KORIDOR UTARA: Pembangunan sedia pelan hadapi kesan sosial

Tourism industry in north set to boom
By : Audrey Dermawan

GEORGE TOWN: The tourism industry in the Northern Corridor Economic Region (NCER) is set to boom over the next few years, with Penang and Langkawi jointly taking the lead.

Both islands can expect 27.8 million tourist arrivals with a five per cent increase on a year-on-year basis by 2012, generating total tourist receipts of RM55.6 billion.

According to the NCER Socio-economic Blueprint 2007-2025 prepared by Sime Darby Bhd, Penang and Langkawi will be established as premier tourist destinations.

Both islands intend to differentiate themselves by offering six-star services supported by premium attractions such as art galleries, yatching, boutique shops and entertainment.

It states that key tourism assets of both islands will be enhanced to attract higher-yielding tourists, thereby increasing per capita tourist spending.

One of the key areas both islands will focus on is the active and continuous promotion of medical tourism. Penang is already at the forefront of the country抯 health tourism industry.

The strategy now is to expand it to Langkawi, which is able to provide complementary medicine, traditional therapies and spa treatments. The global market for traditional therapies is estimated at US$69 billion (RM240 billion).

State Tourism Development Committee chairman Teng Chang Yeow said Penang will work together with Langkawi and the other three states in the NCER

Economic boost for co-operatives in Northern Corridor Economic Region masterplan

KEPALA BATAS: The economic potential of co-operative entities in the northern states will be fully utilised in realising the Northern Corridor Economic Region (NCER) masterplan.

Entrepreneurial Development and Co-Operative Minister Datuk Seri Mohamed Khaled Nordin said the ministry was conducting a study to identify the critical sectors for the co-operatives under the NCER development.

"We are looking at critical economic sectors which are suitable for the existing co-operatives and the Small and Medium Entrepreneurs (SMEs) in the northern states," he said.

The ministry is also conducting a similar study for other economic regions.

The Northern Corridor is one of the regions identified under the Ninth Malaysia Plan (2006-2010) for the promotion of balanced and equitable economic development.

Mohamed Khaled was speaking to reporters after witnessing the signing of a memorandum of understanding (MoU) between Hazwan Enterprise Sdn Bhd and its manufacturing vendor and marketing agents at Perda Light Industrial Park in Kubang Menerong, Tasek Gelugor here on Saturday.

Hazwan Enterprise is the largest Bumiputera pillow and bed accessories manufacturer.

Under the MoU, the company will have 11 vendors which would boost its production capacity to meet the domestic and overseas markets demand.

At another function later, Mohamed Khaled said the development of a four-hectare wakaf land in Seberang Jaya will help upgrade the socio-economic status of bumiputeras in the state.

The RM15.3 million project involves the construction of a three-storey commercial complex, 82 low-cost double storey terrace houses and a surau.

Khalid said more Malays would be able to own houses and shoplots.

He was speaking after witnessing the signing of a MoU between UDA Holdings Berhad subsidiary UDA Land (North) Sdn Bhd and the state religious Islamic Department here.

Also present were Deputy Entrepreneur and Co-operative Development Minister Datuk Khamsiyah Yeop, state Housing, Culture, Arts and Heritage committee chairman Syed Amerruddin Syed Ahmad, who represented Deputy Chief Minister Datuk Abdul Rashid Abdullah and state religious Islamic Department head Shabudin Yahaya

Northern Corridor Economic Region: Great projects, but they need to be fine-tuned further

AS an ex-Penangite, I am delighted and impressed with the proposed infrastructural projects for Penang under the Northern Corridor Economic Region (NCER) master plan, particularly the Second Penang Bridge, the Penang Global City Centre and Penang Sentral.

These projects, together with the others, will transform Penang into a modern, vibrant metropolis.

However, the Penang monorail may fail to solve the island抯 transportation woes due to its limited capacity and slow speed, as demonstrated by Kuala Lumpur抯 monorail. A more credible alternative would be the LRT system, or better still, an MRT (mass rapid transit) system like Singapore抯.

There is no doubt that all these projects will be implemented successfully in view of the private sector抯 participation and the government抯 political will. That will be the easy part.

The tough part will be how to maintain these facilities effectively and efficiently, given the "Third World mentality" of Malaysians that Prime Minister Datuk Seri Abdullah Ahmad Badawi has warned against so often.

A classic example is the Komtar complex, which used to be the icon of Penang抯 urban renewal strategy but has since become an embarrassment to both the state government and Penangites.

Hence, it is imperative that Penang takes a quantum leap in improving its maintenance culture and management so that these projects will truly be Penang抯 pride in the years ahead.

The proposed RM2 billion Penang Sentral project in Butterworth will play a vital role as the integrated transportation and logistics hub of the NCER.

Thousands of people are expected to pass through this gateway to the island daily and thousands more will patronise its shopping mall, hotels and other facilities. In short, this project will transform the face of Butterworth.

This project is a unique and bold attempt at town planning. I have yet to come across such a massive project to be built right next to two large petroleum depots.

The big question is: "How safe will Penang Sentral be?"

True, there has never been any major accident at these installations. However, we can never rule out the possibility of such a scenario. In such an eventuality, Penang Sentral, too, may be affected.

Given this potential scenario, I strongly urge the government and the two foreign oil companies concerned to relocate the depots.

This vacant site could then be jointly developed into a modern, vibrant commercial hub, which Butterworth sorely needs. It will also complement Penang Sentral抯 role as the infrastructural icon on the mainland of Penang and the gateway to the NCER.

---------------------------------------------------------------------------------------------

i think penangites should observe very carefully and have a good understanding
how this NCER will improve the standard of living and great development to
penang  -   having said that, i think this NCER will give a great boost to penang
as one of the major tourism state in malaysia  - as well as in other areas such as
transportation and industries -

let's hope this project will benefit those affected regions -

Sidang DUN Perak hangat bincang NCER

22-08-2007

Perak yakin atasi kemiskinan tegar menerusi NCER

09-11-2007

Northern corridor economic region: NCER will take George Town to the next level

A replica of the PGCC at an exhibition. Development of the PGCC
would make Penang an international city and increase the value of
real estate

GEORGE TOWN: The Northern Corridor Economic Region (NCER) initiative could see George Town becoming the next international city.
UOB KayHian analyst Yee Mei Hui said this would be due to the development of a world-class real estate like the Penang Global City Centre (PGCC).

"The NCER is pushing Penang to the next level, as it could increase real estate prices and lower the unemployment rate in the state.

"Apart from that, the PGCC enhances Penang's status as an international city, given its international design and transparency in land ownership," she said at the symposium on "NCER -- Unleashing Penang's Potential" yesterday.

Yee was the 10th speaker at the one-day seminar.
She noted that the state, being the logistics hub, stood to gain from the rising demand as the NCER was aimed at increasing the income level of farmers in neighbouring states.

Yee said the state's real estate, the second-strongest in the country after the Klang Valley, was the biggest winner in the NCER because of its two-tier nature, the emergence of international developers and higher-end lifestyle products.

"Furthermore, the re-zoning of the Penang Turf Club from recreational to mixed development would see a surge in land prices."

Meanwhile, Abad Naluri, the developer of the PGCC, said it is committed to bring in experts to provide solutions to all issues, not just the ones raised by non-governmental organisations (NGOs).

Its director, Datuk Patrick Lim, said issues raised by the NGOs were just one aspect of the spectrum of issues which the developer was looking into.

"We are bringing in these experts to conduct studies in a scientific and methodical manner to address all areas of concern."

Through the seminar and other proposed forums, Lim, who is also Equine Capital's executive chairman, said the company had shown its willingness to be open, to share information and to be accountable.

"We have invited professionals in various fields to the seminar to address whatever concerns have been raised by the public."

Lim said the seminar was part of Abad Naluri's corporate and social responsibility to Penangites.

"We will hold more forums to address other issues. These include the upcoming seminar on green technology, scheduled for sometime next month."

one thing i hope re: ncer - to reduce the traffic in penang bridge
and downtown georgetown -- which are always full of traffic --
perhaps build better road and transyportation systems

clearly NCER will benefits lots - either companies people or government
itself -- with this development no doubt the economic in penang will
keep booming and prosper and let's hope all this development won't
affect the environment and forestry  --

Northern corridor economic region: All will benefit, say the experts
By : Sharanjit Singh

GEORGE TOWN: The development of economic corridor regions is set to transform various parts of the country, Institute of Strategic and International Studies chairman Datuk Seri Mohamed Jawhar Hassan said.

He said the government had planned the corridors to ensure sustainable development throughout the country, with the primary aim of eradicating poverty.

"These corridors can flourish with the participation of all stakeholders, especially the people directly involved in it."

Citing the Northern Corridor Economic Region (NCER) as an example, Mohamed Jawhar said the corridor had been planned to ensure macro developments in Perak, Penang, Kedah and Perlis.

He said the development of the NCER would also be centred on property, traffic and investment.
Jawhar said this in his opening address at a forum titled "The NCER -- Unleashing Penang's Potential" at the E&O Hotel here yesterday.

The forum, organised by Abad Naluri Sdn Bhd, featured a number of speakers who provided relevant information on how the NCER will affect Penang and unleash the island's potential.

The speakers included Economic Planning Unit deputy director-general Datuk Dr K. Govindan, Sime Darby manager Wan Azrain Wan Adnan, Universiti Utara Malaysia (UUM) NCER Research Centre director Associate Professor Dr Zulkhairi Md Dahalin, and Universiti Sains Malaysia School of Engineering dean Associate Professor Dr Ahmad Farhan Sadullah.

Others speakers were, Real Estate and Housing Developers Association (Rehda) president Ng Seing Liong, Rehda Penang branch chairman Datuk Jerry Chan Fook Sing, Traffic consultants Dr Tai Tuck Leong and Professor G. Naidu, UOB Kayhin investment analyst Yee Mei Hui and Regroup Associates Sdn Bhd executive chairman Chris Boyd.

Also present was Abad Naluri director Datuk Patrick Lim, whose company is developing the Penang Global City Centre project (PGCC).

The RM25 billion PGCC has been identified as one of the high impact projects under the NCER.

Govindan in his talk entitled "NCER Perspective -- High Impact Projects as Economic Catalyst", said Penang had a strategic and fundamental role to play in the NCER to ensure its success.

To a question, he said the NCER could also help spur development in northern states which had been lagging compared to other states.

"The level of poverty is high and the physical development is lacking. "The NCER is needed to overcome such shortcomings and raise the level of living of the people here," he said.

Zulkhairi, in his talk on the role of the NCER research centre, said there was a need to explain the role of the NCER to the people.

He said a recent survey conducted by the UUM research centre found that 75 per cent of respondents did not fully understand the NCER and how it benefits the people.

Pelabur 4 negara janji pelaburan lebih RM4.1b

Laporan Rohaniza Idris
