I think the sentence should be "I can hear the bell ringing".

"ringing" here is not a verb but functions as the adjective for the bell. Therefore, "s" or other forms of tenses (e.g. rang, rung) does not really apply here.

I hope this makes sense.

i am not sure how to explain this to you -
not an english teacher per se - so can't explain it thoroughly
but the correct word is ring -

i can hear the bell ring or ringing
rings is incorrect.
