fronts namely training activity on land including exchange of training on management of equipment and damage control," he was quoted by the Antara news agency.
He said they would also conduct social services such as joint medical and dental service, rehabilitating public service facilities such as schools.
"Activities in the sea are focused on improving maritime security capability including information exchange, joint operations at sea, patrol and shooting exercises and anti- smuggling and piracy exercises," he said.
The number personnel to be involved in the exercise is 1,600 from both the U.S. and Indonesian navies.
The Indonesian navy will field personnel from the Marines Corps in the exercise while the U.S. side will field personnel from Task Force 73 including amphibious landing dock USS Tortuga, destroyer USS Howard and frigate USS Reuben James and landing troops from Battalion 2 and 23 of the Marine Corps.

AUSTRALIA is threatened by an explosion in the number of submarines in Asia and needs to boost its anti-submarine warfare capacity, a former intelligence analyst and military adviser to the Howard government says.
Brice Pacey says countries such as India, Indonesia and China have embarked on a race to boost their submarine fleets, and that Australia could be left exposed as a result.
In a paper for the Kokoda Foundation launched today, Mr Pacey argues that Australia should consider upgrading its Collins class submarines, speed up the building of 12 new submarines and equip small boats for anti-submarine warfare.
Mr Pacey says by 2030 there will be more submarines in the region, capable of stealthier operations, carrying more effective weapons, deployed by states ''whose long-term intentions remain, at best, unclear''.
In particular, China is expected to have 78 submarines by 2025, up from 65 last year, a number Mr Pacey says appears more than necessary for coastal defence and the maintenance of pressure on Taiwan.

Pencapaian Kementerian Ristek Tahun 2010 Di Bidang Hankam
berikut ini petikan Perpres No. 29 Tentang RKP 2012 yang menyangkut Ristek di bidang hankam.

Dalam Bidang Pertahanan dan Keamanan, melalui kerja sinergi dengan Kementerian Pertahanan, Lembaga Penelitian Pengembangan seperti BPPT dan LAPAN, Perguruan Tinggi (ITB, ITS), serta BUMN yaitu PT. Dirgantara Indonesia, PT. PINDAD dan PT. LEN, telah berhasil melakukan perencanaan (road-mapping) roket peluru kendali, rancang bangun, rekayasa dan peluncuran roket yang disebut roket "D-230" (Dirgantara berjarak tembak 20 s.d. 30 km). Roket berkaliber 122mm jenis balistik telah diuji coba peluncurannya di Pandanwangi, Jawa Timur dan Baturaja, Sumatera Selatan. Roket "D-230" kaliber 122mm ini telah berhasil diterbangkan dengan jarak terbang kurang lebih 14,15 km untuk single stage dan 18-20 km untuk yang double stage. Penelitian dan pengembangan teknologi peroketan selanjutnya diarahkan untuk pengembangan roket jarak jelajah yang lebih jauh lagi, untuk roket balistik "D-230" sampai dengan 40 km, serta dalam rangka program penguasaan teknologi kendali (guided) untuk roket yang mempunyai daya jelajah 200-300 km.
Pada tahun 2010 BPPT telah mengembangkan Pesawat Udara Nir Awak (PUNA) untuk berbagai keperluan pemantauan dari udara, seperti pemetaan, pemantauan kebakaran hutan, mitigasi bencana, pencarian korban hingga keperluan militer. PUNA sendiri nantinya akan membawa terbang berbagai peralatan seperti kamera, alat pengintai dan sejenisnya. Kegiatan Rancang Bangun PUNA ini masih dilanjutkan dengan pengembangan PUNA tipe Sriti dengan bobot 6,5 kg dan luas jangkauan 10 km.
Di dalam bidang teknologi roket, pada tahun 2010 telah dilakukan pengembangan dan uji terbang roket RHAN 122 dan RX 100 untuk pendukung pertahanan keamanan, produksi bahan baku propelan, uji statik roket diameter 550, desain konfigurasi roket 530, 420 dan 320 untuk RPS, uji terbang 8 unit roket kendali (3 RKX-200; 3 RKX-100 dan 2 HSPF), uji terbang 80 RUM (roket uji muatan), Pengembangan roket cair, RX-70 untuk TNI-AU dan RKX-200 untuk TNI AL.

Juara Lomba Menembak, IndoBatt Kalahkan Tentara Cina, Spanyol, Korsel, Italia, Denmark
REPUBLIKA.CO.ID,SURABAYA-- Prajurit TNI yang tergabung dalam Satgas Yonmek Kontingen Garuda (Konga) XXIII-E/UNIFIL atau Indonesia Battalion (Indobatt), menjuarai lomba menembak antarkontingen negara-negara yang tergabung dalam misi perdamaian PBB di Lebanon.
Perwira Penerangan (Papen) Indobatt Mayor Pasukan Banu Kusworo melalui surat elektronik dari Lebanon, Jumat, melaporkan Indobatt menjadi juara umum dalam "Event Inter Contingent Shooting Competition 2011" pada 24 Mei dan 26 Mei lalu.
"Kejuaraan itu sendiri merupakan lanjutan kejuaraan olahraga umum/militer antarkontingen negara-negara dalam naungan United Nations Interim Force In Lebanon (UNIFIL) yang melibatkan 14 tim dari 11 negara," paparnya.
Ke-14 tim adalah Indobatt (Indonesia), Indo/Indonesia FPC (FHQ), Chinbatt (China), Spainbatt (Spain), CPT-FC (Spain), Rokbatt (Korea), Nepbatt (Nepal), Italbatt (Italia), Ghanabatt (Ghana), Dancon (Denmark), Brunei, Malaysia 1, Malaysia 2, dan India Battalion.
Ketua Tim Indobatt, Mayor Marinir Profs Degratment kepada Papen Indobatt, Mayor Pasukan Banu Kusworo, menjelaskan kejuaraan terbagi dalam empat nomor lomba, yaitu pistol perorangan, pistol beregu, senapan perorangan dan senapan beregu.
"Indobatt yang menurunkan enam atlet terbaiknya tampil mendominasi pada hari pertama (24/5) dengan menyabet juara pertama nomor pistol beregu dan juara pertama pada nomor pistol perorangan," ucapnya.
Pada hari kedua (26/5), tim senapan beregu Indobatt menambah medali setelah menempati posisi kedua. Dengan demikian secara meyakinkan petembak-petembak Indobatt menempatkan diri sebagai juara umum.
Keenam atlet petembak Indobatt yang mengharumkan nama Kontingen Garuda yaitu Serma Fatrodin, Sertu Mar M. Fauzi, Kopda Nanang, Kopda Mar Togap Nainggolan, Kopda Mar Ruslan dan Kopda Anton Yuliantoni.
"Mereka berhasil mempersembahkan satu piala terbaik untuk kategori pistol perorangan yang diraih oleh Sertu Mar M. Fauzi, satu medali emas nomor pistol beregu, satu medali perak nomor senapan beregu serta menyabet piala juara umum kontingen," katanya.
Piala dan medali diserahkan oleh Wakil Komandan Sektor Timur UNIFIL, Kolonel Laut (E) Joko Edi S, yang mewakili Force Commander Maj Gen Alberto Asarta Cuevaz, dalam upacara penutupan di Batalyon India sebagai panitia penyelenggara lomba.
"Saya bangga dengan perjuangan yang kalian tunjukkan, semoga hasil ini menambah semangat kita dalam melaksanakan tugas serta mampu menunjukkan martabat kontingen Indonesia di mata Internasional," ujar Komandan Satgas Yonif Mekanis Konga XXIII-E/UNIFIL Letkol Inf Hendy Antariksa saat menerima atlet dengan didampingi Wadan Letkol Mar Harnoko.

Habibie Akan Panggil 48.000 Ilmuwan Indonesia di Luar Negeri
REPUBLIKA.CO.ID,YOGYAKARTA – Mantan Presiden BJ Habibie akan memanggil 48 ribu ilmuwan Indonesia yang saat ini tersebar di beberapa industri pesawat terbang di dunia. Mereka merupakan ahli pembuat pesawat terbang yang dahulu bekerja di bawah payung industri Dirgantara Indonesia. Para ilmuwan tersebut diharapkan bisa ikut membangun industri startegis dirgantara Indonesia kembali dan mengembalikan kejayaan industri tersebut di Indonesia.
“Sekarang sudah ada komitmen baik dari menteri, kita harus dukung itu. Itu menjadi tugas saya sebagai Eyang (Kakek),” papar Habibie di hadapan puluhan mahasiswa aktivis UGM pada Kamis (26/5).
Habibie juga menjadi Presidential Lecture pada puncak peringatan dies natalis UGM ke-62 dan sekolah pasca sarjana UGM ke 30. Habibie menyampaikan pidato berjudul 'Membangun Daya Saing, Tantangan Pilihan dan Kebijakan'.
Menurutnya, pasca tragedi pesawat MA 60, masyarakat dan pemerintah Indonesia rindu akan kejayaan industri dirgantara pada tahun 1990-an. Namun, keinginan tersebut diharapkan jangan sampai masuk ke perangkap untuk berpolemik seperti jaman dahulu sehingga industri dirgantara melemah.
Diakuinya, industri pesawat terbang dan kapal Indonesia sempat berjaya selama 40 tahun lebih. Namun tahun 1995 atas keinginan IMF, industri yang berhasil memperkerjakan 48 ribu ilmuwan tersebut harus ditutup dengan berbagai alasan. “Kita dibangkrutkan secara sistematis. Padahal kita sehat, pihak yang memiliki hutang itu pihak swasta. Itu siapa, ya mereka sendiri yang menanam investasi di sini,” tandasnya.
Namun, kata Habibie, kejadian tersebut sudah berlalu. Saat ini pemerintah nampaknya memiliki keinginan kembali untuk memajukan industri tersebut. Keinginan tersebut harus didukung oleh para ilmuwan-ilmuwan tadi. Karena setelah dilemahkan tahun 1995, industri dirgantara Indonesia hanya menyerap tiga ribu tenaga kerja saja.

Indonesia Pastikan Beli Dua Kapal Selam Tahun Ini
TEMPO Interaktif, Jakarta - Pemerintah memastikan rencana pembelian kapal selam tahun ini. Kepala Badan Sarana Pertahanan Kementerian Pertahanan Laksamana Madya Susilo mengatakan setidaknya dua unit kapal selam yang akan dibeli. "Tahun ini kami harapkan bisa eksekusi," katanya kepada Tempo di Jakarta, Jum'at (27/5).
Susilo mengatakan kementerian sedang memproses tawaran pembelian kapal selam dari beberapa negara. Tapi ia tidak menyebutkan kapal selam buatan negara mana yang akan dipilih. Meski kesepakatan pembelian dilakukan tahun ini, dua kapal selam itu baru selesai dibangun lima tahun mendatang.
"Tawarannya banyak. Kami umumkan spesifikasi yang kami butu*kan seperti apa dan mereka yang mengajukan penawaran," katanya. Kebutu*an kapal selam untuk TNI Angkatan Laut sebenarnya lebih banyak, saat ini Indonesia baru memiliki dua kapal selam.
Tapi Susilo mengatakan pembeliannya menyesuaikan ketersediaan anggaran. Ini karena harga kapal selam yang sangat mahal. Ia mencontohkan kapal selam jenis Scorpen yang dibeli Malaysia dari Perancis harganya mencapai €550 juta atau lebih dari US$700 juta.
Rencana pembelian kapal selam sudah digagas sejak 2009 lalu. Saat itu ada beberapa tawaran seperti kapal selam U-209 dari Jerman U-209, Changbogo dari Korea Selatan, kapal selam Rusia Kelas Kilo, dan Scorpen dari Perancis Scorpen.

Indonesia and Saudi Arabia to sign defense cooperation agreement
JAKARTA, INDONESIA (BNO NEWS) -- Indonesia's Defense Ministry on Tuesday announced that it had agreed to establish a defense cooperation with Saudi Arabia.
The ministry's deputy minister Sjafrie Sjamsoeddin traveled to Saudi Arabia and met with Prince Khalid bin Sultan last Saturday as part of his five-day visit, discussing bilateral efforts to carry out joint training, exercises, development of defense industries, and personnel exchange programs.
Both leaders also agreed that a Working Group/Joint Military Committee (WG/MJC) would be established by a set of Memorandums of Understanding (MoU) on defense.
Following the establishment of the WG/MJC, a first meeting will be held in Riyadh, Saudi Arabia or in Jakarta, Indonesia this coming June, followed by the signing of an MoU at the end of the year.
During the meeting, Sjamsoeddin recognized Saudi Arabia's ability to overcome political and security unrest in the surrounding countries. Likewise, Prince Khalid noted the importance for Saudi Arabia to maintain stability, as it plays a key role in global energy (oil) and is home of two holy mosques, which were described as responsibility of all Muslims around the world.
The deputy minister also went on to introduce a number of Indonesian made military products, such as PT Pindad's latest production rifle SS2 V1 and PT Dirgantara-manufactured CN 235 aircraft.
Sjamsoeddin took time to tour several parts of Riyadh during his visit, including the Shagr Al-Jazeera military museum and Saudi's Advanced Electronic company. He also participated in several activities with the Indonesian community at the country's embassy.

Angkatan Laut RI Latihan Perang Dengan AS & Rusia
TENTARA Angkatan Laut AS dan Rusia mengunjungi Indonesia, kemarin. Angkatan Laut kedua negara akan menggelar latihan perang gabungan secara terpisah dengan Indonesia.
Tiga kapal Angkatan Laut AS tiba di Jakarta, kemarin, untuk melaksanakan latihan tahunan. Nama programnya Cooperation Afloat Readiness and Training (CARAT) ke-17.
”Kami menanti latihan ber­sama kapal TNI AL tahun ini. Kita telah mengembangkan prog­ram pelatihan yang bagus dan kami berharap kedua angkatan laut akan saling belajar satu sama lain selama latihan, terutama di laut,” kata Laksamana Muda Thomas Carney, Komandan Gu­gus Tugas 73 dan Pejabat Pe­lak­sana latihan ini, kemarin.
“TNI AL memiliki banyak pe­ngalaman dalam operasi anti-pe­rompakan dan patroli di bebe­rapa perairan tersibuk di dunia se­hingga kami sangat ingin me­latih kemahiran ini bersama,” im­buhnya.
Latihan ini dibuka Wakil Duta Besar AS Ted Osius di Markas Komando Armabar TNI AL, Jakarta, kemarin. CARAT digelar di dua medan. Pertama, di darat, yaitu program pertukaran bidang keteknikan dan pengendalian kerusakan; bakti sosial pelayanan medis umum dan gigi; serta program pelayanan masyarakat di sekolah-sekolah setempat.
Kegiatan selanjutnya dilaku­kan di atas laut, yaitu mengem­bangkan ke­mampuan maritim dalam hal pengamanan maritim, pertukaran informasi, operasi laut gabungan, latihan patroli dan peng­gunaan meriam, serta latihan anti perompakan dan anti pe­nyelundupan.
Sekitar 1.600 personel ang­katan laut AS dan Korps Marinir AS mengikuti CARAT Indonesia 2011. Kapal perang AS yang me­ngikuti latihan ini adalah kapal pendaratan USS Tortuga (LSD 46), kapal penghancur berpeluru kendali USS Howard (DDG 83), serta kapal frigat USS Reuben James (FFG 57). Ada pula peser­ta tambahan seperti pasukan pen­daratan amfibi Ma­rinir, pasukan U.S. Navy Sea­bees, P-3C Orion, serta helikopter SH-60 Seahawk.
Selain dengan AL Indonesia, CARAT juga digelar AS dengan AL Bangladesh, Bru­nei Darussa­lam, Kamboja, Indonesia, Ma­laysia, Filipina, Singapura, dan Thailand.
Di Dermaga Peti Kemas Soe­karno Hatta, Makassar, kemarin pagi, Kapal perang Admiral Pan­teyeyev milik Angkatan Laut Ru­sia bersandar. Mereka akan meng­gelar latihan perang bersa­ma de­ngan TNI di Pangkalan Utama Angkatan Laut VI Makassar.
“Latihan perang bersama ini untuk menjalin tali persahabatan dalam bidang kemiliteran,” kata Juru Bicara Lantamal VI Mayor Laut (S) Imam Danu Pranoto. Rencananya latihan dan patroli bersama akan dilakukan dengan KRI Oswald Siahaan-354. La­tihan bersama akan digelar 27 Mei mendatang. Adapun lokasi latihan masih akan dibahas ber­sama. Rencananya kapal ini akan berada di Makassar selama lima hari.
Kapal Admiral Panteyeyev berukuran 163,5 meter dengan lebar 19,3 meter, kedalaman 7,8 meter, berat 6700 ton, kecepatan 29,5 knot, serta dilengkapi rudal dan alat pendeteksi dengan 300 orang anak buah kapal.
Flag Officer Panglima Flotila Armada Pasifik Russian, Kolonel Laut Victor N Sokolov, me­nga­ta­kan, latihan perang ini untuk ber­bagi pengalaman dalam meng­hadapi kapal pembajak atau kapal musuh. “ Bagaimana kita bisa membebaskan anggota yang disandera musuh,” kata Victor.
Turut dalam rombongan Mi­nister Counsellor dari Kedutaan Besar Rusia untuk Indonesia S Tolchenov dan Wakil Atase Per­tahanan Rusia Letnan Ko­lonel M Lukiyanov. Mereka di­sambut de­ngan tarian tradisional khas Ma­kassar, yakni Tari Pad­duppa dan Tari Maddupa Bosara, se­bagai simbol penghormatan pada tamu. (RMOL)

US-Indonesian Navy Exercise Highlights Joint At-Sea Training
07:33 GMT, May 26, 2011 JAKARTA, Indonesia | Three U.S. Navy ships arrived in Jakarta, Indonesia, May 25 for the beginning of the 17th annual Cooperation Afloat Readiness and Training (CARAT) Indonesia exercise.
The first phase of CARAT features events ashore, such as engineering and damage control training exchanges, joint medical, dental and civic action projects and joint community service projects at local schools.
The at-sea phase of CARAT focuses on developing maritime security capabilities in areas such as maritime interdiction, information sharing, combined operations at sea, patrols and gunnery exercises and anti-piracy and anti-smuggling exercises.
"We're looking forward to operating at sea with TNI-AL (Tentara Nasional Indonesia Angkatan Laut, also known as the Indonesian navy) ships this year," said Rear Adm. Thomas Carney, commander, Task Force 73 and the executive agent for the exercise. "The TNI-AL have a lot of experience with counter-piracy operations and patrolling some of the world's busiest waterways, and we're eager to practice these skills together."
"The U.S. Navy and TNI-AL have developed a robust training plan, and we expect both navies will learn a lot about each other throughout the exercise, but particularly at sea," said Carney.
Approximately 1,600 U.S. Navy and Marine Corps personnel are participating in CARAT Indonesia 2011, which runs May 25 through June 1. U.S. Navy ships from Task Group 73.1 include amphibious dock landing ship USS Tortuga (LSD 46), guided-missile destroyer USS Howard (DDG 83) and frigate USS Reuben James (FFG 57).
Additional participants include an amphibious landing force of Marines from 2nd Battalion, 23rd Marines, U.S. Navy Seabees and P-3C Orion and SH-60 Sea Hawk aircraft.
CARAT is a series of bilateral military exercises between the U.S. Navy and the armed forces of Bangladesh, Brunei, Cambodia, Indonesia, Malaysia, Philippines, Singapore and Thailand. Additionally, Vietnam participates in a CARAT-like skills exchange.
